The paper presents language policy in Sweden from 16th to 21st century. During many centuries Sweden aimed at making Swedish the dominant language in every domain and for every national group living in Sweden. Currently, Swedish has been recognized as the main language in Sweden which implicates the use of other languages in the country. Many activities are carried out in order to make the language used in public institutions easy and intelligible. Sweden offers courses in Swedish for immigrant children and adults, as well as courses in minority languages spoken as first languages and in sign language. There are also many institutions in Sweden which act in order to cultivate and promote Swedish.

This article is devoted to the analysis of approaches to understanding the phenomenon of language policy in the Ukrainian sociolinguistic tradition during the twentieth and twenty-first centuries. The study points out the versatility and ambiguity of the term “language policy”, taking into consideration its interdisciplinary nature, multifaceted functioning in the language, and its usage along with the terms “language planning”, “language construction”, “language management” and so on. The author proposes using the term “language policy situation” along with the concept of “language situation”, which is already established in the Ukrainian sociolinguistic tradition, and by which we mean the regional dimension of national language policy. Attention has been drawn to the importance of constant attention of politicians to the issues of language life of the state and its individual regions, especially border ones. What is significant is an objective assessment of the state of language usage, and efforts aimed at ensuring the harmonisation of relations in society in the language sphere or significantly contributing to its achievement. The author also draws attention to the importance of rethinking traditional research methods, in particular the feasibility of using discursive approaches (especially critical discursive analysis). She observes that their elaboration in the context of language policy is a topical issue in sociolinguistics.    
Artykuł poświęcony jest analizie rozumienia polityki językowej w ukraińskiej tradycji socjolingwistycznej w XX i XXI wieku. W opracowaniu zwrócono uwagę na wszechstronność i niejednoznaczność terminu „polityka językowa”, biorąc pod uwagę jego interdyscyplinarny charakter, wieloaspektowe funkcjonowanie w języku oraz używanie obok terminów „planowanie językowe”, „budowanie języka”, „zarządzanie językiem” itd. Autorka proponuje stosowanie terminu „sytuacja pod względem polityki językowej” wraz z pojęciem „sytuacja językowa”, które jest już ugruntowane w ukraińskiej tradycji socjolingwistycznej i przez które rozumiemy regionalny wymiar ogólnokrajowej polityki językowej. W opracowaniu podkreślono znaczenie stałej uwagi polityków, kierowanej na problematykę językową państwa i jego poszczególnych regionów, zwłaszcza przygranicznych, obiektywnej oceny stanu używania języka, zapewnienia harmonizacji stosunków społecznych w sferze językowej lub znaczących działаłań w kierunku jej osiągnięcia. Autorka zwraca również uwagę na znaczenie ponownego przemyślenia tradycyjnych metod badawczych, a szczególnie na możliwość zastosowania podejść dyskursywnych (zwłaszcza krytycznej analizy dyskursu). Zauważa, że ich opracowanie w kontekście polityki językowej jest aktualnym zagadnieniem w socjolingwistyce.

According to the 2002 National Census of Population and Housing, 48 737 people declared Belarusian nationality. Most of the Byelorussian language users, which equals to 39 898 people, inhabit Podlasie. The national structure of Podlasie has undergone major changes. As a result of the assimilation processes over the years, the number of Belarusians in Podlasie has drastically declined. The official policy of the Polish government guarantees Polish citizens belonging to national and ethnic minorities the freedom to maintain and develop their own language. It also provides national and ethnic minorities the right to establish their own educational institutions. There are elementary schools, gymnasiums and high schools in Podlasie where Byelorussian language is taught as an additional subject. According to the data provided by the Bialystok Board of Education, in the school year 2008/2009 3225 students learned the Byelorussian language. Moreover, the Byelorussian language is being used in academic education. There are Belarusian Language Departments in three Polish universities: the University of Warsaw, the University in Bialystok and the University of M. Curie-Sklodowska in Lublin. Byelorussian language is also the language of mass media; there are newspapers being published in Podlasie in the Byelorussian language, as well as radio broadcasts are being aired from Bialystok and Warsaw. Unfortunately, the majority of the Byelorussian language users do not consider this language

The aim of this article is to reflect on the implementation modalities of educational policy promoting multilingualism in Poland, a country where linguistic and cultural variety remains relatively low. The article begins with a definition of the concept of “language policy”. Subsequently, the European Union’s directives promoting the policy of multilingualism in the educational context are presented. In this part, the focus is on the following aspects: modern foreign languages, regional and minority languages, certification of language skills and teaching of a curriculum subject integrated into foreign language instruction. The last part of the article concentrates on the implementation of the said directives in Poland. In the research, the author relies on statistical data from various sources to demonstrate that - even if Poland is considered a country where linguistic and cultural variety remains low - foreign (in a broad sense of the term), regional and minority languages are regaining their rightful place in the functioning of the state, including in the Polish education system.

Unlike most projectors of planned international languages, the creator of Esperanto, L.L. Zamenhof, was as interested in status planning as in corpus planning. Zamenhof’s project was complete enough to be used as a means of communication, but incomplete enough to allow the community of Esperanto speakers to do much of the work of turning his project into a full-fledged language. Zamenhof himself saw the language as a means to an end, and, quite early on, entrusted the development of the language to its speakers while he pursued more lofty ideological goals. Recently scholars have turned their attention to the ideological side of the Esperanto community in general, including the strong commitment of Esperanto speakers to linguistic justice and to a greater awareness of the value of multilingualism and linguistic diversity.
W przeciwieństwie do większości projektantów planowych języków międzynarodowych twórca Esperanto L.L. Zamenhof był tak samo zainteresowany planowaniem statusu jak planowaniem korpusu. Projekt Zamenhofa był na tyle kompletny, by można go było wykorzystać jako środek komunikacji, ale na tyle niepełny, aby umożliwić społeczności esperantystów wykonanie dużej części pracy nad przekształceniem projektu we w pełni rozwinięty język. Sam Zamenhof postrzegał ten język jako środek do celu i dość wcześnie powierzył rozwój języka jego użytkownikom, podczas gdy on sam dążył do wyższych celów ideologicznych. Niedawno badacze zwrócili uwagę na ideologiczną stronę społeczności esperanckiej w ogóle, w tym na silne zaangażowanie esperantystów w językową sprawiedliwość i większą świadomość wartości wielojęzyczności i różnorodności językowej.

The article embarks on a critical analysis of the issue, recently reverberating across the country, of granting a status of a regional language to the Silesian ethnolect. Within the relevant public space, the problem interlocks the three following types of discourse: legal, political and scientific. Onto thus formulated discourse superimposesthe common perception of the unresolved tension of the augmented efforts for revival of the self-identity and political positioning in the Silesian society. These efforts are, in turn, related to a very strong feeling of ethnic identity of the Silesians, who like to emphasize their cultural distinctiveness in everyday communicative situations. The notion of the regional language is a special legal category in EU legislation and has been introduced to Polish legislative discourse after this particular language status has been granted to Kashubian. Currently, a number of political and social initiatives are being undertaken in Upper Silesia that are aimed at the administrative recognition and the application of the same legal category to the Silesian ethnolect. As these actions are mainly undertaken by organizations that demand political autonomy for Silesia and put forward demands for the recognition of the Silesian nationality, academic circles are in the main wary, if not apprehensive. As a result, the role of the elite seeking to work out grammatical standards and spelling convention for the Silesian language in the making, being created in a top-down fashion, has been largely taken over by local associations of people wishing to revive the Silesian regional dialect, with a little support of professional and academic staff. Future fortunes of the would-be Silesian language depend on many factors: on whether the legal status of a regional language will be granted or not, on the quality of work of those who have embarked on attempts to carry out agenda that includes works on the standard spelling convention for the language, and on the Silesians themselves and their acceptance of the solutions that are to be imposed in a top-down fashion. Another contributing factor will undoubtedly be the elevation of the Silesian language status through a creation of the language corpus (literature, dictionaries, course books) and broadening of its functional scope.

This article aims to map current state policy and governmental responses to migrant integration in Poland, as well as to identify pressing needs and key challenges in this area, with a particular focus on language and education. It draws on a literature review and analysis of legal documents and reports on migrant integration and language policy for 1989–2020. When analysing the data, particular attention was paid to the declared state policy on migrant integration and its actual implementation, as captured in the Supreme Audit Office (NIK 2015, 2020) and Migrant Integration Policy Index reports (MIPEX 2015, 2020). The research shows that the scope of integration activities and their effects have been unsatisfactory to date. The situation of migrants in Poland was dubbed “equality on paper” in the MIPEX 2020 report. Current programmes and activities are not fostering full integration of migrants. Apart from housing and employment issues, a lack of language skills and education that is not responsive to the needs of migrants remain the main barriers to migrant integration in Poland.

The article deals with the means of impacting on language policy. It is emphasised that national language policy does not always have the desired and planned results and these mistakes discredit the idea of a reasonable social influence on the language situation. It is proved that remaking language through force is a powerful means of forming social language awareness. The existence of dual standards in the language problem is described. Making use of successful international experience in language policy is proposed.

Despite everything that is said and can be read currently on the news, the global amount of learners of German has not dramatically decreased in the last three decades. As a general fact, it actually has remained constant, while in some places, especially in the last few months, it has increased significantly. Nevertheless, learning German is a changing reality, its main fluctuations depending mostly on geographical and institutional factors at the educational level. In order to keep German attractive in our multilingual society, new teaching and learning concepts must be profiled, which can make foreign language acquisition suitable to a context of modern language polyphony. In any case, to learn German pays more today than ever before.

The article focuses on the national dimensions of the EU communication policy in Sweden, Finland and Denmark. The cornerstone of the EU communication policy is the dialogue with citizens about the policies and the future of the EU. It is based on openness, transparency and accountability which greatly contribute to building citizens’ trust in the authorities’ activity. EU communication policy is realized through e-governance, language policy and the policy in the sphere of mass media. The aim of the article is to analyze the experience and best practices of top 3 EU countries (Sweden, Finland and Denmark) in terms of the assessment of national policies in the field of ICT and digital skills of citizens in the sphere of communication policy. The hypothesis is that these states being the leaders as to citizens’ digital literacy have introduced efficient channels of involving citizens in the decision making process.

One of the statutory provisions of public media is to popularize the knowledge of the Polish language – the present authors analyse diversified aspects determining the effectiveness of the execution of the task and the media’s commitment to its social responsibility, and proceed to evaluate the basic assignments and responsibilities involved in the journalistic profession. These responsibilities result largely from the reception of the profession by the general public, and from those that emerge within the context of studies on language authority figures in present-day Poland. The next stage of the analysis involves an evaluation of the activities of all-Polish national broadcasters in view of their practical implementation and execution of the commitments set in Art. 21, Section 1a, item 8 of the Radio and Television Act (diffusion and divulgation of the knowledge of the Polish language). The remaining part of the article, including postulative claims, results from an analysis of the activities popularizing the knowledge on Polish available in the media and from the conviction of the necessity of expanding them beyond just grammaticality and correctness in the language use.

Article „Languages – a tool in the hands of nationalists and globalists – the current situation in Europe” is going to present the current problem that appears on the Old Continent in the area of using the case of knowledge of languages to present the political situation. In the current times nationalistic tendencies are staring to be more visible – by in example rising of popularity of conservative and right-oriented parties or growing up of nationalist movements that are using xenophobic slogans. By focusing on the procedure of applying for citizenship of one of the European Union’s country, and on the position of languages in he European Union it is possible to understand some processes that are appearing in the political area. By taking into account these tendencies it is also possible to take attention on the fact of development of position of the languages in the Europe.

This paper will focus on the LL of Daugavpils from a diachronic point of view in order to describe the usage of the Latvian language in the public space since the middle of the 19th century until today, as well as the socio-economic and political factors which influence the language situation. Research sources are old photos which depict legible signboards, and photos obtained during LL research 2013. The role of the Latvian language in public information increased during the first period of independence, when ideas of nationalism become widespread and the first normative documents about language usage were approved. However, the stability of Latvian as the main language of the public was only established during the first Latvian Republican period at the end of the 20th century, when the State Language Law was passed and implemented in linguistic practice. Currently, the linguistic landscape reflects the political, socio-pragmatic, and social identity motivations of the owners of public texts, but within the confines of the restrictions imposed by language laws.
