The article aims at analysing selected legal acts concerning language policy issued by Joseph II for Galicia in the period of time between 1780 and 1790. The consequences of these acts are also described. For the Austrian authorities, Galicia – as a multilingual and multicultural region – was a challenge because there had not been any strong state authority or bureaucratic structure there even before Galicia became a part of the Habsburg monarchy. One of the biggest problems for the local officials was a very limited knowledge of the German lan-guage amongst the inhabitants of the region, therefore a number of legal actions had to be initiated to enforce the local people’s learning of the official language of the Habsburg mon-archy, and yet, at the same time the languages of minorities were recognized.

Opis:
The temperate winter of 2006/2007 prompted the road maintenance board in some places within the Czech Republic to cut down the alleys of trees along the roads. These alleys started in 18th century, but were planted mostly in the first half of the 19th century, when the roads were built on a massive scale. Of course, together with the regulations of these roads, the planting of these alleys was also regulated by rules. Not only was the distance of the trees from the road regulated, but also the sort of trees that were planted, depending upon the climate conditions in the given locality. Because they shared the costs of planting, owners of the grounds preferred fruit trees. There were also penalties assessed for any damage done to the trees. To plant the alleys faster, school children were engaged in the growing of young trees. So from the 19th to the end of the 20th century, the alleys were a distinctive part of the Czech landscape. With the massive increase of traffic, alleys were increasingly threatened. First, the expansion of roads combined with increasing vehicle speed caused such alleys to become regarded as dangerous obstacles. Indeed, traffic safety was the main argument for the removal of trees along the roads. However, after the alleys began to be cut during the winter of 2006/2007, several weeks later the nature protection office and the traffic office stopped the cutting. Today, as well as in the past, the alleys have been important not only as a part of the landscape, but also for the traffic. Some studies from Austria can show, that cutting of alleys has led to an increase of the quantity of accidents caused by high speed – the drivers felt overconfident and thus and drove too fast.

This article describes the experience of the community of Serb-Catholics living in Dubrovnik in the early twentieth century. It is based primarily on an investigation of the literary and cultural periodical Srdj (1902–08). This study focuses, firstly, on the conceptual ambivalence resulting from efforts to apply linguistic criteria to determine Serbian identity and, secondly, on the efforts to construct a mental map that would serve projections of Serbian symbolic territory. While the presence of the Serb-Catholic milieu in the city was short-lived (from the mid-nineteenth century to the First World War), it nevertheless left traces on the urban landscape that typified the ambivalent formation of national identity along religious lines, as Croatians were associated with Catholicism and Serbs with Orthodoxy.

The first map of Slovenia was published only in 1861; it was the work of Peter Kozler, Slovenian lawyer and self-taught cartographer. If we analyze it in context of contemporary cartography, its novelty appears clearly. Kozler’s map was based on the principle of ethnicity, and not on a historical and juridical tradition of the Habsburg lands as it was the usage. The border of Slovenian territory crossed historical provinces. The map is presented in the paper as a visual realization of the principles of United Slovenia (Zedinjena Slovenija), first Slovenian political movement in 1848, which claimed unity and autonomy of the Slovenian nation. The performative and constructivist character of the document is strengthened, as far as it didn’t describe an existing state of matters, but was rather postulating a non-existing yet political entity of Slovenes. Thus, the form and function of the map, on the example of Kozler’s one, seem support a political idea of Slovenian national emancipation.

A linchpin of government next to the army and the judiciary, the public (political) administration was of special signifi cance in the multinational Habsburg monarchy throughout the constitutional period. It stimulated changes and paved the way towards progress and modernisation of the Danubian monarchy, and yet since the beginning its activity was severely criticised and accused of numerous fl aws. In order to reform the administration and remedy its shortcomings, a number of projects were conceived by both the authorities and the parliamentary-governmental environment or academia. The administration’s greater involvement in solving problems of social and economic life was called for and the need to remove the conflictsof jurisdiction between its various branches and to sort out the relations between the organs of the state and local self-government was postulated. One of the most interesting projects of the administrative reform was prepared at the beginning of the twentieth century by the government of Ernst Kroeber. It consisted, inter alia, in strengthening the government power in the area. Although the proposed changes were not implemented, the reform of the administration was re-set on the agenda before the outbreak of World War I in 1911 with the establishment of a special Administrative Reform Commission, its work only partially successful. The outbreak of World War I necessitated the suspension of further work on the reform.

In the nineteenth century the monopoly of salt industry functioned throughout the Habsburg monarchy. This monopoly acknowledged the underground salt for state ownership. Until the early 1890s the sale of salt took place on free-market principles. Recognizing the need to control the prices of salt as an important article of first necessity, Galician autonomous government decided to organize salt trade themselves. Under the agreement of 1892 with the Austrian government the sale of salt was organized by the National Department. The National Parliament had also set up a special Commission which oversaw the activities of the National Department regarding the sale of salt. The responsibility of the National Department was also to sell kainite (fertilizer salt). At the end of the nineteenth century there functioned 280 stores and 3500 agencies of salt trade under the National Board of Salt in Galicia. Therefore, domestic authorities in Galicia managed to organize the sale of salt at low prices, which was of great importance for the poverty – stricken community of the region. Despite many efforts, the attempts to obtain the right to mine salt under the control of Galician autonomous authorities’ board were unsuccessful.

This paper focuses on the depiction of the Slavs in a work by a French naturalist Marcel de Serres, published in 1814 and entitled Voyage en Autriche. This work is an example of the analysis including a very detailed reflection on Slavdom, made in time of the increasing political engagement of Napoleonic France in Southeastern and Central Europe. The author of the work deliberated on the character of the Slavs and their presumed national unity, simultaneously searching for the ways to explain very apparent differences between various Slavic populations. According to Marcel de Serres the Slavs of the Habsburg Monarchy formed two geographical branches (western and oriental) and were divided into seven principal races, and twenty-seven “secondary branches”. Voyage en Autriche depicted regularities, which were supposed to characterize all of the Slavs, but Marcel de Serres devoted much attention to some details which were considered as exotic and later were described by the writers of the Romantic period fascinated with the Slavic culture.

Niniejszy artykuł omawia przebieg jubileuszu 100-lecia urodzin Františka Palackiego i towarzyszącego mu I Zjazdu Dziennikarzy Słowiańskich w Pradze w 1898 r. z perspektywy galicyjskich Polaków. Praca bazuje na kwerendzie prasy galicyjskiej, w tym przede wszystkim takich gazet, których członkowie redakcji byli obecni w Pradze. Rezultatem przeprowadzonych badań jest próba rekonstrukcji wydarzeń w stolicy Czech, a także ukazanie, jak Polacy postrzegali głoszone przez Czechów idee. O ile Polacy byli zgodni co do potrzeby współpracy między poszczególnymi narodami słowiańskimi celem zabezpieczenia praw narodowych w monarchii habsburskiej, o tyle różnili się z Czechami w zakresie metod działania oraz szukania sojuszników. Najwięcej kontrowersji wzbudziło zaproszenie przez organizatorów rosyjskiej delegacji. Choć współpraca między dziennikarzami słowiańskimi była kontynuowana na kolejnych zjazdach dziennikarskich aż do 1912 r., to właśnie obecność i zaangażowanie Rosjan zadecydowało o wycofaniu się Polaków z ostatnich spotkań.
The article describes the course of 100 years’ jubilee of František Palacki’s birthday and the accompanying 1st Congress of Slavic Journalists in Prague in 1898 from the perspective of Galician Poles. The study is based on the search query in major Galician newspapers, including those whose editorial staf was present in Prague. The result of the conducted research is the attempt at reconstructing events which occurred in the capital of Czechia and at showing how Poles perceived the ideas promulgated by Czechs. Poles agreed with the need for cooperation between particular Slavic nation in order to secure national rights in the Habsburg Monarchy, but disagreed with Czechs in terms of methods of operation and searching for allies. The biggest controversy was aroused by the Russian delegation invited by the organisers. Although the cooperation between Slavic journalists was continued at the successive journalistic congresses until 1912, it is the Russian presence and involvement that would decide about Poles’ withdrawal from the last meetings.

In the internal policy of the Habsburg monarchy in the 19th century security in public health protection was an important issue. Improvement of the health state of society, of medical services, sanitary and veterinary conditions and building an efficient system of eliminating epidemics on the state territory were being aimed at. High death rated in the society required extraordinary measures. Central authorities introduced legal procedures valid during epidemiological threats in the country. After the introduction of the constitutional system in 1867 in the Habsburg monarchy one of the responsibilities of the local administration was the supervision over implementing and obeying regulations concerning epidemiological problems. Local authorities were building sanitary infrastructure diminishing epidemiological dangers. A great problem was veterinary supervision, actions were taken to limit diseases among domestic animals by means of introducing legal norms. Also control on farms increased. During epidemics abroad Austrian authorities controlled imported goods. It should be emphasized that until the outbreak of World War I on the territory of the Habsburg monarchy epidemics of contagious diseases often happened, especially in the rural areas where high death rates among people remained. The outbreak of war in 1914 caused that the epidemiological dangers increased.
W polityce wewnętrznej monarchii habsburskiej w XIX w. ważną sprawą było bezpieczeństwo w zakresie ochrony zdrowia publicznego. Dążono do poprawy stanu zdrowotnego społeczeństwa, podwyższenia poziomu usług medycznych, polepszenia warunków sanitarnych i weterynaryjnych oraz budowy skutecznego systemu likwidacji epidemii na terenie państwa. Wysoka śmiertelność ludności wymagała działań nadzwyczajnych. Władze centralne przygotowały procedury prawne, które obowiązywały podczas zagrożeń epidemiologicznych na terenie państwa. Po wprowadzeniu ustroju konstytucyjnego w 1867 r. w monarchii habsburskiej do ustawowych zadań administracji terenowej należał nadzór nad wdrażaniem i przestrzeganiem przepisów w zakresie problematyki epidemiologicznej. Władze samorządowe budowały infrastrukturę sanitarną, zmniejszając zagrożenia epidemiologiczne. Dużym problemem był nadzór weterynaryjny, dążono do ograniczenia chorób wśród zwierząt hodowlanych poprzez wprowadzanie norm prawnych, zwiększano kontrolę w gospodarstwach rolnych. W czasie epidemii poza granicami władze austriackie poddawały kontroli importowane towary. Należy podkreślić, że do wybuchu I wojny światowej na terenie monarchii habsburskiej często dochodziło do epidemii chorób zakaźnych, szczególnie na terenach wiejskich, gdzie utrzymywała się wysoka śmiertelność ludności. Wybuch wojny w 1914 r. spowodował, że zagrożenia epidemiologiczne wzrosły.

After the Austro-Hungarian compromise in 1867 the Galician parliament and provincial administration gained extensive privileges and prerogatives, especially in education. Galicia was the first crownland that had a school council, which was sanctioned already in 1867. After almost a century the ongoing process of Germanization ended as in the following years the majority of German speaking public officials were replaced by Poles and the Polish language became the main administrativ language and the main language of instruction in school. The article describes changes in the school system and shows the role of the Polish language in primary and secondary education during this so-called epoch of Galician autonomy. A comparison of historical documents and memories from schooldays from former Galician school children allows a realistic insight on the role which the Polish language played in the lives of young Galicians. The analysis shows that the Polonisation of the Galician school system effected the development of Polish national consciousness within young Galicians very slowly and not until the beginning of the 20th century.

Realizacje artystyczne powstałe w ramach mecenatu cystersów w Krzeszowie zaliczane są do najważniejszych osiągnięć architektury i plastyki barokowej na Śląsku. Niniejszy artykuł stanowi próbę gruntownej weryfikacji dotychczasowej wiedzy na temat modernizacji wyposażenia i wystroju średniowiecznej świątyni opackiej w Krzeszowie, przeprowadzonej w 2. połowie XVII i na początku XVIII w., oraz namysłu nad praktykami cechowymi rzeźbiarzy i stolarzy pracujących w tym czasie dla cystersów. Na podstawie źródeł archiwalnych i starodruków autor artykułu stwierdził, wbrew dotychczasowym ustaleniom, że rzemieślnicy czynni w Krzeszowie nie pracowali w jednej pracowni kierowanej przez rzeźbiarza Georga Schröttera, ale w osobnych współpracujących ze sobą warsztatach, co może mieć wpływ na kwestie atrybucji oraz datowania aktywności poszczególnych grup artystów. Schrötter był jedynie wykonawcą rzeźby figuralnej, natomiast ołtarze i inne sprzęty wraz z ornamentyką projektowali i realizowali stolarze: Stephan Kose oraz Christoph Hoffmann, który nie rozpoczął współpracy z opactwem krzeszowskim po śmierci Kosego w 1698 r., jak dotychczas sądzono, lecz już w połowie lat 70. XVII w. 
Artistic projects created within the framework of the Cistercian patronage in Krzeszów are among the most important achievements in Baroque architecture and sculpture in Silesia. The current article attempts to thoroughly verify the existing knowledge regarding the modernisation of the furnishings and decoration of the medieval abbey church in Krzeszów, carried out in the second half of the 17th and the early 18th century, and to consider the guild practices of the sculptors and carpenters working for the Cistercians at that time. On the basis of archival sources and early printed materials, the author concluded, contrary to previous findings, that the craftsmen working in Krzeszów were not employed in one workshop under the management of the sculptor Georg Schrötter, but in separate workshops cooperating with each other – a fact that may have an impact on the issues of attribution and dating of the activity of individual groups of artists. Schrötter produced only the figural sculptures, while the altars and other furnishings together with their ornamentation were designed and made by the woodcarvers Stephan Kose and Christoph Hoffmann. In addition, Hoffmann did not start working for the Krzeszów abbey after Kose’s death in 1698, as hitherto thought, but had been employed there since the mid-1670s.

During the partitions of Poland in 1772, 1795 and 1815 its southern part was annexed by the Habsburg Monarchy and integrated into the Austrian Empire as the Kingdom of Galicia and Lodomeria. Till the end of World War I the inhabitants of Galicia were citizens of the Austrian Empire and their lives were influenced by the political and social ideology of the Austrian government. One of the most significant changes were connected to the language issue. Austrian or German-speaking officials came to Galicia and so did German as it became the main administrative language. This was also the case for the Austrian education system, which mainly focused on teaching German language as they wanted to integrate the multilingual and multicultural inhabitants of the Austrian Empire under the leadership of the Austrian rulers.This article deals with the issue how the Austrian education system influenced the development and understanding of national consciousness of the Polish population in Galicia in the first half of the 19th century by analysing which role the Polish language played in the primary and secondary school system. This period is important because it shows the main intentions of the Austrian educational system and also because the first important School Laws were passed, which influenced the education system in Galicia for over half the century.This article is structured in two parts. The first part contains an analysis of the most important School Laws. The aim is to show the intentions and the ideology which guided the Austrian government in creating the education system and to analyse which role the Polish language played in it. The second part deals with the actual effects of the Austrian education policy for the young Polish generations of Galicia. This will allow a more realistic interpretation of the influence the education system in Galicia had on building or suppressing the development of a Polish national consciousness. This part includes analyses of school statistics and most importantly memories from schooldays from former Galician school children which gives an inside on the role the Polish language played in the school and in their own lives.
