Opis:
The article analyzes the influence of fragile states on the contemporary strategy of international security. The above inquiry aims to depict the fundamental factors responsible for the threats that destabilized fragile states pose to modern global security systems. Therefore, primary research questions concern issues responsible for various forms of antagonisms undermining the socio–political situation of fragile states. To achieve the above research goal, however, the author exposes the complex specificity of fragile states in the context of the multidimensional dynamics of recent geopolitical changes. Analyzing the conceptualization process of these issues reveals attempts to use them instrumentally. In addition, the presented discourse discloses an evident ambiguity, semantic ambivalence, multi-faceted nature, and even inconsistency of the fragile state concept, especially in the context of the discussed aspects. It is why the above issues are considered the most complex and “wicked” problems of the modern world, particularly affecting the peripheral areas of the Third World. Henceforth, diagnosing the impact of the discussed factors may help shape a more effective international security strategy, as well as create better support programs enabling effective resolution of the multiple problems affecting fragile states. Moreover, the answer to such questions is significant in the context of contemporary global political changes, which, combined with the concepts of the so-called “political correctness”,  are becoming a severe challenge for the entire international security agenda.
Artykuł prezentuje wpływ państw rachitycznych (fragile states) na współczesną strategię bezpieczeństwa międzynarodowego. Przeprowadzona analiza ma na celu przedstawienie fundamentalnych czynników odpowiedzialnych za zagrożenia jakie zdestabilizowane fragile states stwarzają dla współczesnych systemów bezpieczeństwa międzynarodowego. Podstawowe pytania badawcze dotyczą zagadnień odpowiedzialnych za różne formy antagonizmów destabilizujących sytuację społeczno-polityczną państw rachitycznych. Aby osiągnąć powyższy cel badawczy autor ukazuje złożoną specyfikę państw kruchych i upadających w kontekście wielowymiarowej dynamiki współczesnych przemian geopolitycznych. Prezentowany dyskurs wskazuje na wyraźną niejednoznaczność, ambiwalencję znaczeniową, wieloaspektowość, a nawet niespójność koncepcji państwa rachitycznego, zwłaszcza w kontekście omawianych aspektów. To właśnie dlatego powyższe kwestie uważane są za sferę najbardziej zawikłanych i „nikczemnych” problemów współczesnego świata dotykających w sposób szczególny peryferyjnych obszarów Trzeciego Świata. Zdiagnozowanie wpływu omawianych czynników może zatem pomóc w kształtowaniu bardziej efektywnej strategii bezpieczeństwa międzynarodowego, jak też tworzeniu lepszych programów wsparcia umożliwiających efektywne rozwiązywanie wielorakich problemów nękających państwa rachityczne. Ponadto, znalezienie odpowiedzi na tak postawione pytania badawcze jest niezwykle istotne w kontekście współczesnych globalnych przemian politycznych, które - w połączeniu z kwestią tzw. „poprawności politycznej” – stają się poważnym wyzwaniem dla całej globalnej koncepcji bezpieczeństwa międzynarodowego.

Crimea annexation and ongoing Ukrainian crisis are major issues which have influenced the perception of security in Europe, being a result of the Russian Federation assertive policy making. As fundamental Russian national interests are defined in ‘Russian National Security Strategy to 2020 (RNSS)’, it deserves closer attention as it provides insight into strategic national priorities and prescribes measures to ensure security and development. The paper aims to analyse threats recognized in the Strategy including those related to three Baltic States. The paper analyses the main threats arising from RNSS towards the Baltic region, next it evaluates the actual feasibility of Lithuanian, Estonian and Latvian defence concepts to counter threats emerging from RNSS and implications for the Baltic States’ military security.

The structure of the work includes: a short historical introduction and six arguments containing a description of the historical background of the relations between the two states. Following elements are synthesized: current trade exchange, educational system and cultural exchange. Moreover, foreign policy and cooperation within NATO between Poland and Great Britain is presented. The conclusion is a summary of the analysis carried out and the answer to the question whether the proposed hypothesis could be verified negatively or confirm its validity.

Opis:
Ballistic missiles pose increasing threat worldwide. They are powerful means of warfare, but can also be used as an instrument of deterrence, political blackmail and coercion. The United States sustain strong commitment to the development of the missile defense to limit the effect of expanding, more and more sophisticated missile arsenals. This is considered very important if the United States are to maintain political and military freedom of action, especially in troubled regions. The European countries of NATO perceive the missile threat somewhat differently. Most of them agree that it exist but, as they do not conduct intensive policies in troubled regions, they do not believe the threat is imminent. That is why, on the one hand NATO has embraced missile defense as one of the most important goals, but on the other European members are not eager to pay huge cost of robust defensive effort. Thus, the US will bear lion’s share of European missile defense burden, making Europe’s security more and more tied to American strategic goals and depended on US military capabilities. This is surely augmenting factor, as far as transatlantic security ties are concerned.

For more than sixty years American grand strategy is based on the conviction that external environment is of fundamental importance for US core interests in security, prosperity and domestic liberty. There was the foundation for containment policy and after the cold war succeeding presidents on this conviction have based their deep engagement in world affairs. In XXI century as American supremacy has been steadily diminished, Washington is still ready to lead the world, but wants to share with partners the burdens of keeping it in order. The idea of partnership isn’t put into words explicitly. It emphasizes burden-sharing between US and the partners, sometimes is about the transfer of crisis-management capacity and it has sought to advance American leadership as well. European states – NATO and EU members – are seen as indispensable Washington’s allies, densely connected with the US through transatlantic partnership. Due to community of values and the convergence of strategic interests, and because of its own peculiarity EU is not and won’t be America’s strategic rival. After few years of diminished interest in old continent, when president B. Obama focused his attention on domestic policy and on problems in other world’s regions, since March 2014 he has decided to take the initiative in European affairs. Russia’s aggression towards Ukraine has serious consequences for Washington’s European and global strategy. In Europe there is increased request for US leadership. From American point of view it might come with expectations, that the allies will be eager to strengthen their cooperation with Washington in other regions, especially in Asia.

Artykuł jest poświęcony środowisku bezpieczeństwa państwa w ujęciu międzynarodowym. Rozpatrywane jest w nim najpierw środowisko bezpieczeństwa jednostki politycznej (państwa) jako kategoria pojęciowa. Autor zwraca uwagę, że wraz z rozwojem nauk o bezpieczeństwie wymagają one dookreślenia. Z uwagi na skupienie się w tym artykule na środowisku bezpieczeństwa państwa i tylko na jego zewnętrznych uwarunkowaniach analizowana kategoria jest rozpatrywana z wykorzystaniem analogii do środowiska międzynarodowego, a także rezultatów badań nad stosunkami międzynarodowymi. W analizowanej problematyce proponowane jest wprowadzenie pojęcia stosunków bezpieczeństwa. Następnie przedstawiana jest istota środowiska bezpieczeństwa państwa. Autor wskazuje w tym zakresie na przydatność podejść strategicznych. Ponadto, charakteryzowane jest środowisko bezpieczeństwa w czasach globalizacji.
The article is dedicated to the state security environment in international perspective. First, the security environment of a political unit (state) is considered as a conceptual category in it. The author points out that along with the development of security sciences, it needs to be more specified. Due to the focus in this article on the state security environment and only on its external conditions, the analyzed category is considered using analogies to the international environment, as well as the results of research on international relations. It is proposed to introduce the concept of security relations in the analyzed problem. Then, there is presented the essence of the state security environment. The author points in this respect to the usefulness of strategic approaches. In addition, there is characterized the security environment in the times of globalization.

Głównym celem niniejszego artykułu było określenie czynników, które przyczyniły się do kształtowania bezpieczeństwa zewnętrznego oraz międzynarodowego Polski po 1989 r. Autorzy poruszyli główne problemy kształtowania się polityki zagranicznej i bezpieczeństwa Rzeczypospolitej Polskiej (RP) w okresie transformacji systemowej oraz przemian na arenie międzynarodowej po 1989 r. W pierwszej części artykułu autorzy opisali stosunki RP z innymi państwami. W głównej części autorzy scharakteryzowali doktryny i strategie obowiązujące w państwie polskim po 1989 r. W kolejnej części przedstawiali współpracę ze strukturami międzynarodowymi, której istotnymi cezurami czasowymi były przełom polityczny 1989 r. oraz przystąpienie do NATO w 1999 r. Lata dziewięćdziesiąte XX wieku były okresem radykalnych przemian polityczno-ustrojowych w Polsce, w związku z tym również bezpieczeństwo doświadczało rewolucyjnych zmian.
The main aim of this article is to identify the factors that contributed to shaping the external and international security of Poland after 1989. The authors discuss the main problems of shaping the foreign and security policy of the Republic of Poland (RP) in the period of systemic transformation and changes on the international arena after 1989. In the first part of the article, the authors describe the relations of the Republic of Poland with other countries on the arena of international politics. In the main part, the authors characterize the doctrines and strategies which are in force in Poland after 1989. In the next part, they present cooperation with international structures, which was marked by the political breakthrough in 1989 and NATO accession in 1999. The 1990s were a time of radical changes of political system in Poland and also security system has undergone revolutionary changes.

National and international security remains a fascinating area of scientific research. Studies of phenomena and processes in military security suggest that we are witnessing great and intense changes. In their analyses of the modern security environment, both NATO and the EU wish to accommodate the existing conditions. Poland also has been affected by that process. The security policy should be based on the main assumption that Poland is a sovereign security entity, able to define its national interests and strategic objectives autonomously. However, the foundations of our security are assured by membership in the EU and NATO, good relations in the region, a strategic alliance with the USA, and an internal defense mechanism. The needs of the state and the society for national security arise from a dynamic rate of changes in challenges and hazards. The Author intends to combine theory with practice that is implemented in favor of the military security of Poland. First of all, the essence of military security is presented from theoretical and utilitarian viewpoints. The subsequent parts of the paper present research results related to the identification of contemporary challenges and hazards to the military security of Poland. This approach provided an opportunity to outline assumptions of policy and strategy underlying military security in current international security conditions.

The implementation of national security policy objectives is to ensure the security of citizens, the rights and fundamental freedom, democratic order in the country, as well as to create uninterrupted conditions for civilization and economic development. Present international security environment is dynamic and often significantly affects, and even interferes with the constitutional order and security of citizens. The essence of changes involves shifting the focus from conventional threats to asymmetric threats. There are new threats in the region due to the Russian-Ukrainian conflict, a constant threat is international terrorism associated with cross-border crime, moreover, globalization has brought financial crisis. Poland is trying to accurately read these processes, interpret and react flexibly. This effort shall be borne by both the state and the nation.
Realizacja założeń polityki bezpieczeństwa państwa służy zapewnieniu bezpieczeństwa obywatelom, praw i podstawowych wolności oraz demokratycznego porządku w kraju, stworzeniu niezakłóconych warunków do cywilizacyjnego i gospodarczego rozwoju. Współczesne środowisko bezpieczeństwa międzynarodowego jest dynamiczne i często w istotny sposób wpływa na porządek konstytucyjny i bezpieczeństwo obywateli, a nawet je zakłóca. Istota zmian polega na przesuwaniu się punktu ciężkości z zagrożeń klasycznych na zagrożenia asymetryczne. Pojawiają się nowe zagrożenia w regionie spowodowane konfliktem rosyjsko-ukraińskim, stałym zagrożeniem jest terroryzm międzynarodowy powiązany z przestępczością transgraniczną, a globalizacja przyniosła nam kryzys finansowy. Polska stara się procesy te trafnie odczytywać, interpretować i elastycznie na nie reagować. Ten wysiłek ponosi zarówno państwo, jak i naród.

It is often being argued that Russia, China, and other unfriendly nations are developing a wide range of counter-space systems that are able to degrade the U.S. capabilities in space. Among the other measures to address this problem, the separate service has recently been created within the U.S. military, the United States Space Force. It is tasked to combine space-related capabilities to form a unified and so more effective service than the existing ones scattered across the armed forces. This article depicts and assesses the primary rationale behind the decision to create USSF, against the broad background of the United States security strategy with particular attention to the role of outer space in it. We will, therefore, firstly describe in brief the role of outer space in the security strategy of the United States. Secondly, we will present the current state and mission of the U.S. Space Force and its perspectives. And finally, we will address some controversies related to the creation of the new military branch.
Często argumentuje się, że Rosja, Chiny oraz inne nieprzyjazne USA państwa rozwijają różne środki służące zanegowaniu amerykańskich zdolności do działania w przestrzeni kosmicznej. Obok innych działań nakierowanych na przeciwstawienie się temu zagrożeniu, niedawno powołano Siły Kosmiczne Stanów Zjednoczonych jako osobny rodzaj sił zbrojnych. Ich zadaniem jest połączenie systemów kosmicznych działających na rzecz bezpieczeństwa narodowego w jeden, zunifikowany, a zatem bardziej efektywny podmiot niż w przypadku rozrzucenia tych systemów po różnych rodzajach sił zbrojnych. Artykuł opisuje i ocenia podstawowe założenia stojące za tą decyzją na szerokim tle strategii bezpieczeństwa Stanów Zjednoczonych, ze szczególnym uwzględnieniem roli przestrzeni kosmicznej. Dlatego w pierwszej kolejności krótko omówiono rolę przestrzeni kosmicznej w strategii bezpieczeństwa USA, a następnie przedstawiono aktualny stan i zadania Sił Kosmicznych USA. Na koniec odniesiono się do niektórych kontrowersji związanych z utworzeniem nowego rodzaju sił zbrojnych.

Biorąc pod uwagę nowe wyzwania i zagrożenia geopolityczne, UE szuka sposobów, aby im przeciwdziałać, reformując swoje struktury bezpieczeństwa i obrony. Ważnym aspektem jest budowa wspólnej polityki UE i NATO. Europejska Strategia Bezpieczeństwa była ważnym krokiem na drodze do znaczącej zbieżności stanowisk NATO i UE. Udowodniono, że skuteczna współpraca między NATO i UE jest kluczem do wypracowania zintegrowanego podejścia do zarządzania kryzysowego i operacji, które wymagają efektywnego wykorzystania zarówno środków wojskowych, jak i cywilnych. Proponuje się, aby Ukraina w najbliższym czasie zgodziła się na propozycję NATO i przyjęła format „partnerstwa stowarzyszonego”,tj. kontynuowała kurs ewentualnego zbliżenia z NATO bez formalnego przystąpienia. Rozwój autonomicznych europejskich struktur obronnych otwiera przed Ukrainą możliwość dalszego pogłębiania współpracy z UE i równoległego wzmacniania zdolności obronnych.
Given the new geopolitical challenges and threats, the EU is looking for ways to counter them by reforming its security and defence structures and achieving a high level of consolidation in their management. In this context, the construction of a common EU and NATO policy is an important aspect. It has been shown that effective cooperation between NATO and the EU is the key to developing an integrated approach to crisis management and operations that requires the effective use of both military and civilian means; thus the European Security Strategy has been an important step in the significant convergence of NATO and EU positions. It is proposed that Ukraine should agree to NATO’s proposal and adopt an “associated partnership” format, i.e. to pursue the course of possible rapprochement with NATO without formal accession. The development of autonomous European defence structures opens for Ukraine the possibility for further deepening of cooperation with the EU and parallel strengthening of defence capabilities.

Artykuł przedstawia politologiczne ujęcie celów państwa w stosunkach międzynarodowych. Pośród tych celów, uwaga skoncentrowana zostaje na bezpieczeństwie. Jest ono bowiem nadrzędnym celem działalności ludzkiej. Cele rozpatrywane są w kontekście działalności, jako centralnej kategorii nauk humanistycznych i społecznych. Tym samym, działalność jest również wiodącym przedmiotem zainteresowania nauki o stosunkach międzynarodowych. Dotyczy to m.in. zależności w ramach prawa oddziaływań międzynarodowych. Ponieważ formułowanie  celów odgrywa zasadniczą rolę w funkcjonowaniu organizacji, to jest również ważnym etapem w planowaniu strategicznym państwa. W artykule prezentowane są poglądy różnych badaczy i stanowiska różnych nurtów teoretycznych. Autor rozpatruje podjętą problematykę w ujęciu: potrzeba – interes – cel – działanie. Przedstawia różne klasyfikacje celów i zależności między nimi. Dowodzi znaczenia celów w działalności praktycznej i poznawczej.
The article presents an approach of the political science to national objectives in international relations. Among these goals, the attention is focused on security, because it is the overriding goal of human activity. The objectives are considered in the context of activity, as a central category of humanities and social sciences. Thus, the activity is also a leading interest of the science of international relations. Because the formulation of objectives plays an essential role in the functioning of the organization, it is also an important step in the strategic planning of the state. The article presents views of various scholars and positions of various theoretical trends. The author examines issues taken in terms of the need – interest – goal – operation. It presents various classifications of objectives and relationships between them. It also demonstrates the importance of goals in a practical and cognitive activity.

Findings of this research are focused on NATO capabilities in the light of requirement and planning assumptions required to conduct missions tailored to certain operations. The key aspects are related to the strategies of the International Organizations and its implementation while facing an unpredictable threat in hostile environment. The overarching issues are the features of contemporary asymmetry. The author is confronting his practical observations of the scenarios of conflicts with known scientific theories relevant to the asymmetry.
Rezultaty badań skupiają się na zdolnościach NATO w kontekście wymagań obronnych i ocen planistycznych, koniecznych do prowadzenia misji odpowiadających operacjom. Zasadnicze tezy odnoszą się do strategii organizacji międzynarodowych oraz ich wdrażania w warunkach nieprzewidywalnych zagrożeń w rejonach konfliktów. Nadrzędnym celem badań są cechy charakterystyczne asymetryczności. Autor porównuje osobiste doświadczenia operacyjne z rejonów konfliktów z teoriami odnoszącymi się do asymetryczności.
