    We present the results of ab initio calculations of gas adsorption processes on graphene. Static density functional theory framework is used to obtain adsorption energies of several species on a Stone-Wales defected graphene monolayer. The Van der Waals interaction is taken into account by a semi-empirical correction. Sites closer to the defect are found to induce stronger adsorption compared to sites further away, where the graphene crystal structure is intact. The Car-Parrinello ab initio molecular dynamics simulations are performed at high temperatures. CH₃ is found to be stably physisorbed or chemisorbed at 300 K.

    We study adsorption of the benzene molecule on the Si terminated (0001) surface of 4H-SiC by performing first principles calculations in the framework of density functional theory. We find out that chemical reaction leading to the chemisorption of benzene on the surface has endothermic character. The adsorbed benzene molecule is bounded to two surface Si atoms and it does not lose its integrity, however, it undergoes strong deformations and causes distortion of the substrate. We analyze also changes in the electronic structure caused by benzene adsorption.

    W ocenie TK od ustawodawcy wymaga się, aby prawo było tworzone w sposób klarowny. Nie zostało to wzięte pod uwagę w przypadku nowelizacji Ustawy z 13 września 1996 r. o utrzymaniu czystości i porządku w gminach. Narzucono gminom obowiązek zorganizowania systemu odbierania odpadów komunalnych od właścicieli nieruchomości, którzy mieliby ponosić tego koszty w drodze opłaty za gospodarowanie odpadami komunalnymi. W ustawie jednak nie sprecyzowano charakteru tej opłaty. W konsekwencji powstała niejasność, który z organów nadzoru nad działalnością jednostek samorządu terytorialnego jest właściwy do zbadania uchwał podejmowanych na podstawie ustawy o utrzymaniu czystości i porządku w gminach. W tej kwestii wypowiedziały się sądy administracyjne, jednak wyrażone stanowiska były rozbieżne, mimo iż oparte były na tych samych aktach prawnych. W artykule ukazano polemikę organów publicznych.
    From Constitutional Tribunal point of view, lawmaker is obliged to create law in possibly clear way. It was not taken into consideration in case of amendment to act from September 13th 1996 regarding keeping cleanliness and order in boroughs. Boroughs had to organize pick up system for municipal waste from property owners, who would have to cover the costs of the whole process as municipal waste management fees. However, the act does not define the character of this fee. As a result there is the uncertainty, which organ of supervising the local self-government units activities is correct to research on resolutions taken basing on keeping cleanliness and order in boroughs act. There are few statements issued by administrative courts, though they are incompatible, despite the fact that were based on same deeds. The article shows the polemic of public bodies.

    Opis:
    A method for ab initio (using density functional theory) study of thermal properties of crystalline solids, based on the quasiharmonic approximation, is briefly summarized. On that basis the semiempirical method is proposed which combines the ab initio calculation of the static total energy with the Einstein model of crystal vibration. The Murnaghan equation of states is used as an analytical model for the static total energy. An exponential form of the phonon energy versus volume dependence is introduced which was proved to perform very well. Two parameters appearing in the model are found by fitting to easily available experimental data (tabular or measured). The method then provides thermodynamic characteristics in a large range of temperatures and pressures. On the other hand, the corrections due to the zero-point vibration are provided to some first principles results, like lattice parameters or bulk modulus. An interesting outcome of the model is the pressure dependence of the overheating temperature, for relatively low pressures. Tests performed on the example of fcc aluminum show remarkably good agreement of the results with experimental data. Therefore the method offers a handy tool for fast analysis of thermodynamics of simple crystalline systems, omitting the first principles evaluation of the phonon energies.

    Opis:
    The geometries, electronic structures, polarizabilities, and hyperpolarizabilities of natural dye sensitizer alizarin from madder fruit was studied based on density functional theory using the hybrid functional B3LYP. Features of the electronic absorption spectra in the visible and near-UV regions were assigned based on time-dependent density function theory calculations. The calculated results suggest three excited states with the lowest excited energies in 1,2-dihydroxy-9,10-anthraquinone and it was due to photoinduced electron transfer processes. The interfacial electron transfer between semiconductor $TiO_2$ electrode and dye sensitizer 1,2-dihydroxy-9,10-anthraquinone is due to an electron injection process from excited dye to the semiconductor conduction band. The importance of hydroxyl group in geometries, electronic structures and spectral properties were reported.

    One of the main concerns of Tony Blair’s policy and his New Labour Party agenda was focused on the values which always played a fundamental role within the British labour tradition. According to Blair, the policy is a matter of values, among which he points to social justice, international solidarity, democracy and freedom. All of them have always sketched the moral stricture of the traditional program of social democracy. The list of those values he completes with the following new ones: a civil society, equal value of all people, equal chances, patriotism and well-being. Blair’s political project, called the third way, was planned to bring about the country’s modernization in the face of rapid global changes. The basic purpose of the article is to present the place of the value system within the program of the British New Labour Party. New Labour axiology was supposed to play a fundamental role not only within the concept of society, but also infiltrate all spheres of political and economical life.

    Due to the growing importance of local pro-development attitudes and non-governmental organizations for development, it is important to look at their activities in different subregions. In this work the author presents the results of research carried out in the Leszno subregion on the presence of elements of social capital, the organizational and financial sustainability of NGOs, and their cooperation with public administration in the context of their impact on local development. In addition, through a comparative analysis of selected issues, it recalls the good practices of NGOs in Switzerland which, because of the long tradition of their operation and the experience gained, can also be used in Polish settings.

    Non-governmental organisations in recent years have gained new possibilities to realise their initiatives, thanks to the strong need among corporations to maintain their socially-desired image, which translates into their greater openness towards possible cooperation with the third sector. Several representatives of NGOs, utilising the latest technological solutions, are improving both the extent of their influence and its effectiveness. As multiple examples from Lubusz Voivodeship illustrate, the strategy of cooperation between business and non-governmental organisations can take on many forms, not necessarily based on financial support. Currently, a bargaining chip in the case of both sides is their knowledge capital. Corporations striving to maintain a positive image in the surroundings they function within are more eager to support social initiatives, recognising in it a possible path to gaining a competitive edge. In my article, I intend to reflect the specificity of the business/NGO relation and its determinants on the basis of selected examples from Lubusz Voivodeship. By analysing case studies, I will try to indicate the most common mutual expectations and construct a vision of a “perfect partner”. The context of analysing the quality of relations between business and NGO’s is social capital, which is an important value determining its shape. This arises from the belief that an organisation’s social capital has a meaningful impact on its attractiveness in the eyes of a potential partner. In my paper I will also present the most recent data, depicting the level of trust among the local community.

    The compositions of magnesium-zinc ferrites $(Mg_{0.56}Zn_{0.44})_{1-y}Fe_{2 + 2y/3}O_{4}$, where y = -0.05, 0, +0.05 were sintered at temperatures 1230 and 1280°C. The analysis of the kinetics of sintering was carried out by using the Ivensen model. It was shown that at decrease of y the sintering rate increases. The analysis of the electronic configurations of the cations in the ferrite composition showed the possibility of applying the Samsonov electronic theory of sintering powders to them. Magnetic permeability of the studied chemical compositions increases with increase of the density of ferrites as well as with the temperature and the time of isothermal soaking.

    Opis:
    The process of biological membrane fusion can be analysed by topological methods. Mathematical analysis of the fusion process of vesicles indicated two significant facts: the formation of an inner, transient structure (hexagonal phase - HII) and a translocation of some lipids within the membrane. This shift had a vector character and only occurred from the outer to the inner layer. Model membrane composed of phosphatidylcholine (PC), phosphatidylethanolamine (PE) and phosphatidylserine (PS) was studied. 31P- and 1H-NMR methods were used to describe the process of fusion. 31P-NMR spectra of multilamellar vesicles (MLV) were taken at various temperatures and concentrations of Ca2+ ions (natural fusiogenic agent). A 31P-NMR spectrum with the characteristic shape of the HII phase was obtained for the molar Ca2+/PS ratio of 2.0. During the study, 1H-NMR and 31P-NMR spectra for small unilamellar vesicle (SUV), which were dependent on time (concentration of Pr3+ ions was constant), were also recorded. The presence of the paramagnetic Pr3+ ions permits observation of separate signals from the hydrophilic part of the inner and outer lipid bilayers. The obtained results suggest that in the process of fusion translocation of phospholipid molecules takes place from the outer to the inner layer of the vesicle and size of the vesicles increase. The NMR study has showed that the intermediate state of the fusion process caused by Ca2+ ions is the HII phase. The experimental results obtained are in agreement with the topological model as well.

    The luminescence decay curves from the $\text{}^{4}$F $\text{}_{9}\text{}_{/}\text{}_{2}$ and $\text{}^{4}$I $\text{}_{9}\text{}_{/}\text{}_{2}$ states of the cubic hexachloroelpasolite crystals Cs$\text{}_{2}$NaEr$\text{}_{x}$Y$\text{}_{1-x}$Cl$\text{}_{6}$ (x = 0.001÷1) have been measured over the temperature range 10-300 K. The $\text{}^{4}$I $\text{}_{9}\text{}_{/}\text{}_{2}$ state undergoes an electric dipole vibronic-electric dipole vibronic cross-relaxation process at 300 K, but this mechanism is inefficient below 165 K. Excitation into the $\text{}^{4}$F $\text{}_{9}\text{}_{/}\text{}_{2}$ state, results in emission in the green, blue and ultra violet regions. The up-conversion processes which could account for the ultraviolet emission are discussed.
