Digital constitutionalism as a research trend refers to the adaptation of constitutional principles and institutions to new challenges and opportunities resulting from the digital revolution. Their purpose is to ensure the protection of fundamental rights, the balance of power and the protection of the current hierarchy of the system of values against their infringement caused by digital technology. Despite significant social implications, research on this phenomenon is limited and selective. The aim of the article is to systematize the theoretical framework around the concept of digital constitutionalism. The author reviews the definitions of the concept of digital constitutionalism found in the literature and organizes the subject of the research. A comparative analysis of the current directions of development of digital constitutionalism has also been presented and its individual trends have been identified. The effect of the considerations is to organize the dogmatic and legal discussion regarding the topic issue.
Konstytucjonalizm cyfrowy jako nurt badań odnosi się do adaptacji zasad konstytucyjnych i instytucji do nowych wyzwań i możliwości wynikających z cyfrowej rewolucji. Ich celem jest zapewnienie ochrony praw podstawowych, równowagi sił oraz ochrony obecnej hierarchii systemu wartości, wyrażonej w konstytucji, przed ich naruszeniem spowodowanym technologią cyfrową. Mimo znaczących implikacji społecznych badania nad tym zjawiskiem są ograniczone i wybiórcze. Celem artykułu jest systematyzacja ram teoretycznych wokół koncepcji konstytucjonalizmu cyfrowego. Autorka dokonuje przeglądu występujących w literaturze definicji pojęcia konstytucjonalizmu cyfrowego oraz dokonuje uporządkowania przedmiotu prowadzonych badań. Przedstawiona została również analiza porównawcza aktualnych kierunków rozwoju konstytucjonalizmu cyfrowego oraz zidentyfikowano jej poszczególne nurty. Efektem rozważań jest uporządkowanie dyskusji dogmatycznoprawnej dotyczącej tytułowego zagadnienia.

W artykule przedstawiono, w jaki sposób przebiegało kształtowanie się twórców internetowych, czyli osób zajmujących się wytwarzaniem autorskich treści zamieszczanych w mediach społecznościowych, na stronach internetowych itp. Rozpatrując uwarunkowania indywidualne i społeczne tego procesu, szczególną rolę przypisano kontekstowi technologiczno-medialnemu, znacząco wpływającemu na ich dorastanie oraz tworzenie. Jako ramę teoretyczną wykorzystano koncepcję sieciowych imigrantów/tubylców, a rozważania oparto na sześciu autobiograficznych wywiadach narracyjnych z twórcami internetowymi reprezentującymi zróżnicowane obszary zainteresowań. Ich analiza dowiodła, że doświadczenia z technologiami informacyjno-komunikacyjnymi „nie mieszczą się” w proponowanej typologii, gdyż narratorzy stosują zindywidualizowane strategie uczenia się ich oraz ich użytkowania.
The article presents how the formation of online creators, i.e. people engaged in the production of original content posted on social media, websites, podcasts, etc., took place. Considering the individual and social conditions of this process, a special role was assigned to the technological and media context, significantly influencing the narrators’ adolescence and creation. The concept of digital natives/digital immigrants was used as a theoretical framework. The considerations were based on six autobiographical narrative interviews with online creators representing diverse areas of interest. Their analysis proved that experiences with ICTs “do not fit” into the proposed typology; the narrators individualized strategies for learning them and their use.

The information revolution, and the associated rapid development of technology, led to significant social changes. Currently every aspect of our life depends on access to the Internet. The conceptualization of the right to the Internet is a consequence of these changes and is an important element of the contemporary concept of the status of the individual. Many countries have started to implement it into their legal systems. The paper separates and assesses individual strategies of adopting this law. The research aim of the article is to answer the question: does the right to the Internet require direct introduction to the constitutional order of the state. The effect of the considerations is to define the desired place of the Internet right in the national legal order.
Rewolucja informacyjna, oraz związany z nią gwałtowny rozwój technologii, doprowadziły do znaczących zmian społecznych. Obecnie praktycznie każdy aspekt naszego funkcjonowania uzależniony jest w jakieś części od dostępu do kluczowego aspektu tej rewolucji, czyli Internetu. Konceptualizacja prawa do Internetu jest konsekwencją tych zmian i stanowi ważki element współczesnej koncepcji statusu jednostki. Wiele państw rozpoczęło jego wprowadzanie do swoich porządków prawnych. W pracy dokonano wyodrębnienia i oceny poszczególnych strategii regulacji tego prawa. Celem badawczym artykułu jest odpowiedź na pytanie: czy prawo do Internetu wymaga wprowadzenia wprost do porządku konstytucyjnego państwa. Efektem rozważań jest określenie pożądanego miejsca prawa do Internetu w krajowym porządku prawnym.

Artykuł poświęcony jest wybranym aspektom społeczno-psychologicznym nadmiernego korzystania z Internetu przez młodzież. Spędzanie czasu wolnego online dostarcza wielu korzyści, ale może być także przyczyną nowych, nieznanych wcześniejszym pokoleniom problemów. Nadmierne korzystanie z Internetu może przerodzić się w uzależnienie behawioralne i podobnie jak inne uzależnienia prowadzić do zaniedbywania innych sfer życia oraz poważnych szkód zdrowotnych i społecznych. Autorka przedstawia symptomy i kryteria problematycznego korzystania z Internetu, niektóre czynniki społeczno-kulturowe sprzyjające uzależnieniu, a także dane statystyczne z krajów rozwiniętych wskazujące na to, że nadmierne angażowanie się w nowe technologie i przenoszenie znaczącej części życia do świata wirtualnego staje się poważnym problemem społecznym, którego nie wolno lekceważyć.
The article is devoted to selected socio-psychological aspects of excessive use of the Internet by young people. Spending free time online provides many benefits, but it can also cause new problems unknown to previous generations. Excessive use of the Internet can turn into a behavioral addiction and, like other addictions, lead to neglect of other spheres of life and serious health and social harm. The author presents the symptoms and criteria of problematic Internet use, some socio-cultural factors contributing to addiction, as well as statistical data from developed countries showing that excessive involvement in new technologies and transferring a significant part of life to the virtual world is becoming a serious social problem, which must not be disregarded.

The study reviews Internet technologies that contribute to the formation of the professional image of the head of an educational institution, as well as pedagogical terms that ensure the effectiveness of this process. Based on the understanding of the essence and content of the professional image of the heads of educational institutions, the need for updating approaches and tools to ensure the effectiveness of its formation has been highlighted with the use of the most modern Internet technologies. It has been defined that the leading strategy to shape the professional image is online branding. The digital tools and means for that so have been found and described. It has been emphasized on personal websites or portfolios, blogs, professional social media profiles, digital publications, online courses and workshops, engagement with online communities, multimedia content, feedback and reviews, collaboration with influencers, engagement with alumni online, use of latest educational technologies, digital newsletters, webinars and virtual tours, and active crisis management. It has been shown that the application of such promotion channels extends the interested audience and contributes to the formation of a positive image of the head of the educational institution. The pedagogical terms for the formation of the professional image of the head of an educational institution have been highlighted. Among them the purposeful development of media literacy and digital competence of heads, blogging, personal branding, working up the visual branding, engagement, transparency of the activity of an educational institution and its head, implementation of crisis management, compliance of digital etiquette, constantly professional development, regular update of content and develop digital skills, presence and participation, as well as feedback and iteration in online networking. It has been concluded that while the internet offers tools and platforms to shape the image of educational leaders, it is the manager’s authenticity, vision, and dedication that really resonate with the surroundings. Digital platforms merely amplify and disseminate the intrinsic values and leadership qualities of the head of an educational institution.

Nowe technologie są współcześnie wykorzystywane w wielu obszarach życia, także przez osoby z różnego rodzaju niepełnosprawnościami czy ograniczeniami. W przypadku osób z niepełno sprawnością narządu wzroku pełnią bardzo ważną funkcję, ponieważ dają poczucie niezależności, ułatwiają komunikowanie się, pracę i naukę. W celu określenia wykorzystania nowych technologii oraz samooceny kompetencji cyfrowych wśród osób z niepełnosprawnością narządu wzroku przeprowadzono wywiady bezpośrednie. Osoby te uważają, że kompetencje cyfrowe we współczesnym świecie są niezwykle przydatne, a przede wszystkim umożliwiają prowadzenie samodzielnego życia. Wyniki analizy przeprowadzonych rozmów wskazują na dość wysoką samoocenę e-kompetencji w tej grupie, jednak mimo szans, jakie stwarzają nowe technologie, narzędzia te nie zawsze są używane w codziennym życiu osób z niepełnosprawnością wzroku.
Today, the use of new technologies is very wide. In the case of people with visual impairment they fulfill a very important function, their use gives a sense of independence, facilitates communication, work and study. In order to determine the use of new technologies and the self-assessment of digital competences among people with visual impairment direct interviews were conducted. These people indicate that digital competences in the modern world are extremely useful, they enable, above all, to lead an independent life. The results of interviews show a fairly high self- -assessment of digital competences in this group, however, new technologies in everyday life are not used in all areas of life.

To oznacza nowe wyzwanie dla bezpieczeństwa Unii Europejskiej, która stara się zmniejszać zagrożenia i ryzyko przez nowe regulacje. Specjalna jednostka monitorowania Internetu - EU IRU, ustanowiona w 2015 roku jest jedną z głównych agencji przeznaczonych do zwalczania terrorystów w Internecie.
The development of the Internet and social media brings many advantages and disadvantages – including new ways of developing terrorism. Facebook, Twitter and other popular platforms are used by terrorist organizations to recruit and spread their propaganda around the world. Using modern techniques, terrorists successfull radicalize the societies of many European countries – especially young people. This poses new security challenges for the European Union, which tries to minimize the risk by means of new regulations and provisions. A special unit for monitoring the Internet - EU IRU, established in 2015, is one of the main pillars of the fight against Internet terrorism.

Information technologies, ICT and Industry 4.0 are developing particularly fast in the fourth technological revolution. During the COVID-19 pandemic, there has been an increase in the scale of digitisation and internationalisation of remote communication processes and various aspects of economic activity. Digitisation of the economy is currently taking place simultaneously in many areas of economic processes and the functioning of many economic entities and public, financial and other institutions. Many companies, enterprises and public institutions that previously operated mostly or solely offline during the pandemic have switched to remote, electronic operation via the Internet. The development of electronic banking is also increasing, including internet and mobile banking. The share of electronic, cashless payments via the Internet and payments with electronic bank cards is increasing. In addition, in recent years, the range of applications of Data Science, Big Data, and Data Analytics technologies in economics, finance and organisation management, including enterprises, financial and public institutions, has been increasing. Therefore, the importance of implementing analytical instruments for advanced processing of large Data Science data sets in enterprises, financial and public institutions is also growing, including the construction of Big Data Analytics platforms to support organisation management processes in various aspects of operations, including improvement relationship with customers. The scale of cybercrime has also increased during the pandemic, as has the importance of improving cybersecurity techniques and instruments.

Celem artykułu jest przedstawienie szeroko zachodzących zmian w handlu elektronicznym związanych z implementacją technologii Internetu Rzeczy. W procesie realizacji badania przeprowadzono przegląd literatury przedmiotu w języku polskim i angielskim, wykorzystano także analizę danych statystycznych. Ponadto przeprowadzono badanie jakościowe, wykorzystując metodę indywidualnego wywiadu pogłębionego (IDI) z pracownikiem firmy Amazon. Artykuł definiuje istotę Internetu Rzeczy (IoT) i ukazuje potencjał tej technologii dla rozwoju e-commerce. IoT pozwala zbierać, gromadzić, przetwarzać, analizować dane i dzięki osiągniętym rezultatom umożliwia podejmowanie przez przedmioty, urządzenia autonomicznych decyzji. Możliwości IoT są wykorzystywane w różnych dziedzinach życia. Zauważa się liczne korzyści wykorzystywania nowych technologii, np. przyspieszenie produkcji, oszczędność energii, redukcja błędów w procesie magazynowania, usprawnienie dystrybucji towarów czy po prostu wygoda.
The aim of the article is to present the widespread changes in e-commerce due to the emergence of the Internet of Things technology. For the purposes of the research, a detailed review of the available literature on the subject in Polish and English was made, and the analysis of statistical data was also used. An interview was conducted with an Amazon employee who explained what the real effects of using new IoT solutions are. The article defines the essence of the Internet of Things and shows the positive impact of this concept on the development of e-commerce. Additionally, it demonstrates many positive aspects of Amazon's implementation of modern information and commu-nication technologies. IoT enables the collection, storage, processing and analysis of data and thanks to the results achieved, it enables objects and devices to make autonomous decisions. IoT capabilities are used in various areas of life. There are numerous benefits of using new technologies, such as accelerating production, saving energy, reducing errors in the warehousing process, improving the distribution of goods or simply convenience.

The agri-food sector contributes significantly to economic and social advancements globally despite numerous challenges such as food safety and security, demand and supply gaps, product quality, traceability, etc. Digital technologies offer effective and sustainable ways to these challenges through reduced human interference and improved data-accuracy. Innovations led by digital transformations in the agri-food supply chains (AFSCs) are the main aim of 'Agri-Food 4.0'. This brings significant transformations in the agri-food sector by reducing food wastage, real-time product monitoring, reducing scalability issues, etc. This paper presents a systematic review of the innovations in the agri-food for digital technologies such as internet-of-things, artificial intelligence, big data, RFID, robotics, blockchain technology, etc. The employment of these technologies from the ‘farm to fork’ along AFSC emphasizes a review of 159 articles solicited from different sources. This paper also highlights digitization in developing smart, sensible, and sustainable agri-food supply chain systems.

This article reviews chosen topics related to the development of Information Quantum Technologies in the major areas of measurements, communications, and computing. These fields start to build their ecosystems which in the future will probably coalesce into a homogeneous quantum information layer consisting of such interconnected components as quantum internet, full size quantum computers with efficient error corrections and ultrasensitive quantum metrology nodes stationary and mobile. Today, however, the skepticism expressing many doubts about the realizability of this optimistic view fights with a cheap optimism pouring out of some popular press releases. Where is the truth? Financing of the IQT by key players in research, development and markets substantially strengthens the optimistic side. Keeping the bright side with some reservations, we concentrate on showing the FAST pace of IQT developments in such areas as biological sciences, quantum evolutionary computations, quantum internet and some of its components.

Opis:
This article touches upon the issue of the interaction between the specificity of the e-commerce industry and the principles of the circular economy. The circular economy is currently the preferred economic model in the European Union, which covers all market participants, i.e. producers, distributors and consumers. At the same time, a strong increase in the popularity of e-commerce platforms has been recorded among consumers. This situation warrants taking up an analysis of the contact points between the circular economy and e-commerce concepts. The purpose of the article was to analyse the opportunities and threats related to the functioning of e-commerce platforms in the conditions of transformation towards a green economic order and circular economy. A desk study was applied as research methods with the use of literature on the subject and SWOT analysis. The result of the analyses is a systematized form of opportunities and threats related to the functioning of e-commerce platforms in a circular economy.
Artykuł porusza kwestię interakcji między specyfiką branży e-commerce a zasadami gospodarki okrężnej. Gospodarka okrężna jest obecnie preferowanym w Unii Europejskiej modelem ekonomicznym obejmującym wszystkich uczestników rynku: producentów, dystrybutorów i konsumentów. Jednocześnie odnotowywany jest silny wzrost popularności platform e-commerce wśród konsumentów. Sytuacja ta uzasadnia podjęcie analizy na temat punktów stycznych koncepcji gospodarki okrężnej i handlu elektronicznego. Celem artykułu jest analiza szans i zagrożeń związanych z funkcjonowaniem platform e-commerce w warunkach transformacji w kierunku „zielonego” ładu gospodarczego i gospodarki okrężnej. Jako metody badawcze zostały użyte desk study z wykorzystaniem literatury przedmiotu i analiza SWOT. Wynikiem analiz jest usystematyzowana postać szans i zagrożeń związanych z funkcjonowaniem platform e-commerce w warunkach gospodarki okrężnej.

At the early stages of the Internet, it was only considered to be a communication tool. Nowadays, this network not only shaped itself into a new form of social life, but also brought about great changesin lifestyle. This is why, the Internet certainly has an impact on individual’s development. In the virtual world, people can shape their identity into whatever they want but it does not come without dangers. This article focuses on the self-image and identity of the youth in the modern media era and dilemmas they face in the process of identity construction.
We wczesnych fazach Internetu był on traktowany jedynie jako narzędzie służące do komunikacji. Dziś tego rodzaju sieć globalna nie tylko kształtuje się w nową formę życia społecznego, ale także powoduje ogromne zmiany w stylu życia, dlatego też Internet niewątpliwie ma i będzie miał wpływ na rozwój jednostek. W świecie wirtualnym ludzie mogą kształtować swoją tożsamość w dowolny sposób, ale nie jest to coś pozbawione niebezpieczeństwa. W artykule skupiono się na obrazie siebie i tożsamości młodych ludzi w dobie współczesnych mediów, a także na trudnościach, jakie napotykają w procesie konstruowania tożsamości.

The study presents theoretical assumptions of the research in the scope of the impact of threats resulting from the use of modern information technologies on students’ education outcomes. Part I addresses the theoretical and methodological aspect of research conducted in 2019. It systematizes the considerations undertaken, their brief characteristics, and the course of research. The conclusions include ones drawn after the implementation of the initial stage and the theoretical part together with the adopted assumptions. Attention was drawn to the broad spectrum of the research area, which so far has not covered civilian students of a hierarchical university in terms of the negative impact of threats resulting from the use of modern information technologies.
W opracowaniu przedstawiono założenia teoretyczne badań w zakresie oddziaływania zagrożeń wynikających z stosowania nowoczesnych technologii informacyjnych na wyniki kształcenia studentów. Część I prezentuje aspekt teoretyczny oraz metodologiczny badań prowadzonych w 2019 roku. Dokonano usystematyzowania podjętych rozważań, ich krótkiej charakterystyki oraz przebiegu badań. We wnioskach ujęto konkluzje powstałe po realizacji etapu wstępnego oraz części teoretycznej wraz z przyjętymi założeniami. Zwrócono uwagę na szerokie spektrum obszaru badawczego, którym dotychczas nie byli objęci studenci cywilni zhierarchizowanej uczelni wyższej w aspekcie negatywnego wpływu zagrożeń wynikających z użytkowania nowoczesnych technologii informacyjnych.

The second part of the publication discusses the results of practical research on the impact of threats to the use of modern information technologies and independent Internet-based acquisition of knowledge on the results of students’ learning outcomes. It presents the course of empirical research with the methods and tools used. The summary presents the conclusions that arose during and after the research. Attention was drawn to the broad spectrum, which so far has not been covered by civilian students of the hierarchical university. The negative impact of threats on unaware users of modern information technologies is highlighted and described.
Druga część publikacji omawia wyniki badań praktycznych w zakresie oddziaływania zagrożeń stosowania nowoczesnych technologii informacyjnych oraz samodzielnego zdobywania wiedzy w oparciu o sieć Internet na wyniki kształcenia studentów. Zaprezentowano w nim przebieg badań empirycznych wraz zastosowanymi metodami oraz narzędziami. W podsumowaniu przedstawiono wnioski powstałe w tracie oraz po zakończeniu obszaru badawczego. Zwrócono uwagę na jego szerokie spektrum, którym dotychczas nie byli objęci studenci cywilni zhierarchizowanej uczelni wyższej. Podkreślono oraz opisano negatywny wpływ zagrożeń na nieświadomych użytkowników nowoczesnych technologii informacyjnych.
