Opis:
The aim of the paper is the analysis and evaluation of investment activity of Polish farms in the years 2005–2015 including own funds. The paper shows a strong upward trend in the analyzed variables since 2005. The regression analysis showed a strong positive correlation between investment expenditures and incomes. The article used published data by the CSO (Central Statistical Office) for the years 2005–2015 concerning the investment activity of farms. 
Celem artykułu jest analiza i ocena działalności inwestycyjnej gospodarstw rolnych w Polsce w latach 2005–2015 z uwzględnieniem finansowania własnego. Dokonano szczegółowej analizy nakładów inwestycyjnych gospodarstw rolnych oraz ich dochodów. Wykazano silną tendencję wzrostową analizowanych zmiennych od 2005 r. Analiza regresji wykazała silny dodatni związek nakładów inwestycyjnych z dochodem. W pracy wykorzystano dane publikowane przez GUS za lata 2005–2015, dotyczące działalności inwestycyjnej gospodarstw rolnych.

Opis:
The aim of this paper is to carry out an empirical verification of the occurrence of the political cycle in cities with poviat rights in Poland. Current challenges of local financial management, previous results of national and international research, and threats associated with various types of risks, including political risks, are the motivation for addressing this topic in the paper. The research was conducted using panel data analysis, and its results indicate the existence of a political budget cycle, the effects of which are reflected in the asset and financial situation of cities. The study used balance sheet data, which significantly distinguishes it from previous studies, both domestic and foreign. The results allow us to conclude that balance sheet information should find wider application in monitoring the security and stability of local government finances in Poland.

The study aimed to assess the investment potential of the rural communes of Wielkopolska Province in 2009-2017 and compare it with other administrative types of communes. Additionally, among all the rural communes a separate group located in the Metropolitan Area of Poznań (MAP) was distinguished. The study drew on data from the Local Data Bank maintained by the Central Statistical Office and on the database of indicators assessing the financial condition of local administrative units published by the Ministry of Finance. Descriptive statistics were used to compare the level of investment potential between communes, and dynamic statistics to measure changes in the phenomenon over time. An attempt was also made to assess the relationship between the investment potential of communes and the actual level of their investment expenditures. The investment potential of the Wielkopolska Province was found highest among rural communes of the Metropolitan Area of Poznań, which inflated its average levels for all rural communes. The observed course of potential – its decline up until 2013 and subsequent growth – was related to EU budget perspectives 2007-2013 and 2014-2020. Moreover, the relationship between investment potential and investment expenditures was statistically significant only in urban and metropolitan rural communes.
Celem badań była ocena potencjału inwestycyjnego gmin wiejskich województwa wielkopolskiego, na tle pozostałych typów administracyjnych gmin, w latach 2009-2017. Dodatkowo w grupie gmin wiejskich wyróżniono gminy położone w obszarze metropolitalnym Poznania (POM) oraz poza nim. Badania przeprowadzono na podstawie danych pochodzących z GUS (Bank Danych Lokalnych) oraz Ministerstwa Finansów (wskaźniki do oceny sytuacji finansowej JST). Do porównań poziomu potencjału inwestycyjnego między gminami zastosowano miary statystyki opisowej, a do oceny zmian zjawiska w czasie – miary dynamiki. Podjęto również próbę oceny związku pomiędzy potencjałem inwestycyjnym gmin a rzeczywistym poziomem ich wydatków inwestycyjnych. W wyniku przeprowadzonych badań stwierdzono, że najwyższym potencjałem inwestycyjnym w województwie wielkopolskim charakteryzowały się gminy wiejskie położone w Poznańskim Obszarze Metropolitalnym (POM), co rzutowało na wyższą ocenę całej grupy gmin wiejskich w porównaniu do pozostałych typów administracyjnych gmin. Kształtowanie się poziomu potencjału inwestycyjnego gmin, tj. jego spadek do 2013 roku i wzrost w kolejnych latach, było związane z perspektywami budżetowymi UE 2007-2013 i 2014-2020. Związek pomiędzy potencjałem inwestycyjnym a wydatkami inwestycyjnymi gmin był statystycznie istotny tylko w gminach wiejskich położonych w POM oraz w miejskich gminach.

I the elaboration it has ettempted to show micro, small and medium-sized enterprises as a key development factor of the Polish economy in 2013. For analysis purpose the level of the expenses has been adopted with main focus on R&D activity. The funds utilization allocated to Poland during 2007-2013 has growing trend, but it is not fast enough to have Poland on the better place than the fourth from the end. W artykule poddano analizie finansowe uwarunkowania rozwoju gmin województwa śląskiego w latach 2010-2015. W tym względzie poddano ocenie poziom nadwyżki operacyjnej określającej potencjalne możliwości finansowania przedsięwzięć inwestycyjnych oraz wskazano jej udział w dochodach ogółem. Przeanalizowano również wskaźnik samofinansowania, a także operacyjną i całkowitą zdolność do rozwoju, które informują o rzeczywistych możliwościach finansowania nakładów inwestycyjnych z wypracowanej nadwyżki wolnych środków finansowych. Ponadto poddano badaniu wydatki inwestycyjne i dochody umożliwiające realizację przedsięwzięć rozwojowych.
In the paper there is an evaluation of financial conditions for the development of local governments in the Silesian Voivodeship in 2010-2015. Therefore it examines the level of operating surplus that defines potential financing opportunities for investment projects, indicates its share in the municipalities’ total income, analyzes a selffinancing indicator, as well as operational and total capacity for development which informs about the real possibilities of finansing investment expenditures from achived surplus of free funds. Moreover it investigates investment spendings in local selfgovernments and income which enables implementation of development projects.

Opis:
The objective of the article was to compare the level and structure of wear and tear of various types of the most popular agricultural buildings in the selected agricultural farms. A comparative analysis of physical and functional wear as well as investment expenditures of the selected objects in 2010-2014 was carried out. The scope of the article covered agricultural buildings with which 90 farms in the southern Poland are equipped. These farms were varied on account of the surface area and the production nature. The detailed analysis covered: cowsheds, piggeries, garages, fruit and vegetable storages, greenhouses and barns. The average age of the majority of farm buildings as well as a considerable degree of physical wear in comparison to a lower functional wear was determined.
Celem pracy było porównanie poziomu i struktury zużycia różnych rodzajów najczęściej występujących budynków rolniczych w wybranych gospodarstwach rolnych Dokonano analizy porównawczej zużycia fizycznego oraz funkcjonalnego, a także nakładów inwestycyjnych dotyczących wybranych obiektów w latach 2010-2014. Zakresem pracy objęto budynki rolnicze stanowiące wyposażenie 90 gospodarstw rolnych Polski południowej. Gospodarstwa te były zróżnicowane pod względem powierzchni, jak również charakteru prowadzonej produkcji. Do szczegółowej analizy wybrano: obory, chlewnie, garaże, przechowalnie owoców i warzyw, szklarnie oraz stodoły. Stwierdzono m. in. duży średni wiek większości budynków rolniczych, a także znaczny stopień zużycia fizycznego w porównaniu z niższym zużyciem funkcjonalnym.

The focus of this study is electoral accounting practices employed by mayors in municipalities in a selected, exemplary region in a post-socialist country - the Lodz region in Central Poland. The goal is to identify characteristics of pork-barrel mayors responsible for municipal investment expenditures: their terms of ofice, partisan afiliation, and gender. The generalised method of moments was applied to estimate the impact that the electoral accounting practices of mayors had on municipal investment expenditures. All 177 municipalities in the Lodz region were investigated, from 2003 until 2019. Contrary to expectations, it was found that electoral accounting was practised by next-term and independent mayors rather than first-term or party-afiliated ones.

The aim of the article was to conduct a research on the origin of operating cash flows in Polish listed companies. The main objective of the article was to investigate the level of depreciation and its use in the operating cash flows of companies operating on the Polish capital market. The first was to examine and analyse that depreciation is the main source of the cash flow from businesses. The second hypothesis was a complement to the first hypothesis and concerned the examination of whether 100% of the depreciation was transferred to the investment expenditure. The results of the study presented in the article on depreciation in operating cash flows as the main source of operating cash have been positively confirmed. The average depreciation level ranges from 31% to 47%. The rela-tionship between investment expenditures and depreciation was also examined. Research shows that depreciation is wholly attributable to investment expenditures related to the acquisition of property, plant and equipment and intangible assets, or its value exceeds expenditure. This situation positively confirms the second research hypothesis that depre-ciation is used as investment expenditure.
Celem artykułu było przeprowadzenie badań dotyczących źródeł pochodzenia przepływów operacyjnych w polskich spółkach giełdowych. Realizacja tego celu wymagała zbadania poziomu amortyzacji i jej wykorzystania w operacyjnych przepływach pieniężnych przedsiębiorstw funkcjonujących na polskim rynku kapitałowym. Wyniki badań zostały potwierdzone pozytywnie: przeciętny poziom amortyzacji waha się od 31 do 47 proc. Zbadano również relacje pomiędzy wydatkami inwestycyjnymi a amortyzacją. Badania wskazują, że amortyzacja w całości zostaje przeznaczona na wydatki inwestycyjne związane z nabywaniem rzeczowych aktywów trwałych oraz wartości niematerialnych i prawnych, bądź jej wartość przekracza wydatki. Potwierdza to pozytywnie drugą hipotezę badawczą postawioną w artykule, o przeznaczaniu amortyzacji na wydatki inwestycyjne.

W pracy opisano funkcjonujący w Polsce system finansowania ochrony środowiska oraz klasyfikację nakładów na ochronę środowiska. Za zasadniczy cel artykułu przyjęto przedstawienie nakładów inwestycyjnych służących ochronie środowiska ponoszonych przez górnictwo. Aby zrealizować cel pracy, dokonano analizy danych statystycznych z lat 2003-2015 pod kątem struktury nakładów inwestycyjnych na ochronę środowiska w obszarach: ochrony powietrza atmosferycznego i klimatu, gospodarki ściekowej i ochrony wód, gospodarki odpadami i ochrony gleb oraz ochrony przed hałasem i wibracjami.
This paper presents the Polish system of funding environment protection activities as well as the classification of expenditures on environment protection. The main aim of this paper is to present the investment expenditures on environment protection incurred by the mining industry. To support the aim of this paper, an analysis of statistical data from 2003-2015 as to the structure of expenditure on the environment protection in the field of: atmospheric air and climate protection, waste water management and water protection, waste management and soil protection as well as noise and vibration protection.

The article analyses the level of investment expenditures from 2004 to 2009, with a particular attention to the absorption level from EU funds by tourism and leisure industry. The analysis covers two periods: 2004 – 2006 and 2007 – 2009 corresponding to the periods of EU financing. Classification of financial resources is by types of fields – solid investments, influencing gaining comparative advantage of the region. The index of investment expenditure per capita was used to measure the dynamics of absorption of funds by tourism and leisure industry. The growth value of investment expenditure per capita, combined from all analysed funds together, was adopted as a basic mean. The analysis of investment value in tourism and leisure proved its dynamics to be 4.5 times higher than the average in the Province. Values of this index helped to determine tourism as a priority in the region’s development. The research was carried out in the form of supervision over execution of regional policy. Further research will concern studying economic effects of these investments measured with number of tourist visits. It will be possible to notice first results between 2012 and 2013, after the investments carried out in years 2007 – 2009 have been accomplished.

Do instrumentów wspierania przedsiębiorczości zalicza się m.in. instrumenty polityki wydatkowej samorządów terytorialnych. Przykładem tego rodzaju instrumentu są wydatki inwestycyjne, które mają charakter powszechny i są związane przede wszystkim z inwestycjami infrastrukturalnymi. Celem artykułu jest analiza poziomu i dyna-miki sumy wydatków inwestycyjnych na 1 mieszkańca jednostek samorządu terytorialnego w latach 1999-2012. Określa się w nim średnioroczne tempo zmian wydatków inwestycyjnych na 1 mieszkańca poszczególnych szczebli jednostek samorządu terytorialnego. Ponadto wskazuje się tendencję kształtowania udziału wydatków inwestycyjnych na 1 mieszkańca w wydatkach ogółem na 1 mieszkańca poszczególnych szczebli jednostek samorządu terytorialnego. Problem badawczy jest ujęty ilościowo. Przetwarzanie materiałów oparte jest na analizie logicznej, dedukcji oraz analogii.
Instruments laid down in the territorial governments spending policies are useful tools to support entrepreneurship. Investment expenditures might serve as an example of such instruments as they are commonly used, and they are primarily related to infrastructural investments. The local and re-gional government authorities, which decide on the level of investment expenditures and their direc-tions, may create conditions, which favor the development of entrepreneurship. Consequently, it may contribute to a socio-economic development. In the article, the author analyzes the investment ex-penditures per capita in the years 1999-2012. The aim of this article is to analyze the level and dy-namics of amounts spent on investment per capita in the above mentioned period. Further, it presents the analysis of the pace of average annual changes in the investment expenditures per capita on the particular levels of the territorial government units. Finally, it discusses the tendency of the share of investment expenditures per capita in general expenditures per capita. The research problem is ap-proached quantitatively and the materials are processed based on a logical analysis, deduction and analogy.

W artykule dokonano próby określenia i oceny aktywności inwestycyjnej gmin miejskich woj. zachodniopomorskiego. Na podstawie grupy cech diagnostycznych (wydatki inwestycyjne gmin w przeliczeniu na mieszkańca, wydatki inwestycyjne gmin w relacji do gminnych wydatków ogółem, wydatki inwestycyjne gmin w relacji do dochodów własnych) skonstruowano taksonomiczne miary syntetyczne dla badanych miast. Badaniem objęto lata 2004–2014, będące czasem szczególnego nasilenia inwestycji, wywołanego napływem środków unijnych. Badanie to jest istotne dla określenia dystansu dzielącego miasta pod względem wybranego aspektu rozwoju, umożliwia też wyodrębnienie grup miast o zbliżonym poziomie aktywności inwestycyjnej.
The article describes the attempt of determining and evaluating of the investment activity of town communes in the West Pomeranian voivodeship. Based on a group of diagnostic features (investment expenditures of the communes per capita, investment expenditures of the communes in relation to their total expenditures, investment expenditures of the communes in relation to their own revenue), taxonomic measures synthetic for the towns involved in the research were constructed. The scope of the research were the years 2004–2014, a period of particular intensity of investments, caused by the influx of resources from the European Union. The research is significant for the specifying of the distance between the towns involved in the context of a chosen aspect of development; it also allows for a distinction of a group of towns of a similar level of investment activity.
