Opis:
The article presents an assessment of the level of social and economic development of all 153 towns and cities of the Eastern Region in the years 2005 and 2009. It also determines the changes in ranking of the towns and cities within the researched area according to classes of social and economic development. The research took into account 42 variables, analysed as a whole and within three research areas: social resources, economic potential and living conditions. The analysis allows for conclusions concerning diversity of the levels of development among the towns and cities from the spatial perspective and enables planning of development of the towns and cities both within each province and for the entire Eastern Region.

The article synthesizes, organizes and in many ways reveals and defines the conventionally invariant and derivative values (senses) of the hyperfrequency particle 'AS IF (КАК БЫ)' using as its material various discourses in the modern Russian language. Anthropological and phenomenological study revealing the pragmatic strategy of the speaker's approach to the texts, substantiated the hypothesis of the permanent dialogical, situational significance of this specific discourse phrase, even in cases when it reveals the physiological aspects of speaking. On the surface, the explanation of the reasons for the high frequency use of 'as if' is based on socio-political factors. At the same time, the ”byte of uncertainty” of our time correlates with the categories of contemporary postmodernist consciousness with its freedom from the unambiguous connection of the word with the denoter and, as a consequence, with the loss of uniqueness and certainty.

This paper shows results of researches of a structure and mechanical properties of metal sheets of IF steels subjected to recrystallization annealing. The annealing was held in the scope of the temperature of 600-900°C over 25 min time. The impact of heat treatment on changes of properties and structure of the researches steel has been analysed. During annealing typical processes of rebuilding of the structure deformed as a result of cold deformation in the form of forming new recrystallized grains and their growth were observed. As the temperature of annealing increases the hardness of the material gradually decreases.

Opis:
Niniejsze opracowanie zostało przygotowane w ramach projektu TASK finansowanego ze środków NCBiR. Ma ono na celu dokonanie oceny przydatności narzędzi analitycznych służących do prowadzenia analiz typu what-if w zarządzaniu kryzysowym na przykładzie systemu TASK. W pierwszej części opracowania zdefiniowano pojęcie sytuacji kryzysowej, dokonano jej dekompozycji na najważniejsze elementy oraz przedstawiono opis przykładowej sytuacji. W dalszej kolejności omówiono analizy what-if z perspektywy zarządzania kryzysowego i pokazano sposób ich prowadzenia w systemie TASK. Potwierdzeniem powyższych rozważań są opisy dwóch przykładowych analiz what-if przeprowadzanych przy użyciu systemu.
The main goal of presented research paper is to rate the utility of analytical tools used in what-if analysis in crisis management. The research is based on the TASK system example. The crisis situation definition has been presented and factorized in the first part of the research paper and an example situation has been described. In the next part of the paper, the use of what-if analysis in crisis management has been discussed and an example of its usage in the TASK system has been presented. The descriptions of two examples of what-if analysis carried out ,using the TASK system, confirm the thesis mentioned above.

Opis:
The paper presents the results of assessment studies of the time course for technical wear in masonry buildings located in the area of mining-induced ground deformations. By using fuzzy inference system (FIS) and the “if-then” rule, corresponding language labels describing actual damage recorded in structure components were translated into scalar outputs describing the degree of damage to the building. Adopting this approach made it possible to separate damage resulting from additional effects coming from mining--induced ground deformations and the natural wear and tear of masonry structure. By using statistical analysis an exponential function for the condition of building damage and the function of natural wear and tear were developed. Both phenomena were subject to studies as a function of time regarding the technical age of building structure. The results obtained were used to develop a model for the course of technical wear of traditionally constructed buildings used within mining areas. In the course of natural wear and tear buildings located in mining areas are additionally exposed to forced ground deformations. The increase of internal forces in structure components induced by those effects results in creating an additional stress factor and damage. The hairline cracks and cracks of building structure components take place when the intensity value of mining effects becomes higher than the com-ponent stress resistance and repeated effects result in the decrease of structure rigidity. The observations of building behaviour in mining areas show that the intensity of mining activity and the multiplicity of its effect play a substantial role in the course of technical wear of buildings. The studies show that the level of damage resulting from mining effects adds up to natural wear and tear of the building and impairs the global technical condition as compared to similar buildings used outside mining areas.
W artykule przedstawiono wyniki badań odnoszących się do oceny przebiegu w czasie zużycia technicznego budynków murowanych położonych w obszarach oddziaływania górniczych deformacji podłoża. Wykorzystując zasady logiki rozmytej (FIS) i reguły „if-then”, reprezentatywne etykiety języ-kowe opisujące faktyczne uszkodzenia zarejestrowane w elementach konstrukcji, zamieniono na wyjścia skalarne opisujące stopień uszkodzenia budynku. Dzięki takiemu postępowaniu wydzielono uszkodzenia wynikające z dodatkowych oddziaływań pochodzących od deformacji gruntu wskutek robót górniczych oraz naturalne zużycie konstrukcji murowej. Z wykorzystaniem analizy statystycznej opracowano wy-kładniczą funkcję stanu uszkodzenia budynku oraz funkcję zużycia naturalnego. Oba zjawiska przebadano w funkcji czasu odnoszącego się do wieku technicznego konstrukcji budynku. Na podstawie uzyskanych wyników badań opracowano model przebiegu zużycia technicznego budynków o konstrukcji tradycyjnej użytkowanych w granicach terenów górniczych.W przebiegu procesu zużycia naturalnego, budynki położone na terenach górniczych narażone sądodatkowo na oddziaływanie wymuszonych deformacji podłoża. Wywołany tym oddziaływaniem wzrost sił wewnętrznych w elementach konstrukcji, powoduje pojawienie się dodatkowego czynnika napręże-niowego i powstanie uszkodzeń. Zarysowanie lub spękanie elementu konstrukcji budynku następuje, kiedy wartości oddziaływania górniczego przewyższają poziom możliwych do przejęcia przez element naprężeń, a wielokrotne oddziaływania powodują spadek sztywności konstrukcji. Z obserwacji zacho-wania się budynków na terenach górniczych wynika, że intensywność eksploatacji górniczej i krotnośćjej oddziaływania odgrywają zasadniczą rolę w przebiegu zużycia technicznego budynków. Wykazano w badaniach, że stan uszkodzenia pochodzący od oddziaływań górniczych sumuje się z naturalnym zużyciem budynku i powoduje pogorszenie się globalnego stanu technicznego w stosunku do budynku podobnego użytkowanego poza terenami górniczymi. Wraz z upływem czasu i wzrostem wieku technicz-nego w budynkach występuje szybszy wzrost ich globalnego zużycia technicznego. Wzrost ten wynosi od ok. 20% dla budynku o wieku technicznym 20 lat do ok. 50%, dla budynków o wieku technicznym 120 lat. Wzrost ten interpretować należy, jako udział szkód górniczych w globalnej ocenie zużycia bu-dynków na terenach górniczych.

The paper analysis the principle of proportionality, which is widely applied in the EU legal order and is therefore one of the fundamental principles of the system of the European Union. It is one of the legal principles that govern decision-making processes and common strategic objectives, and which are applicable when establishing European Union legislation and transposing it into national law, including in the area of criminal law, although the current analyses do not often focus on discussing this aspect. Due to its complexity and significance for the processes of establishing and applying the law, the principle of proportionality requires detailed and separate discussion, especially in the context of European criminal law.

This paper proposed an I/Q imbalance compensation algorithm based on neural networks, suitable for low-IF receivers. First, the low-IF receiver architecture and the phenomena of I/Q imbalance (also referred as image interference) are described. The standard solution - using a complex LMS adaptive filter, which separates the desired, and image signals - is limited in that the recovered signal remains affected by the I/Q imbalance; the filter proposed here corrects this drawback. The functionality, convergence and stability of the neural network based filter are demonstrated through extensive computer simulations. A sizing example is also given - deduction of the number of sample necessary in order to achieve a -60 dB image rejection - along with the time domain behaviour of the resulting neural network.

Opis:
This paper shows effective method of linear distortions compensation in zero-IF receivers. With application of frequency domain processing a computation efficient method was developed that allows to correct quadrature mismatch in Zero-IF receiver along with gain and group delay independent of receiving signal type. Method was implemented and tested on hardware platform confirming its effectiveness. This method makes it possible to build high sensitivity devices to monitor spectrum in very wide frequency ranges.
