Opis:
The ubiquitousness of information systems means that more and more areas of the company's activity are moving into the virtual sphere. IT systems take over most of the complicated tasks performed by people, which has a positive impact on time and costs incurred for the implementation of these tasks. One of the areas in which IT systems are used is the area of financial management, and thus the management of the financial condition of the unit. This article aims to test the suitability of expert systems as tools that can support the analysis and assessment of the financial condition of business units. The theoretical part discusses the essence of IT systems, theoretical foundations of expert systems and their advantages and disadvantages. The research part shows the use of an expert system to conduct the analysis of the financial condition of selected enterprises based on data from the financial statements of these units from 2015. The expert system provided information on the financial condition of selected companies. These results were compared with the results of the analysis carried out in the traditional way. This confirmed the author's assumption that it is possible to replace the financial analysis carried out with traditional methods by using a properly prepared expert system.

W artykule wskazano uwarunkowania realizacji przedsięwzięć informatycznych wspomagających zarządzanie, istotne z punktu widzenia bezpieczeństwa projektów. Zwrócono uwagę na tak ważne elementy jak: referencyjność oferowanych rozwiązań informatycznych, stabilność otoczenia implementacyjnego projektu, aspekty motywacyjne i odpowiedzialność w projekcie oraz narzędzia zarządzania zmianą. Autor wskazuje potrzebę przeprowadzenia analizy planowanych projektów informatycznych pod kątem ich uwarunkowań implementacyjnych w celu rzetelnego oszacowania ryzyk. Artykuł został napisany w oparciu o studium literatury przedmiotu oraz doświadczenie praktyczne Autora.
The article indicates conditions for the implementation of IT projects supporting management, which are important from the point of view of project security. Attention was paid to such important elements as: the reference character of the offered IT solutions, the stability of the project’s implementation environment, motivational aspects in the project and responsibility, as well as change management tools. The author indicates the need to analyze the planned IT projects in terms of their implementation conditions in order to reliably assess the risks. The article was written based on a study of the literature on the subject and the Author’s practical experience in the subject area.

It results in that the effectiveness of the management of information security in these organizations may be less than expected.

In recent years IT technologies certainly have significantly influenced the way human resources are managed. One should remember that using new solutions in the area of IT first of all they should analyse relevance of introduced changes. It should be remembered that using new solutions in the field of IT should first of all analyse the validity of the introduced changes. The article shows that IT systems can also be an important factor improving human resource systems in Polish mining enterprises. Accordingly, in order to reduce the work outsourced, it was proposed to introduce a database enabling the migration of employees within the enterprise. Therefore, a survey was conducted among employees of coal companies in order to check whether the application of the offered database will be accepted by the company's workers and whether currently used IT systems are sufficient.

Analizując liczbę współczesnych, technicznych nowinek, aplikacji oraz dostępnych systemów służących zarządzaniu czasem, można stwierdzić, że spóźnienie lub brak czasu nie dotyczy już obecnych pokoleń. Jednak nadal, mimo tak ogromnego wsparcia ze strony najnowszej technologii, nie brak osób, które nie potrafią zarządzać czasem swoim i swoich pracowników. Wiele projektów kończy się fiaskiem, zwłaszcza ze względu na źle zaplanowane zadania lub zasoby projektowe. Celem pracy jest znalezienie odpowiedzi na pytanie, czy obecnie istnieje na rynku system, który pozwoli zarządzać czasem swoim lub innych oraz jednocześnie zaspokoi indywidualne przyzwyczajenia i predyspozycje, dzięki którym system będzie miał realne zastosowanie. W poniższym opracowaniu zostały przedstawione i porównane najbardziej popularne systemy informatyczne, wspomagające organizację czasu własnego, jak i czasu pracy. Zaprezentowano funkcjonalności narzędzi oraz przedstawiono wymagania, które powinien spełniać system odpowiedzialny za zarządzanie czasem.
Analyzing the number of modern, technical innovations, applications and systems available for the time management can be concluded that the delay or lack of time no longer concerns the current generation. But still, despite of such a huge support from the latest technology, there is no lack of people who cannot manage their time and their employees. Many projects end in failure – especially because of the badly planned project tasks or resources. The aim of the study is to answer the question whether there is now available system that will manage own time or the others, and at the same time satisfy individual habits and predispositions, so that the system will have real application and contribute to personal fulfillment. In this study, they were presented and compared the most popular IT systems, supporting the organization’s own time and working time. Authors presented different functionality of the tools and the most important requirements that should be met by the system responsible for the time management.

Zarządzanie kryzysowe jest jednym z najbardziej złożonych rodzajów zarządzania. Wynika to z faktu, że "Kryzys, można traktować jako "punkt osobliwy? w przestrzeni cywilizacyjnej. Niewątpliwie jest to zjawisko soczewkujące niemal wszystkie problemy z powodu presji czasu, na ogół mającym miejsce na ograniczonej przestrzeni. Do tego należy dodać silną presję społeczną, zawsze występującą w takich okolicznościach. Dla-tego właśnie w czasie kryzysu, w "bardzo krótkim czasie?, ujawniają się, w sposób niezwykle jaskrawy, wady złych rozwiązań (…) Z sytuacjami kryzysowymi mamy do czynienia wówczas, gdy skutki zdarzenia są poważne lub bardzo poważne, a działania ratownicze wymagają koordynacji wielu służb" [9]. Powyższy cytat w sposób syntetyczny i rzeczowy definiuje pojęcie kryzysu. Zarządzanie kryzysowe jest to zatem proces z którym decydent chciałby stykać się jak najrzadziej. Jednakże, mimo że sytu-acje kryzysowe występują relatywnie rzadko, nie da się im zapobiec. Stąd należy odpowiednio wcześniej przygotować się na ich nadejście.
Crisis management is one of the most complex types of management. This is a result of the fact that "The crisis can be regarded as 'odd point' civilization in space. Undoubtedly, this phenomenon is focusing almost all problems due to pressure of time, generally taking place in a limited space. You need to add to that a strong social pressure, always acting in such circumstances. That is why in times of crisis, in "very a very short time?, in an extremely bright way, the defect of bad solutions manifest themselves (...). We face the crisis situations when the effects of events are serious or very serious, and salvage operations demand the coordination of many departments." The above quote in a concise and factual way defines the notion of a crisis. Crisis management is therefore a process with which the decision maker would like to come up as rarely as possible. However, despite the fact that crises are relatively rare, it is impossible to prevent them. Therefore we should be prepared in advance on their arrival. Crisis management is a continuous process, which is divided into four phases: Prevention (Prophylaxis), Preparation (Readiness), Response and Reconstruction. In each of these phases decisions are taken which, in smaller or greater way influence the "vulnerability" of the protected system (usually in the management of public safety, such a system is reduced to the concept of local community). Safety management of society in the crisis situations requires effective and proficient decision making process from leaders and coordinators - people responsible for life and property. If taking into account that typical aspects of crisis situation are lack of information and lack of time a conclusion can be made that use of any tools which help in the decision making process is needed. Decision Support Systems (DSS) and Expert Systems (ES) may play an important role in the process of crisis management. In this article the role, tasks and some limitations of these kinds of systems as a part of crisis management process and safety system of society were described.

Współczesne funkcjonowanie jednostek w cyberprzestrzeni pokazuje, że IT, pozwalając na nieograniczone możliwości prowadzenia biznesu i rozwoju organizacyjnego, wnosi większą liczbę wewnętrznych i zewnętrznych zagrożeń w obszarze zapewnienia bezpieczeństwa zasobów informatycznych rachunkowości. Celem artykułu jest diagnoza aktualnego poziomu zapewnienia bezpieczeństwa zasobów informatycznych rachunkowości w polskich jednostkach gospodarczych. W artykule przyjęto dwie hipotezy badawcze. Pierwsza stanowi, że poziom zapewnienia bezpieczeństwa zasobów informatycznych rachunkowości w różnych grupach jednostek może się znacznie różnić, pomimo że wszystkie jednostki powinny w takim sam sposób stosować się do wymogów ustawy o rachunkowości w przedmiotowym zakresie badania. Ujawnione różnice mogą wynikać z wpływu dodatkowych regulacji sektorowych. Druga zaś, że w sektorze firm prywatnych tylko biura rachunkowe i firmy audytorskie bardziej restrykcyjnie niż inne małe i średnie firmy przestrzegają przepisów dotyczących zapewnienia bezpieczeństwa zasobów informatycznych rachunkowości, co wiąże się z poczuciem odpowiedzialności wobec klientów. W artykule określono podstawowe uwarunkowania funkcjonowania rachunkowości jednostek w trzech wymiarach cyberprzestrzeni. Następnie zaprezentowano wyniki badań empirycznych na temat zapewnienia bezpieczeństwa informatycznego w jednostkach gospodarczych w kontekście funkcjonowania systemu kontroli wewnętrznej w obszarze rachunkowości i wypełnienia wymogów ustawy o rachunkowości. Wyniki badań pokazują, w jaki sposób kierownictwo badanych jednostek kształtuje podstawowe elementy środowiska wewnętrznego, procesy komunikacji wewnętrznej i kontroli w zakresie zapewnienia ochrony zasobów informatycznych. Badania prezentują również podejście kierownictwa jednostek do różnych aspektów zarządzania ryzykiem informatycznym oraz stosowania procedur organizacyjno-administracyjnych, zabezpieczeń fizyczno-technicznych i programowych w środowisku informatycznym rachunkowości. Problemy analizowane w artykule rozpoczynają dyskusję naukową, która powinna prowadzić do opracowywania modeli teoretycznych, wskazywania skutecznych metod i narzędzi, a także wskazywania odpowiednich inicjatyw legislacyjnych. Metody badawcze wykorzystane w opracowaniu to analiza piśmiennictwa oraz regulacji w przedmiotowym zakresie, analiza wyników badań ankietowych, dedukcja i wnioskowanie.
The presence of contemporary entities in the cyber-space shows that IT offers unlimited possibilities of running a business and developing an organisation. On the other hand, it involves a greater number of internal and external threats in the area of accounting information resources security. The objective of the paper is to diagnose the current level of accounting information resources security (AIRS) assurance in Polish business entities. The paper analyses two research hypotheses. In accordance with the first one, the AIRS assurance level in various entity groups may be different, even though all entities should have implemented the same requirements of the Accounting Act in the analyzed area. The identified differences may result from the effect of additional, industry-specific regulations. The other hypothesis claims that in the private business area, accounting and auditing companies adhere to AIRS regulations more strictly than other small and medium enterprises. The paper defines the fundamental factors affecting the functioning of corporate accounting systems in the three dimensions of the cyber-space. Subsequently, the author presents the results of empirical research on how corporate information security is ensured in the context of internal accounting control systems and the requirements of the Polish Accounting Act. The results of the empirical research show how the management of the analysed entities crafts the basic elements of their internal environment as well as internal communication and control processes connected with ensuring information resources security. The results also show the management’s approach to various aspects of risk management of accounting information resources security, as well as to adherence to organisational and administrative procedures, and to hardware and software safeguards in the IT environment of the accounting system. The issues analysed in the present paper open a scholarly discussion that should lead to the development of theoretical models, recommendation of efficient methods and tools, as well as indication of adequate legislative initiatives. Research methods used by the author include analysis of literature and legislation, analysis of survey results, deduction and inference.

Opis:
The aim of this article was to review the most used systems supporting waste management in communities of the provinces of Silesia regarding to innovativeness of the functions offered within them. On the market there can be distinguished many systems dedicated to communities, which more or less are able to meet the demands of their users. Many of them only, in a small area, supports the management process of the waste system, offering only functions related to the accounting and finance service, or only creating reports. It is difficult to find software that would allow communities a comprehensive way for efficient and effective management, and would improve communication between all entities involved in the system. To meet market realities and requirements of users, software producers need to continuously improve innovation of their products.
Celem niniejszego artykułu był przegląd najczęściej stosowanych systemów wspomagających zarządzanie gospodarką odpadami w gminach województwa śląskiego pod kątem innowacyjności oferowanych funkcji. Na rynku znajduje się wiele systemów informatycznych dedykowanych gminom, które w mniejszym lub większym stopniu są w stanie sprostać wymaganiom ich użytkowników. Wiele z nich jedynie w niewielkim obszarze wspomaga proces zarządzania systemem gospodarki odpadami, proponując jedynie funkcje związane z obsługą księgowości i finansów czy tworzeniem raportów. Trudno znaleźć oprogramowanie, które w sposób kompleksowy pozwoliłoby gminom na sprawne i skuteczne zarządzanie, a także usprawniłoby komunikację pomiędzy wszystkimi podmiotami uczestniczącymi w systemie. Aby sprostać realiom rynku i wymaganiom użytkowników, producenci oprogramowania powinni stale podnosić innowacyjność swoich produktów.

Dokonujący się we współczesnym świecie postęp w zakresie technologii informacyjnych nasuwa pytania, jak będzie wyglądało zarządzanie w przyszłości oraz w jakim stopniu praca osób zarządzających będzie wspomagana i zastępowana narzędziami informatycznymi, ułatwiającymi wytyczanie właściwych strategii i podejmowanie najbardziej racjonalnych decyzji. Ważną kwestią dla rozwoju przedsiębiorstw jest również umiejętność i możliwość wykorzystania zdobyczy współczesnych technologii oraz zastosowania ich w procesach zarządzania organizacją W artykule poruszono zagadnienia dotyczące znaczenia wykorzystania narzędzi informatycznych w zarządzaniu, zwracając szczególną uwagę na bariery ich wprowadzania w małych i średnich przedsiębiorstwach. Wnioski w tym zakresie wyciągnięte zostały na podstawie analizy danych statystycznych GUS, dotyczących wykorzystania technologii informacyjno-komunikacyjnych w przedsiębiorstwach. Posłużono się również studium przypadku do oceny poziomu wykorzystania narzędzi informatycznych w przedsiębiorstwie produkcyjnym oraz identyfikacji barier w tym zakresie.
The progress in the area of information technologies seen in the contemporary world raises questions about the future shape of management and to what extent the work of executives will be assisted and replaced by IT tools facilitating design of appropriate strategies and taking of the most rational decisions. An important issue for the development of businesses is also skill and ability to take advantage of modern technologies and apply them in the management processes of an organization. The article addresses issues concerning the significance of IT tools utilization in management, with particular regard to the barriers to their implementation in small and medium enterprises. Conclusions in this respect were drawn on the basis of analysis of GUS statistical data related to the use of information and communication technologies in businesses. A case study was also used to assess the level of implementation of IT tools in a manufacturing enterprise and to identify barriers in this regard.
