Opis:
JESSICA [Joint European Support for Sustainable Investment in City Areas] – is an initiative developed by the European Commission and the European Investment Bank, in collaboration with the Council of Europe Development Bank (CEB). Its aim is to support sustainable urban development investments. In Poland the initiative finances projects eligible within Regional Operational Programmes in the priorities related with urban regeneration. Within JESSICA, special Urban Development Funds or Holding Funds are established in order to support projects, forming part of local regeneration programmes with the application of financial instruments and structural funds. JESSICA has been developed as an answer to the development needs of urban areas, having the key importance for local, regional and national growth, at the same time being an initiative supporting profitable projects only. JESSICA beneficiaries have access to advantageous financial instruments that may vary depending on the region [equity, loans and/or guarantees]. The basic aim of the paper is to define the implementation scope of the JESSICA revolving mechanism and to present an attempt at evaluating its efficiency in Silesia.

This paper sets out to explore the contribution of JESSICA projects to enhancing the territorialcohesion of urban areas. We apply a slightly modified TARGET_TIA methodology to assess theterritorial impacts of those projects in the city of Poznań. It is found that the JESSICA projectsbrought about positive territorial effects in deprived urban areas, however, their impacts arequite varied. More exactly, the results demonstrate that projects which most closely addressedthe specific needs of the particular urban areas make the greatest contribution to improving theterritorial cohesion of a city. It is also suggested that the complexity of JESSICA projects shouldhave a higher priority in granting a JESSICA loan.
Analiza prowadzona w niniejszym artykule miała na celu wykazanie, w jakim stopniu projekty JESSICA przyczynią się do poprawy spójności terytorialnej obszarów miejskich. W badaniu wykorzystano nieco zmodyfikowaną metodę TARGET_TIA stosowaną do oceny oddziaływania terytorialnego projektów. Badaniu poddano projekty JESSICA zrealizowane w Poznaniu. Wyniki wskazują, że w przypadku wszystkich projektów można dostrzec pozytywne efekty terytorialne, jednak ich oddziaływanie jest znacznie zróżnicowane. Projekty, które były najlepiej dopasowane do specyficznych potrzeb poszczególnych obszarów miejskich, w największym stopniu wypływają na poprawę spójności terytorialnej miasta. Wniosek ten pozwala twierdzić, że owo dopasowanie projektów powinno stanowić wyższy priorytet w procesie przyznawania pożyczki JESSICA.

JESSICA initiative as a financial engineering instrument was introduced to enhance and accelerate investments in disadvantaged urban areas. The novel aspect of JESSICA is that this instrument should not only support and promote sustainable urban development but also provide incentives that lower risk capital investments and consequently allow to overcome existing market failures. Thus, the paper aims to identify whether JESSICA projects have contributed to generating positive market effects, as well as to indicate the factors that were most responsible for the occurrence of these phenomena. The results show that 75% out of all projects generated positive market effects in form of new jobs, services or products. The generation of revenues by particular project was the most influential factor determining the capacity of a given project to create positive markets effects.

Opis:
The purpose of this paper is to indicate the valuation importance of externalities derived from the urban ecosystem services (UES) in terms of their applicability in the appraisal process of urban regeneration projects co-financed from European funds. Specifically, it examines the impact of UES on the project’s economic performance, and thereby on human quality of life. Using the discounted cash flow method, this paper estimates the project’s economic performance indicators including the identified UES upon their prior valuation. The valuation was carried out on the basis of the benefit analysis, contingent valuation method – “willingness to pay” – and benefit transfer method, as recommended by Bernaciak, Wojcieszak (2014) and Zawojska et al. (2016). Results show that urban projects including UES are characterised by the higher values of the economic performance indicators and they should be assessed higher than projects with little or no UES because of their stronger contribution to the sustainable development of urban areas. In spite of the fact that there are limitations due to the UES valuation techniques used in the study, the presented approach could be an important tool for the project’s appraisal.

The oeuvre of a Jewish-Polish painter, Maurycy Gottlieb has been considered so far as strictly related with his biography and the questions of a national and religious identity. This perspective, much as it applies to extraordinarily significant issues, results in overlooking a picture as a picture, meaning the relation between a representation and a pictorial medium, i.e. surface. The relation of the both elements makes up a possibility to reveal a specific speech of painting, absent in other kinds of art. The question whether it comes to this revelation is an indispensable one. Especially in terms of the pictures whose contents derive from texts, as in the case of Gottlieb’s painting, Shylock and Jessica, which depicts characters of Shakespeare’s The Merchant of Venice. In this case the question must be also posed if the painting’s features, perceived as the painter’s original achievement – namely iconography, the scene of handing in the keys, and its composition, as well as depicting Shylock as a tender, painful father – should be perceived as a typical solution in view of various manifestations of reception of this work by Shakespeare. Originality and artistic significance of Gottlieb’s painting is revealed instead in the fact that the artist – with the aim of provoking an optical play between the representation and the pictorial surface – managed to come up with a visual equivalent of important and general, namely reaching beyond a narrative dimension of the scene, traits of relations between the drama characters. Referring to the question of identity, in consequence we can state that Gottlieb by means of his painting does not speak to us neither as a Jew, nor as a Pole, but as a painter.

The aim of the paper is to define and to characterize the playable literature. The relation between the playability and the text’s structure projected by its author is strongly stressed, alike the performative character of this kind of texts. The emphasis is also put on the connection between the category of the playability of the literature and its materiality (in context of K. Hayles’s theory of technotext and J. Pressman’s concept of aesthetic of bookishness among others). The author shows transmedia history of the playable texts and at the same time analyzes relation of literary playability with the modern culture and the newest tendencies in HCI creation. Theoretical approach is supplemented by some analysis of B. Ortiz Moreno’s and J. Andrews’ works connecting playability and literacy in really creative way. The final part of the paper reveals also some statements on Polish playable literature.
