Subject and purpose of work: This paper discusses the essence and main areas of conditions of local development in the context of the political transformations which have occurred in Poland over the last thirty years. Against this background, an attempt was made to differentiate between the conditions and factors of local development. The purpose of this work is to seek, considering different ways of defining local development and as part of different developmental models, a distinction and consistency between the essence of the concept of “conditions of development” and the concept of “factors of development” and to indicate the universality of general conditions for development at all levels of a country’s territorial division. Materials and methods: This paper draws on the author’s own thoughts and a critical analysis of the literature on the subject, as well as documents relating to the practical shaping of the strategy and development policy in Poland. It presents the basic ways of defining local development and the model approach to development processes and characterises the main conditions of Poland’s socio-economic development over the last thirty years. Results: It was determined that in the literature conditions of development are often identified with factors of development, which is not justified. It was determined that conditions constitute a certain potential which determines the possibilities for the progress of developmental processes, whereas granting a driving force to these possibilities transforms them into developmental factors for a given area. The general conditions of a country’s development also define the conditions of development at the lower levels of territorial division. Conclusions: In the context of the growing role of local development programming and planning, it is important to differentiate between the concepts of “conditions” and “factors” of local development. Local development is shaped by both the overall conditions and factors of development of a country, and the specific local conditions and factors. The effective implementation of local development programmes and strategies requires the skill to convert development conditions into factors.
Przedmiot i cel pracy: Przedmiotem pracy jest przedstawienie istoty i głównych obszarów uwarunkowań rozwoju lokalnego w kontekście przemian systemowych ostatniego trzydziestolecia w Polsce. Na tym tle podjęto próbę rozróżnienia między warunkami i czynnikami rozwoju lokalnego. Celem pracy jest poszukiwanie, przy różnym sposobie definiowania rozwoju lokalnego i w ramach rożnych modeli rozwojowych, rozgraniczenia i spójności między istotą pojęcia „uwarunkowania rozwoju” i pojęcia „czynniki rozwoju” oraz wskazanie na uniwersalność uwarunkowań ogólnych dla rozwoju na wszystkich szczeblach podziału terytorialnego kraju. Materiały i metody: W pracy wykorzystano własne przemyślenia oraz krytyczną analizę literatury problemu badań oraz dokumentów odnoszących się do praktycznego kształtowania strategii i polityki rozwoju w Polsce. Zaprezentowano podstawowe sposoby definiowania rozwoju lokalnego i modelowego ujęcia procesów rozwojowych oraz scharakteryzowano główne uwarunkowania rozwoju społeczno-gospodarczego Polski w ostatnim trzydziestoleciu. Wyniki: Stwierdzono, że w literaturze uwarunkowania są często utożsamiane z czynnikami rozwoju co jest praktyką nieuzasadnioną. Ustalono, że istotą pojęcia uwarunkowanie jest potencjał określający możliwości dla przebiegu procesów rozwojowych, natomiast nadanie siły sprawczej tym możliwościom przekształca je w czynniki rozwoju dla danego obszaru. Ogólne uwarunkowania rozwoju kraju określają jednocześnie warunki rozwoju na niższych szczeblach podziału terytorialnego. Wnioski: W warunkach zwiększania się roli programowania i planowania rozwoju lokalnego ważne znaczenie ma rozróżnienie istoty między pojęciami „uwarunkowania” i „czynniki” rozwoju lokalnego. Dla rozwoju lokalnego istotne znaczenie mają zarówno ogólne uwarunkowania i czynniki rozwoju kraju jak też specyficzne uwarunkowania i czynniki lokalne. Skuteczne realizowanie programów i strategii rozwoju lokalnego wymaga umiejętności przekształcania uwarunkowań w czynniki rozwoju.

The absorption of exogenous factors represents one of the main components of local development governance (LDG). Today, in many countries, it is facilitated by numerous supra-local determinants. It primarily refers to these countries where local governments take advantage of the financial support of the EU. This absorption, however, experiences occasional failures which have various reasons and effects. The article presents the results of research in this subject matter conducted in Poland. They were carried out in two phases. The first covered participant observations performed in the period 2000-2014 in 61 Polish municipalities, aimed at the identification of the a.n. failures characteristics and their typical patterns. The second focused on determining the prevalence and reasons for these patterns occurrence in local development governance of Polish small towns. Long personal interviews, conducted in 2014 with the mayors of 46 such towns, were used in its course. The article is concluded with recommendations related to the improvement of local and supra-local governance of local development and focused on the reduction of the number and consequences of absorption failures.

The article discusses contemporary barriers in strategic governance of local development characteristic for Polish local governments. These barriers were identified by means of using the participant observation method in the period 2000-2015. The introduction to the article presents the reasons, origins, purpose, method, techniques and the course of conducted research. Next key article categories are discussed: local development, local development governance and strategic governance of local development. The core part of the article s devoted to presenting 9 groups of identified barriers, i.e. methodological, legal, social participation, informational, staff, substantive support, cooperation, patterns barriers and also barriers resulting from personal qualities of local authorities. The article is concluded by providing recommendations regarding the continuation of research covering these barriers.

Law states that the most important tasks related to the development of the particular re-gion are performed by the municipality. This article aims to identify tools at the disposal of municipal government in the process of local development, particularly financial methods of promoting the economic growth. The analysis includes polish communities by characterizing the range of investment activities carried out by these units. Municipalities and cities with poviat status had the largest share in realization of the investment of local government (in total over 70%). Most of funds for investments were dispensed in the budgets of municipalities in 2009–2011. The level of government investment decreased significantly since 2012

In today’s global economy, the local level is an important recipient of the effects of the processes and changes taking place. The goal of the article is to define the basic determinants of the social and economic development of Żórawina commune located in the region of Wrocław. In the first part of the article, the author points to the numerous different approaches to defining social and economic development; they also focus on the understanding of development at local level and determine the conditions constituting the basis for development. Then the general characteristics of the analysed commune are presented. The authors focused their considerations on selected conditions of the social and economic development of the studied area in order to create a detailed analysis of this space in the indicated scope. In the study, research conducted on the basis of literature and documents as well as simple statistical and descriptive methods were used.

Place branding is the idea of discovering or creating some uniqueness, which differentiates one place from others in order to gain a competitive brand value. This article is not about the concepts or justifications but about how it is actually done at the local level, especially as part of broader conventional place management policies. Three main local planning instruments are widely used throughout the world in various combination in diverse places, each of which is described and exemplified here. These are first, personality association, where places associate themselves with a named individual, from history, literature, the arts, politics, entertainment, sport or even mythology, in the hope that the necessarily unique qualities of the individual are transferred by association to the place. Secondly, the visual qualities of buildings and urban design is an instrument of place-branding available to local planners. This could include flagship building, signature urban design and even signature districts. Thirdly, event hallmarking is where places organise events, usually cultural or sporting, in order to obtain a wider recognition that they exist but also to establish specific brand associations. Lessons are drawn from practice about the importance of combining these instruments and integrating them into wider planning and management strategies.

Aim/purpose – The purpose of the paper is to determine the extent to which the ele-ments of integrated development planning are implemented and may be implemented into current local spatial policy tools. Design/methodology/approach – To address the purpose of the study, key spatial poli-cy acts were selected for verification on a local scale, i.e. local spatial development plans. The focus was on the latest local plans proceeding on the premise that the debate on the wider application of integrated development planning on a local scale is definitely more extensive under the legislative amendments of this period. Therefore, there have been selected all the local plans adopted in the West Pomeranian Province since 1 Janu-ary till 30 June 2019. There are 49 local spatial development plans adopted in various communes. Five plans have been adopted for Szczecin, one for Koszalin, and nine for communes of the Szczecin Metropolitan Area. The paper focuses on several issues con-tained in the plans adopted that can be associated with integrated development planning. Findings – While the local plans actually mostly contain these (obligatory) elements, they can be adopted in a variety of ways. In this context, attention should be paid to: first, the protection of environmental, natural and cultural values (i.e. determining whether the principles contained in the plan are merely a repetition/reference to other provisions of broader scope, and if so, which ones); second, to understanding the way of shaping public spaces, especially in the context of their possible impact on the social sphere. Furthermore, additional provisions contained in local plans should remain in the focus as they may reduce the potential conflict between existing land use plans. Research implications/limitations – This study examines all the latest local spatial development plans from the West Pomeranian Province. This research extends the per-spective of analysing the problem of integrated development planning and introduces the possibility of a new assessment of local spatial policy. Nevertheless, it should be recog-nised that the analysed provisions of the plans are also representative for other provinces. Further research can be continued for other provinces. Originality/value/contribution – The research literature clearly emphasises that ele-ments of integrated development planning have already been included at the current stage of local spatial planning. However, neither are they precisely indicated, nor classi-fied or analysed. The paper carries out these tasks, which is also important from the perspective of future application.

The paper focused on the role of the leader (individual and collective) in the processes of local development, especially in the programming of local development and community perceived as a learning organization. The analysis concerned the small rural municipalities. The studies allow to make the following conclusions: • Economic success and associated with it the diversification of the rural areas depends on many factors, especially from local activity related to the programming and acquiring of external funds. • A few models of public participation are possible in the programming and the developmental processes. It seems that the stronger social relations and local trust are in the communities, the greater chance is for active using of social development factors, • Currently the most often existing local leader is a group, which guarantees continuity of the development on the local scale regardless of the circumstances, • Local collective leader is also a guarantee for the existence of networks, communication channels between diXerent social groups, that is building the civil society and strengthening of social capital, • women play an increasingly important role among the local leaders.

This paper is the attempt to reflect over the role of the human and social capital in the process of the existence of local communities using the empirical example of Podkarpackie Voivodeship. The main objective of this paper is to determine the level of human and social capital of inhabitants of Podkarpackie Voivodeship and the prospect of making use of those resources in the regional development of Podkarpackie Voivodeship. The research results have shown that there is a correlation between the human and social capital and regional development using the example of Podkarpackie Voivodeship. The analysis of correlation between both the human and social capital demonstrated a connection between the level of regional development and the possibility to increase it and the extent and quality of human and social capital the regional development can be affected by. The results of the research used in this paper come from the research project „Human and Social Capital and the Development of Podkarpackie Voivodeship" (agreement No. 2068/B/H03/2009/36) financed with the science funds for the period of 2009-2010.

The article presents history and dynamics of tourist movement in the Colca Valley. Analyzing results of field research conducted in 2003 and 2007 the authors describe main changes in the attitudes of local inhabitants and authorities towards tourism and identify their character. Tourist activities based on the Colca Canyon natural attractions, remaining under total control of external tour operators since the eighties and perceived as a burden in the area, are seen now as a possible important factor of local development. New bottom-up initiatives are spreading in the Colca localities supported by NGOs and a public development program. Patterns of more sustainable tourism emerge and local culture is turning into an important element of the Colca tourist product.

Contemporary economy can be characterized by a simultaneous lack of space, growth of international exchange, growing importance of international corporations and internationalization of financial phenomena, which is undoubtedly favoured by the development of IT techniques. At the same time, along with the development of the knowledge-based economy as a new economic paradigm, the importance of the so-called spatial development increases in the development of spatial units, new factors that primarily include the quality of human capital, specific ICT infrastructure and the quality of business environment institutions. Territorial units must behave flexibly and be part of new trends. The article presents loose considerations on contemporary socio-economic conditions affecting the development of local and regional systems.

The aim of the study was the assessment of the impact of environmental factors on the development of the city Bielsko-Biała. Environmental factors which occur in administrative boundaries of the city were identifi ed as well as analysis of the local planning documents has been carried out. The investment limits in the zones of potential fl ood hazard and valuable natural areas were taken under consideration. Bielsko-Biała is a relatively large residential-industrial city with a well preserved nature and natural protected areas. Biała river, which fl ows through the city poses a threat of fl ooding. On the considerable part of the area of the city spatial managements plans are missing, some plans are adopted since 2009 year. The lack of plans can cause the urban planning chaos and the discretion in giving land development permits. It can also contribute to heavy fl ood losses and damage in the environment, however lack of restrictions helps investors making investments in these areas.

The primary function of the local development (spatial) plan is to determine the destination of the area covered by it, including various destinations of its individual fragments. Such plan is the act of local law, generally applicable on a given territory. Consequently, it becomes the basis for many decisions relating to the use of the real estates, which also means that it becomes an instrument of environmental protection. Detailed requirements of the legal system of environmental protection frequently stipulate that decisions determining the scope and manner of such protection must be in accordance with the local development plan. In fact, local development plan while specifying the destination of the covered area, also determines the legal scope and use of the environment. In practice, these requirements function only to a limited extent. This is because: – as a principle, adopting the local development plan is not compulsory, and as a result of a complex and expensive planning procedure only a part of the country territory is covered by such plans, – many local plans have numerous failures, primarily because of the conflict with the acts of parliament defining the detailed requirements to be met by such plans or because of the use of extremely imprecise terminology, – there is no effective mechanism for implementing the solutions of the public interest of a supracommunal character to the local development plans. For certain types of investments, this problem is solved by specific acts of law defining the detailed rules for the implementation of projects covered by them, while excluding requirements of spatial planning system.
