This work starts with the premise that the Albanian language is one of most ancient languages in the world and stands in the root of the common trunk of the Indo-European languages. The common pre-Indo-European origin is preserved in the present Albanian language almost in the same conditions that this language was spoken 2-3 thousand years ago. Further in the work arguments are set forth regarding Albanian language priorities as a synthetic-analytic type language and the role of the Albanian language as the key in analyzing the Indo-European language system is presented. Regardless the tendencies toward analytic features the Albanian language, at the same time, preserves also useful elements from the synthetic features. Continuing, the Albanian language geopolitical positioning is presented from the point of view of the Indo-European languages differentiation and concentration in the EU context and Euro-Atlantic countries integration, supposing the conditions of each language in relation to the specific way of thinking in that language. Closing, some concrete examples are presented about where and how the different ways of thinking may be applied and harmonized, either with the synthetic or analytic domination, and a concrete example is analyzed about how Albanian language can be invested in the improvement of the Indo-European linguistic system, drawing some conclusions in this direction.

W artykule podjęto próby wykazania związku między pojęciem wilka i wilkołaka a archaiczną inicjacją (wejściem w nową rolę społeczną przez zyskanie praw i obowiązków) w tradycji ludów indoeuropejskich. Na podstawie bogatej dokumentacji folklorystycznej, językoznawczej i etnograficznej pokazano, że zmiana człowieka w wilka (bądź w psa) dokonywała się w momentach przełomowych. Takim okresem było przejście od wieku młodzieńczego do dorosłości. Młodzieńcy, stając się dorosłymi, musieli udowodnić przed daną społecznością swoje męstwo, odwagę i bezwzględny stosunek do wroga. Te cechy warunkowały w przyszłości egzystencję jednostki i grupy. W różnych źródłach słowiańskich najwyraźniej ten inicjalny wątek wyrażający się w zamianie człowieka w wilka można obserwować w tradycji weselnej, wyprawach wojennych, pospolitych grabieżach, przyjmowaniu do określonych grup zawodowych.
The article is an attempt to reveal the correlation of the concepts of wolf and werewolf and the ritual of initiation in Indo-European peoples. Rich folklore-oriented, linguistic and ethnographic documentation has revealed that the transformation of a person into a wolf or a dog took place in critical moments of one’s life, such as the transition from adolescence to adulthood. On becoming adults, young men had to prove their valour, courage and unyielding attitude towards an enemy. The features constituted the basis of the future existence of an individual and the whole community. In various sources relating to Slavonic cultures, the motif of initiation, manifested by the transition of a person into a wolf, is present in the tradition of the wedding reception, in war campaigns, in the practice of looting or in admission to particular professional circles.

The aim of the paper is to study the European Union’s geoeconomics policy for cooperation in the Indo-Pacific region. In recent times, the Indo-Pacific has been gaining attention of the global economic powers. On this issue, the EU has launched a cooperation policy in the IndoPacific. This study examines the EU’s comprehensive strategy for the expansion of its presence in the Indian Ocean and the South China Sea. The EU wants economic and security partnerships among the Indo-Pacific countries. Among the EU member states, the French government is much enthusiastic about strategic cooperation in the Indo-Pacific. The European Union’s policy has been operating in the regions as an instrument of soft and hard power. The research highlighted that the EU implies the construction of structural strategic networks to intensify the high capacities in the projection of power. The EU uses the key approaches of hard and soft power to achieve transatlantic goals. The comparative case study method is useful to know the objectives and results of the research. In conclusion, the EU needs to establish a much stronger relationship among the pacific countries to counter the Chinese aggression and expansion in maritime diplomacy.
Celem artykułu jest zbadanie polityki geoekonomicznej Unii Europejskiej (UE) dotyczącej współpracy w regionie Indo-Pacyfiku. W ostatnim czasie Indo-Pacyfik zaczął przyciągać uwagę światowych potęg gospodarczych, w związku z czym UE uruchomiła w tym regionie politykę współpracy. W niniejszym artykule przeanalizowano kompleksową strategię UE dotyczącą rozszerzenia jej obecności na Oceanie Indyjskim i Morzu Południowochińskim. UE dąży do zawarcia partnerstw gospodarczych i w zakresie bezpieczeństwa między krajami Indo-Pacyfiku. Spośród państw członkowskich UE bardzo entuzjastycznie nastawiony do współpracy strategicznej w regionie Indo-Pacyfiku jest rząd francuski. Polityka Unii Europejskiej funkcjonuje w tych obszarach zarówno jako instrument soft power, jak i hard power. W badaniu podkreślono, że działanie UE pociąga za sobą budowę struktury sieci strategicznych w celu zintensyfikowania zdolności w zakresie projekcji siły. Unia wykorzystuje podejścia ugruntowane w soft i hard power, aby osiągnąć cele transatlantyckie. Dla osiągnięcia celów badania i poznania jego wyników korzystne okazuje się zastosowanie w studium przypadku metody porównawczej. Reasumując, UE musi ustanowić znacznie ściślejsze stosunki między krajami Pacyfiku, aby przeciwstawić się chińskiej agresji i ekspansji w dyplomacji morskiej.

European Union and Indian Union signed the cooperation agreement in 1994 and a strategic partnership 10 years later. Europe was feeling safe and secure, which was well-described in 2003 in the European Security Strategy, so the approach to the relations with India stressed their economic aspects. In 2007, both sides have started negotiations of the Free Trade Agreement. They still have not concluded but in the meantime the world has changed dramatically. In the current international “disorder” both India and Europe are looking for new partners and vectors of influence, defending multilateralism and democratic values. The paper analyses 5 factors which severely influence these relations. They can bring both sides closer and make the strategic partnership stronger: Rise of China as a global power, Increase of American-Chinese competition and rivalry, Russia’s coming back to the international game of power, Rise of India as a regional power and global player, the world largest democracy and a counterbalance to China, Brexit and internal dynamics in the EU. The text is based, among others, on research and discussions taken under umbrella of the India–EU Think Tank Twinning Initiative – the project implemented by 10 best European and Indian think tanks.

The article gives an outline of the inflectional peculiarities of Proto-Indo-European and its daughter languages, comparing it with unrelated languages, which show hardly any parallels to its pronominal inflection. The latter, constituting a functionally unmotivated divergence from the nominal paradigms, is presented as a probably recent development, which on the other side later leads to a levelling of nominal and pronominal endings in many Indo-European languages, although in some of them inflectional differences may persist until the present day. It is argued that the fusional morphosyntax of Indo- European faciliates linguistic changes of that kind.

The order analyses west Slavic folk tales about Jesus Christ and St. Peterʹ s wandering on the Earth, which does not correspond with the Holy Bible. The paper attempts to prove, that there may be found some functional similarities between couples Jesus Christ – St. Peter and Mitra – Varuna as representants of the Indo-European mythological tradition. They had represented the cosmologi-cal connection of antagonistic elements – day and night, life and death, truth and lie etc. Jesus Christ and St. Peter as figures – functions in the folk tales should symbolize difficult relationships between the truth and lie.

The article focuses on the Danish numerals 1-1000. It presents their Proto-Indo-European, Proto-Germanic, Old Danish and present forms whilst providing additional information on their development and corresponding numerals in other European languages. It focuses primarily on the vigesimal counting system, whose traces can be found in Danish, and which is the source of some unique forms unseen in other languages. Therefore, special attention is paid to the numerals of the series 50-90. Though these appear to be unique and exotic, the article shows that they are not to be perceived as an anomaly but rather a different path of development within the language Moreover, a brief explanation of the origins of the vigesimal system in Danish is provided. Also, several units of measurement showing traces of the vigesimal, duodecimal and sexagesimal systems are discussed. Finally, language reforms aimed at changing the numeral forms will be shortly portrayed.

The following paper is intended to explain the etymology of Lat. uirgō ‘virgin’, which serves both as adjective and sub- stantive. There is a synchronic opposition in Latin between uirgō and mulier ‘woman’, the last of which clearly alludes to sexuality, in such a locution as mulierem reddere ‘to make someone a woman’. According to the Hittite formula natta=arkant- ‘not-covered, unmounted’, which is used for sheep and cows, this puzzling Latin word could be ac- counted for by a PIE privative compound *h1 í-h1 h-ō n ‘not-covered, unmounted’. This inherited vocable would eventually belong to the PIE root *h1 er h- ‘to mount, cover’ which is likely to have been used by cattle-breeders.

The notion of HEAD is reflected in the basic lexicon of all known languages; the identification of the head as a distinct and vitally important body part, labelled with a simplex word, seems to be a cross-cultural universal. Thanks to their high frequency of use and their “basic concept” status, words meaning ‘head’ tend to be diachronically stable and therefore important for comparative reconstruction. Their expected retention rate – as estimated on the basis of data from several uncontroversial language families – is on a par with words meaning ‘heart’ or ‘foot’. On the other hand, culture-specific factors may lead to the proliferation of secondary meanings, the rise of stylistically marked near-synonyms, and consequently to locally accelerated lexical evolution. This seems to have happened repeatedly in the Indo-European family, in which not only the oldest reconstructible ‘head’ word, *ḱreh₂- but also secondary, branch-specific terms have often been subject to lexical replacement. This unusual variability of words for head in Indo-European contrasts with the remarkable conservatism of words for several other body-part concepts, such as eye, ear, tooth and heart. In this paper, we shall attempt to identify recurrent patterns of semantic change in the emergence of new synonyms and the polysemic development of inherited ‘head’ words. Insights derived from recent studies of “embodiment” will be used to explain the observed tendencies.

Rhetoric is commonly known as an old discipline for the persuasive usage of language in linguistic communication acts. In this article we examine the concept ‘rhetoric’ from 1. the diachronic perspective of historical linguistics showing that the concept ‘rhetoric’ is linguistically present in various Indo-European roots and exists across several language families and 2. the theoretical perspective towards the concept ‘rhetoric’ with a contemporary defi nition and model in the tradition of rhetorical theory. The historical and systematic approaches allow us to describe the features of the conceptualization of ‘rhetoric’ as the process in theory and empirical language history. The aim of this article is a formal description of the concept ‘rhetoric’ as a result of a theoretical process of this conceptualization, the rhetorization, and the historical documentation of the process of the emergence of the concept ‘rhetoric’ in natural languages. We present as the concept ‘rhetoric’ a specifi c mode of linguistic communication in ‘rhetoricized’ expressions of a natural language. Within linguistic communicative acts ‘rhetoricized language’ is a process of forming structured linguistic expressions. Based on traditional rhetorical theory we will in a case study present ‘formalization,’ ‘structuralization,’ and ‘symbolization’ as the three principle processes, which are parts of this process of rhetorization in rhetorical theory.

As a part of the series on female deities and demons in the Indo-European culture, the article begins by establishing Helen’s divine character in the Greek tradition and religion. The first area where the Indo-European character of Helen is displayed concerns the etymology of her name, which has been the subject of discussion and controversy throughout several decades. The most prominent theories are presented, including the concept of Pokorny and West to explain her name as ‘Lady of Light’ from the Proto-Indo-European root *swel- or *swelh1-, the idea of Skutsch to connect Helen with Vedic Saṛanyū, the etymology by Clader relying on the local Greek ritual practices and finally the new etymology provided by Pinault explaining the name as ‘having a year like a thread’ from Proto-Indo-European *suh1-l̥-h1eno. The second part of the article deals with the cultural, literary and religious attributes of Helen which connect her with the Indo-European world, especially with the Vedic tradition. The most interesting aspects include the issue of Helen’s parenthood and her birth, her relationship with her brothers – the Dioskouroi – the prototypical Indo-European Divine Twins, as well as similarities with Vedic goddesses Uṣās – Dawn and Sūryā́ – the Sun Princess. The final part of the article establishes Helen as the Greek representation of the Indo-European myth of an abducted wife. Relying heavily on the analysis of Jamison, it draws on the similarities between the passages in the book III of the Mahābhārata and the book III of the Iliad, which from the comparative perspective explains well the inclusion of this scene in the Homeric epic and Helen’s role in it as well as sheds more light on the Indo-European practices regarding marriage. Lastly, the article mentions a connection between Helen and Vedic Saṛanyū by the story of eidolon – a phantom, which both characters created at certains points in some literary traditions.
