The author shows results of legal acts and subject literature explanation with reference to social welfare aid for the unemployed in the 20s of the XX century at the beginning of social welfare system for labour market in Poland. The study was carried out by using the “desk research” methodology. The legal acts analysis presented constructive and comprehensive systemic solutions for the workless after the First World War and at the first ten years of the interwar in the Second Republic of Poland. The contemporary generation may reflect on them and learn from the national historical traditions and experiences.

The Polish Evangelical opinion-forming circles within the interwar pe-riod presented their opinions in the Evangelical press, among others, “Głos Ewangelicki” (Evangelical Voice) and “Zwiastun Ewangelicki” (Evangelical Herald).For the Polish people then Reformation time was the period of building up foundations for the Polish Protestantism.Efforts were focused on strengthening their sense of both Polish as well as Protestant identity and witnessing the Polish roots of the Polish Protestantism.Much space was dedicated to the person of Martin Luther, importance of Reformation for the development of the Polish culture and national language. The fall of the reformation movement and its various trends were considered.Approach to the achievements of Reformation both in European and Polish dimensions was pretty uncritical – as it was the God’s work and gave people, including Poles “true” faith.

France in the interwar period was an ally of Poland, and its then socio-political situation and concerning state-church relations attracted the attention of publicists, including Catholic ones, in Poland. Although the Catholic press of the Second Republic often referred to the still somewhat progressive secularization and religious crisis of France, it also drew attention to certain elements of the renewal of Catholic life in that country. Catholicism permeated social life, including professional life, in which Polish emigration played no small role. This was a phenomenon parallel in its own way to the de-Christianization processes that had been taking place for a long time in the country on the Loire.

The article is devoted to reception of Austrian literature before the Second World War in Wiadomości Literackie (Literary News). It was the most popular letter, whose aim was to educate society, and popularize foreign literature and culture. The literature that was most often promoted was French literature, but also German-speaking authors (cited in the article) were discussed. Austrian literature was not treated as distinct from German literature during that time but nontheless, the articles presents artists, of Austrian origin: Joseph Roth, Stefan Zweig, Rainer Maria Rilke, Hugo von Hofmannsthal, Arthur Schnitzler, Odon von Horváth, Franz Werfel and others. The article examines interviews with these writers as well as reviews their books and other texts which appeared in Wiadomości Literackie.

The limiting of personal freedom in interwar Italy resulted directly from the fascist approach to the state-individual relationship. The idea of leaving the citizens the broadest individual freedom, and limiting state law activities to the minimum was completely alien to fascist ideologies. The goal of the article was to consider how the problem of freedom in a fascist state was treated by right-wing supporters of that ideology in Poland. For the analysis, I use, e.g. the journalism of W. Jabłonkowski (Amica Italia), R. Rybarski (articles published in Myśl Narodowa), A. Łaszowski (Analiza łez krokodylich), K. Zbyszewski (a column series Ryżową szczotką), A. Nowaczyński (Sempre avanti), J. Waldorff (Sztuka pod dyktaturą), and F. Goetel (Pod znakiem faszyzmu). As the interpretative context, I also used the poetry of A.M. Swinarski, and a play by Nowaczyński entitled Cezar i człowiek.

The paper describes two books containing accounts on participation in the International Gordon Bennett Cup ballooning race: “Kościuszko” nad Ameryką [“Kościuszko” above America] by Zbigniew Burzyński (1934) and Balonem “LOPP” nad Morze Białe [Above the White Sea in the “LOPP” balloon] by Stanisław Brenk (1937). The Polish achievements in the competition had a significant impact on the interest in ballooning in the interwar period. The texts discussed in the paper are visibly inspired by reportage and travel novels. The books had a propaganda nature: intended for the young reader, they highlighted the attractiveness of the army and the importance of the Polish army in the world.

The increasingly critical situation of the Jewish minority and the bankruptcy of the previously dominant political orientations within the Jewish community created a new set of opportunities for a group, the General Jewish Workers’ Alliance, or Bund which had played only a marginal role in both Polish and Jewish politics between 1920 and 1935. The growing strength of the Bund was clearly evident in the municipal elections of late 1938 and early 1939 which saw it emerge as the largest Jewish party in towns such as Warsaw, Łódź, Vilna and Białystok. This article seeks to evaluate the Bund’s reaction to its heightened importance in Jewish politics in Poland.

This article deals with the phrasemes found in the Soviet variant of the Polish language in the years preceding World War II. Analytical material is collected from “Trybuna Radziecka”, a central Polish weekly published in Moscow in 1927–1938 and edited by Polish left-wing intelligentsia, living in the USRR as political émigrés in this period. Phrasemes are classified thematically to present the new realities of life in the Soviet Union (e.g. politics – abecadło wyborcze, services – kulturalno-bytowe obsługiwanie, education – dom dziecięcy). Almost all phrasemes are borrowings from the Russian language.

The article is devoted to Bruno Schulz’s meetings with musicians. It shows not only a partial biography of the author of The Cinnamon Shops, filtered by these encounters, but also smaller fragments of lives of his friends. These intersected biographies create a story about inter-war contacts and relationships, which resulted in numerous epistolography and post-war memories that focused on Schulz’s life and oeuvre. The author of this text talks about the influence that these contacts might have had on Schulz’s perception of music and musicians. Furthermore, it shows how he translated these experiences into his prose. In the archive of Schulz’s life and work we can find traces of meetings with several music artists. There are also some traces of these meetings in the descriptions of organ grinders at Sanatorium Under The Sign of The Hourglass, Jewish musicians who we will find concerts in the story Spring, as well as in the descriptions of park and cafe musicians, mentioned in both series of stories. However, knowledge of these relationships survived primarily due to the letters. It should be noted that the preserved materials from his meetings with musicians have never been the subject of schulzology research in its entirety. Musicians inspired a few fragments of Schulz’s short stories. Artists whom he met at the beginning of the 20th century were not only performers of pre-war Poland, in particular his hometown of Drohobych, and Lviv, Warsaw, but also of Vienna and Paris. These friendships were important for his musical education, they shaped his thinking about music and his image of musicians. They must have had an impact on the descriptions of sounds in the world depicted in The Cinnamon Shops and his other stories, and finally — after the Holocaust — they let the legacy of Bruno Schulz be saved.

The films are also a source of knowledge about the problems of the time: the impoverishment of the society, economic crisis, prostitution, etc. These pictures reflect reality, yet they are subject to numerous transformations, as the result of the conventions of the chosen genre.

W dniu 24 czerwca 1925 r. Minister Skarbu wydał rozporządzenie o organizacji kontroli skarbowej. Weszło ono w życie z dniem 1 września 1925 r. na obszarze izb skarbowych w Grudziądzu, Poznaniu, Krakowie i Lwowie oraz na obszarze Górnego Śląska, a z dniem 1 stycznia 1926 r. na obszarze izb skarbowych w Białymstoku, Brześciu, Kielcach, Lublinie, Łodzi, Łucku, Warszawie i Wilnie. Zniosło zarazem obowiązujący na terenie b. zaboru austriackiego Przepis dla straży skarbowej z dnia 19 marca 1907 r. oraz „przepisy i rozporządzenia” obowiązujące w pozostałych dzielnicach.  Wcześniej, w drodze rozporządzenia z dnia 21 stycznia 1920 r., Minister Skarbu zarządził, aby organy wykonawcze powołane do strzeżenia dochodów państwowych z podatków pośrednich (akcyz) i monopoli na obszarze byłego zaboru rosyjskiego i w Małopolsce, nosiły nazwę „kontrola skarbowa”. Ujednolicenie uprawnień ich i organów wykonawczych, przewidzianych w urzędach skarbowych akcyz i monopolów państwowych (tworzonych na podstawie ustawy z dnia 31 lipca 1919 r. o tymczasowej organizacji władz i urzędów skarbowych i wydanego na jej podstawie rozporządzenia wykonawczego), nastąpiło w drodze ustawy z dnia 14 grudnia 1923 r. o uprawnieniach organów wykonawczych władz skarbowych i wydanego na jej podstawie rozporządzenia wykonawczego. Zostały one objęte wspólną nazwą – „kontrola skarbowa”.
On 24th June 1925, the Minister of Treasury issued an ordinance on the organisation of fiscal control. It entered into force on 1st September 1925 on the area of the treasury offices in Grudziądz, Poznań, Cracow and Lviv, as well as in Upper Silesia, and on 1st January 1926 — on the territory of the treasury offices in Białystok, Brześć, Kielce, Lublin, Łódź, Łuck, Warsaw and Vilnius. At the same time, the ordinance abolished the Treasury Guard Regulation [Przepis dla straży skarbowej] of 19th March 1907, which had been in force in the territory of the former Austrian partition, as well as the “regulations and ordinances” in force in other districts. Earlier, by the ordinance of 21st January 1920, the Minister of Treasury had ordered that the executive bodies established to oversee state income by means of indirect taxes (excise duties) and monopolies on the territory of the former Russian partition and in Malopolska region should be called “fiscal control”. The powers of the said bodies and of the executive bodies, excise and state monopoly pro- vided for in tax offices (created under the Act of 31st July 1919 on the temporary organisation of tax authorities and offices and the implementive ordinance issued on its basis) were united by the Act of 14th December 1923 on the powers of the executive tax authorities and the implementive ordinance issued on its basis. These were subsumed under the common name ‘fiscal control’.

“Ilustrowana Republika” was a daily published in Łódź in 1925–1939. Apart from the news, it published economic, social, cultural, educational, and sports information as well as materials on tertiary education. The issue of higher education was raised in over 440 articles and notes, which included information on the Łódź and other Polish universities. Journalists wrote about activities which aimed at making Łódź a university city and about more important events from the life of Polish universities. Fewer publications focused on academic issues; however, a great part of articles showed individual and atypical student conduct sometimes hard to accept such as suicidal attempts, conflicts with the law, organising anti-Semitic manifestations by right-wing students for almost the entire Interwar period. This work does not provide a complete picture of tertiary education or the academic community before WWII as it presents only facts and events described in the newspaper. However, it may be useful as a basic source for more comprehensive works concerning higher education in the past.

Lithuanian linguistic territory in the Polish state between 1927–1933Olgierd Chomiński (1884–1943), professor of Stephan Batory’s University in Vilnius, investigated and described in detail the territory and the boundaries of Lithuanian language in Poland, and presented them in the form of a map published in 1939. Full list of localities and the number of persons speaking Lithuanian (as well as Polish, Belorussian, Russian Old Believers and Yiddish in mutual relations) were arranged and discussed successively: uniform areas (Święciany 50 000, Orany 24 000, Puńsk–Sejny 8 200) mixed areas (Ejszyszki, Soleczniki, Werenów, Raduń 9 500), and linguistic islands (Opsa 2 200, Gierwiaty 4 000, Dziewieniszki 4 200, Łazduny 2 500, Wilno–Troki 900 and several dozen people in Zdzięcioł), altogether about 106 000 persons, who could speak or understand Lithuanian language. After the author’s death the materials have been supplemented by Professor Jan Safarewicz, but the whole has been prepared for publication by Leszek Bednarczuk.  Литовский языковой ареал в Польском государстве 1927–1933В северо-восточных районах Польши в междувоенный период проживало литовское меньшинство, главным образом на этнических литовских землях. С течением времени обнаружилась тенденция к сокращению этого ареала. Pacceлeние и кoличecтвo литовского нacceлeния нa мecтах иccлeдовaл пoльcкий yчeный O. Хоминьски. Автор публикуемых материалов, Ольгерд Хоминьски, был профессором в Университете им. Стефана Батория в Вильнюсе. Умер в 1943 году, не окончив начатого труда. До начала II мировой войны (в 1939 году) была издана лишь карта литовского языкового ареала в Польше и подготовлена к печати лишь глава, описываюшая свенцянскинй район. Остальной материал остался необработанным. К изданию данный материал подготовил профессор Л. Беднарчук. Нecкoлькo нeбoльших глaв oбрaбoтал в началe 50-их гoдов XX вeка проф. Ян Caфаpeвич.

Opis:
The interwar period was a time of great significance in the history of the Polish nation. It was characterised by immense enthusiasm because of Poland's newly regained independence, however, the country wrestled with many post-partition problems. One of them was, for instance, a lack of a cohesive administration system resulting from regional administrative differences among the Polish partitioned territories. The main task for education, also in need of adjustment to the new circumstances, was to standardise its system because of the dissimilar educational procedures available in the Second Republic. The new social, political and economic situation also required up-to- date syllabuses and corresponding textbooks. Hence, 31 primers were published in the interwar period. Their reading texts dealt with various thematic fields ; they were, for example, associated with the subject of the family as being close to the children's experience and feelings.The present paper aims at comparing if, and to what extent, the portraits of families presented in the primers were adequate to real models of families in the interwar Poland.

Opis:
The text proposes an experimental reading of the manifestos of the first Polish futurists in line with the “listening to literature” project (Andrzej Hejmej). I look for traces of the audiosphere associated with the human voice in the manifestos and ephemeral prints in which they were published in 1921. I try to reconstruct them using the recontextual method, by outlining the discursive field of the era in which they were created. Asking about the possibility of reconstructing the audiosphere on the basis of historical texts, I point to screaming and shouting as the main voice practices of the interwar period and I make a connection between them and the language of the press and politics as well as subversive communication strategies.

Supplements to German newspapers in Lodz in the interwar period promoted an extremely modern type of woman, in line with the latest world trends. German magazines „Die Welt im Bilde. Sonntagsbeilage zur Neuen Lodzer Zeitung” and „Illustrierte Wochenblatt. Beilage zur Neuen Lodzer Zeitung” registered changes in lifestyle and propagated them among Lodz readers. The fashion promoted by Lodz accessories and lifestyle did not differ in any way from the latest European and world models. It was an expression of striving for modernity, for changing the way of thinking not only about women, but about the whole society. Introducing modern ideas into magazines resulted in the dissolution of old and obsolete forms.

In 1919 - after more than a hundred years of German dominance - Czarnków returned into Polish hands. During the interwar period three nationalities inhabited Czarnków: Poles, Germans and Jews. The Jewish population was a separate group not only ethnic, and also religious terms. The German element, until then predominating in the town, was reduced to a   minority.The article consists of two parts: the first part presents problems related to the social structure and religious activity of Catholics, the second part deals with the fates of the local Protestant population.

The operations of the Łódź Sports Club in the interwar period are an important part of the history of sport in the city of Łódź, as well as Poland. The Club’s prestige and successes should be chiefly attributed to the athletes’ and the coaches’ commitment, coupled with the activists’ organisational skills. A historical analysis of the Club’s operations indicates that, in addition to training athletes in various disciplines, the establishment was also involved in a wide range of impressive cultural and educational activities. These centred on organising reading rooms, talks, lectures, social meetings and trips as well as promoting patriotic values and the idea of fair play. Hence, the Club’s educational work was channelled into axiological models of sports competition on the one hand, and into propagating education and culture on the other.

This article is devoted in part to forgotten figures and culture-forming institutions from the interwar period in Lodz, focusing mainly on the Commission for General Education and its Executive Department (Komisja Powszechnego Nauczania i jej Wydział Wykonawczy), under the direction of S. Kopciński, and the intensive work of the Lodz municipal government to eliminate illiteracy and optimize the functioning of primary and secondary schools. Also described are the partially successful efforts in Lodz to open a college, the city’s unique system of libraries, and achievements in the publishing of daily newspapers and literary socio-literary magazines. Furthermore, the article discusses poets, outstanding teachers, and educational and cultural activists from Lodz, many of whom cooperated with Lodz Radio station, which began broadcasting in 1930.

The paper aims to compare the challenges faced by youths of Radlinska’s generation with the young of today, posing questions about what triggered the increased energy, agency and activism of the young of the interwar period and asks if it could be utilised by current pedagogical ‘forces’ in Poland. The focus is placed on teachers’ education and emerging new systems of tuition, as well as the extraordinary achievements of the social pedagogue of the interwar period – Helena Radlinska. The article is a modified and updated version of an excerpt from the book entitled: 'Invisible environment' (Witkowski, 2014) published in Polish language by Impuls. The idea of revisiting this theme was triggered by the upcoming celebration of the 100 years anniversary of the Independence of Poland (1918)
