The issue of the size of public administration is commonly researched. Most of the times this topic is tackled from a macroeconomic perspective, considering local and central administration together. That is why this paper uniquely takes on the local perspective only, analysing the size of local government (i.e. size of public administration at the local level) in Polish regions during the period of 2009–2013. Based on the existing literature, we chose five variables of the size of local administration at the commune level connected with employment and reflecting costs related to the functioning of local administration structures. All indicators were expressed per capita. With the usage of ANOVA, we proved significant differences in the size of public administration across regions for all variables. To compare the size of local governments across regions, we ranked all variables individually, and then we calculated the average ranking for all variables. Our findings have clear implications for policy makers, providing information about the regions with the biggest/smallest size of public administration at the local level. Our study suggests simple and accessible tool for continuous reporting on the size of public administration in order to monitor costs also in the upcoming years. The results of the monitoring could also be used for the establishment of an incentive program for regional policy representatives.

The article proposes a new unique approach to assessing the economic efficiency of national governments. The assessment is based on the indicator of gross free product per capita, which is a difference between GDP and government size per capita. This method was used to analyze the situation in two post-communist states – Poland and Ukraine. The author studied their economic development in 2009–2019, and the received data was used to draw conclusions about economic policies in the two countries in the period in question. A forecast has been made about the possible impact of the Covid-19 pandemic on economic processes from the perspective of changes in the gross free product per capita.

Establishing the optimal size of government using the Rahn curve is crucial to show the key problem of the functioning of the economy, which is finding a proper balance between the private and the public sector. The relationship between GDP growth and the size of government spending means that countries with too large public sector are no longer developing. The socio-economic consequences of such a situation are associated with a decrease in economic growth, real income of the population and the standard of living. The article presents a comparative analysis of current research results re- garding the estimation of the optimal size of government, as well as a reflection on the impact of the state’s economic structure on social development.

This article’s aim is to examine a dependency between local government administration at a municipal level and the level of local entrepreneurship. This paper attempts to answer the question of whether the size of the local government administration has features of stimulant or de-stimulant in the process of setting up a business. In other words, does the size of public administration at a local level (municipal level) have a positive or negative impact on creating new business entities? This is important due to at least a couple of reasons. First of all, the current research achievements are not extensive, when it comes to the publications that link entrepreneurship and the size of local government administration. Secondly, the problem of entrepreneurship determinants constitutes still topical and not fully investigated (or explained) aspects of local economy development. Thirdly and finally, the authors of this article have proposed and copyrighted an approach to the quantification of the size of local government administration, modifying commonly used measures of local public administration. Thus, this article fits not only into the explanation of the entrepreneurship phenomenon and its determinants, but also contributes to the development of knowledge about dependencies between the size of local self-government and the entrepreneurship level. It expands the knowledge resource on analyzed dependencies and re-orients current approaches to similar research.

The main objective of this article is proving how the regional diversification in the size of general government sector influences the economies of EU countries. To achieve this, presenting both the size of the general government sector and of the economy, using variables which enable comparison in time and space, is essential. Bearing this in mind, the general government sector has been depicted by nine variables and the economy has been described by thirteen explanatory variables. The complexity of the phenomenon imposes the implementation of an unconventional approach in this field of exploration. Our approach is based on Intelligent Data Analysis (IDA) - a methodology that includes a set of techniques that can be applied for extracting useful knowledge from large amounts of data. In order to indicate the impact of regional diversification in the size of the general government sector on the EU countries’ economies, probabilistic techniques were applied – Bayesian Networks. Analysis made in the study showed that the largest impact of the GGS size on the economy was identified in Portugal and Slovakia. The results of the studies show that the most "responsive" to the size of the GGS variable describing the economy was gross domestic product per inhabitant. The research proved that the economies of some countries showed similarities in the effect of the size of the general government sector on the parameters of the economy. We have identified five groups of such countries.
Głównym celem artykułu jest ukazanie wpływu regionalnego zróżnicowania rozmiaru sektora finansów publicznych na gospodarki państw Unii Europejskiej. Do osiągnięcia tego celu konieczne jest zobrazowanie rozmiaru zarówno sektora finansów publicznych, jak i gospodarki – za pośrednictwem zmiennych umożliwiających ich porównanie w czasie i w przestrzeni. Mając to na uwadze, sektor finansów publicznych zobrazowano za pośrednictwem dziewięciu zmiennych, a gospodarka została opisana za pomocą trzynastu zmiennych wyjaśniających. Złożoność tego zjawiska wymaga realizacji niekonwencjonalnego podejścia w tej dziedzinie badań. Podejście autorów opiera się na inteligentnej analizie danych (IDA) – metodologii obejmującej zestaw technik, które można zastosować do wydobywania użytecznej wiedzy z dużej ilości danych. W celu wskazania opisanych związków w artykule zastosowało techniki probabilistyczne – sieci Bayesa.

Theoretical background: In the literature on finance there are findings which examine reasons for the fiscal distress of units of the public sector, including local governments. However, this distress might be differently defined. Therefore, it determines both the approach to identify this phenomenon and the types of explanatory variables. Nevertheless, in the field of the business sector in the econometric models concerning the financial distress the size of the unit is considered. In this case there are also some possibilities to apply the correct proxy variable. This results from the fact that the size of local government might determine its fiscal capability as well as the level and structure of expenditures, which affect fiscal distress. Purpose of the article: The aim of this paper is to examine the influence of the size of the local government on the probability of the decrease of the exposure to the fiscal distress. Research methods: The author reviewed the literature in the field of the fiscal distress and introduced a multi-criteria decision analysis as well as a logistic regression modelling to examine this. The research procedure also required the use of the linear ordering to construct the dependent variable of the fiscal distress in order to analyse the “size effect” on the fiscal distress. Main findings: Fiscal distress of local governments is a core issue, which should be constantly analysed. It depends on the financial, economic, social and even political aspects. To identify exposure to this distress the TOPSIS method can be used. However, the fiscal distress can be affected by the size of the unit, which influences lots of budgetary categories. Due to the specificity of dependent and independent variables in the econometric models the “size effect” might be represented through the level of the population or the assets. Using the ordinal logistic regression in the research, the authors should consider that this effect can differ between the units with the disparate exposure. So, the partial proportional odds models can be required. Thus, the growth of the size of the unit, measured by the population, increases the odds of reaching very low exposure to fiscal distress. Simultaneously, there are some other important issues which should be included in this type of research.

This article is dedicated to a study of the relations between the economy and the size of the general government sector. The main aim of the article is an identification of the most important variables that are used to determine relations between the economy and size of the sector, as well as to identify frequency of their occurrences in relations to pairs of variables which describe an economy and the size of the sector. In order to explore these relations, the authors used Bayes networks. The economies of EU member states and their public finance systems were the object of analyses in this article. The period that was selected for the research covered the years 2000-2013 (inclusive). In order to describe economies, the authors selected 18 variables, whereas to describe the general government sector - 15 variables. These variables were sourced from databases of Eurostat, OECD and the World Bank. Among an economy’s measures and general government sector measures, there were also some benchmarks found (standard and classic) as well as measures proposed by the authors, which had not been used in the scientific descriptions that were dedicated to research on size of the general government sector. Ipso facto, this article fits in the discussion on not only the size of the general government sector, but also attempts to answer the question of whether the economy determines the size of the sector. To date, the research questions on the impact of the size of the general government sector on the economy of a particular country have been common. This article inverts the investigated dependence and its content concentrates on the attempt to determine if the size of the sector in a particular country is a function of its economy expressed by ratios adopted in conducted the research.

During the global financial crisis, regional banks – dependent on local savings and only able to lend these savings to customers within their respective regions – helped avoid a credit crunch in some countries; while in others, they did not fulfil this function. This paper elaborates governance structures that influenced the success of regional banking systems in Spain, with regard to regulation principles, the overall economic and political structures, and self-organisation of regional banks. With respect to the high importance of the decentralised banking sector in Germany, the paper compares the state of decentralised banking between Spain and Germany, concluding that the regional principle in Germany, a decentralized state structure with mechanisms of regional balance, and the self-governance of regional banks are important factors.
