Globalny ład instytucjonalny wymaga zakotwiczenia w funkcjonowaniu globalnego mechanizmu rynkowego lub sprawnego gospodarczego rządu świata. Żadna z tych skrajnych propozycji nie ma obecnie szansy na realizację. Celem artykułu jest zwrócenie uwagi na dobra należne, dobra wspólne i dobra klubowe jako podstaw good governance świata. Zaprezentowana w artykule koncepcja dobrego władania światem łączy nową ekonomię instytucjonalną z ekonomią podaży. Wydłużanie listy postulatów pod adresem nie istniejącego „światowego rządu gospodarczego” jest mało skuteczne bez krytycznej oceny, na ile można ludzkość wyposażyć w różnego typu dobra ekonomiczne. Koncentracja określonych form dóbr ekonomicznych w różnych symbolicznie określonych regionach świata oznacza potrzebę sytuacyjnego dostosowania zasad dobrego władania światem do kontekstu ich funkcjonowania tu i teraz.
The global good governance needs to be connected with the global market or global economic government. Neither one nor other of this proposal is now to be implemented. The purpose of the article is to connect good governance with merit goods, common goods, and club goods. In this conceptual article, good governance of the world is in the framework of New Institutional Economics and Supply Economics. Prolongation of the list of suggestions for “the global economic government” is not effective. Critical analysis of supply with different type of economic goods is a valid principle of good governance of the world. Concentration of different types of economic goods in symbolic space means the need for situational management of good governance of the world here and now.

The aim of this paper is to examine the international law governing air cargo transport. The basic research problem concerns the application of the existing procedures in practice. The structure of the article covers three basic exploratory issues. The first refers to the general identification of the international law on air freight transport. The second concerns the classification of dangerous goods and special documents required for air transport. The third relates to the procedures for handling hazardous materials and special goods in air transport. The results of the research process are based on an analysis of the literature and self experience.

The current accident hazard caused by road transport of goods has been analysed, with the location (road categories) and time circumstances (specific days of the week) having been additionally taken into account. Calculations were done that made it possible to quantify this hazard, which is chiefly caused by the traffic of goods vehicles. The importance of this problem is increasing in the situation of persisting strong and steady upward trend in the traffic of goods vehicles. In a recent period of 10 years, the rate of growth of the traffic of goods vehicles was almost twice as high as that of the traffic of passenger cars. The hazard and fatality risk indicator values were estimated by analysing an isolated set of accident data. The period covered by the analysis of the events that occurred in the road transport of goods extended for the years from 2002 to 2011 and the numerical values have been specified in relation to repeatable week-long periods and to four road categories. The calculated hazard indicator values have been compared with the share of goods vehicles in the whole motor vehicle market, road traffic, and goods transport.

The paper contains an accurate characterisation of merit goods against the background of public goods. It shows that the two groups of goods are varied, which means that from the economic point of view institutional solutions, applied for their supply, should be entirely different. Rather, they should resemble the solutions used when supplying private goods. Additionally, a conception of the division of goods has been presented, as it was proposed by E. S. Savas.

The problem of road safety is an important problem that accompanies mankind from the very beginning of the development of communication. Based on the statistics, the article presents the analysis of road traffic safety in our country over the past few years and shows how it shapes compared to other European Union countries. The main reasons, which lie behind the situation, are also identified as well as the ways and directions of actions that are taken to minimize the effects of road accidents. The pace of reduction of the number of fatalities and injured on Polish roads is still unsatisfactory and therefore far-reaching measures to counteract such a situation have to be taken. These steps are based on normative provisions and long-term actions supported by the media and various types of advertising campaigns. The article also presents the issues related to the road transport of dangerous goods, which, due to the specific nature of the cargo carried, is subjected to special treatment and governed by international regulations and arrangements under the ADR Agreement.

In the article, a reflection is made on the legal regulations developed by the First Synod of the Diocese of Opole, concerning the management of temporal goods of the Diocese. The study presents the content of 17 statutes and 5 annexes (as well as considering earlier studies produced by one of the synodal working commissions, intended to be discussed by the parish synodal groups), and reflects on the completeness of the legal treatment of this vital yet complex area of ecclesiastical life.  The solutions adopted by the Synod should be considered incomplete, but the synodal legislator, that is the diocesan bishop, has the right to enact such particular norms as he deems appropriate and necessary.

Rynek dóbr luksusowych rządzi się zgoła odmiennymi prawami niż tradycyjne masowe rynki. Jest to konsekwencją specyficznego charakteru dóbr luksusowych, ale przede wszystkim zdecydowanie odmiennych potrzeb i zachowań konsumentów tych dóbr. Strategie marketingowe produktów luksusowych stoją w zupełnej sprzeczności z tradycyjnym podejściem do tego zagadnienia. Rynek ten określany jest wręcz mianem paradoksalnego.Interesującym zagadnieniem wydaje się w związku z tym reakcja polskich konsumentów dóbr luksusowych na kryzys. Biorąc pod uwagę specyfikę produktu luksusowego, narzędzi marketingu wspierających jego istnienie na rynku oraz zachowań jego nabywców, nieoczekiwane mogą okazać się reakcje konsumentów produktów luksusowych na kryzys. Kondycja polskiego rynku dóbr luksusowych niewątpliwie zaskakuje. Segment polskich konsumentów należących do grona bogatych, zamożnych oraz aspirujących – czyli de facto zainteresowanych zakupem dóbr luksusowych – nie tylko nie odnotował zmniejszenia liczebności, ale także nie spadła jego siła nabywcza. W artykule poddano analizie reakcje polskich konsumentów dóbr luksusowych na kryzys.
Luxury goods market is subject to quite different rules than traditional mass markets. This is a consequence of the specific nature of luxury goods, but most of all the different needs and behavior of consumers of these goods. Marketing strategies of luxury stand in complete contradiction with the traditional approach to this issue. This market is considered quite paradoxical. An interesting issue seems to be due to the reaction of Polish consumers of luxury goods to the crisis. Taking into account the specificity of a luxury product, marketing tools supporting its existence on the market and the buyers’ behavior, consumers’ response to the crisis may be unexpected. Condition of the Polish market of luxury certainly is surprising. Polish segment of consumers belonging to the group of rich, affluent and aspiring - interested in buying luxury goods not only did not record a reduction in their numbers, but there was also no decrease in the purchasing power. The article analyzes the responses of Polish consumers of luxury goods to the crisis.

We empirically investigate the interaction between internal and external reference prices on stated payments in a Pay-What-You-Want (PWYW) scheme. Using results of a vignette experiment with e-books, we show that when an external reference price provided is lower than respondents’ internal reference prices, the average of PWYW payments significantly decreases compared with a situation in which the external reference price is not provided. The relationship is the opposite when the external reference price provided to respondents is higher than their internal reference prices. In such a case, upward pressure is created, thus the average of PWYW payments increases. These results remain true when we control for expected quality of e-books. Additionally, we find that when the external reference price is not provided, the size of PWYW payments depends positively on individual factors such as risk-taking propensity and perceived costs of e-book production.

The conformity of goods is a central concept underpinning the CISG and is based, broadly speaking, on breach of contract. However, questions arise whether the concept of conformity under the CISG has found its place in Ukrainian sales law, especially due to the lack of comparative research on this topic. This article, therefore, seeks to answer key questions and close gaps in legal research. In particular, the article highlights the differences between the CISG and the Ukrainian sales law and indicates where the latter requires improvements.

Gospodarka rynkowa wymusza na podmiotach je tworzących takie prowadzenie działalności, które można uznać za najbardziej efektywne. Jednak samo pojęcie efektywności uznawane jest za trudne w definiowaniu. Również sposoby pomiaru efektywności nie są jednolicie przedstawiane w literaturze przedmiotu. Celem artykułu jest przedstawienie efektywności, sposobów jej mierzenia i roli państwa w podnoszeniu efektywności rynku. Dodatkowym celem artykułu jest przegląd teoretycznych koncepcji mierzenia efektywności z punktu widzenia teorii ekonomii. W celu osiągnięcia celu głównego wykorzystano analizę dostępnych podejść do mierzenia efektywności, prezentowanych przez głównych teoretyków współczesnej ekonomii. Wykorzystano metodę obserwacji, polegającą na rejestracji określonych faktów i ujęciu ich we wzajemnych związkach oraz zależnościach.
The market economy forces the entities creating them to conduct activities that can be considered the most effective. However, the very concept of efficiency is considered difficult to define. Also, methods of measuring effectiveness are not uniformly presented in the literature on the subject. The aim of the article is to present efficiency, ways of measuring it and the role of the state in increasing the efficiency of the market. An additional aim of the article is to review the theoretical concepts of measuring efficiency from the point of view of economic theory. In order to achieve the main goal, the analysis of available approaches to measuring effectiveness presented by the main theoreticians of modern economics was used. The method of observation was used, consisting in the registration of specific facts and their inclusion in mutual relationships and dependencies.

The paper refers to threat assessment of dangerous goods (DG) in transportation of the European Union and the Republic of Poland. Dangerous goods in the European Union are carried by inland waterways, rail and road. In Poland 87.5% of DG have been carried by road and 12.5% by rail in 2014. DG can cause an accident and lead to fires, explosions and chemical poisoning or burning with considerable harm to people and the environment. There is not monitoring system in Poland to control in real time road transportation of dangerous goods. Proposition of National System of Monitoring Dangerous Goods in Poland was presented. Realization of mentioned kind of system may significantly contribute to improving safety of people and environment.

The main aim of the article is to present Chinese possibilities of creating demand for consumer goods, and particularly luxury ones.

According to ADR rules certain self-reactive materials of the class 4.1 as well as organie peroxides of the class 5.2 require to be transported in so called controlled temperatures, with the use of cooled means of transport, for which the particular stipulations have been formulated. This paper is an attempt to answer the ąuestion whether the mentioned stipulations can be met by vehicles applied in other specialist transport domains (for example, for cooled food transportation) and an attempt to formulate assumptions for design (and equipment) of universal categories of isothermal cooled vehicles designed only for transportation of materials of the class 4.1 and 5.2 in controlled temperatures. The paper presents as follows: a concept of controlled and emergency temperatures being derivatives ofso called self-accelerating decomposition temperature(TSR) of materials of the class 4.1 and 5.2, requirements concerning vehicles for transport in controlled temperature(including methods designated from R l to R5), technical requirements concerning realization ofcooling in methods from Rl to R5 (referring to transport chamber controlled temperature). The summary presents ready and final technical solutions concerning transport of dangerous materials in controlled temperatures.

The paper summarizes empirical research finalizing the first stage of the scientific project aimed at hedonic methods application in adjusting price indices in cases when variability in quality of goods is observed. A hedonic model describes the price of the heterogeneous good by a set of its relevant attributes, and thus it can be helpful in distinguishing the price change level resulting from quality-related and other than quality-related causes. As a consequence, hedonic methods provide a group of potential solutions to the problem of measuring a socalled “true price change” by introducing quality-adjusted price indices. However, beforehand a reliable, stable and predictively powerful hedonic model must be constructed and estimated. The main goals of the presented research were: 1) to test whether the initially chosen goods are convenient for hedonic analyses; 2) to estimate and verify the hedonic models suitable for further analyses for goods selected in the first step. The empirical research was based on a database consisting of seventeen groups of durable goods (household appliances, consumer electronics and ICT/IT devices).
