W referacie autorka prezentuje najważniejsze instrumenty lokalnego rynku pracy, wykorzystywane w celu aktywizacji zawodowej ludności przez Powiatowy Urząd Pracy w Tarnowie. Do podstawowych instrumentów należą: szkolenia, staże, przygotowanie zawodowe w miejscu pracy, refundacje i dotacje oraz prace interwencyjne i roboty publiczne. Drugą równie istotną grupę instrumentów stanowią: pośrednictwo pracy, poradnictwo zawodowe i pobudzanie przedsiębiorczości.
Vocational activation instruments implemented by the county labor office in Tarnów on the basis of new law on employment promotion and labour market institutions were presented on an example of local labour market in the Tarnów region. These basic instruments include: trainings, work placements, on-site professional training, subsidised employment and also intervention works and public works. The other and equally important tools of employment policy and counteracting unemployment involve, employment agencies, inspiring entrepreneurship, job fairs, etc. All these activities focus on an overall objective, which is achieving the best possible efficiency of employment creation in the Tarnów Region.

Professional work is a very important in a handicapped person's life. It provides a labour income, personal fulfillment and a job satisfaction, but it is also the only chance to stay in contact with other people. Work plays the essential socialization function (in addition to the income and the rehabilitation function). For the economy professional activity of handicapped people means a better use of human capital and improvement of the rationality of limited public funds. The aim of this article is the presentation of employment changes of people with handicaps and the analysis of their effect on the activity level of this group. The author takes into account the situation on the open and protected labour market as well as indicates the activation methods used for handicappers.

Artykuł dotyczy możliwości redukcji bezrobocia poprzez uelastycznienie rynku pracy. Autorki wysuwają tezę, że wpływ czynnika zewnętrznego, jakim jest szybki rozwój technologii teleinformatycznych determinuje zmiany w podejściu do problemu redukcji bezrobocia. W artykule uwagę skupiają na potrzebie uelastyczniania popytowej i podażowej strony rynku pracy poprzez wprowadzanie alternatywnych form zatrudniania (się) pracowników z wykorzystywaniem teleinformatyki.
The paper gives an example of dealing with the problem of unemployment through making the labour market mechanisms more flexible. The utilization of teleinformatic tools, such as communication and computer technology has appeared to be influencing positively the flexibility of relations in the labor market. Such initiatives as proliferation of Internet, promotion of telework, establishing of telecottages constitute the foundation for long-term process of adjustment to altering structure of Polish economy.

Reaching for already numerous and outstanding volumes of professional literature - this paper shows directions and ways of stimulating endeavour of those who are unemployed. An importance and value of small companies in relieving tensions on the labour market has also been discussed here. Means and devices used to encounter unemployment on that market have been characterised and evaluated in this paper, while paying particular attention to so called active forms, which include the development of endeavour by creating small companies.
Artykuł zawiera omówienie wybranych sposób zmniejszania bezrobocia oraz innych napięć na rynku pracy. Szczególną uwagę zwraca autor na te z nich, których praktyczna realizacja mogłaby przyczynić się do poprawy sytuacji na tarnowskim rynku pracy. Prezentuje aktywne formy przeciwdziałania bezrobociu, wskazuje na znaczenie wykształcenia i doskonalenie kwalifikacji w zdobywaniu pracy, przedsiębiorczość zatrudnionych i bezrobotnych, sposoby popierania przedsiębiorczości przez władze lokalne czy upowszechnianie tzw. nietypowych form zatrudnienia.

This case study, developed by the author, describes the case of three municipalities of North Masovia: Pszasnysz, Chorzele i Myszyniec, whose Municipal Social Assistance  Centres were conducting projects within the framework of the Human Capital  Programme.  According to the document National Strategic Frameworks of Reference (National  Strategy of Cohesiveness,) all European Social Fund resources in Poland during the  years 2007 – 2013 (9.7 billion Euro) were used for tasks as part of the Human Capital  Programme.  Th e Human Capital Programme aims primarily to increase of employment and social  cohesion. Several sub-targets are derived from this main goal:  1. Increasing the level of work activity and employment capabilities of the unemployed  and jozbpassive;  2. Decreasing areas of social exclusion;  3. Improving employees’ and firms’ capabilities to adapt to a changing economy;  4. Improving the cohesion of society’s education on every level of learning by simultaneously  increasing the quality of educational services and linking them more  strongly to a knowledge -based economy;  5. Increasing public service’s potential within the range of developing polices, providing  high quality services and strengthening mechanisms of partnership  6. Increasing of territorial integrity.  Th is case study seeks to answer the question: How many of the local government’s  implementations using European Union funds fulfil the Human Capital Programme’s  assumptions? Th e study of these three municipalities provides a basis for further  studies in which I will conduct a more detailed analysis of implemented programs’  efficiency and their impact on communities’ social and economic development.

Osoba niepełnosprawna nie jest pracownikiem „gorszym" czy mniej odpowiedzialnym. Zatrudnienie pozwala osobom niepełnosprawnym pokonywać własne ograniczenia, lęki oraz funkcjonować z innymi ludźmi. Jednakże muszą one zwalczać na rynku pracy wiele barier mentalnych, transportowych czy architektonicznych. Celem artykułu jest próba przedstawienia wybranych problemów osób niepełnosprawnych na rynku pracy oraz wyzwań związanych z aktywizacją tej grupy społecznej.
A disabled person is not "worse" worker or less responsible. Employment enables people with disabilities to overcome their own limitations and fears work with other people. However, they must overcome the labor market many barriers, including mental, transportation and architecture. The purpose of this article is an attempt to present some problems of people with disabilities in the labor market and the challenges associated with the activation of this social group.

Subject and purpose of work: The presented text concerns possibilities of professional activation of persons with health issues. Due to health issues the affected persons are at the margin of professional, social and family life. In the paper an attempt has been made to present support instruments offered by the Social Insurance Institution to persons with health issues. Materials and methods: Data of Statistics Poland and data generally available on the website www.zus.pl has been used herein. Results: Return to work of persons with health issues is a complex process and concerns a significant number of the working age population. It should be noticed that professional activation of persons with health issues depends on many factors: currently available medical knowledge, access to medical services, as well as the belief in the possibility of returning to work or the access to support within insurance. Conclusions: Coherent programmes and action plans of the Social Insurance Institution develop effective mechanisms supporting return to work of persons with health issues. Key solutions for these persons should focus on their support in solving ongoing problems, as well as conduct activities in the scope of improving working conditions.

The activities of Voluntary Labour Corps (Polish: Ochotnicze Hufce Pracy – OHP) mainly relate to young people threatened with being excluded from the education system, those who evade mandatory schooling or achieve pure results at school. These are often children from single-parent families or large families, having unemployed parents, from dysfunctional families, from families in poor financial situation and people who, despite being at young age, have already broken the law. For such people, access to education and opportunities to gain skills allowing for finding a job provide a chance for independent living. The Supreme Audit Office conducted an audit aimed to evaluate the effectiveness of OHP’s activities with regard to designing and providing professional activation for youngsters, to examine whether OHP’s offer met the requirements of the labour market, and whether those participating in OHP receive appropriate professional training and find jobs, and to what extent their jobs were stable and reflected their qualifications.

In the years 2010 – 2012, the number of unemployed persons over the age of 50 grew systematically, and the dynamics of this growth was higher than in the case of other groups whose situation on the labour market was special. The Supreme Audit Office has audited the way in which the Ministry of Labour and Social Policy and selected 24 local labour offices implement programmes for professional activation of the unemployed at the age over 50. The audit covered the years 2010 – 2012 and the year 2013 with regard to the effects of activation forms. The authors of the article present the details of the results of this audit.

Artykuł podejmuje problematykę aktywizacji zawodowej osób niepełnosprawnych z wykorzystaniem technologii informacyjno-komunikacyjnych (ICT) na terenie Polski w latach 2015–2017. Celem publikacji jest wskazanie obszarów wymagających wdrożenia nowych rozwiązań na poziomie instytucji Państwowych w celu minimalizowania nierówności rozwojowych. Autor podjął analizę porównawczą, której wyniki wskazują na brak uściślonych wymogów co do konieczności stosowania ICT w ramach aktywizacji zawodowej, a tym samym niedostateczną eksploatację niesionego przez nie potencjału. Osłabia to pozycję osób niepełnosprawnych na rynku pracy dla których technologie te stwarzają nowe możliwości zatrudnienia. Stąd też konieczne jest podjęcie działań, które umożliwią wyrównanie szans bezrobotnych niepełnosprawnych na aktualnym rynku pracy.
The paper takes the subject of professional activation of disabled persons by the use of the information and communication technologies (ICT) in Poland in the years 2015–2017. The purpose of this publication is to identify the areas that require the implementation of new solutions to minimize disparities. The authors performed a comparative analysis. The results indicate a lack of requirements on the need to apply the ICTs in this area in recent years. As a result, the technological potential of the ICTs is not fully utilized. This fact weakness the position of disabled persons in the labour market. Therefore, it is necessary to undertake various actions that aim at levelling the employment opportunities for disabled persons.

For several years subsidies for the unemployed have been one of the main instruments adopted by institutions operating on labour market in Poland. At the same time, they are particularly popular among the unemployed. Nearly 265 000 people have used this form of vocational activation since 2007. Subsidies on starting business activity are specific tool. Their main aim is to promote self-employment and it is beyond any doubt that this objective has been accomplished as subsidies, along with refunds, are the only instruments characterized by 100% effectiveness as far as employment is concerned. Nevertheless, Labour Fund incurs considerable expenditure on subsidies on starting business activity, and spending per beneficiary is considered the form of assistance characterized by the highest cost-effectiveness. The article attempts to analyze the importance of subsidies in the system of labour market instruments used in Poland, both in a macro and mezoeconomic perspective, as well as analyze expenditures on this objective and their efficiency. The analysis covers the period from 2007 to 2011. Information was collected mainly from statistics and compilations published by the Ministry of Labour and Social Policy as well as report entitled "All-Poland survey on vocational activation designed for the unemployed, i.e. resources for starting business activity provided by Labour Fund".

Głównym celem artykułu jest omówienie − poprzez analizy literaturowe − w wybranych aspektach zjawiska, które związane jest z populacją ludzi młodych nieposiadających zatrudnienia i nieuczestniczących w kształceniu lub szkoleniu (dalej - NEET co oznacza w języku angielskim Not in Education, Employment or Training). W obszarze rynku pracy Unii Europejskiej omawiane zjawisko powoduje liczne i rozległe negatywne skutki społeczne i gospodarcze. W tym świetle warto podkreślić, że poza celem głównym zawarta w artykule refleksja ma pobudzać dyskusję na temat zjawiska NEET, w którego świetle, niezależnie od wielkości stopy bezrobocia, nie można pomijać problematyki aktywizacji zawodowej ludzi młodych, którzy na rynkach pracy krajów unijnych zaliczani są do grupy znajdującej się w trudnej sytuacji. Jak zauważają Attewell i Newman (Attewel, Newman, 2010) zjawisko NEET należy obecnie do jednego z najważniejszych problemów społecznych, które wymagają szybkiej i zdecydowanej interwencji w większości państw Unii Europejskiej.
The main goal of the article is to discuss - through literature analyses - in selected aspects of phenomenon that is related to population of young people without employment and not participating in education or training (hereinafter - NEET which means in English, Not in Education, Employment or Training). In the area of the European Union labour market, the discussed phenomenon causes numerous and widespread negative social and economic effects. In this light, it is worth stressing that apart from the main objective, reflection contained in the article is to stimulate a discussion on the phenomenon of NEET, in the light of which, regardless of the unemployment rate size, the issue of professional activation of young people who are included in a group in a difficult situation on the labour markets of EU countries. As Attewell and Newman (Attewel, Newman, 2010) the NEET phenomenon is currently one of the most important social problems that require rapid and decisive intervention in most European Union countries.

Osoby niepełnosprawne są szczególnie narażone do wykluczenie społeczne i zawodowe. Trudna sytuacja osób z niepełnosprawnością na ryku pracy skłania do zmiany polityki społecznej i przybrania kierunku rozwiązań ekonomii społecznej. Z danych na temat rynku pracy osób niepełnosprawnych oraz z analizy literatury na temat działalność podmiotów ekonomii społecznej w Polsce wynika, że podmioty ekonomii społecznej nie są skutecznym narzędziem aktywizacji osób niepełnosprawnych na rynku pracy.
The disabled people are particularly susceptible to different forms of exclusion, both social and professional. Such troublesome situation not only triggers some changes in social politics, but also it diverts into finding new solutions in the realm of social economy. Data on the situation of disabled people on the labor market and the presented literature show that social economy entities are not an effective tool for activating disabled people in the labour market.
