The International Labour Organization is a specialised organisation of the United Nations. Regarding membership, the founding agreement provides for the possibility of a Member State withdrawing. These regulations do not include detailed stages of the procedure, but they indicate specific actions that should be taken by the state to withdraw from the ILO. With the end of the withdrawal procedure, the Member State should be prepared for the emerging (political, economic, strategic) consequences of such a procedure. Importantly, the statutory provisions regarding the procedure for withdrawing from the ILO have been implemented many times, with examples being the breaking of the membership ties by South Africa or Indonesia.

This article refers to the economic diplomacy of Türkiye and illustrates some changes during the history of the country's political and economic diplomacy. The background of the economic diplomacy process has been clarified and detailed information has been included. Bipolar and unipolar periods are analysed within the framework of economic and political diplomacies in their natural state. The development process of the Turkish economic diplomacy strategy is identified during particular periods in Turkish history. The structural transformation of Türkiye as regards its inward-oriented to outward-oriented economic policies has been evaluated. The mechanisms of Türkiye's multi-directional foreign policy, bilateral trade, and diplomatic relations between Türkiye, the EU and other countries are examined. The role of dependence and interdependence in economics are given in the context of economic globalisation. For this research, the historical methodology has been used. It is suggested that collaborative problem solving with all the institutions involved in economic and political decisions could lead to better outcomes for the country in the international arena.

The research conducted for this article aimed to explore the development of diplomacy (the research subject) over the years in the context of its influence on international security. The paper characterizes diplomacy and explores its development, including examples of international security activities undertaken by the international community applying diplomacy. The analysis of Polish and foreign literature sources and domestic and international law acts, with the use of content analysis technique, was employed as a research method.
Celem badań prowadzonych na potrzeby artykułu była eksploracja rozwoju dyplomacji (stanowiącej przedmiot badań) na przestrzeni lat w kontekście jej wpływu na bezpieczeństwo międzynarodowe. W artykule dokonano charakterystyki pojęcia dyplomacji oraz eksploracji jej rozwoju wraz ze wskazaniem przykładów podejmowanych z jej wykorzystaniem przez społeczność międzynarodową działań w obszarze bezpieczeństwa międzynarodowego. Jako metodę badawczą wykorzystano analizę polskich i zagranicznych źródeł literaturowych oraz aktów prawa krajowego i międzynarodowego, z zastosowaniem techniki analizy treści.

RESEARCH OBJECTIVE: The objective of the article is to define the conceptual framework of the contemporary governmental system and its style of functionality to strengthen democratic values, norms, and the rule of law. The purpose of the article is to elaborate governance that shares state power to facilitate the democratic rights of the people in the contemporary world. THE RESEARCH PROBLEM AND METHODS: This article aims to analyse the power and governance in the current structure of democracy. The article evaluates the dynamics of contemporary democracy and how the government shapes the power for better governance. Future research highlights the conceptual framework of the qualitative approach and relies on discourse analysis to find out the outcomes of this study. The study uses a theoretical approach to examine contemporary governance, different approaches and how to build socio-political cooperation. THE PROCESS OF ARGUMENTATION: It discusses various aspects of modern democracy in the context of the governability of those who hold power. Furthermore, the article argues how the states are shaping modern democracy. How a new political order pioneers the norms of the state through its governance. What is the legitimate principle of the work for the new political order? RESEARCH RESULTS: As a result, the article tries to find out that modern democracy is running under a populist government in various countries in the world. The emergence of ultra-right-wing power groups diminished the norms of liberal democracy. CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: The article highlights the points as a conclusion of democracy facing many challenges in the new populist governance worldwide. The contemporary global communities are trying to make governance for peace, prosperity, and respect for the humanities but and on the other hand, international communities are failed in some places i. e. Afghanistan. This discussion recommends about international communities to create an environment for cooperation among different nationstates to make an international partnership for the establishment of peace, cooperation for the well‑being of the people, and stop conflicts and recurring wars.

Natural disasters have shown humanity in the past and continue to prove the devastating strength of the Earth itself. However, in order to relieve their effects, numerous organisations which cooperate on local, national, and international levels have been appointed. The aim of the article is to outline contemporary international organisations for aid and disaster. Starting with the base structure characteristics, this article will reveal the core mission of international organisations for aid. The analysis will be supported with examples of international cooperation and specific achievements of the organisations including the perspective of the past 8 years. In the conclusions, the author argues that educational and informative actions are necessary to enhance cooperation among different organisations and their stakeholders.

Scharakteryzowano tu krajowe ramy prawne wymiany informacji kryminalnych, poszukiwań osób oraz sprawdzeń zasobów informacyjnych w ramach tej organizacji. Poruszona problematyka jest zagadnieniem skomplikowanym z powodu specyfiki działań prowadzonych przez Interpol oraz jego umiejscowienia w systemie instytucjonalnym społeczności międzynarodowej. W artykule zwrócono uwagę na korzyści wynikające z metod i form międzynarodowego współdziałania Polski w tym zakresie.
The article presents the main legal, organistaional and technical problems related to the cooperation beetwen Poland and Interpol. The article describes national legal frameworks of exchanging criminal intelligence, police searches of persons and checks of Interpol databases. The presented issue is extremely complex due to the specific nature of the activities carried out by Interpol and its unique position in the institutional system of the international community. Article draws the attention to possible benefits from such forms of international cooperation in combating crime.

Pracownicy organizacji międzynarodowych są często objęci szczególnymi systemami zabezpieczenia społecznego. Zarówno Organizacja Narodów Zjednoczonych, jak i Unia Europejska stworzyły dla swoich pracowników odrębne fundusze emerytalne. Ponadto w przypadku UE odrębne rozwiązania istnieją również w zakresie ubezpieczenia zdrowotnego – w odniesieniu do którego sytuacja w ONZ jest bardziej złożona – oraz, w niektórych przypadkach, ubezpieczenia od bezrobocia. Omawiane systemy, choć pod pewnymi względami uproszczone, zawierają również przykłady interesujących rozwiązań prawnych. Analiza porównawcza zabezpieczenia społecznego, obejmującego pracowników różnych organizacji międzynarodowych może zatem mieć znaczenie zwłaszcza w związku z rosnącą praktyczną doniosłością tego rodzaju rozwiązań dla Polaków zatrudnionych w instytucjach UE.
Persons employed by international organisations are frequently covered by specifi c social security systems. Both the United Nations as well as the European Union have created separate pension schemes for their employees. In the EU they are also covered by a separate, Joint Sickness Insurance Scheme (as well as, in some cases, by unemployment insurance), while their health insurance status in the UN is more complex. Even though these systems may appear simplified in some aspects, they also consist of interesting legal solutions. A comparative analysis of the social security for the employees of various international organisations is therefore merited, particularly. Due to its growing practical importance for Poles employed in EU institutions.

Celem niniejszej pracy jest przybliżenie postanowień konwencji nr 95 Międzynarodowej Organizacji Pracy dotyczącej ochrony płacy. Artykuł wzbogacony został ponadto o szereg odniesień do zalecenia nr 85 Międzynarodowej Organizacji Pracy, które w sposób istotny uzupełnia badaną materię. Autorzy oprócz analizy jurydycznej przedstawionych aktów normatywnych dokonują również ich porównania z rozwiązaniami krajowymi w celu ustalenia istnienia lub nieistnienia ich wzajemnej koherencji. Przedstawiona tematyka – w świetle ogólnego spowolnienia gospodarczego oraz coraz częstszego naruszania praw pracowniczych – zachowuje swoją aktualność i istotność. Służyć może ona również informacją szerokiej grupie pracowników niemających przygotowania prawniczego.
The main purpose of this work is to present the provisions of Convention 95 of the International Labour Organization on the protection of wages. The article has also been enriched with a number of references to Recommendation No 85 of the International Labour Organisation, which significantly complements the researched matter. The authors have presented beside the juridical analysis of chosen international normative acts also domestic provisions in this scope in order to determine the existence or non-existence of their mutual coherence. Presented article - in light of the general economic slowdown and increasingly frequent violations of workers’ rights - retains currentness and relevance and it can be useful for a wide group of employees without even legal preparation.

Konwencja nr 102 dotycząca minimalnych norm zabezpieczenia społecznego uznawana jest za podstawowy instrument międzynarodowy w zakresie zabezpieczenia społecznego.
The paper analyses the standards of the International Labour Organisation in the fifi eld of social security described in its offifi cial conventions and recommendations. One of the most important of them is the Convention no. 102 concerning Minimum Standards of Social Security from 1952. The author argues that these sets of international soft law do in fact inflfl uence the national regulations.

Artykuł dotyczy procesu budowania pokoju w państwach po zakończeniu konfliktu. Bada podejścia do tego zagadnienia dwóch różnych podmiotów stosunków międzynarodowych – państwa i organizacji międzynarodowej. Działania Stanów Zjednoczonych Ameryki i Unii Europejskiej były przykładem zaangażowania w ten proces. Oba te podmioty posiadają niezbędne środki do skutecznego przeprowadzenia niezwykle kosztownego i długotrwałego procesu. Stany Zjednoczone, jako mocarstwo, realizują interesy w różnych regionach świata i ze względu na swoją pozycję polityczną mają wystarczające zasoby, aby aktywnie uczestniczyć w tym procesie. Istnieje jednak niebezpieczeństwo, że USA mogą realizować swoje partykularne interesy, kamuflując je narracjami dotyczącymi rozwiązywania konfliktów, obudowy państw i społeczeństw po zakończeniu konfliktu. Z kolei Unia Europejska dąży do osiągnięcia pozycji aktora globalnego w stosunkach międzynarodowych, szczególne znaczenie ma w tym względzie jej pozycja polityczna. Ponadto, jako organizacja międzynarodowa dysponująca środkami politycznymi, gospodarczymi i wojskowymi, które są w kontekście procesu budowania pokoju tak potrzebne, jest predestynowana do działania w tym obszarze.
The article addresses the peacebuilding process in post-conflict states. It explores the approaches to the above issue of two different actors of international relations – the states and the international organizations. The activities of the United States of America and the European Union constituted an example of the involvement in this process. Both of them possess necessary resources to effectively complete extremely expensive and lengthy engagements. The United States, as a superpower, pursue its interests in various regions of the world and, because of ist political position, have sufficient resources to actively participate in the peacebuilding process. However, there exists a danger that the US may pursue ist particular interests by camouflaging them with narratives on conflict resolution and the reconstruction of post-conflict states and societies. In turn, the European Union strives to achieve the position of a superpower in international relations, increasing ist political significance. Moreover, as an international organization with political, economic and military capability, so much needed in the context of the peacebuilding process, it is predestined to be active in this area.

Organizacje międzynarodowe, w tym organizacje rządowe i pozarządowe, są jednym z podmiotów stosunków międzynarodowych. Ochrona cywilów przed katastrofami naturalnymi, konfliktami zbrojnymi oraz pomoc humanitarna wpisuje się w działalność m.in. United Nations Disaster Assessment and Coordination (UNDAC) – mechanizm ekspercki Narodów Zjednoczonych ds. oceny i koordynacji działań w przypadku wystąpienia kryzysów humanitarnych, katastrof naturalnych lub spowodowanych przez człowieka. Jest on zapleczem eksperckim Biura ds. Koordynacji Pomocy Humanitarnej ONZ (OCHA). Inną instytucją zajmującą się obroną cywilną w ramach Unii Europejskiej jest Dyrekcja Generalna ds. Pomocy Humanitarnej i Ochrony Ludności (ECHO). Celem niniejszego artykułu jest zwrócenie uwagi na genezę i działalność Międzynarodowej Organizacji Obrony Cywilnej (International Civil Defence Organisation – ICDO) z siedzibą w Szwajcarii, która od początku swojej aktywności zorientowana była na pomoc ludności cywilnej w wypadku konfliktów zbrojnych, a obecnie także w przypadku katastrof naturalnych. Ponadto przeanalizowane zostaną cele i działalność ICDO w czterech obszarach: budowania potencjału narodowego (national capacity building), współpracy międzynarodowej (international cooperation), działalności humanitarnej (humanitarian projects) oraz aspekty dotyczące świadomości i gotowości (awarness and preparedness). Określone zostaną także wyzwania stojące przed tego typu organizacją.
International organizations, including governmental and non-governmental ones, are one of the subjects of international relations. Protecting civilians against natural disasters, armed conflicts and humanitarian aid is in line with the activity of the United Nations Disaster Assessment and Coordination (UNDAC), which is an expert mechanism of the United Nations for evaluation and coordination of actions in the case of the appearance of humanitarian crises and disasters caused by nature and humans. It is an expert back-up facility of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA). Another example is the civil protection mechanism within the European Union, which is the office of D-G. for European Civil Protection and Humanitarian Aid Operations (ECHO). The purpose of this article is to draw attention to the genesis and activity of the International Civil Defence Organisation (ICDO), which is headquartered in Switzerland. The ICDO, sincethe very beginning of its activity, has been oriented to help the civilian population in the event of an armed conflict, and now also in the case of natural disasters. In addition, there will be analyzed the aims and activities of ICDO in four areas: national capacity building, international cooperation, humanitarian projects and aspects of awareness and preparedness. It will also specify the challenges facing this type of organisation.

Opis:
In my work I wanted to present the concept and types of collective agreements in the Polish labor law. I took into account all known kinds of collective agreements in the Polish legal system (collective agreement, multi-employer collective agreement) and so called International Framework Agreements. At the same time, I have presented the agreements as an integral part of the market economy within the meaning of Art. 20 of the Polish Constitution. I‘ve showed the Agreement as an element that allows employers to react to changing market conditions, including the crisis situation – Art. 2117 of Labor Code and as an element of making the Community law more flexible.
W niniejszym opracowaniu przedstawiono pojęcie i rodzaje układów zbiorowych pracy w świetle polskiego prawa pracy. Uwzględniono wszystkie rodzaje układów zbiorowych znane w polskim systemie prawnym (zbiorowy układ pracy, ponadzakładowy układ pracy) oraz tzw. międzynarodowe układy ramowe. Zaprezentowano jednocześnie układy jako integralną część gospodarki rynkowej w rozumieniu art. 20 Konstytucji. Przedstawiono ponadto układ jako element pozwalający pracodawcy reagować na zmieniającą się sytuację rynkową, w tym także na sytuację kryzysową – art. 2117 Kodeksu pracy oraz jako element uelastyczniający prawo UE.

In this essay, the author gives account of how the International Labour Organization (ILO) is working to provide assistance to its members to overcome the social consequences of the pandemic in progress. The virtues of two of its tools and of their smooth interaction are successively analyzed. The Institution has first investigated the available data and published economic analyses on the disastrous consequences of the scourge on employment and therefore, on individual income. It has addressed a series of socio-economic recommendations to governments. It has secondly referred to the international legal corpus as a guide to the States in their responses to the exceptional situation. The ILO labour standards provide a threshold of minimum protection to the benefit of those who work or want to work. They constitute guarantees which appear even more important in difficult times to enable people to go through critical periods without intolerable trouble. Some could still be strengthened.
W artykule autor wyjaśnia, jak Międzynarodowa Organizacja Pracy (ILO) działa, aby zapewnić pomoc swoim członkom w przezwyciężeniu społecznych konsekwencji trwającej pandemii. Zalety dwóch z jej narzędzi oraz ich gładka interakcja są poddawane stopniowej analizie. Najpierw zbadano dostępne dane i opublikowano analizy ekonomiczne dotyczące katastrofalnego wpływu pandemii na zatrudnienie i dochód jednostki. Skierowano serię zaleceń społeczno-ekonomicznych do rządów. Następnie odniesiono się do przepisów międzynarodowych jako przewodnika do Państw Członkowskich w ich odpowiedziach na tę wyjątkową sytuację. Standardy pracy ILO zapewniają próg minimalnej ochrony tych, którzy pracują lub chcą pracować. Stanowią gwarancje, które wydają się jeszcze ważniejsze w trudnych czasach, umożliwiając ludziom przejście przez okresy kryzysowe. Niektóre można jeszcze bardziej wzmocnić.

The International Refugee Organisation operated between 1947 and 1951 as a UN specialised agency. The IRO’s work was a continuation of the humanitarian actions previously organised for displaced persons (DPs) and refugees by UNRRA and the IGCR. This paper aims to analyse the resettlement policy of the IRO as indicative of the international community’s new approach to handling DPs and refugees, on the example of DPs and refugees from Poland, who constituted the largest national group under IRO care in Europe.
Międzynarodowa Organizacja do spraw Uchodźców (IRO) działała w latach 1947– 1951 jako wyspecjalizowana agencja ONZ. Praca IRO była kontynuacją akcji humanitarnych organizowanych wcześniej na rzecz przesiedleńców (DP, dipisi) i uchodźców przez UNRRA i IGCR. Celem artykułu jest analiza polityki przesiedleńczej IRO jako wyznacznika nowego podejścia społeczności międzynarodowej do postępowania z przesiedleńcami i uchodźcami na przykładzie osób tych kategorii z Polski, którzy stanowili największą grupę narodową objętą opieką IRO w Europie.
