    Opis:
    The project aims at applying qualitative and quantitative methods to create a model of the international balance of power in 2050. This allows to create more accurate forecasts of future security environment development and its implications. For the purpose, the authors use a computational model developed by Professor Mirosław Sulek, the Polish pioneer of powermetrics research. Fundamentals of the interdisciplinary model can be found in international relations theories, security studies methods, cybernetics and physics. The authors are directly involved in developing this field of research and their intention is to share initial results of their work.

    Unia Europejska aspiruje do odgrywania coraz to większej roli nie tylko w regionie europejskiego sąsiedztwa, ale i na płaszczyźnie globalnej. Jest potęgą gospodarczą i kulturowo-cywilizacyjną, przy czym jej siłę generują najsilniejsze państwa członkowskie. Niestety prowadzenie wspólnej polityki zagranicznej i bezpieczeństwa, w tym zwłaszcza projekcja siły militarnej wciąż pozostają jej piętą achillesową. Niejednokrotnie bowiem państwom członkowskim z uwagi na odmienne interesy trudno jest wypracować wspólne stanowisko lub podjąć wspólne działania. Ponadto widoczna postępująca reorientacja obecnego liberalnego ładu międzynarodowego na niekorzyść demokratycznych państw Zachodu, osłabienie prawa międzynarodowego i instytucji wielostronnych, narastanie międzynarodowych sprzeczności i otwartych konfliktów w południowym i wschodnim sąsiedztwie, generuje dla UE szereg implikacji, których konsekwencje będą miały wpływ na ostateczny kształt ładu międzynarodowego i miejsca UE w tym systemie.
    The European Union aspires to play an increasingly important role not only in the European neighbourhood region, but also on a global scale. It is an economic, cultural and civilization power, but its strength is generated by the strongest member states. Unfortunately, the conduct of the common foreign and security policy, especially the projection of military power, still remains its Achilles’ heel. It is often difficult for the Member States to develop a common position or undertake joint actions due to different interests. In addition, the visible progressive reorientation of the current liberal international order to the detriment of Western democratic states, the weakening of international law and multilateral institutions, the growing international contradictions and open conflicts in the southern and eastern neighborhood, generates a number of implications for the EU, the consequences of which will affect the final shape of the international order and the place of the EU in this system.

    The article argues that the current security model was shaped in a long period. It is shown that the system was shaped by the solutions applied after the II WW, what embraces global and regional solutions. Until the end of the Cold War the applied solutions were assigned to two opposite Blocs: Western and Eastern. After 1989, which is considered to be the symbolic turning point and end of the Cold War, part of the states from the former Eastern Bloc, after introducing market and democratic reforms have joined NATO and the EU. This also included three states created after the dissolution of the former SU. The article states also that security in Europe is challenged by attempt to reconstruct the area of Russian influence. At the same time it states that this process is not limited to voluntary access of the former republics of SU but also includes annexation of the territories of sovereign Ukraine. The article illustrates that the contemporary security system is characterized by strong asymmetry of applied solutions. NATO applies liberal, cooperative solutions, while Russia uses solutions build upon force and military potential. This asymmetry and moves undertaken by Russia undermine the solutions introduced by international laws. They resulted introduction of sanctions by the US and EU states, what was followed by some political and military steps, labelled as boost NATO military presence in the NATO states bordering with Russia. The article states that in parallel to Hard Power, NATO and the EU should apply also Soft Power. Solutions applied in Russia follow the feeling of majority people in Russia who experience the trauma of former superpower and its fall. The article describes basic conditions of security system with its global and regional solutions, which create its current determinants. This concerns the level of military spending, economic potential, as well as weight of individual states and their groupings in the world scene.

    W artykule ukazano zmiany w światowym układzie sił w ostatnich latach, ze szczególnym uwzględnieniem wpływu pandemii koronawirusa na ewolucję istniejącego porządku międzynarodowego. W artykule zostały ukazane najważniejsze obszary nasilającej się rywalizacji między największymi mocarstwami oraz między mocarstwami regionalnymi w wymiarze polityczno-militarnym i gospodarczym, które mogą naruszyć istniejącą równowagę sił. Uwzględnione zostały zmiany w strukturze gospodarki światowej i nowe oblicza globalizacji. Dużo uwagi poświęcono kwestii przesunięcia rywalizacji między mocarstwami z obszaru euroatlantyckiego w kierunku Azji.
    The article presents changes in the global balance of power in recent years, with particular emphasis on the impact of the coronavirus pandemic on the evolution of the existing international order. The article presents the most important areas of increasing rivalry between the greatest powers and between regional powers in the political, military, and economic dimensions, which may upset the existing balance of power. Changes in the structure of the world economy and new faces of globalization were taken into account. Much attention was paid to the issue of shifting rivalry between superpowers from the Euro-Atlantic area towards Asia.

    Opis:
    Our article is an attempt to answer the question of whether it is possible for two neighbouring countries, which aspire at the same time to the role of superpowers, to cooperate and have peaceful relations with each other. In order to answer this question, we intend to prove the thesis that the state of China-India relations, despite the appearance of good neighbourly relations, is defined by growing security problems. In order to do this, we intend to conduct a system-level analysis based on the current of structural realism in international relations using historical and comparative methods. The aim of this article is to critically analyze China-Indian relations in the post-Cold War period. At the same time, we intend to show that the thriving diplomatic relations between New Delhi and Pakistan are in fact a façade concealing poorly functioning economic relations and, above all, a number of security problems. The first chapter is a brief description of the theoretical framework of the article in the form of a realistic current in international relations and security research and an explanation of the applied concepts of power balance, security dilemma and bandwagoning. The second and third chapters are a brief description and analysis of political and economic relations after the Cold War. In chapter four, we identify the leading security issues in India-China relations. In summary, we try to answer the research question and confirm the thesis.
    Наша статья представляет собой попытку ответить на вопрос о том, возможно ли двум соседним странам, которые одновременно стремятся к роли сверхдержав, сотрудничать и иметь мирные отношения друг с другом. Для того чтобы ответить на этот вопрос, мы намерены доказать тезис о том, что состояние китайско-индийских отношений, несмотря на появление добрососедских отношений, определяется обострением проблем безопасности. Для этого мы намерены провести системный анализ, основанный на современном состоянии структурного реализма в международных отношениях с использованием исторических и сравнительных методов. Целью данной статьи является критический анализ китайско-индийских отношений в период после окончания холодной войны. В то же время мы намерены показать, что процветающие дипломатические отношения между Дели и Пакистаном на самом деле представляют собой фасад, скрывающий слабое функционирование экономических отношений и, прежде всего, ряд проблем в области безопасности. Первая глава представляет собой краткое описание теоретической основы статьи в форме реалистичного течения в международных отношениях и исследованиях в области безопасности, а также объяснение применяемых концепций баланса сил, дилеммы безопасности и бандвагентинга. Вторая и третья главы представляют собой краткое описание и анализ политических и экономических отношений после окончания холодной войны. В четвертой главе мы определяем основные вопросы безопасности в индийско-китайских отношениях. Таким образом, мы пытаемся ответить на вопрос исследования и подтвердить диссертацию.
