The situation in the east of Ukraine actualized issues of the state security. The attempts to identify subjects of public policy, who influenced on reduce level of national security of Ukraine, are made in this article. The author considered different approaches to the definition of public policy, kinds of its subjects. Scientists understand public policy as a state policy; as society policy, which protects the society interests; associate it with transparent policy; define it as statements and activities of politicians who were promulgated. Different definitions of the public policy research showed that it depends on scientific interests of the researcher. For example, specialists of administrative law usually identify public policy with state policy, and therefore understand it as a program and activities of the state authorities. In the same time political scientists consider public policy widely, as programs, activities, power struggle of different political and social actors, whose ideas are promulgated and it can become part of state policy. Public policy is a very dynamic phenomenon in the modern world and has many features in each country. Transformation processes in different spheres of social life are still occurring in Ukraine. There are still no established mechanisms through which state policy can be formed and realized. Social and political forces use different ways of influence on decision-making by state authorities. Thus public policy in Ukraine do not need to be identified only with the state policy («American tradition»), but it need to be understood as a purposeful activity of active representatives of state authorities, social and political forces that have a clear goal, spread their ideas in society and try to implement it through legislation («European tradition»). The author offers subjects of public policy to divide into external and internal. Representatives of power of another state (states) and international political and social forces are external subjects of public policy. Representatives of state power, political and social forces of the same state (or one political union) are internal subjects of public policy. Expressions, statements, activities of representatives of Russian Federation (external subjects of public policy), which influenced on reducing level of national security of Ukraine, are given in this article. Also there are showed the list of subjects, who according to Ukrainian legislation, should detect and prevent threats to national security. Instead of this internal subjects of public policy made statements and accepted the legal acts that contained threats to the national security of Ukraine. The author noted the problems that became public reasons for conflicts in Ukraine. External and internal subjects of public policy mostly used the ethnic, linguistic and religious contradictions of Ukrainian society to reduce the security of t he state. Influence external and internal subjects of public policy on Ukraine security were powerful. Deliberate and well organized their activity was conducted in several directions and contained different ways: 1) forming of anti-Ukrainian ideology; 2) creating organizational structures which must spread this ideology (political parties, associations, and even religious organizations); 3) searching supporters of this ideology among representatives of state authorities; 4) implementation of main provisions of ideology in state policy; 5) adoption of legislation corresponding to this policy. This practice, according to the author, suggests that public policy is neutral notion. It doesn’t mean that this policy is created and implemented for benefit of society. This qualitative characteristic can be used only for some kinds of public policy, when its aim really is provide interests of society.

The combination of military and non-military means of power struggle in interstate relations faced in recent years by countries such as Georgia, Moldova, Syria, Ukraine, Montenegro and others can not be considered entirely new phenomenon in world history, but with the development of information technology and the globalization of the financial and economic system has brought new opportunities for the use of economic, informational, political and military means of pressure. Positively evaluating the achievements of Ukrainian researchers in disclosing the institutional and procedural principles of the state system functioning and political provision of national security of Ukraine, it should be pointed out that the problem of conceptualization and response to internal political risks for its national security remains unresolved in the context of the continuation of wide-ranging implementation by Russia of theoretical and methodological and applied aspects. Hybrid war combined forces and means, including in the political sphere of Ukrainian society. Some aspects of this problem were presented by the author in Polish scientific publications. The work hypothesis found that the degree and nature of the destructive influence of individual events, phenomena and processes in the domestic political sphere, the economy, the social sphere, information activities, the fight against organized crime and corruption in Ukraine are not only conditioned by the corresponding undisguised intervention of the aggressor country, but also have an intra-Ukrainian nature, caused by the implementation of the latent interests of prominent representatives of the post-war political ruling class in Ukraine (Petro Poroshenko Bloc / People’s Front A. Yatsenyuk, A. Avakov and O. Turchinov / «Vinnytsia» group of Prime Minister of Ukraine V. Groysman). The main components of Ukraine’s internal security at the present stage in confronting the hybrid aggression of the Russian Federation are considered: the system of ensuring political security and its subjects, internal political and interconfessional stability, public accord, civil society and political power, political regime and political security, state security, political elites and leaders, political movements, state-church relations, religious organizations, constitutional order, territorial integrity of Ukraine. It is necessary to take into account the fact that the special organs and advocacy machine of the aggressor country in the process of information war against Ukraine attaches the highest priority to the demoralization and disintegration of Ukrainian society and discretisation of the security and defense sector. Russian propaganda for destabilizing the situation in Ukraine is actively used by the growth of negative attitudes among Ukrainian citizens. An important problem that has emerged since the onset of hybrid aggression against Ukraine is the activity of Russian agents of influence in the parliament, political parties, local authorities and civic organizations. The simulated nature of the overwhelming majority of institutional and procedural components of the reform of the social life of the Ukrainian state while simultaneously marginalizing social protest actions in the short term create the illusion of social stability of the new / old dominant political and business groups as a collective embodiment of kleptocracy, clientism and corruption. hybrid political regime in post-war Ukraine. The ruling from 2014, based on client-patronage ties and faith through informal political practices, the consolidated power groups of the Bloc of Petro Poroshenko and the People’s Front are not able to overcome the crisis of confidence in power as an integral institutional and procedural system. They explain the growing internal protest potential of the Kremlin’s influence. The potential of the ruling political class of Ukraine is also aggravated by the fact that in its hands the most powerful material resources, administrative and technical-organizational means, funds, sources and means of information transmission, ideological and legal mechanisms, etc., are concentrated. The specifics of the ruling political class of Ukraine are manifested in the implementation of strategies for self-enrichment, which obviously leads to neglect of public interests and uncontrolled and permissiveness. Taking into account the growing scope of domestic political risk potential of national security in the projection of the presidential and parliamentary elections in 2019, a process of political consolidation of the most active part of Ukrainian citizens around common values and interests, overcoming of existing political contradictions and achieving socially acceptable standards of living may be worthy of scientific analysis, consequently, ensuring the security of the individual, society and the state, preserving its independence, territorial integrity, sovereignty and file progressive development of Ukraine.

Zapewnienie bezpieczeństwa granic zewnętrznych Unii Europejskiej warunkuje realizację jednego z jej głównych osiągnięć, czyli swobody przemieszczania się osób i towarów wewnątrz wspólnej przestrzeni Wolności, Bezpieczeństwa i Sprawiedliwości. W trakcie Mistrzostw Europy w piłce nożnej EURO 2012 organizowanych przez Polskę (państwo członkowskie) i Ukrainę (państwo trzecie) zadanie to okazało się szczególnie ważne, zwłaszcza w obliczu przewidywanej intensyfikacji ruchu granicznego i podwyższenia poziomu zagrożeń związanych z nielegalną migracja, przemytem, czy zorganizowaną przestępczością transgraniczną. Celem niniejszego artykułu jest analiza przyjętych koncepcji oraz realizacji przedsięwzięć podjętych przez służby odpowiedzialne za bezpieczeństwo granic państwowych w wyjątkowych warunkach wynikających z organizacji masowej imprezy sportowej. Na plan pierwszy wysuwają się zagadnienia związane z funkcjonowaniem granicy polsko-ukraińskiej i inicjatywy zrealizowane we współpracy z tym państwem sąsiednim będącym jednocześnie współgospodarzem Turnieju, takie jak m.in. polska i ukraińska odprawa graniczna oraz celna w jednym miejscu, wspólne patrole, punkty konsultacyjne. Poruszono także kwestie związane z zarządzaniem bezpieczeństwem pozostałych odcinków wschodniej granicy zewnętrznej – z Federacją Rosyjską i Republiką Białorusi. Omówiono także organizację i wyniki Wspólnej Operacji EUROCUP 2012 koordynowanej przez Unijną Agencję FRONTEX. W odniesieniu do granic wewnętrznych opisano wykorzystanie podczas EURO 2012 unijnego mechanizmu tymczasowego przywrócenia kontroli na granicach wewnętrznych.
Security of the European Union’s external borders is a condition for providing one of its fundamental achievements, which is the free movement of persons and goods within the common area of Freedom, Security and Justice. During the European Football Championships EURO 2012 organized by Poland (Member State) and Ukraine (third state) this task proved to be of particular importance, especially in view of the anticipated intensification of border traffic and increase in the level of threats related to illegal migration, smuggling or organized cross-border crime. The aim of this article is to analyze the adopted concepts and undertakings carried out by services responsible for the security of state borders in the extraordinary situation connected with organization of the mass sporting event. Priority is granted to the issues concerning the operation of Polish – Ukrainian border as well as the initiatives implemented in cooperation with this neighboring country which was at the same time the co-host of the Tournament, such as i.e. Polish and Ukrainian border and customs control in shared place, joint patrols and consultation points. Moreover, the problems regarding the security management of remaining sections of the European external eastern border – with Russian Federation and the Republic of Belarus – are taken into account. Moreover, the article discusses the organization and results of the Joint Operation EUROCUP 2012 coordinated by FRONTEX Agency. Finally, with regard to internal borders’ security management, the use and results of the mechanism of temporary reintroduction of internal border control during EURO 2012 is described.

The article has analysed the subjects of the integration of European Union (EU) priorities of the field of home safety into the national standard. In the research there has been aimed to rate if the system mechanism has been developed and how the EU priorities have been integrated into the papers of Lithuanian national proceedings of court institutions. It is stated that if there is not such a mechanism, the assumptions are structured to operate spontaneous and unfounded practice by the formation of policy of home safety. Therefore, the medium has been constituted for the gaps of this process such as not to implicate the particular and relevant for a state EU priority in the papers of national standard proceedings and not to implement the priority by the national standard both content and form significance. To judge the experts’ interview, the particular proposals due to the process development in Lithuania have been introduced by providing the mechanism of EU priorities’ integration.

The author of the article has conducted a comprehensive theoretical and legal research of the principles for reforming national security in the domestic jurisprudence. The author has defined the priorities and directions of the reform in the national security sector, and more important – its theoretical and methodological basis. It has been outlined that theory of national security is currently undergoing a stage of active formation and dynamic development. The search for reliable theoretical principles for the organization of the strategic planning system in the national security sector requires its consideration in terms of the application of the most general political and legal methods and tools of the state’s activities, built on the basic principles of complex and systematic nature and aimed at achieving the highest level of the national security. It has been concluded that the formation and implementation of state national security policy in Ukraine is one of the main problems of effective management of a transforming society. Ukrainian political practice indicates that the technology of implementing the doctrines, strategies, concepts and programs of the state policy in the national security sector should objectively integrate all components of political activity of the state and should be based on sound theoretical principles and historical experience. It has been determined that the main purpose of the national security reform is such a quality improvement of legislation and governance in the national security sector, which can provide quality strengthening the protection of key national interests from external and internal, real and potential threats, in accordance with еру current and future needs of society. It may provide the creation or substantial renewal of the activities of existing entities that ensure the national security, a significant change (“reformatting”, “resetting”) of the national security sector in accordance with existing social needs.

The catalogue of threats which currently exist in the national security environment and may occur in the future is constantly growing. These phenomena are characterized by diversity, intensity, as well as unpredictability of the scale and consequences of their occurrence. The diversity of threats results from the fact that they are a consequence of mutually interacting political, military, economic and social, demographic and environmental processes and phenomena. Celem niniejszego artykułu jest zaprezentowanie wniosków płynacych z przegladów Strategii Bezpieczenstwa Wewnetrznego Unii Europejskiej dokonanych w 2011 i 2013 r. W badaniu wykorzystano przede wszystkim metodę krytycznej analizy dokumentów źródłowych wydanych przez instytucje unijne. W opracowaniu przedstawione zostały metody i środki unijne, za pomocą których dokonuje się pogłębienia kooperacji w przestrzeni wolności, bezpieczeństwa i sprawiedliwości, jak też obszary, w których jest ona planowana. Wiedza uzyskana z niniejszej analizy pozwala ocenić, iż w dziedzinie spraw wewnętrznych zachodzi od kilku lat intensywny proces uwspólnotowania, w którym czołową rolę odgrywają unijne instytucje. Mimo faktu, iż proces implementacji Strategii po stronie państw członkowskich jest częściowo opóźniony, to nowa perspektywa finansowa na lata 2014-2020 pozwala mieć nadzieję na kontynuację dynamiki rozwoju polityki wewnetrznej UE.
The aim of this article is to present conclusions from the reviews of the European Internal Security Strategy made in 2011 and 2013. First of all, the research applied the method of the critical analysis of the source documents created by European institutions. What was presented in the study were the European methods and funds, by the means of which the cooperation within the areas of freedom, security and justice is deepened, as well as the areas where it is planned. The knowledge acquired from this analysis allows to state that in the field of internal matters for several years there has been going on an intensive process of communitisation, where the key role has been played by the EU institutions. Despite the fact that the process of implementing the Strategy is a little delayed on the side of the member states, the new financial perspective for years 2014-2020 allows to have hope for the continuation of the development dynamics of the EU internal policy.

Jednym z największych zagrożeń i wyzwań dla współczesnych państw jest funkcjonowanie programów masowej inwigilacji i wpływ nowych technologii informacyjnych na ograniczenie prywatności. Celem niniejszego artykułu jest przedstawienie genezy, wizji funkcjonowania oraz krytyki programu Social Credit System (SCS), który powstaje w Chińskiej Republice Ludowej. Głównym problemem badawczym wynikającym z założonego celu była odpowiedź na pytania: czym jest SCS w Chińskiej Republice Ludowej, jaka jest geneza jego powstania oraz na czym polega jego funkcjonowanie? Do rozwiązania problemów badawczych zastosowane zostały następujące metody badawcze: metoda monograficzna, metoda badania dokumentów, metoda analizy i krytyki piśmiennictwa oraz metoda analizy i syntezy. Biorąc pod uwagę wstępnie przeprowadzone badania, autor postawił następującą hipotezę badawczą: SCS należy traktować znacznie szerzej niż tylko program mający na celu masowy nadzór nad chińskim społeczeństwem i powstrzymywanie zagrożeń związanych z separatyzmem, terroryzmem i buntem społecznym (kolorowymi rewolucjami). Jest on jednym z narzędzi budowania społeczeństwa opartego na tradycyjnych chińskich wartościach i tożsamości narodowej: lojalności, harmonii, prawości i uczciwości. Społeczeństwa zdyscyplinowanego, które obok silnej i innowacyjnej gospodarki umożliwi Chinom uzyskanie statusu globalnego mocarstwa, podważając tym samym jednobiegunowy „amerykański porządek międzynarodowy”. Pomimo iż Chiny nie są państwem demokratycznym, powodzenie systemu może przyczynić się do wdrożenia podobnych rozwiązań w innych krajach Azji. Tym samym zasadne wydaje się prowadzenie badań nad SCS. 
Mass surveillance programmes and the impact of new information technologies on privacy restriction are among the greatest threats and challenges faced by modern countries. This article aims to present the origins and functional vision of, and some critical remarks on, the Social Credit System (SCS) under development in the People’s Republic of China. The underlying research issue arising from the assumed objective was to respond to the following questions: What is the SCS developed in the People’s Republic of China? What are its origins? How exactly does it function? The following research methods were used to solve the research queries: the monograph method, the document analysis method, the literature analysis and critique method, and the analysis and synthesis methods. In view of the preliminary investigation, the author formulated the following research hypothesis: the SCS should be viewed in a broader sense than merely as a programme aimed at conducting mass supervision of the Chinese society and preventing threats of separatism, terrorism, and social riot (colour revolutions). It is one of the tools to shape a society based on traditional Chinese values and national identity: loyalty, harmony, integrity, and fairness ‒ a disciplined society which, along with a strong and innovative economy, will enable China to attain the status of global power, thus questioning the American “unipolar world order”. Although China is not a democratic country, the system’s success can contribute to implementing similar solutions in other Asian countries. Therefore, it appears justified to conduct studies focused on the SCS.

The study was created thanks to the author’s preferences to learn increasingly more about new technologies that are able to increase the potential of internal security of the state. Recently, interest in recording areas (difficult to access, dangerous, monitored in adverse weather conditions, monitored due to the implementation of tasks by relevant services), the development of methods enabling the transmission of various materials at a distance, and performing other complicated activities have increased. For this purpose, unmanned aerial vehicles (so-called drones, UAVs) that are versatile in many respects are used. The author noticed the need to disseminate such innovative devices on native soil, especially for using them in multidirectional strengthening of the security sphere. Polish companies producing UAVs for many foreign customers have already marked their presence in this matter. The achievements of the designers are so impressive that it makes us appreciate the development of our technical thought, and above all, the use of drones to ensure security and public order in Poland. A series of training courses is already conducted by the Police Academy in Szczytno, which is a good solution both for teachers and, above all, for the trainees themselves. Such an initiative will undoubtedly translate into increased interest in drones, and especially the incredible usefulness of these devices for uniformed services and other entities.

Celem artykułu jest pogłębiona analiza wydarzeń związanych z powodzią, która w 1997 roku dotknęła południowo-zachodnią część Polski. Warto zaznaczyć, że całość zdarzenia była zjawiskiem o szczególnym znaczeniu. Przedstawiona klęska naturalna wykazywała szerokie oddziaływania, szczególnie na płaszczyźnie społecznej oraz instytucjonalnej. Choć omawiane zagadnienie dotyczy wydarzenia, które miało miejsce ponad 20 lat temu, to jednak Powódź Tysiąclecia w znaczący sposób przyczyniła się do procesu kształtowania bezpieczeństwa wewnętrznego kraju. Bazę materiałową stanowi bogata literatura oraz liczne przekazy świadków tamtych zdarzeń.
The aim of the article is an in-depth analysis of the events related to the flood that affected the south-western part of Poland in 1997. It is worth noting that the entire undertaking was a phenomenon of special importance. The presented natural disaster showed a wide impact, especially on the social and institutional level. Although the discussed issue concerns an event that took place more than 20 years ago, the Millennium Flood significantly contributed to the process of shaping the internal security of the country. The material base is rich literature and numerous accounts of witnesses of those events.

Przedstawia ewolucje podejść do przywództwa, wyjaśniając źródła pochodzenia koncepcji traktowanych jako współczesne. Omawia przy tym kluczową koncepcję – przywództwa służebnego i wskazuje na możliwości jej wdrożenia w wybranych instytucjach.
The subject of this article are issues of management and lidership in selected internal security institutions. The autor performs a general analysis of their organizaction and tries to prove that the applied solutions and methods concerning managing have lost their importance and require updating. She presents the evolution of approaches to leadership and explains the origins of contemporary concepts. She also discusses the key concept – servant leadership and indicates the possibility its implementing in selected institutions.

According to the legally binding directives concerning strategy, public safety is one of the fields of the state’s activity that is subjected to dynamic transformation. Internal security is today an intensively explored area of national security. This is hardly surprising. It is this area that is mainly concerned with emerging threats. Hence, new scientifically justified solutions are being sought to counteract them and minimise the effects of their occurrence. Given the above, the research has been conducted, and its results are presented in this paper. It addresses the main problems relating to internal security through the prism of identification criteria, essence, and systemic approach. That has made it possible to present the assumptions of the project in question. The research aimed to diagnose the functioning of the state’s internal security system, and the participation of academic centres dealing with security issues. One of such centres is the Police Academy, which is implementing a project entitled “Vacuum chamber for revealing fingerprints with organic compounds in the gas phase’, No DOB-BIO9/03/01/2018. It was financed by the National Centre for Research and Development under call for proposals No 9/2018 for the execution and financing of projects in the field of scientific research or development work for the benefit of national defence and security. After they were implemented, it was stated that the constant changes in the internal security environment, and the limited potential of state institutions designated to care for this security entail the need to continually search for practical solutions to ensure the undisturbed existence and development opportunities of each entity. These searches are conducted by scientific institutions, which with their knowledge and experience serve to improve the tools used in the practice of institutions responsible for internal security.

Legal solutions adopted over the past few years in Poland indicate that attempts are being systematically made to improve the mechanism for counteracting terrorism. Terrorism in Poland has been opposed for a long time. The commencement of such systematic solutions took place on the 25th of October 2006 through the appointment by the Prime Minister of the Inter-ministerial Team for Terrorist Threats and ended ten years later, on the 10th of June 2016, by the adoption of the law on anti-terrorist activities. For the above-mentioned reasons, the two main parts are devoted to the issues of the commencement of legal and organisational undertakings in the fight against terrorism and the characteristics of systemic statutory solutions are preceded by considerations with conclusions. The article discusses the issues of initiatives undertaken by the government administration and presents the circumstances in which it tried to face up to the problem of developing draft laws of the law now in force. In consequence, this serves to present the areas of responsibility and tasks of government administration bodies specified in the said Act. The considerations presented in this study indicate that global and national experience gained in recent years has shaped the“Polish model of combating terrorism”, which has recently found its confirmation in the relevant legal provisions. The basis for the development of this article is the interest in improving the effectiveness of combating terrorism which, for obvious reasons, is not reducing and remains very substantial. This applies to both theoreticians and practitioners. This results first of all from the needs of the challenges and threats that are subject to dynamic changes. Secondly, through the adaptation of the tools used by the state, including those mainly legal of a legal nature. These must be improved from the moment of their implementation.

Uzmysławia wartość, jaką ze sobą niesie to ogniowo w funkcjonowaniu działań Policji i innych służb  na rzecz zapewnienia szeroko pojętego bezpieczeństwa wewnętrznego. Publikacja ukazuje najważniejsze zadania, jakie spoczywają na policjancie kierującym obsadą stanowiska kierowania, w kontekście ukierunkowania wstępnych działań w związku z wystąpieniem zdarzenia.
The author cross-sectionally presents the shaping of the model of the duty service in the structures of police institutions from the previous century until now. He draws attention to the perception of the position of the duty officer over the decades in local units. The author perceives an increasingly important role of this position in the structures of units at the local level. He highlights the value of this in the functioning of the Police and other services in order to ensure the generally understood internal security. The article describes the most important tasks of the police officers in charge of the staffing of the control room in the context of directing the initial actions related to incidents.
