Artykuł stanowi drugą część publikacji wyników badań kosztowych przeprowadzonych w polskich przedsiębiorstwach międzynarodowego transportu ciężarowego przewożących głównie w relacjach z rynkami krajów położonych poza wschodnią granicą Polski. Pierwszy artykuł dotyczył średnich jednostkowych kosztów w zbadanych przedsiębiorstwach operujących głównie na rynkach UE. Zaprezentowano charakterystykę statystyczną zbadanych przedsiębiorstw według ich grup wielkości wyznaczonej liczbami eksploatowanych samochodów ciężarowych. Przedstawiono kształtowanie się średnich kosztów 1 wozokilometra przebiegu samochodów ciężarowych powyżej 12,0 Mg dmc w zbadanych przedsiębiorstwach w 2017 r. według ich wielkości oraz podano średnie ważone koszty jednostkowe dla całej zbadanej zbiorowości. Wyspecyfikowano główne koszty rodzajowe. Zilustrowano kształtowanie się zbadanych w 2017 r. kosztów jednostkowych z kosztami z lat 2009 – 2016. Zaprezentowano strukturę rodzajową średnich kosztów 1 wozokilometra przebiegu w 2017 r. według badań ITS.
The article represents second part of the publication of the results of cost studies conducted at the Polish enterprises of international freight transport, operating mainly on the routes to the markets of countries located outside Poland’s eastern border. The first article concerned the average unit costs in the examined enterprises operating mainly on the EU markets. The statistical characteristics of the examined enterprises were presented according to their size groups determined by the numbers of used trucks. Shown is the average cost of vehicle - kilometre of mileage for the trucks of 12.0 Mg GVW at the surveyed enterprises in 2017 arranged by their size and weighted average unit costs for the entire surveyed population. The main generic costs have been specified. The evolution of the unit costs examined in 2017 with the costs from 2009-2016 was illustrated. Structure of the average costs per 1 vehicle-kilometre of the mileage in 2017 according to ITS survey was presented.

Artykuł stanowi pierwszą część [1] publikacji wyników badań kosztowych prowadzonych w polskich przedsiębiorstwach międzynarodowego transportu ciężarowego, przedsiębiorstwach operujących głównie na rynkach krajów UE. Zaprezentowano charakterystykę statystyczną zbadanych przedsiębiorstw według ich grup wielkości określonej liczbami eksploatowanych samochodów ciężarowych. Przedstawiono kształtowanie się średnich kosztów 1 wozokilometra przebiegu pojazdów powyżej 12,0 Mg dmc w zbadanych przedsiębiorstwach w 2017 r. (według wielkości przedsiębiorstw) oraz średnie ważone koszty dla całej zbadanej zbiorowości. Przy tym wyszczególniono główne rodzaje kosztów oraz podano dla ilustracji kształtowanie się powyższych zbadanych w ITS kosztów jednostkowych w latach 2009 – 2016. Zilustrowano strukturę rodzajową średnich kosztów 1 wozokilometra przebiegu w przedmiotowym zakresie w 2017 r.
The article is the first part [1] of the publication on cost studies results conducted at the Polish international freight transport enterprises, operating mainly on the EU countries markets. The statistical characteristics of the surveyed enterprises were presented according to their size groups determined by the numbers of trucks used. Shown is the average cost of 1 vehicle-kilometre of mileage for the vehicles over 12.0 Mg MAW in the surveyed enterprises in 2017 (by size of enterprises) and weighted average costs for the entire surveyed collectivity. At the same time, the main types of costs were listed and the unit costs examined at ITS for the years 2009-2016, were outlined for illustrations. The generic structure of the average costs of 1 vehicle-kilometre of mileage in the scope in question, was illustrated for the 2017.

W niniejszej publikacji dokonano porównania średnich kosztów jednostkowych i stawek przewozowych w zbadanych przedsiębiorstwach operujących głównie na rynku UE i przedsiębiorstw przewożących przeważnie w relacjach z rynkami krajów położonych poza wschodnią granicą Polski.
The article represents the third part of the publication of cost study results conducted at the Polish international truck transport companies and covering the results for 2017, presented against the background of costs for the years 2009 - 2016. The first article, placed in No. 2/2018 of the ITS quarterly, concerned average unit costs and their generic structure at the surveyed enterprises operating mainly on the EU markets. The second article, included in the No. 3/2018 of the ITS quarterly, concerned the development of the unit costs at the enterprises operating transport services mainly on the routes with the countries located outside Poland’s eastern border. This publication compares the average unit costs and transport rates at the surveyed enterprises operating mainly on the EU market and enterprises usually conducting transport services on the routes to the markets of countries located outside Poland’s eastern border.

Do prognozowania pracy przewozowej międzynarodowego transportu ciężarowego wykorzystano oryginalną metodę ekspercką wzajemnych oddziaływań zdarzeń. Zadaniem wybranych ekspertów, zarówno ze środowisk akademickich, jak praktyków branży transportowej było określenie wpływu różnorakich zdarzeń o charakterze gospodarczym i politycznych na kształtowanie się przedmiotowej pracy przewozowej polskich przedsiębiorstw w perspektywie 2030 r. Wariantowa prognoza opracowana została na podstawie uzyskanych drogą ankietową prawdopodobieństw warunkowych zdarzeń, z przygotowanej listy zdarzeń. Dodatkowo przedstawiono wyniki prognozowania przy wykorzystaniu metody trendu czasowego z lat 2005 – 2016.
The original expert method of the events interactions was used to forecast the haulage work of the international freight transport. The task of selected experts, both from the academics and practitioners of the transport industry was to determine the impact of various economic and political events on the shaping of the said haulage work of Polish enterprises until 2030. The variant forecast was based on the probabilities of conditional events obtained from the questionnaire, from the prepared list of events. Additionally, the forecasting results are presented using the time trend method from the years 2005 - 2016.

Niektóre kraje UE, takie jak np. Niemcy, nie czekając na decyzje wspólnotowe, wprowadzają prawne działania mające na celu ochronę własnego rynku m.in. rynku transportu drogowego przed konkurencją ze strony przewoźników innych państw. Polskie przedsiębiorstwa międzynarodowego transportu drogowego osiągnęły na europejskim rynku transportu rzeczy znaczną przewagę w udziale w tym rynku nad firmami z innych krajów UE. Zdaniem wielu opinii środowiska transportowego takie działania, jak przyjęcie prawa o płacy minimalnej pracowników delegowanych (w tym kierowców) do pracy m.in. na terenie wymienionych tu Niemiec spowoduje wzrost kosztów działalności zarejestrowanych w Polsce przedsiębiorstw, a przez to częściową utratę ich rynkowej przewagi konkurencyjnej, szczególnie wobec przewoźników zachodnioeuropejskich, w tym przede wszystkim wobec przewoźników niemieckich. W artykule skoncentrowano uwagę na oszacowaniu skali zaangażowania polskich firm międzynarodowego transportu drogowego na obszarze Niemiec (wielkości przewozów, liczb przedsiębiorstw i liczb samochodów w latach 2013 i 2016).
Some EU countries, such as Germany, without waiting for Community decisions, introduce legal actions to protect their own market, including road transport market, against competition from the carriers of other countries. Polish international road transport enterprises have achieved a significant advantage in the European goods transport market in the share of companies from the other EU countries of this market. According to many opinions of the transport community, such activities as the adoption of the law on the minimum wage of posted workers (including drivers) to work, among the others in the territory of the above-mentioned Germany, will cause the operations costs of the enterprises registered in Poland to rise, and hence the partial loss of their competitive market advantage, especially towards Western European carriers, including primarily German carriers. The article focuses on estimating the scale of involvement of the Polish international road transport companies in Germany (transport volume, number of enterprises and number of cars in the years 2013 and 2016).

The objective of this contribution is to characterize alternatives of information systems used for managing, processing and evaluation of information related to company vehicles. Especially we focus on logging, transferring and processing of on-road vehicle movement information in inland and international transportation. This segment of company information system has to monitor the car movement - actively or passively - according to demand of the company and after the processing it has to evaluate and give the complex monitoring of a situation of all the company vehicles to the controller.
Celem niniejszej pracy jest scharakteryzowanie alternatyw systemów informatycznych używanych do zarządzania, przetwarzania i oceny informacji związanych z pojazdami firmowymi. Zwracamy szczególnie uwagę na rejestrowanie, przekazywanie i przetwarzanie informacji o ruchu pojazdu na drodze w transporcie krajowym i międzynarodowym. Ten segment systemu informatycznego firmy ma monitorować ruch samochodów - czynnie lub biernie - według potrzeb firmy i po przetworzeniu ma ocenić i zapewnić kompleksowe monitorowanie sytuacji wszystkich pojazdów firmowych dla kontrolera.

Ograniczeniem sprawnego ruchu kolejowego jest styk linii o różnych szerokościach toru. Przeładunek towarów lub wymiana wózków wagonowych taboru towarowego lub pasażerskiego wydłuża czas pobytu na przejściu granicznym. Sytuację radykalnie poprawiają rozwiązania przesuwnych kół zestawów kołowych. Wśród czterech rozwiązań rozsuwanych kół, największym zainteresowaniem cieszy się system Talgo. System ten jest wykorzystywany w wielu krajach, a niebawem będzie wykorzystywany przez Federację Rosyjską w pasażerskim połączeniu Moskwy i Mińska Białoruskiego z Warszawą i Berlinem. Rozwój takiego rozwiązania styku torów o różnych szerokościach powinien spowodować ponowne zainteresowanie polskim rozwiązaniem SUW 2000, zwłaszcza w odniesieniu do ruchu pasażerskiego pomiędzy Polską i Ukrainą.
The juncture of lines with different track gauge constitutes a limit to an efficient railway traffic. Transshipment of goods or exchange of coach bogies of freight or passenger rolling stock extends the length of stay at a border crossing. A situation is radically improved by solutions of variable gauge wheelsets. Among four solutions of variable gauge wheelsets, the Talgo system attracts a special interest. This system is used in many countries, and soon will be used by the Russian Federation for a passenger connection of Moscow and Belarusian Minsk with Warsaw and Berlin. The development of such solution of crossing track junctures with different gauges should cause a renewed interest in Polish solution SUW 2000, especially with reference to the passenger traffic between Poland and Ukraine.

The article presents a range of solutions, which supports management in transportation processes. It depicts the transport market as a regulatory mechanism of operations within the transport sector. It has also been shown to influence the shaping of transport prices and expenses when planning carriage processes. In addition the article describes how to implement innovations in IT and telematics systems which makes the process of planning transport more efficient.

International transport corridors are part of the global transport system and are an important part of the activities of the Organisation for Co-operation of Railways2 . The development activities in the Eurasian space are aimed at modernising and developing rail transport by upgrading the technical and operational parameters of the corridors in order to improve the competitiveness of railways in freight transport in Asia and Europe. These corridors are widely used to plan and organise the routing of container trains in international traffic between the OSJD member states. Today, nearly 300 container trains are in continuous operation. The aim of the article is to present the activities to date in the development of corridors, their role and importance in rail transport in the area of the member states of the Organisation for Co-operation of Railways. The article presents issues related to the development and freight transport on 13 international rail transport corridors from the Eurasian railway area. New corridor solutions were highlighted, as well as the New Silk Road3 which is part of China’s broader so-called One Belt, One Road Initiative concept. It is a global infrastructure plan developed in China and implemented in more than 100 countries, mainly in countries referred to as emerging markets.

The article discusses the issues concerning forwarding. Presents the responsibilities of the international freight forwarder in the context of foreign trade, the process of forwarding. The article represents the next part of the periodical publications of the Department of Economic Research in the field of cost analysis of the Polish international freight transport companies. It summarises and makes comparative assessments of the average unit costs of these companies for 2019 in relation to the results of the previous period. The survey involved both, the carriers operating on the eastern markets and in the European Union countries. The article presents statistical characteristics of the companies surveyed, taking into account their size, determined, based on the number of the fleet’s heavy goods vehicles being operated. It also shows how the average costs of a single vehicle-kilometre (veh-km) of mileage, for a truck above 12.0 Mg GVW are shaped, according to the size of the companies and taking into account the direction of transport (EU countries). The generic structure of the costs of the companies examined has been analysed. The evolution of unit costs for both 2019 and the whole period 2009-2018 were presented in tabular and graphic form.
Artykuł stanowi kolejną cześć cyklicznych publikacji Zakładu Badań Ekonomicznych ITS w zakresie analizy kosztów polskich przedsiębiorstwach międzynarodowego transportu ciężarowego. Dokonano w nim zestawienia i oceny porównawczej średnich kosztów jednostkowych przewoźników za 2019 rok w odniesieniu do ich wyników z lat ubiegłych. Badaniem objęto zarówno przedsiębiorstwa obsługujące rynki wschodnie, jak i państw Unii Europejskiej. Przedstawiono charakterystykę statystyczną badanych podmiotów, z uwzględnieniem ich wielkości, określonej na podstawie liczebności eksploatowanej floty pojazdów ciężarowych. Pokazano również, jak kształtują się średnie koszty jednego wozokilometra (wozokm) przebiegu dla samochodu ciężarowego powyżej 12 Mg dmc, według wielkości przedsiębiorstw oraz z uwzględnieniem kierunku przewozu (rynki UE). Analizie poddano również strukturę rodzajową kosztów badanych przedsiębiorstw. Przedstawiono w formie tabelarycznej i graficznej kształtowanie się kosztów jednostkowych w 2019 roku w odniesieniu do okresu 2009-2018.

The presented paper comes as a summary of a theoretical work presenting an original algorithm describing International Multimodal Transport (IMT) mechanisms and processes. Since containers appeared in early 1960s on the regional, and later on, on global scale in logistic operations, the IMT has become the fastest growing combination of an international through-transport. With use of various modes of transport IMT has significant influence on global trade development. Due to its characteristic the IMT process is exposed on the global unitization, standardization, safety, security and economization (optimization) challenges. Thus, there is a need for scientific approach in building a standardized conceptual model of IMT referred in this paper to CAIMT. CAIMT is an original, deterministic algorithm, presented in the block notation, identifying typical procedures as a logical continuation of the programmed sequence of the basic IMT operations. The suggested CAIMT has a potential in further standardization of IMT procedures and can be scientifically developed through the modeling of the IMT processes and safety/security procedures. In addition, in terms of empirical aspects, algorithmization of the main IMT processes can lead to their application in the various expert systems. Summing up, this method (CAIMT) comes as an optimal instrument that can be utilized in order to build further pillars for IMT development, standardization and optimization.
