Under the Act of 11th January 2018 amending certain acts in order to increase the participation of citizens in the process of selecting, functioning and controlling certain public authorities, the legislator has amended the provisions of all three constitutional acts, i.e. on local community self-government, district self-government and voivodeship self-government. The amendments concern, inter alia, the introduction of a mandatory institution, which is the report on the condition of the local community. Although the institution of the report refers to all levels of local self-government, this study concerns the local community, i.e. the self-government which is closest to its inhabitants, and which deals with the greatest number of issues affecting the quality of their life. The report on the condition of the local community is a form of presenting the issues listed in Article 28 aa section 2 of the Act on the Local Community Self-government, i.e. “the report shall include the summary of the activities implemented by the local community administrator in the previous year, in particular the implementationof policies, programmes and strategies, resolutions of the local community council and the citizens’ budget”. In addition to the obligation of presenting the annual report on the condition of the local community, there is a need for a debate with the participation of both councillors and local residents. This debate certainly provides an opportunity for direct communication between executive authorities and society. Moreover, a constructive and meaningful debate boosts the effectiveness of the actions undertaken by the local community administrator, which as a result may contribute to positive changes in how the local community functions, i.e. an increase in the effectiveness of the economy and in citizens’ quality of life. Following the ideas of German solutions in responding to local issues, the study attempts to present the institution of the report as a concept of cooperative democracy. The current proliferation of local democracy and the accompanying mechanisms of the new institutions may lead to broadly understood improvements in the conditions of local self-government residents.

Bio-economy requires the participation that engages societies, including the local communities. In this context, the aim of the study is to recognize the opinion of the local community regarding the legitimacy of the use of existing local renewable energy potential, which will take the appropriate actions in the field of RES for the full implementation of the bio-economy program. The study assumed that a considerable degree of acceptance of renewable energy sources can be a powerful argument in order to confirm the thesis that as a result of income growth and consumer demand the multiplier effect of the use of RES will appear, contributing to local development. The tests were performed using factual methods. Secondary research, indirect (desk research), carried out in the process of exploring the problem. Field research, direct primary research, enabled the acquisition of primary data to enable the implementation of the targets. In examining the opinions of the populations of krośnieńsko-przemyski area sought to determine the relationship between the local community to the possibility of the use of renewable energy sources at the local level. Recognized opinions allowed to determine whether there is approval, disapproval, or no opinion on the use of renewable energy sources. Substantial increase in the share of RES technologies in the surveyed communes of Przemysl and Krosno sub-regions should be based on agricultural biomass, forest biomass, wind energy, geothermal energy, and solar energy. Tested communities have different often divergent opinions as to the validity of the use of RES on the local level, nevertheless a large interest in modern technologies and renewable sources of their funding is observed. The local community in the majority wants to pursue undertakings in the field of renewable energy, mainly based on solar and wind energy. There is a need to further identify and develop local potentials, including the use of social energy from renewable sources.
Biogospodarka wymaga uczestnictwa angażującego społeczeństwa, w tym społeczności lokalne. W tym kontekście za cel badań przyjęto rozpoznanie opinii społeczności lokalnej odnośnie zasadności wykorzystania na poziomie lokalnym istniejącego potencjału energii odnawialnej, co pozwoli na podjęcie stosownych działań w obszarze OZE na rzecz pełnego wdrożenia założeń programu biogospodarka. W badaniach założono, iż znaczny stopień akceptacji odnawialnych źródeł energii może być mocnym argumentem służącym potwierdzeniu tezy, iż wskutek wzrostu dochodów i popytu konsumpcyjnego pojawi się efekt mnożnikowy wykorzystania OZE, przyczyniając się do rozwoju lokalnego. Badania przeprowadzono przy pomocy metod faktualnych. Badania wtórne, pośrednie (desk research), prowadzono w procesie poznawania problemu. Badania w terenie, tj. badania pierwotne, bezpośrednie (field research), pozwoliły na pozyskanie danych pierwotnych umożliwiających realizację przyjętego celu. Badając opinie mieszkańców gmin podregionu krośnieńsko-przemyskiego starano się określić stosunek społeczności lokalnej do możliwości wykorzystania odnawialnych źródeł energii na poziomie lokalnym. Rozpoznane opinie pozwoliły określić, czy występuje aprobata, dezaprobata, bądź brak zdania na temat wykorzystania odnawialnych źródeł energii. Zasadniczy wzrost udziału technologii OZE w badanych gminach podregionu krośnieńskiego i przemyskiego powinien być oparty na bazie biomasy rolniczej, biomasy leśnej, energetyki wiatrowej, energetyki geotermalnej, jak również energetyki słonecznej. Badane społeczności lokalne mają różne często rozbieżne opinie co do zasadności wykorzystania OZE na poziomie lokalnym, niemniej jednak obserwuje się duże zainteresowanie nowoczesnymi technologiami OZE i źródłami ich finansowania. Społeczność lokalna w większości chce realizować przedsięwzięcia z zakresu energetyki odnawialnej, w tym głównie bazującej na energetyce solarnej i wiatrowej. Istnieje potrzeba dalszej identyfikacji i rozwijania lokalnych potencjałów, w tym społecznych w zakresie wykorzystania energii ze źródeł odnawialnych.

Food security is one of the main problems under the pandemic and climate change condition that we currently face. Managing peatland to fulfill community needs faces several problems including peat fire, GHG emissions and loss of biodiversity. Agroforestry is one of land use systems on peatland that is capable of accommodating different interests while still concerning the conservation purposes. This study aimed to assess the potential of agroforestry for ensuring the food security of local communities. This research was carried out in the Kalampangan Village, Palangka Raya City central Kalimantan for six months. This study used both quantitative and qualitative approaches, including interviews and field observations. Interviews were carried out with 13 farmers in Kalampangan who applied an agroforestry system. The data gathered included all agroforestry components and number of the food production component. The data were analyzed using descriptive statistics. The results showed three agroforestry types were applied by the Village community Kalampangan, namely agrosilviculture, agrosilvopasture, and agrofisheries. The biodiversity of agroforestry in Kalapangan is relatively high, with a total of 58 different species identified. A total of 86% of all agroforestry components are sources of food, including fruits, vegetables, seeds, tubers, spices and livestock. The information above shows that the peatland agroforestry in the Kalampangan Village has the potential to support food security while maintaining the biodiversity. Thus, agroforestry can be recommended as a peatland land use and rehabilitation strategies to accommodate the basic needs of local communities and increasing their prosperity.

Przedmiotem artykułu jest zidentyfikowanie przypadków wykluczenia społecznego związanego z transportem zbiorowym w społecznościach lokalnych oraz poszukiwanie rozwiązań w tym zakresie uwzględniających koncepcje krajowe i zagraniczne. Mieszkańcy społeczności lokalnych mają prawo do pełnego uczestnictwa w życiu społeczeństwa. W ramach tego uczestnictwa podstawowe znaczenie mają dostęp do dóbr i usług, w tym w szczególności środków transportu. Opracowanie analizuje potrzebę zapewnienia lokalnego organu regulacyjnego w celu nadzorowania i koordynowania starań o równy dostęp do transportu. Bada również już istniejące rozwiązania regulacyjne na poziomie lokalnym. W ramach analizowanej problematyki należy rozważyć uwolnienie przedsiębiorczego potencjału dotychczas ograniczonego przez ustawodawcę przekonanego, że jedynym rozwiązaniem jest wspieranie tradycyjnych form transportu w oparciu o ustalone trasy i rozkłady jazdy oraz pomoc publiczną. Bez uszczerbku dla takich form organizacyjnych, potrzebne jest bardziej zindywidualizowane podejście, osiągalne w nowym modelu gospodarki rozproszonej, powszechnie znanej jako gospodarka współdzielona. Polityka transportowa powinna być również bardziej otwarta na nowe technologie mające zastosowanie w transporcie.
This article aims to identify the instances of transport-related social exclusion in local communities and seeks solutions, to include domestic and foreign concepts. It claims that the inhabitants of local communities have the right to inclusion and explores the ways of achieving it. It considers the need to provide a local regulatory body created by local governments to oversee and coordinate the efforts to grant an equal access to transportation. It also explores the already existing regulatory features at the local level. It is recommended to free the entrepreneurial potential so far restricted by lawmakers convinced that the only solution is to support traditional forms of transportation based established routs and timetables as well as public aid. Without prejudice to such organizational forms, more individualized approached is needed, achievable within the new model of dispersed economy, more commonly known as shared economy. The transportation policy also needs to be more open to new technologies applicable in transportation such as drones and autonomous vehicles.

The article presents socio-demographic, physical-functional and cultural-symbolic change aspects of chosen local communities in Poland, which aretheresult of the gentrification process, making itself real in their space. In the first part of the article information about genesis and the course of gentrification with the characteristic of the main actors’ groups taking part in it is addressed. The second part of the article is devoted to the description of changes being experienced by local communities. The topic of the paper concerns partnerships of local communities of Poland and Germany in terms of the EU referring to specific examples. Briefly, a number of determinants that contributes to the intensification of bilateral cooperation has been identified. Moreover, the role of local partnerships in the EU terms was explained. Contemporary paedagogy attempts to write about the necessity of awareness/ education related to the needs of establishment of local communities and the creation of bonds as a response to processes related to social life in times of globalisation. It is a fact that we are presently dealing with a change in the forms and character of local communities.

The article focuses on three areas of work with the local community. First of them is the experience, which is highlighted as the most important of traditional Polish people in this area and the relevance of selected activities is pointed out that can serve best practices. In this respect, pedagogy described backyard, TPD and scouting activities (ZHP) with particular emphasis on the NAL. The article shows the legal and social arrangements that provide assistance and social work with people who need it. The whole article closes the author's proposal of the employment programs with the local community.

The aim of the article is to present forms of cooperation between local authorities and non-governmental organisations, taking into consideration the model of cooperation between public administration and NGOs and legal aspects.The research part of the article is based on the secondary data from “Barometr Współpracy 2009” (Cooperation Barometer 2009) report and the research results from the authors’ analysis of the selected examples of good practices of cooperation undertaken by the units of territorial self-government in the Lublin Province. The forms of cooperation and the amount of public funds devoted to the activities of the non-governmental organisations have been analysed. Moreover, the examples of cooperation realized by self-governments in the Lublin Province have been provided. The present analysis has demonstrated that the development of cross-sectoral cooperation requires more commitment from its partners. The parties should adjust the model solutions to existing possibilities and local resources. The creation of an appropriate model of cooperation between local authorities and nongovernmental organisations is a positive example of creativity, activity and development of both types of sectors, which will unquestionably be appreciated by local communities.
Celem artykułu jest przedstawienie form współpracy jednostek samorządu terytorialnego i organizacji pozarządowych z uwzględnieniem modelu współpracy administracji publicznej i organizacji pozarządowych oraz aspektów prawnych. W części badawczej wykorzystano zarówno dane wtórne pochodzące z Raportu „Barometr współpracy 2009” oraz wyniki badań własnych związanych z analizą wybranych przykładów dobrych praktyk współpracy podjętej przez jednostki samorządu terytorialnego w województwie lubelskim. Dokonano analizy form kooperacji oraz wielkości środków publicznych przeznaczonych na wydatki związane z finansowaniem działalności organizacji pozarządowych. Odniesiono się do przykładów współpracy zrealizowanych przez samorządy z województwa lubelskiego.Z przeprowadzonych analiz wynika, że zagadnienie budowania współpracy międzysektorowej wymaga większego zaangażowania partnerów w tym zakresie. Powinni oni modelowe rozwiązania dostosowywać do istniejących potencjałów i zasobów lokalnych. Wypracowanie właściwego modelu współpracy jednostki samorządowej i organizacji pozarządowej stanowi pozytywny przejaw kreatywności, aktywności i rozwoju obu sektorów, który z pewnością docenią społeczności lokalne.

The aim of this paper is to analyze the vision of the Polish education system outlined by selected liberal parties in Poland in 1989–2019, focusing on the role played by local communities and local authorities. The text analyzes election programs of main liberal parties as well as speeches of prominent politicians. The qualitative analysis of relevant content revealed that Polish liberals clearly specified in their programs the importance of a local government (as a body that makes decisions which to a large extent pertain to school), parents and the entire local community (as an entity that actively co-participates in school’s life, and has influence on key decisions). The proposed school system was institutionally grounded in a local government and simultaneously acted as a cultural center as well as a place where a local community can spend their leisure time. To this aim, changes were postulated in three key areas: “municipalization” of the school institution, schools forming stronger ties to the local community, and modification of education funding system.

Such social fields are characterized by both relations and resources associated with power when viewed from the standpoint of actions and structures. A separate aspect making itself known in the field of political power is its manifestations and influences.

Artykuł porusza problem zapobiegania przestępczości w wymiarze lokalnym przy wykorzystaniu filozofii community policing, opierającej się na partnerstwie policji, jako służby odpowiedzialnej za ochronę bezpieczeństwa i porządku publicznego, z lokalną społecznością. Obecnie w Polsce można zauważyć wyraźny zwrot policji ku społeczeństwu, wynikający z dostrzegania jego znaczenia w zapobieganiu i zwalczaniu przestępczości. Przykładem jest interaktywne narzędzie w postaci Krajowej Mapy Zagrożeń Bezpieczeństwa; mieszkańcy mogą tu zgłaszać anonimowo informacje o występujących w ich okolicy zagrożeniach, które wymagających reakcji właściwych służb. Istotny element stanowi również radykalna zmiana koncepcji pracy dzielnicowego, polegająca na uczynieniu go osobą bliższą obywatelom.
The article touches on the issue of local crime prevention with the use of community policing philosophy according to which the police is responsible for protecting the society and the public order cooperating with local community. At present, Polish Police has noticed the importance of society in preventing and fighting crime. The example is a National Safety Risk Map interactive tool where inhabitants can anonymously report information about threats appearing in their neighbourhood forcing appropriate service to react as also radical change of a constable’s work by bringing it closer to citizens.

Z gąszczu oddziałujących na nas dzisiaj wpływów środowiska bezpośredniego i pośredniego wielkie znaczenie mają te elementy, które umożliwią współczesnemu człowiekowi czynne i kreatywne z nim relacje. Wielkie znaczenie ma ciągłe pogłębianie przekonania o roli skutecznego dialogu między szkołą i środowiskiem w celu wspierania rozwoju kolejnego pokolenia.
The article is focused on a valuable aspect of environmental education at school and a supportive character of local organizations in the education process. Attention is paid to the special environment of teachers and students which may suggest the opportunities and ways of training as well as support the school in accomplishing its pedagogic goals. In the thick of impacts imposed on us by our direct and indirect environment, an impotent role is played by elements which Enable an active and creative contact of contemporary humans with the environment. A continuous deepening of the conviction on the role of an effective dialogue between the school and the environment to facilitate the development of the next generation is of high importance.

W opracowaniu przedstawiono problem rewitalizacji jako formę wsparcia rozwoju społeczności lokalnej. Omówiono pojęcie, istotę i cele rewitalizacji, a także kierunki i sposoby jej realizacji. Dokonano omówienia programu rewitalizacji dla gminy Dobromierz. Jako case study przedstawiono przykład wstępnego projektu rewitalizacji w badanej gminie, w oparciu o sieć przedsięwzięć turystyczno-rekreacyjnych.
In the study was introduced the problem of revitalization as the form of the support of the local community development. Notion, creature and the aims of revitalization, and also directions and the ways of its realization talked over. The discussions of the revitalization programme for the commune Dobromierz were executed. The example of the preliminary project of revitalization was introduced as case study at the studied commune, in the support about the net of touristic and recreational undertakings.

Problemem badawczym artykułu jest przedstawienie budżetu partycypacyjnego jako nowoczesnego narzędzia rekonstrukcji przestrzeni miejskiej w małych miastach i obserwacja ich funkcjonowanie przed i w warunkach pandemii COVID-19. Artykuł skupia uwagę na wybranych miastach województwa świętokrzyskiego w latach 2019-2020. Główna hipoteza pracy zakłada, że czas pandemii COVID-19 utrzymał problem frekwencji związany z udziałem ludności miejskiej w budżecie obywatelskim w Polsce. Aktywność społeczności lokalnej w odbudowie przestrzeni miejskiej przy pomocy budżetu partycypacyjnego, wymaga wieloletniej pracy władz lokalnych, poszerzania wiedzy o jej funkcjonowaniu i korzyściach płynących z udziału w jej tworzeniu i realizacji. Podstawą metodologiczną artykułu jest analiza stosowanych w Polsce metod budżetu partycypacyjnego oraz narzędzi interakcji ze społeczeństwem w celu ich upowszechnienia. W artykule wykorzystano również dane lokalne dotyczące realizacji budżetów obywatelskich w miastach województwa świętokrzyskiego, archiwalne i dostępne w ramach statystyki publicznej.
The research problem of article is to present participatory budgeting as a modern tool for reconstruction of urban space. They focus benefits of them in small cities and observes its functioning before and in the conditions of pandemic COVID-19. Article indicates the cities of the Świętokrzyskie region in the years 2019-2020 as the subject of particular interest. The main hypothesis of work assumes that the COVID-19 pandemic time only exacerbated the attendance problem related to the participation of urban population in the participatory budget in Poland. Activity of local society in the reconstruction of urban space with help of a participatory budget, requires many years of work of local authorities, expanding knowledge about its functioning and the benefits resulting from participation in its creation and implementation. The methodological foundation of article is analysis of methods of participatory budgeting used in Poland and tools of interaction with society in order to disseminate them. The article also uses local data on implementation of participatory budgets in cities in the Świętokrzyskie region, archival and available as part of public statistics.

Artykuł dotyczy konfliktu lokalnego, który powstał w wyniku zaniechania niemal w ostatniej chwili podjęcia decyzji o powołaniu powiatu brzezińskiego. Wywołało to bardzo żywe protesty mieszkańców Brzezin, które miały być siedzibą starostwa. źródłem konfliktu społecznego w Brzezinach, przejawiającego się w gwałtownych, zbiorowych protestach mieszkańców, polegających m.in. na blokowaniu przejazdu przez miasto, było nieutworzenie tam siedziby powiatu. Doprowadziło to do napięć w realizacji przez społeczność lokalną funkcji politycznej i funkcji wykonywania zadań publicznych. Skutkiem tego powstały opozycyjne wobec siebie grupy w łonie społeczności lokalnej. Jedną z nich była władza lokalna i związani z nią ludzie, drugą komitet protestacyjny, a w późniejszym okresie stowarzyszenie "Teraz Brzeziny". Efektem konfliktu lokalnego, zgodnie z jego modelowym ujęciem, jest wzajemne przystosowanie się stron. W Brzezinach proces przystosowania należy rozpatrywać jako przystosowanie pomiędzy stroną rządową a przedstawicielami społeczności lokalnej w formie kompromisu negocjacji prowadzących do rozwiązania problemu. W rezultacie doprowadzono do utworzenia powiatu brzezińskiego, choć nie w takich granicach, jak zakładał projekt pierwotny.
The article describes a local conflict which arose when the decision on the establishment of the Brzeziny district (powiat) had been waived at the last moment. This resulted in strong protests of the inhabitants, who hoped that the district authorities would be located in Brzeziny. The conflict impaired the local community's ability to exercise its political function and to execute public tasks. Two opposed groups emerged in the local community: representatives of the local authority and people connected with them on the one hand, and the protest committee, later the Teraz Brzeziny (Time for Brzeziny) association, on the other. The consequence of this local conflict, taken as a model, is mutual adaptation of both opposing sides. In Brzeziny, the adaptation took the form of a compromise negotiations between the government authorities and local community's representatives, which brought a solution to the problem. As a result of the compromise, the Brzeziny district has been established, however not within the originally planned boundaries.

The article is devoted to the discussion of selected results of the nationwide community police officers research conducted by the authors in January 2017. This research is a part of the ongoing project of the Ministry of Internal Affairs and Administration „Community police officer closer to us”. The analysis was based on the answers provided by 5,400 respondents from all over the country to the following questions: Should the role of community police officers be to carry out social prevention tasks? Are community police officers satisfied with their job as community police officers? How do they assess their interpersonal communication skills? Do they think they have prestige in the local community? Do they participate in meetings with the local community and how do they characterize the police mission? The results will be processed in 17 reports from the national community police officers research. The application of conclusions from the results of qualitative and quantitative research conducted all over Poland in 17 garrisons will have a significant impact on the dialogue between the authorities and community police officers, determining the expectations of first contact officers, their problems, strengths and weaknesses. The research carried out will increase the effectiveness of the “Community police officer closer to us” programme, one of the basic programmes of the Ministry of Internal Affairs and Administration implemented in order to build trust between the authorities and a citizen. The research also resulted in two monographs on the functioning of the district division in Poland. The authors’research focuses on the partnership of community police officers services with the local community for internal security, taking into account the role of community police officers social and educational activities, and on drawing a professional portrait of the community police officer who is closer to people, solves problems of local communities and carries out activities in the social and educational area.

The article presents issues related to risk in local government units. In Poland, managing risk in local governments has become the subject of detailed studies more recently due to the introduction of law imposing some risk management activities on local government units. Previously, the local government units were obliged merely to minimizing financial risk by implementing standards and systemic approach to management control. The article presents the results of conducted surveys on risk perception in local government units by local community.
Problematyka występowania ryzyka w jednostkach samorządu terytorialnego jest stosunkowo nowym zagadnieniem badawczym. W Polsce stała się przedmiotem badań na początku XXI wieku, kiedy to przepisy prawne nałożyły na jednostki samorządowe obowiązek realizacji prac związanych z planowaniem i zarządzaniem ryzykiem w tych jednostkach. W pierwszej części artykułu zaprezentowano definicje i ryzyka występującego w j.s.t. W dalszej części przedstawiono wyniki z przeprowadzonych badań ankietowych dotyczących postrzegania ryzyka w jednostkach samorządu terytorialnego przez lokalną społeczność.

The main objective of this paper is to present the main tasks included in the development of strategies (for local communities) and their further implementation. The study is empirically-oriented, since it is based on surveys carried out in selected communities in the Lower Silesia region. This paper is focused mainly on aspects which are important for the improvement of living conditions of local communities. It examines the level of awareness about the strategy among the inhabitants of examined communities, as well as the inhabitants’ assessment of its implementation. A preliminary analysis of our results has shown that the preparation and implementation of strategies in Lower Silesian communities should be improved. It has been suggested that the residents’ participation designing the strategy is also essential. Noteworthy, in the surveyed communities the activities which are carried out lead to positive changes. However, the directions of those strategies have not been discussed with the residents of the communities. It has also been observed that their realization is not consistent with the studies and developmental plans.

Dziś, po latach narzucanego kolektywizmu, możemy jednak obserwować oddolne próby budowy lokalnych wspólnot mieszkańców. Badaniami objęto wybrane przejawy takich działań w kraju i za granicą. Studia literaturowe i studia przypadków uzupełniono o dokumentację fotograficzną. Zebrane przykłady wskazują, że wspólnota mieszkańców stanowi element współczesnej formuły dobrego środowiska mieszkaniowego i może być przedmiotem intencjonalnych działań osób za to środowisko odpowiedzialnych.
Local community - a term associated with the notion of neighbourhood and the quality of living environment do not seem attractive to architects in Poland nowadays. Following years of collectivism enforced by top-down political decisions, one can currently observe bottom-up movements - attempts of building local communities. This paper presents research of chosen case studies (both Polish and foreign) illustrating the above approach. These examples suggest that focus on local community is fundamental for creating good living environment. This approach may become an important part of design process understood as intentional activity undertaken by designers professionally responsible for the quality of built environment.

The article deals with an issue of social consent for institutional social help activities in the functional area of the local community. When planning the development of social infrastruc-ture for social help purposes, it sometimes happens that some elements are not taken into ac-count such as the consent of town residents (neighbours) to the location of the infrastructure. Plans to create a social facility encounter resistance of residents who are concerned about their own safety. The source of such anxiety are clients of institutions, for whom the inhabitants have negative stereotypes. We experience then a conflict situation, social protests, referred to in the scientific literature as the NIMBY syndrome. We learn most about the local protests from the media, about the reasons for the protests, NIMBA actors. The article gives examples of such protests regarding the location of a social institution. Examples come from public sources – local and national newspapers, internet sources. The development of events is tracked by the media up to a certain point – for example, reaching consent or moving away from the intention to locate the institution. For social workers, this is a sufficient package of information to take into account the potential resistance of residents. In this light, it is possible to predict the lack of consent of the local community to the neighborhood with a specific cat-egory of clients of social institution. Therefore, an appropriate information campaign, ahead of the implementation of the project, can protect investors by confronting the inhabitants of the city, time-consuming and expensive procedures, and above all negative emotions. Thanks to that avoidances of hostility, aggression towards employees of institutions, clients of institu-tions and objects of this institution will be avoided.

All societies are characterized by the presence of certain mechanisms responsible for their functioning. Those mechanisms ensure good reproduction the patterns of expression and interpretation of each indy- vidual and strengthen social bonds, making it conducive to the consolidation of the community. These mechanisms are often bureaucratically organized in forms of an institutional activities. This article takes the issue of the informal transfer of knowledge and experience between the different generations, and also the impact of grassroots and anarchistic self-organization of the local community in Krobia. Connections based on informal relations between the younger and older members of the community are an extremely important part of building local identity and improving the functioning of the organized community. As shown in this article, those informal relations are a particularly important element of differentiation of the local community in Krobia, because they are completely independent from institutional initiatives, spontaneously formed in the projects of varying themes, and finally, they are common and very important to the local community.

The Gmina referendum is one of the main institutions of direct democracy in Poland. Its procedure laid down in the act of 15th September 2000. The referendum is an expression of inhabitants’ commitment and their concern about the functioning of a local community, as well as serving its basic needs and interests. The analysis of the political conflict in Wałbrzych during 2010-2011 shows, however, that the voting may play a different role. The main aim of the article is to present the correlation between the gmina referendum from 2011 and the conflict in question. The intention of the author is to establish whether the referendum exerted a real impact on the course and the results of the conflict in Wałbrzych, and if so, to what extent. The time frame of the article lies between, on the one hand, the local government elections of 2010 preceded by the election campaign, and, on the other hand, the repeated elections for the President of Town and for the Town Council of 2011.

The subject of the article is the analysis of the situation of elderly people functioning in their local environment, on the example of Żabia Wola. Presentation of the results of own research is preceded by a review of important theories regarding old age, including the characteristics of styles of functioning of seniors and the presentation of the most important studies regarding their situation. In the empirical part, a diagnosis of the local community of Żabia Wola was carried out. The research was aimed at finding out about friendly places and offers addressed to seniors, identifying barriers in accessing them, looking for resources and recognizing attitudes and styles of functioning in old age, presented by elderly in the studied environment. Triangulation was used for the purposes of the research, i.e. a combination of research methods: analysis of existing data, participant observation, interviews and questionnaires. The research hypotheses were confirmed only partially: the hypothesis that seniors are passive was not confirmed and that the attitude of dependence on the family and immediate environment prevails among them. The research shows that elderly people are rarely included in offers and services addressed to all residents. The studied elderly people, however, have a lot of potential that they could use, taking part in events prepared specially for them and using dedicated offers that currently do not always meet their expectations and needs. The conclusion from the research, which is also a recommendation for local authorities, is the need for intergenerational integration in order to sensitize the entire local community to the needs of older people.

The goal of this article is to review the possibilities and limitations of applying Aleida and Jan Assmann’s concept to the study of local memory, using as an example the memory of inhabitants of the Polish town of Olsztyn. The author first briefly presents selected key premises of Aleida and Jan Assmann’s concept of culturalmemory. She then addresses the question of how the Assmanns’ concept is received and interpreted in Poland. Discussion of these issues leads to an analysis of the advantages and difficulties of applying the two German scholars’ theoretical proposals to the study of memory in local communities. The author refers to the case of a moderately aggregated, urban society with a complicated multiethnic past. Her conclusions concern the challenges scholars face in adopting Aleida and Jan Assmann’s theoretical perspective for studying memory and local communities in this part of Europe

Thereby using the concept of smart cities allows cities, regardless of their size, to achieve economic development, attract investors, and mobilize local people and create new jobs. The smart platform allows share data between all participants and stakeholders, this improves efficiency and stimulate changes.

In this report we point out the requirement of local communities for environmental education of society that results from accession of Poland to the project titled „Decade for Sustainable Development 2005-2014”. The paper includes results of the surveys carried out among students, teachers and officers of communes that reveal the role of environmental education in schools, communes and universities. The results demonstrate that environmental education should become connected with actions in aid of both natural and social local environments.
W pracy wskazano na zapotrzebowanie środowiska lokalnego na edukację środowiskową społeczeństwa, wynikające z przystąpienia Polski do udziału w projekcie Dekada Edukacji dla Zrównoważonego Rozwoju 2005-2014. Praca zawiera wyniki badań ankietowych studentów, nauczycieli i pracowników gmin wskazujące miejsce i rolę edukacji środowiskowej w szkole, gminie oraz na studiach przyrodniczych i pedagogicznych. Wyniki świadczą o konieczności zbliżenia trendów kształcenia przyrodniczego do praktycznych działań na rzecz lokalnego środowiska przyrodniczego i społecznego.

This research aims at introducing a clear, sustainable framework for brownfield regeneration that focuses on the role of community in urban regeneration. The town of Al-Fuheis, Jordan, is losing its shine under clouds of dust and chemical emissions. It needs regeneration so that social and economic struggles can be simultaneously addressed through innovative regeneration. In order to reach this goal, a qualitative analysis was presented to introduce the general framework of brownfield regeneration. The structure of the framework depends on the researcher’s interpretation. Purposive sampling was used in this part of the study to involve the local community in taking decisions concerning regeneration. Their decisions must be considered during the master plan development. The brownfield regeneration model is summarized in a clear diagram. The results of a questionnaire analysis show the effective role of community to participate in urban regeneration. Applying the brownfield regeneration framework enhances the social, environmental, and economic value.

Development of local self-government institutions, positive dynamics of local development through the level of public capacity. Demographic capacity is part of the overall capacity of the local community. Demographic capacity is seen here as the ability of a local community to demonstrate a positive level of demonstration - one that allows communities to function smoothly, to have a resource program that provides a quality level of services to live in communities. The article presents an analysis of the current state of demographic processes in Ukraine and European countries. Insufficient demographic capacity in Ukrainian territorial communities is a consequence, first of all, of negative transformational societies, state institutions and local self-government institutions. Restoration of the demographic balance in Ukrainian communities depends on the nation of positive changes in the socio-economic and political spheres. Take care of your health, feel positive, give birth to children more than residents of those communities that have managed to achieve such positive changes and improve living standards. Theoretical and methodological basic research is the scientific works of foreign and domestic scientists on selected issues. Dialectical, systemic and structural methods of analysis and generalization are applied. The main goal of the article is to analyze and systematize the theoretical and methodological approaches to defining the concept of demographic capacity of the community. The task of the article is to study the trends and patterns of the current situation and identify opportunities and mechanisms to ensure demographic capacity.

The article presents a new theoretical approach - against the background of all the papers included in this volume - to the development of local and regional systems. Contemporary ideas existing in the literature of social sciences should be, in the author’s opinion, collected and considered in the modern category of localism which becomes an important element of the organization of citizen’s life during the social change in post-communist Poland. The author tries to formulate his own position and the point of view in that approach. This concept is also compared with the traditional conceptualization of the vision of the development and activity in local civic communities.

Celem artykułu było ukazanie uspołecznienia przygotowania strategii rozwoju gmin wiejskich w świetle literatury przedmiotu i wyników badań empirycznych w 5 województwach w różnej części Polski i 10 gminach (po dwie w województwie), Badania obejmowały dwa rodzaje gmin wiejskich: rozwojowe i oddalone oraz trzy grupy ludności wiejskiej: rolnicy, przedsiębiorcy i radni. Podstawowymi materiałami badawczymi były dokumenty strategiczne z badanych gmin oraz wyniki własnych badań przeprowadzonych w formie wywiadu z kwestionariuszem badań (433 wywiady). Wyniki badań wskazują, że w przygotowaniu strategii rozwoju gmin wiejskich brakuje pełnego uspołecznienia procesu przygotowania strategii gminy, gdyż ponad 60% badanych nie wiedziało, czy gmina ma taką strategię, w tym ponad 30% radnych, którzy z wyboru powinni uczestniczyć w jej przygotowaniu. Wyniki te także świadczą o braku dostatecznego upowszechnienia tej strategii oraz o małej aktywności i zainteresowaniu mieszkańców wsi programami rozwoju obszarów wiejskich.
The aim of this article was to show the socialization prepare rural development strategy in the light of literature and empirical studies in 5 voivodships in various parts of Poland – 10 rural communes (two in voivodship). The study encompassed two types of rural communes, developed and remote, as well as three groups of rural populations – farmers, entrepreneurs, and councilpeople. Strategic documentation from communes and results of personal research in the form of questionnaire (433 interviews) comprised the basic research material. The results indicate that in the preparation of rural development strategies are missing the full socialization of the process of its preparation, since over 60% of the interviewed individuals, including 30% of commune councilpeople who should have been willingly participating in its preparation These results also indicate that the lack of adequate dissemination of the strategy and the low activity and interests of rural residents of rural development programs.

The article touches actual principles and ways of waste economy leading in community. Community (Gmina) is a basic territorial unit of a local government which is obliged for environmental protection including assurance of cleanliness at its territory. The task can be fulfilled in different ways allowing actual rules of community, national and local rights.
