Opis:
Circular on “Guidelines for the Standardization of User Interface Design for Navigation Equipment”, commonly known as “S-Mode Guidelines”, has lately been approved by International Maritime Organisation. Its potential impact on default and common user settings of radar equipment, electronic chart display & information system, and integrated navigation system has been discussed in the article. Several issues that should be considered during technical implementation of the circular provisions and follow-up familiarization of navigators with the affected equipment have been identified.

Electronic navigation, which has great important for ship management, has taken a step with technological improvements. In the result of these enhancements, new systems appeared as well as existing systems and these systems began to be integrated each other or used data of obtaining from the others like that AIS, Radar, ECDIS etc. All these and likely future systems have been put together under the roof of enhanced navigation (e-navigation) is defined by organizations such as International Maritime Organization (IMO), International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA), General Lighthouse Authority (GLA) etc. Especially IALA guidelines serve as model future applications in Turkish waterways. In this study aim to redefine e-navigation concept based on maritime safety awareness, maritime service portfolio (MSC 85/26) and discuss possible applications.

This study investigated Adherence to Highly Active Antiretroviral Therapy (HAART) among HIV positive patients receiving treatment in Imo State University Teaching Hospital Orlu. A prospective descriptive survey was adopted which involved hundred and fifty-three respondents (153) and twenty-five (25) clinic staff working in the Community Medicine of the Hospital. The instrument for data collection was structured questionnaire. Data were analyzed using SPSS version 25. Findings revealed that majority of the respondents 87(82.9%) agreed that they adhered strictly to their drugs prescriptions as ordered. 80(76.2%) of the respondents had no complaints about side effects, while 20 (95.2%) of the respondents reported poverty as one the challenges experienced for non-compliance to adherence, 12(57.1%) of them indicated forgetfulness as a major factor affecting their compliance to the HAART regimen, which is below the adherence level of ≥ 95% needed for HIV infected patients to reach full viral suppression. The study concluded that there is a fair adherence level of 87(82.9%) of HIV positive patients attending HAART clinic in IMSUTH but need to improve to reach ≥ 95% to enable HAART patients achieve full viral suppression. Health personal should emphasis more on teaching HAART regimen to HIV infected patients and also should be more focus to achieve more results.

The process of decarbonization and the pursuit of zero-emissions growth are a challenge for maritime transport, while strict environmental regulations regarding greenhouse gas emissions call for changes in both organizational and technological processes. The aim of the article is to present the problem of carbon footprint in relation to the maritime transport industry . The article discusses the negative impact of sea transport on the environment. The main research objective was to shed light on carbon footprint in the context of maritime transport as well as to identify the possibilities of its reduction, including through regulatory measures. Various research methods were used in the study, including a literature review, a review of the documentation of IMO regulations, reports and an analysis of technologies implemented to reduce pollutant emissions in maritime transport.

Celem artykułu jest przedstawienie czytelnikowi wpływu ograniczeń Dyrektywy Siarkowej na użytkowników obszarów objętych ścisłą kontrolą emisji siarki. Wymóg dostosowania się do nowych uregulowań prawnych wymusił na armatorach jednostek morskich stosowanie paliw alternatywnych. W celu spełnienia przepisów IMO dotyczących emisji zanieczyszczeń na obszarach ECA armatorzy jako paliwo żeglugowe wykorzystują skroplony gaz ziemny (LNG). W rozdziale pierwszym publikacji przedstawiono ogólne informacje z zakresu wprowadzonych zmian związanych z Dyrektywą Siarkową. Kolejno, poruszono aspekt zastosowania LNG jako paliwa napędowego jednostek morskich i scharakteryzowano ogniwa uproszczonego łańcucha dostaw LNG. W rozdziale trzecim dokonano analizy ekonomicznej cen LNG względem cen ropy naftowej.
The purpose of the article is to present to the reader the impact of the restrictions of the Sulfur Directive on users of areas under strict sulfur emission control. The requirement to adapt to the new legal regulations has forced naval units shipowners to use alternative fuels. In order to fulfil the IMO regulations concerning the release of pollutants in areas ECA shipowners as navigational fuel are using the liquefied natural gas (LNG). The first chapter of the publication presents general information about the introduced changes related to the Sulfur Directive. Furthermore, he aspect of the use of LNG as the fuel for marine units was discussed and the cells of the simplified LNG supply chain were characterized. The third chapter analyzes the economic price of LNG against oil prices.

The International Maritime Organization (IMO) introduces, adopts, and implements new instruments, such as conventions, resolutions, and guidelines, to prevent and minimize the number and severity of accidents involving ships at sea. The results of international maritime safety requirements introduced in recent years are presented in this paper. The impact of these regulations on ship safety improvement in European marine waters was determined via an analysis of accidents over a seven-year period of 2014–2020. The analysis was based on the classification of accidents by their severity, by the type of ship involved, and by the identified causes or contributing factors. Evident, still existing “weak points” of maritime safety monitoring are emphasized, such as low reporting of incidents and superficial identification of contributing factors. It is worth noting that the technological development of marine electronic systems introduced both positive effects and novel threats to the safety of navigation. An example is an uncritical overreliance on technology and information provided via electronic means and sensors. In this context the usage of integrated, digitized bridge systems in contemporary maritime vessels and future remote control systems was stressed.

At present, providing a clear presentation of the navigational situation around a navigator’s own ship (OS) is one of the most important issues facing device manufacturers. Integration of navigational devices on the bridge has made it possible to transfer information and present it in the form chosen by the navigator screen. However, this may cause a decrease in the clarity of information and hamper its interpretation. The ability to select the best information, and that which is most needed at a given moment, depends on navigator proficiency. Vectors are still the basic form of the graphic presentation of radar-tracked object data. However, the ability to track more objects at the same time in crowded areas results in a decrease in readability and can cause errors. This article introduces the possibility of presenting information about collision danger in the form of Dangerous Courses Sectors (DCS) together with an analysis of changes in these during typical ship encounter situations. DCS are calculated on the base of Dangerous Passing Areas (DPA) as bearings on the marginal points of these areas.

Ensuring the safety of navigation requires searching and implementation new methods of operation by International Maritime Organization. Greater vessel dimensions, large quantities of dangerous goods transported by sea, require enforcing new regulations for waters of the increased risk of occurrence of a dangerous situation or collision. Identification of hazards allows predicting different scenarios of events and finally the diagnosis for risk assessment, its control and limitation. Activity connected with the improvement safety of navigation should be unified and the same tools for such action are recommended to be applied worldwide. The paper discusses the role of formal safety assessment as a tool used by the International Maritime Organization in the decision-making process. The applicability of this methodology in national and shipowners’ regulations concerning the safety of navigation is presented in this article.

In the paper, the author attempts to isolate, clarify, systematize, and classify various types, models and kinds of electronic chart systems, operating nowadays on the shipping market, which are a perfect example of the use of GIS (Geographic Information System) technology in widely comprehended maritime and inland waterway applications, in particular tries to promote internationally standardized system ECDIS (Electronic Chart Display and Information System), its RCDS mode (Raster Chart Display System), as well as Warship ECDIS (WECDIS), and Inland ECDIS (I-ECDIS). In the paper the author presents the general classification of electronic chart systems taking into consideration the following criteria: international standards, certification by classification society, used data base, updating system and certification by maritime administration.

Modular Integrated Navigation Systems (INS) according to the revised IMO performance standards on INS combine and integrate the validated information of different sensors and functions and allow the presentation on the various displays according to the tasks. The aim of the investigations discussed within this paper was to assess the advantages of an INS design compared to a traditional bridge layout with respect to the execution of collision avoidance and route monitoring tasks. The Situation Awareness Global Assessment Technique (SAGAT) approach was applied to assess Situation Awareness (SA) during these operations while bridge design and out of window visibility were manipulated. Additionally, workload was measured by NASA-TLX with its six subscales. The experiment was conducted in a full immersive simulation environment with 26 experienced mariners. The results indicate that SA is significantly higher with the INS bridge design in the reduced visibility condition compared to the traditional bridge design. Also, tendencies were found that workload and subdimensions are influenced by bridge design and visibility conditions.

The paper shows the results of the research conducted in order to analyse the differences in understanding the International Regulations for Preventing Collisions at Sea among the students in countries practising two different systems of education for seafarers: the so-called “sandwich system” and the continuing system. Methods of learning as well as their effect on understanding the International Regulations for Preventing Collisions at Sea and students’ opinions on efficient methods of learning have also been analysed. Furthermore, the problems the teachers are facing have been identified. Measures for the improvement of the system have been proposed as well.

In the paper the Author tries to present the background to e-Navigation and its definition, the key elements which in the vision for e-Navigation were covered and the IMO's strength as the co-ordinator of e-Navigation, including strategy implementation plan. The underlying important principles were stated, together with the need to take user needs into account. Recent presentations and comments showed just how ambiguous the term „users? can be in the context of e-Navigation. This led to a more in depth review of the components of the IMO Strategy Implementation Plan. The author tries to answer the question of whether these assumptions, decisions and actions taken were appropriate and sufficient. The author asks the simple question whether the mere adoption and introduction of the concept of e-Navigation in life will be enough to meet all the challenges of the twenty-first century.

In 2018 during the 72nd session of the Maritime Environmental Protection Committee (MEPC) IMO adopted its initial strategy for the reduction of greenhouse gas emissions (GHG) from the ships to meet the Paris Agreement Goals, 2015. This is considered as a major milestone in formulizing a clear strategy by IMO towards its objective of reducing the global GHG emissions from the ships. The strategy had two primary objectives: the first was to decrease total annual GHG emissions by at least 50% by 2050 compared to 2008 levels. The second objective was to promote the phasing out of GHG emissions entirely. In 2020, the International Maritime Organization (IMO) conducted a study which revealed that greenhouse gas (GHG) emissions from shipping had increased by 9.6%. The rise in global maritime trade was identified as the main factor behind this increase. IMO's 2020 study also concluded that reducing GHG emissions by focusing only on energy-saving technologies and ship speed reduction would not be enough to meet the IMO's 2050 GHG reduction target. Therefore, greater attention needs to be given to the use of low-carbon alternative fuels. To understand the effectiveness of currently available technologies in reducing GHG emissions from ships, a literature survey was conducted in this study. The survey examined a range of related articles published between 2018 and 2022. This study aimed to identify the current stage and the quantity of literature available on various technologies and, more importantly, serve as a decision-making support tool for selecting a technology under specific circumstances in a quantitative manner. The technologies were divided into four groups: those that utilize fossil fuels, those that use renewable energy, those that use fuel cells, and those that use low-carbon or alternative fuels. The literature survey was conducted using Web of Science (WoS) and Google Scholar. The results of this study will also help to identify clear research gaps in comparing the effectiveness of various available technologies to reduce GHG emissions. Ultimately, the aim is to develop a comprehensive strategy that can be used to reduce GHG emissions from shipping and contribute to the global fight against climate change.
