Opis:: The author undertakes to discuss the problem of rivalry strategies of political parties in elections to the Citizens’ Assembly of the Free and Hanseatic City of Hamburg. The broadness and multidimensional character of the subject area requires moving beyond the limits of political science and entering other related domains, like broadly-conceived historical sciences, also reaching for a number of establishments within legal-historical domains. Firmly grounded historical, legal, polity-related and political aspects of the unification of Germany in the context of German federalism, encouraged and obligated the author, to attempt to bring the above problem up to date. I think that thanks to a broader analysis of elections to the Hamburg Citizens’ Assembly over the last 50 years, the real state of the problem area can acquire a fuller context, with an emphasis on the foundations of local government functioning. To prepare this paper I made use of Polish and German sources published by Polish, American and German researchers. Polish and German literature offered a valuable source to become acquainted with the history and the foreseeable future of Hamburg’s local government, in particular – the assumptions behind territorial and functional reforms, the evolution of which we have been able to follow in the Federal Republic of Germany since the 1970s.

Opis:: Proclaiming the Gospel to the whole world, and as part of this, caring for people, caring for the faithful, is one of the basic tasks of the Church; it is carried out through pastoral care in individual parishes. It is the parish which forms the center of religious, liturgical, and sacramental life for the Christian. This article provides a source knowledge on various aspects of sacramental service and is also a reflection on this problem. The article presents the sacraments, which form the center of religious life and are the source of initiation and deepening in the Faith, uniting one to Christ and to the whole community, and especially for Polish immigrants, a bond which spiritually connects them to their homeland. For that reason, the whole sacramental life of the Polish community in Hamburg is presented here, taking into account concrete numerical data and also the meaning of these sacred signs in the lives of the faithful. The sacraments, although they sanctify the most important moments of human life and are irreplaceable, do not fulfill (?) all the spiritual needs of the People of God. Therefore, the conclusion presents other aspects of man’s sanctification on the basis of selected sacramentals.

Opis:: Against the background of the global COVID-19 pandemic and ongoing geopolitical tensions between the Russian Federation and the West, this chapter engages with the dynamics of European-Russia city diplomacy in times of crisis. By means of two representative case studies of existing twinning cities, namely Hamburg–Saint Petersburg on the one hand, and Nice–Saint Petersburg on the other, this chapter explores the evolution of twinning relations during the politically sensitive times. While paying attention to the legal bases and the historic evolution of selected cases of city cooperation, the authors identify major tendencies as well as opportunities in the field of city twinning and engage with the so-called digital turn in city diplomacy which has manifested itself since the start of the global health crisis in early 2020.
Na tle globalnej pandemii COVID-19 i trwających napięć geopolitycznych między Federacją Rosyjską a Zachodem, niniejszy tekst zajmuje się dynamiką europejsko-rosyjskiej dyplomacji miast w czasach kryzysu. Na podstawie dwóch reprezentatywnych studiów przypadków istniejących miast partnerskich, a mianowicie Hamburg–Sankt Petersburg z jednej strony oraz Nicea–Sankt Petersburg z drugiej, rozdział ten bada ewolucję relacji partnerskich w politycznie wrażliwych czasach. Zwracając uwagę na podstawy prawne i historyczną ewolucję wybranych przypadków współpracy miast, autorzy identyfikują główne tendencje, jak również możliwości w dziedzinie partnerstwa miast i angażują się w tak zwany zwrot cyfrowy w dyplomacji miejskiej, który przejawia się od początku globalnego kryzysu zdrowotnego na początku 2020 roku.
