Health resort treatment is an important element of the Polish health care system. An aging population, an increase in the amount of free time and income, as well as a healthy lifestyle trend are the main factors for the development of health tourism. West Pomeranian voivodeship ranks 3rd in the country in terms of the number of health resorts, as well as is the undisputed leader in terms of the number of people visiting Polish resorts. In 2017, over 25% of patients underwent medical treatment in health resorts in West Pomeranian voivodeship. The aim of the study was to analyze the potential of health resorts in West Pomeranian voivodeship and to assess the development of tourist traffic in health resorts in recent years. West Pomeranian voivodeship observes a steady increase in the number of health resort visitors using the services offered by health establishments and a changing structure of patients in regard to the financing method – there is a growing number of people who finance their stay in the health resort on their own. In order to maintain the leading position on the market of health tourism services, it is necessary to raise the standard of health services, carry out further investments in modern health resort infrastructure that is open to innovative and unconventional solutions combining traditional and modern methods of treatment as well as preventive healthcare and leisure. There is a need to constantly adapt the health tourism product to the changing needs of patients and to create new brand of products as well as acquire new groups of recipients who finance their stay in health establishments.

Przeprowadzone badania dotyczą pewnych określonych miejsc na mapie Polski, które ze względu na swoiste odrębności wyróżniają się szczególnym reżimem prawnym. Prezentowany artykuł dotyczy bowiem miejscowości, w których granicach administracyjnych znajduje się obszar uzdrowiska. Celem opracowania jest opis i analiza zagadnień dotyczących nazwy uzdrowiska. Ze względu na to, że samo pojęcie uzdrowiska jest w różny sposób definiowane, przytoczono różne określenia na wyjaśnienie tego terminu wywodzące się z języka potocznego i prawnego. Następnie poddano charakterystyce założenie ustawodawcy, zgodnie z którym do nazwy miejscowości, w której granicach administracyjnych znajduje się obszar uzdrowiska, może zostać dodany wyraz „zdrój”, jeżeli podstawą leczenia uzdrowiskowego są wody lecznicze, lub wyraz „cieplice” bądź „uzdrowiska termalne”, jeżeli podstawą leczenia uzdrowiskowego są wody termalne. Przyjęte rozwiązanie wskazuje bowiem na pewne odrębności ustrojowe w zakresie możliwości używania i zmiany nazwy określającej miejscowość uzdrowiskową. Przedstawiono procedurę i tryb ustalania i zmiany nazwy gminy lub miejscowości. Poza tym poruszono problemy dotyczące prawnej ochrony nazwy uzdrowiska, ale też wskazano na pewne przywileje związane z przedmiotową nazwą związane z marketingiem terytorialnym w uzdrowisku. We wnioskach wskazano możliwe kierunki zmian w kontekście nazwy miejscowości uzdrowiskowej.
The conducted research concerns certain specific places on the map of Poland, which, due to their specific differences, are distinguished by a special legal regime. The presented article concerns the towns within which the area of the health resort is located. The aim of the study is to describe and analyze issues related to the name of the spa. Due to the fact that the very concept of a health resort is defined in various ways, various terms were quoted to explain this term, derived from colloquial and legal language. Subsequently, the legislator’s assumption was characterized, according to which the word „bath” can be added to the name of the town within the administrative borders of which the health resort area is located, if the basis for spa treatment are healing waters, or the word „hot springs” or „thermal spas” if thermal waters are the basis of spa treatment. The adopted solution indicates certain systemic differences in terms of the possibility of using and changing the name of a spa town. The procedure and procedure for determining and changing the name of a commune or town were presented. In addition, problems related to the legal protection of the spa name were raised, but also certain privileges associated with the name in question related to territorial marketing in the spa were indicated. The conclusions indicated possible directions of changes in the context of the name of the spa town.

Spa treatment, which constitutes an integral part of health care, is an organized activity consisting in providing health care services in the field of spa treatment or spa rehabilitation carried out in a spa by spa treatment facilities. In order to ensure the proper and efficient operation of this form of treatment in specially adapted facilities that are medical entities, this treatment is subject to professional supervision. Supervision over health resort treatment entails the control and evaluation of health resort treatment carried out in health resort treatment establishments. This issue is regulated primarily in the Act of 28 July 2005 on spa treatment, health resorts and health resort protection areas and in health resort communes, as well as in the Act of 15 April 2011 on medical activity. The study contains an analysis and evaluation of the legal regulations concerning the supervision of spa treatment. It discusses the basic terms related to spa issues and presents some concepts of control and supervision in terms of the doctrine. Spa supervision is characterized by specific regulations and the degree of complexity. This applies to individual issues that allow the reconstruction of the essence of supervision. These are the supervisory authorities, subject of supervision, the supervised entities, criteria and scope of supervision exercised and legal means of supervision. The authorities supervising the health resort treatment include the Minister of Health, the Voivode, the Minister of National Defense and the Minister of the Interior. In this article, in the analysis of the scope of his competences and control and supervisory powers great attention is paid to the Minister of Health as the central body of government administration in the field of matters belonging to the department of health administration managed by him. Due to the specific nature of supervision of this treatment carried out in the voivodeship, the legal position of the chief physician of the health resort, with whose help the voivode exercises this supervision, was analyzed. Since spa treatment is carried out in spa facilities in a health resort, the study contains the problem of separate control procedurescarried out in this area, within which special attention is paid to internal, management and ad hoc control.

The aim of the study was to show selected aspects of commercial offer of health resort facilities in Poland. The special attention was given to profile treatment, health services, average prices, additional offer of health and other services, including SPA&wellness as well as business services. The analysis of health resort treatment in 2010-2013 was conducted with special attention given to number of health resort facilities in general and by voivodeships. The activity of health resort facilities was presented in quantitative approach using number of inpatients including self-pay inpatients as well as number of beds in health resort facilities.
Celem opracowania było pokazanie wybranych aspektów oferty komercyjnych usług placówek lecznictwa uzdrowiskowego w Polsce. Szczególną uwagę skupiono na profilach leczenia, proponowanych zabiegach leczniczych, przeciętnych cenach za pobyt, ofercie dodatkowych usług leczniczych i usług pozostałych, włączając usługi SPA&Wellness oraz biznesowe. Przeprowadzono analizę lecznictwa uzdrowiskowego w Polsce w latach 2010–2013 z uwzględnieniem ogólnej liczby placówek, ich rodzajów i zróżnicowania terytorialnego. Działalność placówek lecznictwa uzdrowiskowego przedstawiono w ujęciu ilościowym, wskazując na liczbę łóżek oraz liczbę kuracjuszy, w tym ponoszących pełną odpłatność.

In recent years, there has been a growing global interest in spa tourism, as well as a significant increase in social awareness of the need to care for health, physical fitness and well-being. Apart from spa tourism, ‘spa & wellness’ tourism is also very popular. Kołobrzeg, in addition to being a town largely geared towards patients, also attracts tourists who take advantage of ‘spa & wellness’ treatments. The purpose of this article is to define the essence and characteristics of spa tourism based on the example of Kołobrzeg. Spa activities are carried out in health care entities operating in the zone of the spa, places where patients are undergoing treatment or rehabilitation. These benefit from the healing natural conditions of the areas in which they operate and their microclimates. The main part of the article presents the history of spa tourism in Kołobrzeg along with an analysis of its spa offer and therapeutic profile. In addition, the empirical part discusses the results of an analysis among patients using the survey method; a large proportion of respondents were over 65, mainly female. During the study, the respondents rated various aspects of their spa stay (on a scale from 1 to 5) at a level above 4.0, which indicates the healthy condition of the spa itself and general satisfaction among patients.

Abstract: The author has undertaken to classify the legal instruments of environmental protection of in a health resort municipality (a spa commune) in Poland, regarding the aspect of their impacting the state of protection of natural environment. A spa commune has at its disposal a catalogue of its own tasks, which is complemented by those connected with maintaining medicinal functions of the spa and with meeting the requirements of the environment. The analysis of the content of regulations of law on environmental protection allows concluding that in relation to spas there are no – in principle – separate legal norms which regulate questions connected with protection of environment. While identifying the legal instruments of environmental protection, it was necessary to take into account a few normative areas, on the basis of which the following groups of instruments were distinguished: regulatory and “police” type, planning, control and financial. In the study, some selected legal and comparative aspects were also taken into consideration.

Opracowanie zawiera krytyczne uwagi komentatorskie do wyroku Naczelnego Sądu Administracyjnego z dnia 25 lutego 2016 r. (II FSK 3866/13), a po części także do poprzedzającego go wyroku sądu pierwszej instancji. Autor nie zgadza się z twierdzeniem, że pobyt w szpitalu uzdrowiskowym uprawnia do zwolnienia z opłaty uzdrowiskowej. Jego zdaniem sądy orzekające w tej sprawie nie dostrzegły zasadniczych różnic pomiędzy szpitalami uzdrowiskowymi a szpitalami „zwykłymi”. Autor zwraca uwagę na te różnice, dowodząc tym samym, że art. 17 ust. 2 pkt 2 ustawy o podatkach i opłatach lokalnych nie powinien mieć zastosowania w stosunku do osób przebywających w szpitalach uzdrowiskowych.
The paper presents critical comments to the judgment of the Supreme Administrative Court of 25th February 2016 (II FSK 3866/13), and partly also to the preceding judgment of the first instance court. The author disagrees with the statement that a stay in a health resort hospital entitles the patient to be exempted from the health resort fee. In the author’s opinion, courts adjudging in this case did not see the fundamental differences between health resort and “normal” hospitals. The author points out these differences, thus proving that Article 17 section 2 point 2 of the Act on Local Taxes and Fees should not apply to the persons staying in health resort hospitals.

“Uzdrowisko Cieplice” [the Cieplice Resort] is one of the oldest health resorts in Poland, which owes its popularity to its healing thermal springs. The Cieplice Baths constitute a modern water-recreation centre and complement the resort’s wellness package. The development of logistical services is stimulating a growing need for heath-resort services, including recreation and leisure services. Its convenient location near mountain resorts equipped with an infrastructure for winter sports (including downhill and cross-country skiing), is an additional advantage of the town’s location. The aim of this article is to describe the Cieplice Resort and highlight its logistic infrastructure, including its facilities, cycle paths, and tourist trails, which allow the resort’s visitors, who come here to see the sights and relax, to do so actively all the year round. For the purpose of their research, the author’s used the method of critically analysing literature and the information published on the Cieplice Resort website. An empirical (initial) study of the logistic infrastructure was complemented with photographs. The Conclusions: A well-developed logistics infrastructure contributes to the competitiveness of a health resort.

Environmental protection is a legal term with its definition in Art. 3 of Environmental Protection Act of 27 April 2001. Największy Zakład Przyrodoleczniczy zaspokoi wymagania wszystkich odwiedzających, a atmosfera tej niezwykłej miejscowości Górnego Śląska powoduje, że chce się tutaj wracać.
First references about Ustroń appeared already at the turn of the 13th century. Today this town with a population of fifteen thousand has become one of the most famous recreational and health resorts recognised in Poland and internationally. Ustroń gained the name of a spa at the end of the 9th century. Nowadays, Ustroń is a resilient centre where tourists and health resort visitors find natural qualities and climatic conditions favourable for health throughout the year. The largest spa centre satisfies the expectations of all visitors and the atmosphere of this unique location of the Upper Silesia makes Ustroń a place to return.

Aim/purpose – The aim of the paper is to explore the evolution of business models of health resort enterprises. The sector is perceived in this research as a case of a particular, traditional sector based on natural (here: balneological) resources which has been undergoing significant changes. In addition to the analysis of the evolution of business models, the purpose was to investigate the role of different categories of resources, e.g. infrastructure or relational competences, in substituting natural resources in the creation of business models. Design/methodology/approach – The exploration was based on a quantitative approach and survey research. The data gathered through the questionnaire were used in cluster analysis which adopted the agglomeration (hierarchical) method, i.e. grouping of features by Ward’s method. Findings – Business models in the health resort sector in Poland have evolved and the major change incorporated their shift from business models focused on an idiosyncratic category of resources, i.e. natural, balneological resources, to business models based on other categories, like human resources, e.g. employees’ competences, tangible resources like modern infrastructure or financial resources (for example contracts). The application of a clustering method facilitated tracing the evolution of business models from various perspectives, such as the importance of interorganiational cooperation, different value propositions, and focus on various customer segments. Research implications/limitations – The research implication for management studies is the recognition and presentation of the categories (archetypes) of business models of health resort enterprises in Poland as well as the characteristics of the evolution of business models within the scope of their components. The primary practical implication from a managerial perspective is to provide the basis for evaluation of opportunities and threats related to the adopted business model when comparing to the alternatives currently chosen by competitors. The major limitation of the research is the small sample size. Originality/value/contribution – The paper presents the results of the original research conducted among health resort enterprises in Poland. The paper identifies and characterises various categories (archetypes) of business models of the health resort enterprises in Poland as well as the evolution of the building blocks of implemented business models. The study contributes to the discussion on the usefulness of resource-based-view (RBV) as a theoretical perspective of business model research. The results are consistent with RBV as well as adhere to competence approach and relational view. From a practical perspective, they offer a recipe (formula) for managers of health resort enterprises interested in introducing changes into their business models.

Objectives: The present study was aimed at evaluating microbiological contamination of air in Ciechocinek and Inowrocław – Polish lowland spa towns. Additionally, the impact of open-air inhalatoria on the quality of air was evaluated. Material and Methods: Air samples were collected seasonally in the urban areas, in the recreation areas and in the vicinity of inhalatoria in both towns using impaction. The numbers of mesophilic bacteria, staphylococci, hemolytic bacteria and actinomycetes were determined on media according to the Polish Standard PN-86/Z-04111/02. The number of moulds was determined on media according to the Polish Standard PN-86/Z-04111/03. Results: While the highest numbers of microorganisms were noted at the sites located in the urban areas, the lowest numbers were noted in the vicinity of the open-air inhalatoria. In all the investigated air samples the values of bioaerosol concentrations were below the recommended TLVs (≤ 5000 CFU×m⁻³ for both bacteria and fungi in outdoor environments). Location of the sampling site was invariably a decisive factor in determining the number of microorganisms in the air. Conclusions: The aerosol which is formed in the open-air inhalatoria has a positive influence on microbiological air quality. Owing to a unique microclimate and low air contamination, Ciechocinek and Inowrocław comply with all necessary requirements set for health resorts specializing in treating upper respiratory tract infections.

The paper discusses the issue of the “A”, “B”, “C” zones of spa protection regulated by “The law on spa treatment, health resorts and its protected areas, and on health resort administrative districts” (2005) as part of the spa area or spa protection area, defined in a spa statute, established in order to protect healing medical properties and natural medical resources in the respect of values of environment protection and spa facilities. The aim of the research, the results of which arepresented in the paper, was to identify the problems related to the functioning of protection zones in spas in Polish. In addition, an attempt was made to assess the efficiency of zoning as an instrument of landscape protection, defined by the European Landscape Convention as a geographical-psychological reality perceived in a multi-sensory way. In the course of the research, selected planning and strategic documents were analysed, including spa statutes. On their basis, the cities in Poland with the largest and smallest area of the A zone of spa protection and health resorts in Poland according to the size of the area of different types of spa protection zones were compared. The outcomes of the research were juxtaposed with the conclusions drawn in the report of the Supreme Audit Office (2016). It was shown that the spa protection zones, due to their protection, the function that determines the preservation of the therapeutic qualities of the landscape should be treated as an indispensable tool for protecting the landscape of spa resorts.

Miejscowość Szczawnica, usytuowana na granicy Beskidu Sądeckiego i Pienin, stała się na początku XIX w. uzdrowiskiem. Wiązało się to z napływem turystów kuracyjnych. W przeciwną stronę rozchodziły się produkty uzyskane w uzdrowisku, m.in. wody mineralne. Niniejszy artykuł jest próbą ukazania stanu komunikacji drogowej oraz wodnej na odcinku Krościenko nad Dunajcem – Szczawnica i jego wpływu na wybrane aspekty funkcjonowania uzdrowiska.
The town of Szczawnica, situated on the border of the Beskid Sądecki and the Pieniny Mountains, became a health resort at the beginning of the 19th century. It was connected with the influx of curative tourists and outflow of products obtained in the health resort, e.g. mineral water. This article is an attempt to show the condition of road and water transport on the section Krościenko nad Dunajcem-Szczawnica and its impact on selected aspects of functioning of the health resorts.

W pracy przedstawiono wyniki badań dotyczących zanieczyszczenia metalami gleb w parkach zdrojowych polskich wybranych uzdrowisk. Dla realizacji pracy pobrano 16 próbek gleb w ośmiu uzdrowiskach. W pozyskanych próbkach oznaczono zawartości 13 pierwiastków oraz pH wyciągu wodnego. Uzyskane wyniki porównano do dopuszczalnych wartości dla gleb zaliczanych do grupy A zgodne z Rozporządzeniem Ministra Środowiska z dnia 9 września 2002 r. w sprawie standardów jakości gleby oraz standardów jakości ziemi.
Results of heavy metals contamination of soils in health resort parks are presented in the paper. 16 soils from eight polish health resorts were sampled to perform the work. In collected samples concentration of 13 elements and pH value were determined. Results were compared to the limit values according to the polish law.

This paper discusses the importance of indoor air quality and indicates its relation with outdoor air quality in the area of spa treatment. Significant factors and sources causing indoor air pollution by particulate matter and radon are considered. Particular attention is drawn to specific functions of health resorts in spa treatment in the context of the importance of indoor and outdoor air for patients staying in the resorts. It is underlined the specificity of health resorts providing treatment for patients classified as the group most sensitive to air pollution, i.e. people with chronic respiratory diseases. The study comprised measurements of 24-h concentrations of PM10, PM2.5 and 10-minute instantaneous concentrations of radon-222 (222Rn) from February 5 to February 25, 2021 in a treatment room of one of the Polish spas located in Lower Silesia. The analysis of interactions between the concentrations of two fractions of particulates PM10 and PM2.5 was presented. The interaction and dependence of factors affecting the elevated values of concentrations of the studied pollutants were discussed. The presented analyses showed that the concentrations of the studied pollutants were influenced by air exchange and air infiltration from outside to inside. In the case of short-term measurements of 222Rn activity concentration in the air, it was found that the observed changes in hourly concentrations of 222Rn are analogous to those observed in residential buildings. For the specific time intervals, the variation of PM concentrations and 222Rn activity concentration was found to be similar.

Budżet Obywatelski (BO), rozumiany jest jako jedna z form partycypacji społecznej, dzięki której mieszkańcy mogą w sposób bezpośredni (przez głosowanie) wpływać na wydatki z budżetu swojego miasta/gminy/powiatu/województwa. Celem badań było rozpoznanie roli BO w kształtowaniu krajobrazu lokalnego. Badaniami objęto miasta uzdrowiskowe (w tym dzielnice uzdrowiskowe miast) z uwagi na ważną rolę krajobrazu w zachowaniu ich specjalnego statusu (funkcji leczniczej). W toku postępowania badawczego przeprowadzono analizę aktualnych uwarunkowań funkcjonowania miejscowości uzdrowiskowych i BO w Polsce. Następnie na przykładzie projektów BO miast uzdrowiskowych z ostatniej edycji (2018/2019) rozpoznano jakie są potrzeby mieszkańców wobec kształtowania krajobrazu. W szczególności zwrócono uwagę na ich stosunek do poprawy estetyki miasta (rewitalizacja) i rozwoju obszarów zieleni. Na koniec oceniono rolę BO w kształtowaniu krajobrazu miast uzdrowiskowych. Wykazano, że jest on ważnym narzędziem poznania preferencji społecznych, m.in. w zakresie kształtowania krajobrazu i przestrzeni publicznej.
Participatory budgeting (PB) is understood as one of the forms of social participation, thanks to which residents can directly (by voting) influence expenditure from the budget of their town / commune / poviat / voivodship. The objective of the research whose results are described in this paper was to identify the role of PB in local landscape shaping (development). The research encompassed health resort towns (including the health resort districts of towns/cities) owing to the important role of landscape in the preservation of their special status (therapeutic function). The research process included an analysis of the current determinants of the functioning of health resorts and PB in Poland. Then, using the example of PB projects in health resort towns in the 2018/2019 edition, the inhabitants’ needs regarding landscape development were identified. Particular attention was devoted to the inhabitants’ attitude to improving the aesthetic appearance of their city (revitalisation) and developing green areas. Finally, the role of PB in developing the landscape of health resort towns and the usefulness of analysing the top PB projects were assessed to identify the impact of PB on landscape development. It has been shown that PB is an important tool for discovering the preferences of the public, e.g. with regard to developing landscape and public space.

The legislator’s fee and spa subsidy established a source of income for a local government unit that has the status of a spa (health resort) municipality. The health resort municipality may collect the health resort fee from natural persons staying more than one day for health, tourist, leisure and training purposes in the area of the health resort, applying the allowances and preferences indicated in the relevant act implementing the own tasks in the scope of preserving the spa functions of health resort for the award of a spa subsidy from the state budget. Both sources of financing of the health resort municipality are the compensation for the lost income of the health resort municipalities due to statutory restrictions on the economic and investment development of this type of local government unit. Often there are conflicts of interpretation concerning the adoption and implementation of the collection of the health resort fee, as well as in matters concerning the rules, manner and purpose of the use of the fee and the health resort subsidy by the health resort municipalities. The aim of the article is to present the most important aspects of the essence and legal nature of the fee and spa subsidy. The legal basis defining the functioning of the fee and spa subsidy has been discussed in historical perspective, from the late nineteenth century to the present, in the context of the income component of the spa commune under the provisions of administrative and tax law. The research considerations were based on the review of legislative acts regulating this matter in the aspect of the repealed and applicable law and positions presented in the literature on the subject. Proposals for legislative changes in this area have been presented, simultaneously indicating the purpose and effects of the amendment.

This paper deals with the problems relating to the obligation to return the sickness benefit in the event when an insured person takes up paid employment during confirmed incapacity for work due to illness. The reason for this analysis is the non-uniform or inconsistent practice of the Supreme Court. In the majority of its issued verdicts, the opinion of the Supreme Court is that the the claim for returning the undue bene-fit paid ought to be withdrawn and cancelled if there was no information provided in the instruction about the circumstances that may lead to the forfeiture of the entitlement to statutory sickness benefit under Article 17(1) of the Act of 25 June 1999 on cash benefits from social insurance in case of sickness and maternity. However, there is also a different standpoint according to which the lack of instruction is not a sufficient basis for adjudicating that the insured party is not obliged to return this benefit. In its judgments, the Supreme Court emphasises the importance of the way in which the insured person acts. Submitting a sick leave and performing paid work is tantamount to misleading the disability pension body as to the circumstances that determine the right to a sickness be-nefit. Divergences in the judicial decisions of the Supreme Court have an impact on the judgments issued by common courts, which results in different decisions in cases of identical factual status. The non-uni-form case law of common courts has a direct impact on the situation of individual beneficiaries. Despite the same factual circumstances some insured individuals have to return the benefit whereas others are exempted from this obligation. This creates secondary inequality of the insured persons who constitute a group of similar subjects and is inconsistent with the principle of equality expressed in Article 32 of the Constitution of the Republic of Poland.

The theme of the article is the Kemeri district’s development in Latvia as a tourism destination. The aim is to research the reasons for the decline in tourism in Kemeri and to determine factors influencing tourism development in the Kemeri district. Scientific articles and theoretical resources (44 in total), including Latvia’s and Jurmala municipality’s long-term planning documents, have been used to create this document. For primary data, a survey was conducted amongst the Kemeri district’s local inhabitants, and the foreign and local visitors in Jurmala and Kemeri, in addition to interviewing Latvian tourism industry experts. Consequently, a mixed method of research was conducted, both of qualitative and quantitative data, obtained through secondary and primary data analysis. The study contains research on the reasons for the decline in the district’s tourism, focusing on the Kemeri district in Latvia’s and Jurmala municipality’s future strategies and plans, whichhave had no interest in investing in the district, and whether there actually is a potential for the Kemeri district to develop its tourism from the point of view of visitors and experts.

Introduction. Low levels of physical activity in the society have been observed in Poland for many years, especially in case of elder people. It is surprising that, in the era of intensified development of diseases of affluence, many people still do not recognize health benefits that result from regular physical exercise. Materials and method. 622 health resort visitors who participated in the research in the Nałęczów Health Resort were divided into groups based on socio-demographic status in order to recognize the determinants of their physical activity. A short version of International Physical Activity Questionnaire (IPAQ) was used to estimate the level of physical activity. Results. Health resort visitors were characterized by a relatively low level of general physical activity, and walking was a predominant type of exercise. Surprisingly, professional status did not significantly differentiate participants’ physical activity. However, especially participants from small villages and towns with primary education presented a low level of physical activity. These were mostly pensioners and persons of disadvantaged groups with lower income. Conclusions. Most of health resort visitors represent low level of physical activity which cannot be significantly and statistically differentiated by any demographic variable.
