Opis:
Celem niniejszego artykułu jest zidentyfikowanie kontekstów tematycznych, w których omawiany jest język polski na litewskich internetowych portalach informacyjnych oraz analiza, jak jest przedstawiana w mediach litewskich sytuacja nauczania, uczenia się i używania języka polskiego ze względu na prawa użytkowników języka. Artykuł przedstawia obraz sytuacji języka polskiego Litwie, jaki uzyskano podczas analizy litewskich portali informacyjnych. W tym celu wybrano trzy najpopularniejsze portale internetowe: delfi.lt, 15min.lt, lrt.lt. Teksty artykułów zostały wyekscerpowane za pomocą narzędzia Google Chrome Web Scraper. Do badania wytypowano 72 artykuły z lat 2019-2023. W artykułach mawiano wyniki kształcenia uczniów w szkołach mniejszości narodowych, poziom znajomości języka litewskiego w szkołach mniejszości, nauczanie języka polskiego jako obcego, znaki publiczne w języku polskim oraz sprawy sądowe dotyczące używania języka polskiego. Artykuły w wybranym okresie dotyczyły głównie języka polskiego w kontekście oświaty i prawodawstwa, zabrakło w nich kontekstu kultury polskiej.
The aim of this article is to identify thematic contexts in which the Polish language is discussed in Lithuanian online news portals and to analyse how the situation of teaching, learning, and using the Polish language is presented in the media in terms of the rights of language users. The article overviews the status of the Polish language in Lithuania on the basis of analysis of Lithuanian information portals. For this purpose, the three most popular Internet portals were selected: delfi.lt, lrt.lt, and 15min.lt. Media articles were extracted using the Google Chrome Web Scraper tool. Seventy-two articles from the years 2019-2023 were chosen for the study. The articles covered topics such as the results of students’ education in national minority schools, the level of Lithuanian language proficiency in minority schools, the teaching of Polish as a foreign language, public signs in Polish, and court cases concerning the use of the Polish language. During the selected period, the media articles primarily focused on the Polish language in the context of education and legislation, disregarding discussions related to Polish culture.

The Lithuanian Radio and Television (the LRT 1 ) has been performing the functions of the public service broadcaster for two decades. Its mission is defined by the law; the former state subordination was replaced by the public administration (the LRT Council). The LRT is facing problems that are characteristic of the participants of the European audiovisual sector of the competitive era as well as specific problems of the post-communist states’ development. There were no traditions of public service in Lithuania, the reorganization of the audiovisual sector coincided with dramatic changes in public, political and economic life of Lithuania. Although formally the LRT meets the requirements set for the European public service broadcasting, from time to time, the question of independence of public service arises. The possibility of political power to interfere in the matters of LRT is revealed in the article through the particular case – through the analysis of the so-called Diarchy Case when due to the influence on the LRT the interests of the former and new political majorities clashed. The case reveals that it is possible to make political impact on the public service by announcing aspirations of full depoliticization. It is possible to pursue political goals of the governing majority through financial levels as well. After the idea of subscription fee has remained unrealized we see how difficult it is to find alternative funding sources for the public service broadcaster.

The aim of the article: Despite the fact that everything we know in Polish history about the emergence of Solidarity [Polish: Solidarność], Polish trade unions, in 1980-1981, and the conflict with the communist totalitarian regime is described in sources as ‘the Polish Crisis’, the question remains open about the contemporaneous deepening communication crisis of the communist government in Lithuania, whose history had long – until the middle of the 20th century – been very closely linked to the development of Poland. From 1951 to 1989, Lithuania was separated from Poland by a double barbed-wire Soviet border barrier without any border crossing points. Nevertheless, the author proposes delving into what type of information control measures the Soviet regime used in influencing the Lithuanian people by undermining their interest in the workers’ strikes and the expanding trade union movement in Poland 40 years ago, trying to set Lithuanians against Polish society, and also how the media in the West helped renew the dialogue between Lithuanian and Polish diaspora organisations. Research methods: The author performed a content analysis of KGB documents in the Lithuanian Special Archives and examined the content of the Lithuanian SSR mass media and the mass media of the Lithuanian diaspora in the United States. Results and conclusions: The Soviet concept of security that was implemented by the repressive structure of the KGB was largely associated with the restriction of information, censorship and self-censorship of the population. However, it was also associated with the recruitment of Lithuanian citizens into ongoing cooperation with the secret service to collect data about Polish people who were ‘disloyal’ to the regime and transfer information to the security service of communist Poland, so the content of these reports must be disclosed. Cognitive value: Thus, the article provides the broader context, in which the content of the propaganda press is only one element of the system that controlled the public space.

This paper presents an analysis of how the concept and the practice of electoral campaign has developed throughout the ages; since the times of the Athenian democracy until the contemporary democratic or authoritarian state. In his analytical study, the author focuses on the Athenian democracy, the Roman Republic, the Polish Nobility state and the contemporary representative democracy of the United States of America. The author makes a distinction between the election and the electoral campaign and specifies the factors that underlie the distinction. The election was well-known in the Classical and the Modern-Time periods, whereas the phenomenon of electoral campaign comes into view no sooner that the modern times, with the growth of mass political parties and mass press journalism. The text also specifies what the political (systemic) criteria must be met for the electoral campaign to take place. The difference between the propaganda-based political campaign and the electoral campaign is described and the latter concept is defined.
