W artykule przedstawiono powstanie, początki i etapy rozwoju Centrum w Genewie oraz całej sieci, a także obecne osiągnięcia i produkty. Przedstawiono także krótko działania Polskiego Krajowego Centrum CIS, którego rolę pełni od 1960 r. CIOP-PIB. Korzystanie z systemu informacji CIS umożliwia krajowym i zagranicznym teoretykom i praktykom bhp uzyskanie najnowszych, wiarygodnych informacji z tej tematyki i może pomóc w pracach nad zapewnieniem pracownikom bezpiecznych warunków pracy i ograniczaniem wypadków i chorób zawodowych.
2009 saw the 90th anniversary of the International Labour Organization (IL)) as well as the 50th anniversary of the International Occupational Safety and Health Information Centre CIS and the network of CIS Centres, which form the international OSH information system CIS. This article discusses the setting up, beginnings and development of the CIS Centre in Geneva and of the whole network, its present achievements and products. The activities of the Polish National CIS Centre are described, too. The Central Institute for Labor Protection - National Research Institute (CIOP-PIB) has been the Polish National CIS Centre since1960. The CIS information system is an important OSH information source. It provides Polish and international OSH specialists obtain the latest, reliable OSH information. It can also help in projects on providing workers' with safe working conditions and reducing occupational accidents and diseases.

The concept of Corporate Social Responsibility (CSR) has a tremendous impact on the Human Capital Management, which is manifested in new trends in rewarding, such as responsible rewarding or total rewards approach. These approaches based on the assumptions of Corporate Social Responsibility promote the need for a holistic view on a human and therefore emphasize the working environment as an important aspect of the comprehensive employee rewarding policy within an organization. The aim of this paper is thus to raise awareness of the role that a supportive working environment and occupational health and safety (OSH) in particular play today in the effective and responsible employee management. The authors show an integrated view of OSH as a part of employee responsible rewarding. In this context, responsible rewarding takes into account the important issue of healthy and safe working conditions. This broad perception of employee rewarding allows the creation of a supportive work environment and strengthens the safety culture within the organization.

Opis:
The catering industry is developing rapidly in China. Statistics in 2002 indicated that there were over 3.5 million dining places in China, hiring over 18 million people. However, the accident rate was high. Occupational health and safety (OHS) has to be watched more carefully. It is proposed to develop an OHS management system for the catering industry and to integrate it with an ongoing management system by referring to OHSAS 18001:1999. The first step is risk identification and evaluating the major factors concerned by referring to the codes in China, the list of occupational diseases, operation rules, requirements of the law, and records of past incidents. The technological aspect has to be considered in working out the safety strategies. This includes technical measures in accident prevention at the workplace. The kitchen is the main area to be focused on. Methods for hazard identification and risk assessment of dangerous factors in kitchens are proposed in this paper.

Research background: Despite a dynamically growing exploration of broadly understood employee participation, there is still space left for more in-depth or new analyses in this area, and occupational health and safety (OHS) serves as a good example in this respect. In empirical studies, employee participation in the field of occupational health and safety is not treated as a separate element of ensuring safety in the organisation, but only as a minor element of occupational health and safety management, or as just one of the elements building a safety culture. Purpose of the article: The aim of the paper is to propose a synthetic measure of active employee participation in OHS taking into account the depth and scope of this participation. A comparative analysis of the level of active participation of OHS at medical facilities and in other sectors of the economy was also performed. Methods: The theoretical model for active employee participation in OHS was tested by means of a survey using the PAPI (Paper & Pen Personal Interview) method. Exploratory factor analysis (EFA) and confirmatory factor analysis (CFA) were used. The developed construct (characterised by an adequately high level of validity and reliability) was used in a comparative analysis of medical institutions with other sectors of the economy with the use of the Mann?Whitney U test. Findings & value added: This research fills the theoretical gap in the model approach to participation in OHS. It has been found (EFA and CFA analyses) that active employee participation in OHS consists of one dimension (15 items). The model for active employee participation in OHS and the universal measurement scale developed and validated in this study represent a step forward towards the effective and reliable measurement of employee participation. In addition, the research has shown that the level of active employee participation in OHS at medical facilities is lower than in other sectors of the economy. The added value of this paper results from the approach to measuring employee participation in OHS which takes into account the depth and scope of this participation. The tool is consistent with international regulations and standards in the field of OHS, and thus can be used in other countries to assess active employee participation in OHS, regardless of the size and profile of the company or the sector of the economy.

This study examines the roles and functions of businesses, labor-exporting countries’ representative offices in Taiwan, religious organizations, and manpower agencies in promoting occupational safety and health (OSH). It also offers advice to Taiwanese authorities on making policies and improvements regarding the oversight mechanism mandated by the Labor Safety and Health Act, giving them an idea of what to focus on when enforcing control over blue-collar foreign workers’ OSH conditions. This study also proposes that Taiwanese authorities may serve not only as an overseer/inspector of those hiring blue-collar foreign workers in Taiwan, but also expand their role to lay down policies regarding a variety of OSH teaching materials in the blue-collar foreign workers’ native languages (spoken or written), the qualifications of translators in blue-collar foreign workers’ OSH training programs, and regulations concerning the longer hours such training programs take.

Opis:
Electromagnetic radiation is one of the possible harmful factors that occur in the work environment. The subject of the issue of the exposure of people working on ships to electromagnetic fields has so far mainly focused on the sources located on military units [18, 22, 23, 24]. On the basis of many years of experience related to the operation of the Maritime Institute in Gdansk, a laboratory that performs measurements of electromagnetic radiation for the purposes of occupational health and safety in this study is characterized briefly, sources of electromagnetic radiation that may occur on vessels.
Promieniowanie elektromagnetyczne jest jednym z potencjalnie szkodliwych czynników dla zdrowia, które występują w środowisku pracy. Tematyka poruszająca zagadnienie narażenia osób pracujących na statkach na pole elektromagnetyczne dotychczas skupiała się głównie na źródłach znajdujących się na jednostkach wojskowych [18, 22, 23, 24]. Na podstawie wieloletnich doświadczeń związanych z funkcjonowaniem w Instytucie Morskim w Gdańsku laboratorium wykonującego pomiary promieniowania elektromagnetycznego dla celów bezpieczeństwa i higieny pracy w niniejszym opracowaniu krótko scharakteryzowano źródła promieniowania elektromagnetycznego, które mogą występować na jednostkach pływających.

Opis:
Risk scoring methods applied in risk assessments used in Turkey, differ from each other in terms of analysis methods, scoring the risks, presumption and sensitivity levels. This article aims to eliminate the effects of divergent results of different risk analyses of lifting equipments used in the building industry and develop a practical hybrid risk analysis and ranking method. In this study risks of lifting equipments used in the building industry were scored by conventional Fine-Kenney risk analysis method first. Secondly, with the experience of previous accidents on construction sites, the reasons of accidents were sorted into 7 main criteria, which being ‘Demographic’, ‘Behavioral’, ‘Machine Related’, ‘Working Environment Related’, ‘Economical’, ‘Administrative’ and ‘Organizational’ criteria and related sub-criteria. Developing these criteria was supported by the experience of inspections carried out by labour inspectors. The weighted scores of these criteria were calculated by AHP method using a questionnaire applied to 14 experienced labor inspectors. The weighted scores obtained by the analytical hierarchy process method (AHP) were multiplied by the scores obtained by Fine-Kinney risk assessment method and a new integrated risk assessment and ranking application was introduced. With this application, a different priority rank was created and which risk to be eliminated primarily was determined. Action-oriented support programs have been increasingly playing vital roles in promoting safety and health in developing countries in Asia. This paper studied achievements of 3 action-oriented support programs: the WISE program for small enterprises, the WIND program for farmers, and the POSITIVE program for workers and trade unions. Special attention was paid to how the programs have strengthened local efforts for sustainable actions in safety and health improvements. The results showed that there were significant achievements in action-oriented support programs in the region, including a large number of improvement examples, integration into government policies, and network support through employers’ and workers’ organizations. Participatory, action-oriented training tools such as action-checklists, local good example photos, and group work methods played key roles in the effective implementation of the programs. It was of note that there were a number of local efforts to extend the coverage of action-oriented support even to hard-to-reach workers such as home-based workers, rural workers, and ethnic minorities. The efforts included the equal participation in the training by female and male farmers, shortened and weekend training programs, photo sheets showing local good examples, and reasonable fee collection for better sustainability. In conclusion, action-oriented support programs provided local people with concrete means to promote safety and health improvements. The successful programs commonly focused on local initiatives and were built on local wisdom and resources.

The number of mining operations is increasing in the Canadian North, where extreme weather conditions govern. Currently, many mine development projects are also in progress in this region. These mines’ working atmosphere and employment circumstances are highly different from regular mines. One of the main differences is the special safety issues of the Canadian North. The primary sources of these special issues are: the difficulty of finding skilled employees; high employee turnover rate; insufficient training and certification requirements; delicate employment circumstances affecting the psychological well-being of employees; permafrost; mine inspection challenges; inventory and logistic hardship; and the legislative and regulative necessities corresponding to the particular working environment. This paper aims to set forth specific safety cases in the mines located in the Canadian North. Then, it argues the characteristics of safety organizations and management required to deal with these cases. Furthermore, how the current frameworks can be improved is discussed. Safety issues stemming from cold weather conditions and location remoteness of mines add further challenges to the viability and implementation of projects. The paper underlines that mining operations need certain safety organizations, management approaches, and specific regulations for the mines operated in remote areas and under severe weather conditions.

This paper aims at evaluating the relationship existing between the level of health and safety of selected types of working position with their economic value. Ten stationary positions in different branches of economics were studied. Estimated costs associated with the work of man, estimated the risk of environmental hazards and determined the effectiveness of the use of the test job. For all the analyzed work positions, the changes introduced in the area of health and safety led to a simultaneous increase in productivity and a decrease in labour cost. It was also revealed that a strong link exists between the OEE index and the level of occupational risks. The research showed that the level of occupational health and safety and the economic value of a given work are strongly connected. Successive waves of modifications ultimately triggered an increase in the OEE, up to a level much higher than that registered before their introduction, as well as a reduction of the labor cost.
Celem pracy była ocena relacji zachodzących między poziomem bezpieczeństwa i higieny pracy na wybranych stanowiskach pracy a ekonomicznymi walorami pracy. Badaniami objęto 10 stacjonarnych stanowisk pracy wybranych z różnych branż. Dla zbadania relacji zachodzących między poziomem bezpieczeństwa i higieny pracy na stanowisku pracy a ekonomicznymi walorami pracy, przeprowadzano ocenę kosztów związanych z pracą człowieka, szacowano ryzyko zagrożeń środowiskowych oraz określano efektywność wykorzystania badanego stanowiska pracy. Na wszystkich badanych stanowiskach roboczych, końcowym efektem wprowadzania zmian w obszarze bhp było podwyższenie wskaźnika efektywności i obniżenie kosztów pracy. Stwierdzono także występowanie istotnego powiązania wskaźnika OEE z poziomem ryzyka zawodowego. Istotną poprawę wskaźników ekonomicznych przyniosły także modernizacje wprowadzające ergonomiczne rozwiązania na stanowiskach pracy. Badania wykazały, że istnieje istotna zależność między poziomem bezpieczeństwa i higieny pracy na stanowisku pracy a ekonomicznymi walorami stanowiska pracy. Wprowadzanie kolejnych modyfikacji przyniosło w końcowym efekcie wzrost wskaźnika OEE do poziomu znacznie wyższego niż początkowy oraz obniżenie kosztów pracy.

The study aimed to conduct an ergonomic intervention on a conventional line (CL) in a semiconductor factory in Malaysia, an industrially developing country (IDC), to improve workers’ occupational health and safety (OHS). Low-cost and simple (LCS) ergonomics methods were used (suitable for IDCs), e.g., subjective assessment, direct observation, use of archival data and assessment of noise. It was found that workers were facing noise irritation, neck and back pains and headache in the various processes in the CL. LCS ergonomic interventions to rectify the problems included installing noise insulating covers, providing earplugs, installing elevated platforms, slanting visual display terminals and installing extra exhaust fans. The interventions cost less than 3 000 USD but they significantly improved workers’ OHS, which directly correlated with an improvement in working conditions and job satisfaction. The findings are useful in solving OHS problems in electronics industries in IDCs as they share similar manufacturing processes, problems and limitations.

Within the INESI-project (Increasing Efficiency and Safety Improvement in Underground Mining Transportation Routes) long-wavelength infrared (LWIR) cameras are used for detecting persons on underground belt conveyors or within hazardous areas e.g. in front of crusher or skip vessels by the project partners KOMAG and the Institute for Advanced Mining Technologies (AMT). The test case for evaluating the performance of thermal imaging regarding these applications is the Polish Sobieski underground coal mine operated by Tauron mining company. By the development of thermal image processing algorithms, an automated detection of persons and classification of different objects was achieved. This may allow implementing smart services for person detection on underground belt conveyors as well as material characterization between coal, rock and disturbing objects on belt conveyors.

Web-based surveys were sent to Canadian certified ergonomists, Joint Health and Safety Committees (JHSCs) and health and safety certification trainers to understand better which ergonomics analysis tools were used in industry and help JHSCs obtain the necessary training required to reduce work-related musculoskeletal disorders (WMSDs). The results showed that most of the certified ergonomists used the Snook/Mital tables, the National Institute of Occupational Safety and Health (NIOSH) equation and rapid upper limb assessment (RULA)/rapid entire body assessment (REBA). The most frequently used methods by JHSCs to identify ergonomics risk were injury reports and worker complaints. The surveys for the health and safety certification trainers revealed that most curricula did not include ergonomics analysis tools. There appears to be a gap between what is recommended by certified ergonomists for JHSC, what is taught in training and what is used by JHSCs for ergonomics risk analysis. A better understanding, modifications in training curricula and education of JHSCs are needed to help reduce WMSDs.
