As computer technology has advanced, information processing in command, control, communications, computers, intelligence, surveillance and reconnaissance (C4ISR) systems has become highly complex. The information processed by these systems is usually of a very highly sensitive nature and is entered into specific systems that are physically isolated from each other. The physical isolation of these systems makes it cumbersome to exchange information between systems. The result is inefficient sharing of sensitive information in situations where timeliness of exchange could be a life or death reality. Since the mid 1990's, increasing efforts have been placed on improving coalition operations. Many systems have been created with the goal to improve the sharing of information and collaborative planning across coalition boundaries. The usability of these systems have had mixed levels of success and improvements will always be necessary. This paper will briefly describe three advances in telecommunications technology that could be leveraged to significantly improve coalition operations. These technologies are; the session border controller (SBC), advances in pattern matching technology, and multi-protocol label switching (MPLS).

The role of intelligence is crucial and must be horizontally integrated across the strategic, operational, and tactical levels. This will hopefully ensure that the key pieces of intelligence are delivered to the decision-maker in a timely manner. The Intelligence Cell (J2 – S2) must understand the needs of the operational community and work hand-in-hand with the Operational Cell (J3 – S3) to ensure that the commander is properly supported. Intelligence preparation of the battlefield is vital to successful IO. Information Operations are predicated on good information and intelligence.

The author indication of the impact of the changing socio-cultural space for axiology forces begin by recalling the selected and most synthetic characteristics. Summons characteristics Alvin Toffler, Michael Hempoliński and John G. Bloch and design philosophy of Immanuel Kant as the basis for the so-called theory of "democratic peace". They all involve some degree with the demands of changes in the axiology of the armed forces of universal disarmament to reduce the mass killing, including the armed forces. Recalling further recognition of military sociology which states, that modern armies of Western civilization and the liberal-democratic socio-cultural space noticeable is the transition from the army as an institution for the Army as an organization is trying to point out the differences between the types of axiological functioning of the armed forces. Based on the above, the conclusion suggests and recommends a new paradigm of the warrior ethic, "the intellectual in uniform and without", in the civilizations of cognitive functioning and acting under the responsibility to protect ("R2P") from genocide, ethnic cleansing and war crimes, and crimes against humanity.

In order to deliver the minimum safety conditions for movement of the ships towards restricted waters, urgent survey operations are required whenever we deal with natural disasters; unreliable chart information or uncharted areas requires. In recent years, there has been a huge development in positioning and survey technology. Simultaneously, charts production techniques and GIS software are easily accessible. In this circumstance, a research project was made in order to assess the possibility of developing existing capabilities of emergency hydrographic survey. The toolkit was designed to allow the swift production of usable bottom representation and survey of navigational aids, with a focus on navigational safety, rather than bottom contour accuracy.

Coraz bardziej powszechna obecność urządzeń i systemów elektronicznych w życiu człowieka powoduje, że przedstawiciele kilku ostatnich pokoleń podejmują próby opisania zjawisk zachodzących z ich udziałem. Próby te, podejmowane w celu usystematyzowania postrzegania nowego – w stosunku do istnienia gatunku ludzkiego – „świata” urządzeń i systemów elektronicznych na tle innych aktywności ludzkich, mocno komplikuje fakt jego dynamicznego rozwoju. Autorzy, na bazie bogatego doświadczenia zebranego w ramach wieloletniej pracy związanej z wykorzystaniem urządzeń i systemów elektronicznych, uważają, iż należy opracować nowe podstawy teoretyczne (w tym aparat pojęciowy), bardziej uniwersalne od obecnie istniejących. W niniejszym artykule autorzy proponują wprowadzenie nazwy „środowiska elektronicznego”, będącej synonimem miejsca prowadzenia części działań militarnych, w którym wykorzystuje się urządzenia i systemy elektroniczne. Uzasadniają również w obszerny sposób przyjęty punkt widzenia oraz wykazują zasadność proponowanych zmian.
The increasingly widespread presence of electronic equipment and systems in human life has led representatives of several human generations to attempt to describe this phenomena. These efforts, undertaken in order to systematise the perception of the new - in relation to the existence of the human species - ‘world’ of devices and electronic systems on a background of other human activities, are greatly complicated by dynamic developments. The authors, based on extensive experience gained in the context of many years of work involving the use of electronic equipment and systems, believe that it is necessary to develop a new theoretical basis (including conceptual apparatus), more versatile than currently existing ones. In this article, they propose to introduce the term ‘electronic environment’, which is synonymous with the place for conducting part of military action, which uses electronic devices and systems. They also justify the adopted point of view in a comprehensive manner and demonstrate the merits of the proposed changes.

Russian hybrid approach is based on their understanding of threats; Russians feel themselves as victims of Western policies, sanctions and information policy. According to Russian military doctrine and theory, information warfare is conducted continuously in peacetime and wartime alike. The Russian elite consider comprehensive hybrid approach as one of the most important elements in foreign affairs. It uses a combination of tools, such as wide-ranging political and diplomatic commitment, the leverage of the energy, economic retaliation, strengthening of the military capabilities, development assistance, propaganda, intelligence and cyber activities. The priorities of Russian information operations are promoting special bilateral relations with EU member states while exploiting the different interests and contradictions within EU. The goal of mediacampaigns and propaganda is to undermine dominant Western media sources and narratives. As part of information operations Russia has begun to cooperate with and support radical and anti-establishment groups in the EU. The effectiveness of Russian information policy abroad comes at high costs but it is still limited in its outcomes. Russian policy in the EU will be increasingly directed towards polarization of different institutions, countries, parties and particular interest groups.

The essence of strategic management is to ensure the security of the state in the strategic horizon. The security strategy of the state must ensure its development through the classic sound management means a conscious and intentional use of different methods and techniques that affect the decisions taken by institutions and government organizations. Information playing the role of an independent factor in the environment, the security of the state, gradually become a major element of any conflict. Information impact on the ability of management in its actions, reduce or increase the possibilities.

The main aim of the article is modelling the operation process of the Baltic Port, Shipping and Ship Traffic and Port Operation Information Critical Infrastructure Network. To achieve this goal it is necessary to define three critical infrastructure networks for a Baltic Sea Region and their operation processes: port critical infrastructure network, shipping critical infrastructure network and ship traffic and port operation information critical infrastructure network. Thus, the concept of networks of three networks, called Baltic Port, Shipping and Ship Traffic and Port Operation Information Critical Infrastructure Network, is introduced. This way, the operation process of network of networks is proposed. To understand this approach, the basic classification and description of interdependencies and interconnections in this network are presented.

W artykule omówiono problemy dotyczące nowych zagrożeń dla bezpieczeństwa międzynarodowego. Rozwój cywilizacyjny oraz powstawanie nowych zagrożeń powodują transformację struktur działań psychologicznych we wszystkich państwach NATO. Największe struktury w NATO w tym zakresie posiadają USA, Niemcy, a także Polska oraz Wielka Brytania. Aktualnie wszystkie misje pokojowe, humanitarne, kryzysowe czy militarne, realizowane pod auspicjami ONZ oraz NATO są zabezpieczane przez struktury działań psychologicznych. Struktury dysponują najnowocześniejszymi środkami oddziaływania, wykorzystując nowoczesne technologie informacyjno-telekomunikacyjne. Oddziaływanie na zachowania (postawy) odbiorców, przyczynia się do osiągnięcia zakładanych celów politycznych, ekonomicznych czy militarnych prowadzonych misji.
The paper presents problems of new threats in international security. Civilization development and new threats formation, cause transformation of psychological operations structures in all member states of NATO. The big strength of mentioned structures have got USA, Germany also Poland and Great Britain in NATO. Actually all kinds of missions: peace, humanitarian, crises and military, under the auspices of UN and NATO are supported by PSYOPS structures. The mentioned units have got modern influence means using new information-telecommunication technology. The influence on audience attitudes (behaviors) to contribute to political, economic and military desired effects of realized missions.

Intelligence may be defined as a sum of deliberately covert gathering and processing of foreign covert information. This involves both information “originating abroad” and also covert information gathered inside a state from its opponent, e.g. a mafia clan or an extremist organization jeopardizing the constitutional order in one’s own state, i.e. information which is foreign in a sense. The article presented here is focused on information obtained from inside terrorist groups. Intelligence information is such information which has been obtained, processed and focused on (limited to) the “necessity to know” by the entity making decisions. Such information, however, may differ in some other aspects as well.

The article presents the essence and operational potential of the information and analysis system supporting the decision making process within the framework of security-related policing operations. This system is being developed by a scientific consortium led by the Police Academy, Szczytno. The project finance is provided by the National Centre for Research and Development. The main element to ensure the effectiveness of the system in question will be an application with a planning and decision mechanism and prediction algorithms. The above mentioned algorithms are designed to provide information on the probability of success of police operations and on the necessary costs which must be incurred in a given crisis situation in order to implement their individual, expected variants. Using historical data and algorithms developed on its basis, the system is supposed to indicate the relevant forces and resources required, the methods and tactics for operations and characteristics of the security infrastructure. Moreover, the publication presents the fundamental mechanisms of the police command and control process during emergency situations and general remarks regarding the professional development of those who manage these types of policing operations. In the author’s opinion, of particular importance in this respect is the course addressed to commissioned police officers trained to be commanders or deputy commanders of security-related policing operations, where classes are conducted using a simulator for police operations in emergency situations. It is a form of advanced command staff training with the use of a virtual computer simulation system. The simulator makes it possible to develop algorithms for dealing with crisis incidents and to improve the command process during emergencies. One of the practical goals of developing the information and analysis system is its integration with the simulator for police operations in emergency situations. In this respect, it is supposed to be a tool used in multimedia decision-making training. The author comes to the conclusion that the expected functionalities of the information and analysis system will have a positive effect both on the educational process of improving professional qualifications of commanders of security-related policing operations and on the real planning, implementation and assessment of the operations themselves.

The purpose of this paper is to discuss issues related to the use of media as a tool of information warfare: analysis of randomly selected episodes of the Russia-1 headline news show in terms of publications related to the conflict in the eastern Ukraine. Russia was selected, because of the fact that its mass media for many years have been engaged in shaping anti Ukrainian attitudes not only within their own country but also abroad. The importance of information has changed. Some time ago, it was  a tool supporting the implementation of active military operations, but now it could be used as a main force, which sets the direction and determines the effects of the war. This paper attempts to answer the question of what role the Russian state television plays in conducting information warfare against Ukraine, supporting military operations in the east of the country. The object of the study was the Russian state television, namely the headline news show, summarizing the day called “Vesti at 20:00” in the period from  14 July 2014 until 14 May 2015.

This article is devoted to the research of media space of several countries in the Western Balkans and the Baltics, where we can observe the emergence and effective use of dubious media, in order to promote aggressive narratives, identified as a destructive influence of the Russian Federation. It is considered as the threat to the national security of these states. The information tools of a destabilizing nature include diplomatic, intelligence, and energy tools. The media component of information influence has become the central object of research. It is stated that the destructive use of dubious national media, as well as their replenishment, takes place systematically and efficiently in those areas, where Russia’s state interests are focused on the restoration of its domination. On this basis we can conclude that dubious media is used within Russia’s hybrid aggression in relation to Ukraine, where it is seen as a mean of animating the externally initiated destabilizing political influences. However, Russia will be forced to spend more and more resources (financial, organizational and informational) on such operations, and their effectiveness will fall as local governments, society and citizens will learn how to recognize the threats, retransmitted by dubious media, public associations, populist politicians or radicals.
