Opis:
EUPOS (European Position Determination System) is a new European initiative of establishment of the multifunctional reference station system in Central and Eastern countries as an international project to establish a uniform groun based GNSS augmentation system of multifunctional permanently operating reference stations creating a satellite positioning infrastructure in Central and Eastern Europe (CEE). The Project EUPOS was initiated by the Berlin Senate Department for Urban Development and European Academy of the Urban Development Berlin. The Project consists in establishment of about 800 multifunctional satellite reference stations in Central and Eastern Europe. Fifteen countries (Bulgaria, Czech republic, Estonia,Germany, Hungary, Latvia, Lithuania, Macedonia, Poland, Romania, Russian Federation, Serbia &Montenegro, Slovakia, Slovenia and Ukraine) intend to participate in the project. On common project standard set wiil be observed by all countries, however the project will include the existing or developed infrastructure in participating countries. Experiences of all participating countries in establishing and operating satellite systems will also be used. The system will be compatible with the German network SAPOS and in future will use as main signal the signal of the European system Galileo. The network of reference stations will provide services for both positioning of the geodetic control points and for land, air and marine navigation. several levels of positioning acuracy will be offered. The participating countries decided to form a Steering Commitee. nine working conferences of the Steering Commitee were help up to now. The conferences were devoted to discussions on practical aspects of realisation of establishment of the network, the standards and possible sources of financial support realisation of the Project. EUPOS is a member of the International Comitee on Global Navigation Satellite Systems (ICG) and the Radio Technical Commision for Maritime Services Special Commitee 104 (RTCM SC 104). In August 2006 the Head Office of Geodesy and Cartography of Poland has signed with the Polish Ministry of Economy the agreement on financial support for establishment of EUPOS reference stations in Poland.

In this research work, the author focuses on the analysis of the activity towards the Transatlantic Trade and Investment Partnership (TTIP) between the European Union and United States. It has been emphasized that the talks will reduce regulatory barriers. New agreements to remove trade barriers aim at reducing dead-weight costs and at increasing net social gains from international trade. The article examines the impact of free trade agreements like TTIP and, in particular, investor-state dispute resolution mechanisms in reducing the power of national governments to regulate and eliminate market inequality. The article offers examples of successful regulatory cooperation efforts in the hope that it will shed light on possible approaches to addressing regulatory divergences. Ideally, the best way to address problems arising from regulatory divergence would be on a multilateral basis, while taking into account the relations of the EU and the US with other countries. The main aim of the article is the presentation of the challenges for TTIP negotiations. The particular objective of the research task is the regulatory trade barriers in US-EU foreign trade policy, the nature and the promoters of TTIP, the interrelationship between regulatory standards and international cooperation in TTIP. The general theoretical approach will be of broad interest to economists interested in international questions, especially transatlantic cooperation, as well as to political scientists. The main methods applied in this research were the institutional method, comparative method, documentation method and statistical methods. Additionally, the methods of deductive and inductive forecasting were applied.

The aim of the article is to present, in a short and a synthetic form, self-governments as new actors on the international arena. Discussed are the genesis and the development of this new international activities being undertaken by local residential areas such as the “twinning movement” and the programme for establishing “sister cities”. Briefly described are the key international organizations focused on the local self-governance. Discussed is also, in a relative detail, is the cooperation of the Polish self-governance entities with local self-governance partners within the international sphere. The author concludes by attempting to define the scope and importance of the international cooperation of local self-governance entities in general and its impact on the individual participating partners.

Improving the lives of citizens requires modern management architects to implement modern solutions in various areas of social life. Undoubtedly, local government administration, as the closest public authority to man, must be efficiently managed in order to effectively manage others. The influence of international cooperation on the development of states and organizations is as old an issue as international cooperation itself. However, the subject matter discussed in this article is current and important for the area of management sciences, because it treats this as a contemporary development of human resources management in local government administration within similar but different legal and organizational systems functioning in the European Union. Therefore, this article presents the main research problem, which will concern the elements of international cooperation, which are covered by local government administration bodies in the district of Żywiec, affect the management of human resources and their development and what changes are introduced in ZZL of local government administration. The subject matter required conducting research on the basis of the phenomenological trend in order to better understand the processes taking place with the participation of the human factor.

The article identifies the determinants of the asymmetry of foreign trade turnover between Ukraine and Poland based on an analysis of competitiveness indicators of the studied countries in the period 2003−2017. The CSCE Final Act, signed in Helsinki in 1975, opened a new chapter in the search for the optimal security system in the Euro-Atlantic area, stretching from Vancouver to Vladivostok. It established a cooperative security system introducing a supra-bloc negotiation mechanism of political and economic cooperation, as well cooperation in such humanitarian fields as culture, education, exchange of information and interpersonal contacts. After the Cold War, CSCE organs were created and equipped with new competences in the field of preventive diplomacy and conflict resolution, but the evolution of the international order in Europe meant that, contrary to the original intention of the CSCE (renamed at the beginning of 1995 as the OSCE), it has not become the central institution of European security. As a result of the Eastern enlargement of NATO and the European Union, the principle of equal security for all participating states was abandoned. The OSCE remained a secondary institution specialising in what is called the soft aspects of security. The Ukrainian crisis, which broke out in the autumn of 2013, accompanied by other challenges and threats to security originating in other regions showed the need to revitalise the OSCE and create a Euro-Atlantic and Eurasian security community.

The interests of children are of paramount importance, therefore it is sometimes necessary for the authorities to interfere in matters relating to their custody, when a child is likely to have been wrongfully removed or retained in breach of the rights of custody attributed to a person, an institution or any other body (child abduction). Therefore a number of international and European Union legal acts impose on national legislators the obligation to introduce mechanisms involving central authorities into cooperation with each other and promoting cooperation amongst the competent authorities in their respective states to make proper discoveries to secure the prompt return of children. For this purpose, the Law of 26 January 2018 on the exercise of certain acts of the central authority in family matters relating to legal transactions under European Union law and international agreements was adopted. Pursuant to its provisions, Police offi cers shall, by virtue of their specifi c powers, assist the central authority and the courts on matters relating to the abduction of minors abroad. Their role is mainly linked to providing the authorities with relevant information, assisting the probation offi cer, and searching the place where the minor is presumed to be living.

The subject of the article is an analysis of the EULEX Kosovo mission’s role, as an example of international cooperation in combating the organized crime in the area of former ethnic conflict. The above mentioned mission is considered as one of the most important acts of realization of the EU Common Foreign and Security Policy, and it has been playing both important and positive role in term of combating organized crime, which belongs to the crucial problems hindering the normalization of situation in Kosovo. The analysis being carried out shows that the presence of international entities in this country is still required for mini mizing the threat from the organized crime.

The following paper contains a report on an international school project – GESZKO ‒, that had been taking place in the border area of Saxony and Poland in the school years 2011/12, 2012/13 and 2013/14. The main theme of the activities at 13 schools were health, sport and home region. After the end of the project the team at the University of Applied Science in Zittau/Görlitz is evaluating the entire project and is going to publish a manual for German-Polish school partnerships.

This paper explores the social dimension of security concerning public broadcasters in Poland and in Italy. Public broadcasters are obliged to design their content around a mission. This is a requirement under national regulations on state security. From the perspective of national systems with legal and political histories as different as Poland’s and Italy’s, the shaping of the social space by public broadcasters’ digital tools reflects the transnational vector of action based on public media.

Kaliningrad Oblast is a Russian exclave lying by the Baltic Sea. In the best interest of Baltic countries, including Poland, is for the Baltic Sea region to be a stable and trustworthy region benefiting from multifaceted international cooperation. In view of the above, the Kaliningrad Oblast of the Russian Federation and its relations with EU states, and especially the closest neighbours have an important role to play. Trading between Poland and Kaliningrad Oblast is developing relatively well, but capital involvement remains well below the potential capacity. The scope of economic cooperation is relatively small. Work on providing security and services to Polish investors in Kaliningrad also remains unsatisfactory.
Obwód Kaliningradzki to rosyjska eksklawa położona nad Bałtykiem, której najważniejszym miastem jest Kaliningrad, gdzie koncentruje się 46% ludności i 60% potencjału przemysłowego. W obwodzie znajduje się stosunkowo dobrze rozwinięty kompleks transportowy. Region zyskał w 1992 r. status wolnej strefy ekonomicznej, a w 1996 r. specjalnej strefy ekonomicznej. Rozszerzenie Unii Europejskiej w 2004 r. wpłynęło na specyfikę i unikatowe geostrategiczne położenie Obwodu Kaliningradzkiego, stanowiącego część Federacji Rosyjskiej, położonej wewnątrz Zjednoczonej Europy. Od tego czasu zaczęto określać go mianem „bramy do Rosji”. Polska jest trzecim najważniejszym dostawcą towarów do Obwodu Kaliningradzkiego po Niemczech i Chinach. Polskie przedsiębiorstwa zaopatrują eksklawę Rosji przede wszystkim w żywność oraz chemię gospodarczą. Do głównych grup towarów importowanych z Polski do obwodu należą ponadto: wyroby przemysłu maszynowego, inne produkty przemysłu chemicznego: tworzywa sztuczne i pochodne, odzież, obuwie, papier, materiały budowlane oraz meble. Do najczęściej wysyłanego asortymentu należą mieszanki warzywne, warzywa suszone, mrożone truskawki, a także świeże jabłka, wiśnie i śliwki. Z Obwodu Kalinigradzkiego sprowadza się głownie ropę naftową i produkty ropopochodne, wentylacyjne, oświetlenie, drewno, nawozy, miedź i celulozę. Polskie towary widoczne są w kaliningradzkich sklepach, podobnie jak komponenty budowlane i wyposażenie nowych obiektów, takie jak: stolarka okienna i drzwiowa, meble, zabudowy wnętrz, armatura sanitarna, urządzenia elektryczne i klimatyzacyjne. Ponadto artykuły papiernicze, gospodarstwa domowego, wyposażenie domów i ogrodów są towarem, którym zainteresowane są większe sieci sklepów, w tym rosyjski potentat „Wester”. Szacuje się, iż około 30% polskich firm działających w Obwodzie Kaliningradzkim pochodzi z Warmii i Mazur. Większość artykułów rolno-spożywczych eksportowanych do obwodu pochodzi z województwa warmińsko-mazurskiego. Niespełna milionowy rynek Obwodu Kaliningradzkiego, z uwagi na zróżnicowany poziom dochodów ludności, można uznać za stosunkowo mało chłonny, ale okazuje się on bardzo ważny dla polskich przedsiębiorstw. Ich liczebność jest większa niż firm z Niemiec – największego importera w tym regionie. W 2006 r. wśród największych inwestorów w obwodzie było dwóch jego bezpośrednich sąsiadów. Największym inwestorem bezpośrednim są firmy litewskie, które skutecznie konkurują na rynkach obwodu z polskimi firmami. Polskie towary są powszechne w Kaliningradzie, wiele polskich marek jest dobrze znanych i rozpoznawalnych od kilku lat.

Human trafficking is one of the modern forms of slavery and the most dangerous crime against freedom and human dignity. This practice is often associated with the phenomenon of illegal migration and smuggling of migrants, which are particularly intensified in the period of various types of conflicts (armed, ethnic, etc.). The international scale of the problem forces the cooperation of authorities and services responsible for security and public order in many countries. The article presents activities undertaken by the SELEC organization in combating this type of international organized crime in South-Eastern Europe. The source of the data are annual reports on the organization’s activities, published on its official website.
