The main aim of presented article is to present methodology how sophisticated products as compressor equipment can be considered and analysed as a complex technical system which consists of jointly operating components – a set of hardware, software, operational staff and documented information. In process modelling, these components are interacting in different processes of inputs, outputs, mechanisms (resources) or management. Based on the regulatory requirements for each component of the system, a key efficiency indicator can be identified. This allows to control the process and make appropriate decisions to improve the system. The application of the proposed methodology for the development and implementation of an integrated management system reduce the cost of resources and significantly improve the quality of the implementation of processes.

Opis:
The 1 to 1 relationships of charts of accounts, accounting journals and tables of accounting records with corresponding tables of accounts, business transactions and transactional records in the framework EPC II system have been presented in the paper. These tables are the main information kinds, that is tables in which one can write down all information needed for management and business process control in any enterprise, or they are composed of them. In this way it has been shown that the Theory of Enterprise Process Control is compatible with generally accepted accounting principles. This analysis is an example of demonstrating conformity of the EPC II theory with real management and process control systems. The main information kinds with their key attributes were taken from the complete list of them, which is included in the paper. What is more, the tight relationships between resource flow in business processes and turnover on the accounts of the framework EPC II system have been discussed. Owing to these relationships one can determine the impact of any decision variable on the accounting records in a given enterprise.

Opis:
One of the key issues in corporate management is business process management. That is why the greatest interest for company analysts is the issue of effective forecasting of business processes. In today's digitalization of the economy, integration and automation of business processes have become the main priorities for achieving efficiency and effectiveness of companies, and especially for effective management decisions. This problem can be solved with the help of integrated systems, which are tools for effective management decisions, modeling and optimization of business processes. The article provides an analytical review of known forecasting methods and identifies the features of their application, analyzes the advantages and disadvantages that will take them into account in modeling the company and promote economic development, competitiveness and optimize business processes.
Jednym z kluczowych zagadnień w zarządzaniu przedsiębiorstwem jest zarządzanie procesami biznesowymi. Dlatego też największym zainteresowaniem analityków firmowych jest kwestia skutecznego prognozowania procesów biznesowych. W dobie dzisiejszej cyfryzacji gospodarki integracja i automatyzacja procesów biznesowych stały się głównymi priorytetami dla osiągnięcia sprawności i efektywności przedsiębiorstw, a przede wszystkim dla skutecznych decyzji zarządczych. Problem ten można rozwiązać za pomocą systemów zintegrowanych, które są narzędziami do podejmowania skutecznych decyzji zarządczych, modelowania i optymalizacji procesów biznesowych. W artykule dokonano analitycznego przeglądu znanych metod prognozowania i wskazano cechy ich zastosowania, przeanalizowano zalety i wady, które pozwolą uwzględnić je w modelowaniu przedsiębiorstwa i wspierać rozwój gospodarczy, konkurencyjność oraz optymalizować procesy biznesowe.

Opis:
Software reliability prediction is very important to minimize cost and improve software development effectiveness, especially in a spacecraft’s software system. In this paper, a new spacecraft software system reliability definition is given and a new reliability prognostics-oriented life cycle integrated system health management for a spacecraft software system is focused on. Adaptive genetic algorithms are then combined with a support vector machine to build an adaptive genetic algorithm support vector machine reliability prediction model. This model attempts to overcome the genetic algorithm weaknesses, such as the local minima and premature convergence problems, and solves the parameter selection difficulties often encountered in a support vector machine. After construction, the proposed adaptive genetic algorithm support vector machine model is employed to predict the reliability of a spacecraft software system. Finally, a numerical example is given to show how the proposed approach has a superior prediction performance compared to a standard support vector machine and artificial neural network.
Przewidywanie niezawodności oprogramowania odgrywa ważną rolę w minimalizowaniu kosztów i poprawie efektywności tworzenia oprogramowania, zwłaszcza w odniesieniu do systemów oprogramowania statków kosmicznych. W niniejszej pracy, podano nową definicję niezawodności systemu oprogramowania statku kosmicznego koncentrując uwagę na opartym na prognozowaniu niezawodności oraz cyklu życia modelu zintegrowanego zarządzania kondycją systemu opracowanego dla systemu oprogramowania statku kosmicznego. Skonstruowano następnie model przewidywania niezawodności oparty na połączeniu adaptacyjnych algorytmów genetycznych oraz maszyny wektorów nośnych. Model ten stanowi próbę przezwyciężenia słabości algorytmów genetycznych, takich jak problem minimów lokalnych czy problem przedwczesnej zbieżności, a także rozwiązania trudności związanych z doborem parametrów, jakie często występują przy zastosowaniu maszyny wektorów nośnych. Skonstruowany model opartej na adaptacyjnym algorytmie genetycznym maszyny wektorów nośnych zastosowano do przewidywania niezawodności systemu oprogramowania statku kosmicznego. Wreszcie, przedstawiono przykład liczbowy, który pokazuje że opracowany model charakteryzuje się wyższą dokładnością prognozowania w porównaniu do standardowej maszyny wektorów nośnych oraz sztucznej sieci neuronowej.

Artykuł zawiera opis możliwości wykorzystania Sieciocentrycznej Platformy Teleinformatycznej Jaśmin w systemie zarządzania transportem szynowym. Autorzy odwołują się do doświadczeń wojska z zakresu rozwoju systemów wspomagania dowodzenia, wskazują korzyści wynikające z wykorzystania w Siłach Zbrojnych RP. Szczególny nacisk kładą na prowadzone w Wydziale Zarządzania i Dowodzenia Akademii Obrony Narodowej badania naukowe, które spowodowały, we współpracy z przemysłem krajowym, stworzeniem i rozwojem unikatowych rozwiązań w skali Europy i NATO, a które są wysoce cenionymi na całym świecie narzędziami zbudowanymi w zgodzie z teorią działań sieciocentrycznych oraz architekturą SOA. Autorzy przekonują, że dostępne w wojsku rozwiązanie może bez konieczności ponoszenia dużych nakładów pracy i środków finansowych dostosowane do potrzeb transportu kolejowego – zarządzania jego potencjałem zarówno stacjonarnym, jak i ruchomym.
The article contains the description of the possibility of using the Network-centric Platform Jasmine in rail transport management system. Authors appeals to army experiences (especially the Land Forces) in the field of command supporting systems development. They point out benefits from these tools in military forces of the Republic of Poland. Authors put emphasis on experience assembled in the Management and Command Faculty of National Defence University during their research. Research carried out in cooperation with the domestic industry, contribute the development of unique solutions in the scale of Europe and the NATO, and which are highly valued worldwide tools built in accordance with theory of network-centric action and SOA architecture. Authors convince, that solution available in army can, without the need to incur great workloads and financial means, be adapted for needs of railway transport - for managing both stationary and movable potential.

Integrated management systems in enterprises are of interest to researchers, but at higher education institutions (HEIs) this issue has not been the subject of in-depth research to date. The main purpose of this article is to explore the integration process of standardized management systems (MS), namely quality MS (compliant with ISO 9001), environmental MS (ISO 14001) and energy MS (ISO 50001) at HEIs. The objectives are: (1) examining the reasons for integrating standardized MSs at HEIs, and (2) identifying the stages of the standardized MS integration process at HEIs corresponding to the Plan-Do-Check-Act (PDCA) cycle. To achieve this goal, a case study research strategy was adopted. One case, namely the University of Applied Sciences in Nysa, Poland, was analyzed. Multiple sources were used to obtain the data, and these were documentation, archives, interviews and participant observations. It was concluded that the main reason why the authorities of the analyzed HEI made the decision to integrate quality, environmental and energy MSs was to improve the university’s performance. This research made it possible to identify activities carried out at the HEI in the process of MS integration which correspond to all stages of the PDCA cycle.

Currently operating enterprises are more and more willing to adopt a process approach in their structures. The process approach means the transition from traditionally understood management towards adapting to constantly changing environmental conditions. This change is accompanied by the possibility of using a wide range of tools of ICT technology, that allow modelling of any type of process occurring in the enterprise, including processes related to OHS. Thus, the objective of the paper is to indicate the opportunity for the integration of OHS processes with other processes (primary and auxiliary) of the organization using ERP systems. In the first part of the study, there will be indicated the determinants of the development of the process approach in modern enterprises. Subsequently, there will be characterized OHS processes against the background of other processes of the organization. In the third part, there will be indicated the most significant features of ERP systems. The last part will refer to the practical implementation of the process in the area of OHS in the Macrologic Merit system.

The rules and guidelines for integrated pest management specified in Annex III, sections 2 and 3, state “General principles of integrated pest management”: Harmful organisms must be monitored by adequate methods and tools, where available. Such adequate tools should include observations in the field as well as scientifically sound warnings, forecasting and early diagnostic systems, where feasible, as well as advice from professionally qualified advisors. As part of Multiannual Programs, the Institute of Plant Protection – NRI in Poznań has been carrying out work and research for many years to develop or modify guidelines for monitoring short- and long-term forecasting of pest occurrence on crops. These guidelines are extremely helpful for farmers and advisers in determining the optimum date of chemical control of pests on plants. Regularly revised and improved the guidelines deal with pests which currently pose a threat to crops. They are developed according to the latest scientific findings and are successfully promoted among professional users and agricultural advisors. These guidelines are standardized to include descriptions of species, life cycles, symptoms of damage/infestation of crops, methods of observation targeted at warning of the need for plant protection treatments, and threshold values of harmfulness. All guidelines include extensive photographic material. Guidelines for the monitoring of pests on orchard plants, vegetables and others are prepared at the Institute of Soil Science and Plant Cultivation − NRI in Puławy and the Institute of Pomology in Skierniewice. Guidelines for about 80 pests of crops are available for public use in the on-line Pest Warning System (Platforma Sygnalizacji Agrofagów, www.agrofagi.com.pl).

In the contemporary world, in the era of an omnipresent competition, ever-rising expectations of citizens related to the improvement of the life quality, the approach to city management is changing. One can observe specific for new public management changes in the administration functioning. The aim of the paper is presented management models in modern administration and selected quality management models used in cities, based on the web/desk research. Additionally, the paper presents the use of integrated management systems in Polish town offices.

Opis:
W artykule zasygnalizowano problem oszczędzania energii przy jednoczesnym zachowaniu wymagań środowiskowych w budynkach. Podjęcie decyzji zmierzających do oszczędzenia energii wymaga wykonania kompleksowej analizy parametrów środowiskowych i eksploatacyjnych budynku. Przedstawiono uwzględniane elementy i korzyści z realizacji wdrożonego programu modernizacyjnego, w tym zastosowania zintegrowanego zarządzania gospodarką energetyczną na przykładzie budynków użyteczności publicznej. Kompleksowe podejście przynosi wymierne korzyści nie tylko w zakresie zużycia energii, ale i poprawę parametrów środowiskowych.
The intention of the article is to pay attention to possibilities of energy conservation in an architecture sector, provided that all present environmental requirements are met. It is possible to gain rational economic profits as a result of some investment and organizational efforts. So as to make appropriate decisions in order to succeed in making the above mentioned actions it is necessary to do a complex analysis of environmental and operating parameters of a building. The paper presents profits gained from implementation of a modernization program and application of an integrated management system of energy with reference to public utility buildings. Application of a complex program brings some rational profits, both within the scope of energy consumption and - what is more important - improvement of environmental parameters

The aim of the article is a horizontal and functional analysis of the positioning of the Frontex agency in the EU’s institutional architecture and its significance in the emerging supranational system of securing the EU’s borders. This article attempts to answer the question of whether Frontex is a new type of instrument for managing the EU’s area of freedom, security and justice (AFSJ). The study applies qualitative methods, and the source of information was provided by an analysis of the content of the documents and the literature on the subject. The article presents the role and specific features of supranational agencies, the importance of Frontex and its positioning in the EU’s institutional structure, as well as the instruments created to achieve the agency’s objectives, i.e. Eurosur and IBM. The issue of national and supranational spheres overlapping with respect to the AFSJ is also discussed. The article argues that the assumption that the tools created at the supranational level to achieve Frontex’s objectives foster the process of communitarization of the EU’s external border management system should be confirmed. The conclusions also demonstrate that despite extending the competences to support border management at the supranational level, it is still the competence of member states, who consider the surveillance of land and sea borders to be the foremost security matter.
Celem artykułu jest horyzontalna i funkcjonalna analiza umiejscowienia agencji Frontex w systemie instytucjonalnym UE oraz wskazanie jej znaczenia w tworzącym się ponadnarodowym systemie zabezpieczania granic. Artykuł jest próbą odpowiedzi na pytanie, czy Frontex jest nowym rodzajem instrumentu zarządzania przestrzenią wolności, bezpieczeństwa i sprawiedliwości UE? W pracy wykorzystano metody jakościowe, a za źródło informacji posłużyła analiza treści dokumentów i literatury przedmiotu. W artykule znajdują się informacje o roli i specyfice agencji ponadnarodowych, znaczeniu Frontex i usytuowania w strukturze instytucjonalnej UE, jak również o utworzonych instrumentach realizacji celów agencji tj. Eurosur i IBM. Dyskusji poddano także aspekt przenikania się sfery krajowej i ponadnarodowej w omawianym aspekcie PWBiS. Artykuł dowodzi, że pozytywnie należy zweryfikować założenie, że to tworzone na poziomie ponadnarodowym narzędzia służące realizacji celów Frontex sprzyjają procesowi uwspólnotowienia systemu zarządzania granicami zewnętrznymi UE. Wnioski wskazują także, że pomimo rozbudowywanych kompetencji wspierania zarządzania granicami na poziomie ponadnarodowym, nadal jest to kompetencja państw członkowskich, dla których nadzór granic lądowych i morskich jest sprawą priorytetową bezpieczeństwa.
