    This paper aims to analyse the military-industrial aspects of Turkish defence policy. A sophisticated and profitable defence industry is a useful tool for a state’s foreign and security policy. It not only supplies the armed forces with the necessary weapons and military equipment, but can also bring political influence on the international arena through arms transfers and military-industrial cooperation. These realities are not lost on Turkish decision makers. That is why they have made the nurturing of an indigenous defence-industrial base a distinct state policy. In this paper, the defence industry’s functions in the framework of Turkish defence and security policy are defined, the condition and structure of Turkish defence and aerospace sector is analysed and conclusions regarding its future prospects are presented. This provides the basis for a wider analysis of the defence-industrial aspects of Turkish defence and security policy.

    Opis:
    The purpose of the article is to analyze the modern arms trade, as well as the position of Ukraine in this market. It is necessary to proceed from the fact that in recent years there has been an increase in imports and exports caused by changes in the international security system, for instance, the annexation of the Crimea and military actions in eastern Ukraine, as well as the war in Syria. For this reason, it is worth noting the differences that have arisen between the time intervals of 2014–2017 and 2008–2013. This will allow to compare changes in the arms trade market. This period is also a milestone for the arms industry of Ukraine, as it has been undergoing significant changes since 2014. The source basis will be data from the Stockholm International Peace Research Institute, as well as documents on the analysis of the Ukrainian market, provided, for example, by the Ukroboronprom Concern.
    Celem artykułu jest analiza współczesnego handlu bronią oraz miejsca Ukrainy na tym rynku. W ostatnich latach nastąpił wzrost eksportu i importu broni spowodowany zmianami w międzynarodowym systemie bezpieczeństwa, zwłaszcza takimi jak aneksja Krymu i działania zbrojne na wschodzie Ukrainy oraz wojna w Syrii Analiza różnic pomiędzy okresem lat 2014–2017 a 2008 i 2013 pozwoli na porównanie przeobrażeń rynku handlu bronią. Wybrana cezura jest także kluczowa dla przemysłu zbrojeniowego Ukrainy, ponieważ od 2014 r. zaszły na nim znaczne zmiany. Podstawę źródłową są dane publikowane przez Sztokholmski Międzynarodowy Instytut Badań nad Pokojem oraz dokumenty i analizy rynku ukraińskiego przedstawione przez Ukroboronprom.

    This study investigates the contents of key documents of international rank regulating the transfer of weapons and military technologies in order to mark the principles that rule this kind of state activity. The following principles have been pointed out: the principle of minimizing the consumption of the world’s human and economic resources for armaments; the principle of respect in the transfers of weapons and the principles of the Charter of the United Nations; the principle of transparency in the transfer of weapons and military technology; the principle of limitation of armaments as a factor constituting a threat to peace and national, regional and international security; the principle of the regulation of transfer of weapons in the domestic law of states; and the principle of respect for humanitarian law and human rights in international military transfers.

    Celem artykułu jest wskazanie aktualnych trendów w obrocie bronią konwencjonalną na Bliskim Wschodzie i ustalenie, w jaki sposób wpływa on na bezpieczeństwo w regionie. Praca stanowi próbę odpowiedzi na następujące pytania: Jakie są trendy w legalnym imporcie i eksporcie uzbrojenia na Bliskim Wschodzie? Jakie są główne problemy związane z nielegalnym obrotem bronią w regionie? W jaki sposób handel uzbrojeniem wpływa na bezpieczeństwo na Bliskim Wschodzie? Analizie poddano udział państw bliskowschodnich w globalnym i regionalnym rynku uzbrojenia w latach 2015–2019, a także obrót nielegalny, prowadzony przez państwa i podmioty niepaństwowe, w tym organizacje przestępcze. W opracowaniu wykorzystano krytyczną analizę opracowań i źródeł oraz metody statystyczne, które pozwoliły na ustalenie udziału poszczególnychpaństw w światowym i regionalnym rynku uzbrojenia. Analizę ilościową oparto na najnowszych raportach SIPRI, natomiast jako źródło pomocnicze wykorzystano rejestr UNROCA. W opracowaniu przyjęto, że handel uzbrojeniem należy rozpatrywać wielowymiarowo: sam w sobie, o ile jest legalny i dokonywany w sposób transparentny, nie jest zjawiskiem negatywnym. Wyzwaniem dla bezpieczeństwa międzynarodowego jest natomiast powszechny w regionie opór wobec kontroli międzynarodowej nad tą gałęzią handlu, zbrojenie stron długotrwałych konfliktów oraz obrót bronią prowadzony przez aktorów niepaństwowych. Badana tematyka stanowi istotne zagadnienie w rozważaniach nad konfliktami i niestabilnością na Bliskim Wschodzie, ale także nad bezpośrednimi i pośrednimi konsekwencjami tej sytuacji dla innych części świata, w tym zwłaszcza Europy.
    The aim of this paper is to indicate current trends in the conventional arms trade in the Middle East and to determine its implications for regional security. The author attempts to answer the following questions: What are the trends in the legal arm imports and exports in the Middle East? What are the main problems related to arms trafficking in the region? How does the arms trade impact regional security in the Middle East? The participation of the Middle Eastern countries in global arms imports over the period 2015-2019 was analyzed as well as arms trafficking conducted by the states and non-state actors, including criminal organizations. The study was based on the analysis of relevant literature and sources as well as statistical methods, which allowed to determine the share of individual countries in the global and regional arms market. The quantitative analysis was based on the latest SIPRI reports, while the UNROCA register was used as an auxiliary source. The author assumes that the arms trade is multidimensional: it should not be deemed negative, provided that it is conducted transparently and in accordance with international law. On the other hand, the states’ unwillingness to put arms trade under international control, arming the parties of prolonged armed conflicts and arms trafficking by non-state actors, poses a threat to international security. The analyzed issue can be relevant for studies on current conflicts and instability in the Middle East, but also for studying their consequences for other parts of the world, particularly Europe.
