Opis:: The issue of the commercialization of patents, as an exemplification of the industrial property, is mostly considered at the microeconomic level. Patent commercialization belongs to the innovation management process, which takes place in innovative organizations. Such microeconomic research approach does not take into account the phenomenon of the intellectual property simultaneous spread and use of scientific and technical knowledge in the economy. These observations lead to undertaking research on the commercial use of patents in the economy. The aim of this paper is to present the research results of the patent licensing as one of the forms of commercialization in the selected European countries in the long time period. The main purpose of undertaken research was to identify and measure the patent licensing dynamics, which is part of the one of the major research related to identify and structure recognition of patents commercialization stream. To achieve this purpose, the collection of patent metadata for the member states of the European Patent Office was used, as well as the author’s own concordance IPC→NACE table. As a result of the research, some of the European countries were identified as leading, in terms of the number of licensed patents, the dynamics spread of patent property in the European economy that was set, and the branches were established, in which the emerging new industrial solutions are the subject of commercialization with the use of license contracts.

Opis:: In the authors’ view, the proposed directive infringes the principle of subsidiarity and does not deserve support at the Council of European Union. The proposal applies to organizations and relationships of both trans-border and strictly national nature, irrespective of the sector in which the collective societies operate, or whether they are engaged in multi-territorial licensing. According to the authors’ conclusions, the European Commission did not prove that EU Member States, acting independently or cooperating among themselves, cannot achieve the objectives specified in the proposal. An analysis of current Polish legal provisions and their evolution shows that achievement of those objectives is not only possible as a result of measures taken at the national level, but in fact those objectives have been to a considerable degree achieved.

Opis:: The transformation of innovation into commercial value depends primarily on appropriate protection of the intellectual property, usually by patents, and efficient pathway(s) of its transferability as well as the transfer of the protected knowledge. The key features of patents, from an economic perspective, are that they encompass new knowledge and confer monopoly rights to the owner. The exclusiveness of patent rights is generally conceived as a necessary mechanism to ensure further innovation, stimulate advanced research and facilitate efficient market transactions with patent rights. The patent holder can transfer the technology embodied by way of granting to others a license to use the patented invention in return for a share of the revenues, usually royalties. Patent rights transferability has been proven to be efficient and profitable to the industry as well as beneficial to the welfare of society. The economic and practical perspectives of the transferability and commercialization of patent rights are discussed.

Opis:: According to statistical data, today forest services in Poland are performed by over 4,7 thousand private transactors. As a result of the complex process of privatization of the service sector in forestry, after 17 years of its implementation, private enterprises have almost entirely taken over various forest management tasks in the State Forests. The present study is an attempt at showing the influence of licensing procedures concerning the quality of forest services, performed by the Forest Entrepreneur Association, on the vocational activation of the population living in rural areas and on the job stability in this sector of services.

Opis:: Basic research may be considered as the first step in the knowledge generation or innovation process. Knowledge is probably recognized as the most important factor in the development of national economies. Governments therefore have a role in ensuring and subsidizing the basic science to generate knowledge aimed to improve social welfare. Since basic research is conducted mainly at universities nowadays, they should set to support all aspects of knowledge generation and transfer - from basic research (invention) to innovation and ultimately, to commercialization. The transformation of knowledge or innovation into commercial value depends primarily on efficient pathway(s) of technology transfer by universities’ technology transfer organizations. Ideally, universities should seek to transfer technology to the private sector in order to capture the benefits of commercialization of their innovation. However, in circumstances where the innovation is at an early or premature stage, consequently far from materializing to a product, licensing to industrial enterprises is not (always) plausible, hence feasible alternatives should be sought. In this short review, we argue possible modi operandi to achieve these goals.

Opis:: W badaniach materiału językowego niejednokrotnie napotykamy zjawiska, do których wyjaśnienia nie wystarczy zastosowanie rozwiązań czysto fonologicznych. Leżą one bowiem na pograniczu oddziaływań czynników zarówno morfologicznych, jak i fonologicznych. Podstawową tezą, jaką formułuje autorka artykułu, jest twierdzenie, że w obrębie systemu językowego istnieją mechanizmy umożliwiające współdziałanie powyższych komponentów języka. Modelem teoretycznym zastosowanym w pracy jest model Fonologii Rządu. Analizując wybrane procesy zachodzące w językach niemieckim, irlandzkim i koreańskim, należy stwierdzić, że możliwość interakcji międzysegmentowych wchodzących w skład sąsiadujących morfemów podlega parametryzacji. Jedne systemy językowe pozwalają na kooperację domen morfologicznych, inne zaś taką możliwość odrzucają. Mechanizmem, który umożliwia współpracę fonologii z morfologią, jest – zdaniem autorki – relacja pomostowa (bridging). Wymaga ona specjalnego rodzaju licencjonowania. W języku niemieckim pomaga ona wyjaśnić zjawisko przegłosu (umlaut), które jest wynikiem oddziaływań morfofonologicznych. Język irlandzki posługuje się relacją bridging jedynie wewnątrz pojedynczych domen fonologicznych. Dane pochodzące z języka koreańskiego pozwalają na sformułowanie hipotezy dotyczącej działania parametru regulującego wybór relacji pomostowej przez dany system językowy.

Opis:: In the context of energy demands by growing economies, climate changes, fossil fuel pricing volatility, and improved safety and performance of nuclear power plants, many countries express interest in expanding or acquiring nuclear power capacity. In the light of the increased interest in expanding nuclear power the supply chain for nuclear power projects has received more attention in recent years. The importance of the advanced planning of procurement and manufacturing of components of nuclear facilities is critical for these projects. Many of these components are often referred to as long-lead items. They may be equipment, products and systems that are identified to have a delivery time long enough to affect directly the overall timing of a project. In order to avoid negatively affecting the project schedule, these items may need to be sourced out or manufactured years before the beginning of the project. For nuclear facilities, long-lead items include physical components such as large pressure vessels, instrumentation and controls. They may also mean programs and management systems important to the safety of the facility. Authorized nuclear operator training, site evaluation programs, and procurement are some of the examples. The nuclear power industry must often meet very demanding construction and commissioning timelines, and proper advanced planning of the long-lead items helps manage risks to project completion time. For nuclear components there are regulatory and licensing considerations that need to be considered. A national nuclear regulator must be involved early to ensure the components will meet the national legal regulatory requirements. This paper will discuss timing considerations to address the regulatory compliance of nuclear long-lead items.

Opis:: Purpose: The purpose of the article is to discuss and analyze new regulations regarding passenger transport, new obligations of intermediaries such as Uber and drivers using such platforms. Design/methodology/approach: Analysis and interpretation of legal provisions, analysis of the socio-economic context and desirable implications. Findings: The new regulations should increase the sense of justice and equal treatment of entrepreneurs due to the unification of the requirements for all entities providing passenger transport services. Potential increase in the quality of transport services for consumers due to greater legal certainty and standards. Regulating the status and activities of intermediary platforms that have previously operated in the sphere of legal uncertainty. Originality/value: This is one of the few first studies on regulations that have been in force recently and regulating the controversy related to Uber's activity in Poland. This should be a practical source of knowledge and conclusions about the applicable regulations for transport companies, drivers wishing to operate e.g. under the Uber banner, as well as aware passengers who can expect the quality of services provided.

Opis:: Autor artykułu wykazuje, iż dystrybucja długich samogłosek w szkockim dialekcie języka angielskiego jest uzależniona od dwóch czynników. Pierwszym jest złożoność spółgłoski następującej po potencjalnie długiej samogłosce. Im bardziej złożona jest spółgłoska, tym mniejsza możliwość licencjonowania długości. Drugim czynnikiem jest aktywność elementu A w licencjonowanej samogłosce. Im mniej aktywny jest element A, tym większa potrzeba licencjonowania. Interakcja tych dwóch czynników jest odpowiedzialna za obecność lub brak obecności długich samogłosek w pewnych kontekstach.
The claim of the article is that the distribution of vowel quantity in Standard Scottish English is sensitive to the substantive complexity of the following consonant, which may block the licensing originating in the V position that follows the potential long vowel (Licensing Absorption). Licensing Absorption interact with the scale of the preponderance of A element within the featural make-up of licensed vowels thus deriving the attested pattern of the distribution of vowel length in SSE.
