Opis:: Despite everything that is said and can be read currently on the news, the global amount of learners of German has not dramatically decreased in the last three decades. As a general fact, it actually has remained constant, while in some places, especially in the last few months, it has increased significantly. Nevertheless, learning German is a changing reality, its main fluctuations depending mostly on geographical and institutional factors at the educational level. In order to keep German attractive in our multilingual society, new teaching and learning concepts must be profiled, which can make foreign language acquisition suitable to a context of modern language polyphony. In any case, to learn German pays more today than ever before.

Opis:: The introduction of autonomy in Galicia meant getting certain privileges for the Poles living in this part of Austria-Hungary. The most import ant of these benefits was the introduction of the Polish language as an official language and the foundation of the National School Council – an institution which took over Vienna’s responsibility for organizing the education. This new situation required modifications within the teaching process of the German language, the status of which underwent a dramatic change from the main means of communication to one of the many school subjects. Not surprisingly, the direction and content of these modifications have been discussed for years. These discussions can be followed today by analyzing the magazine “Museum” – at that time one of the few Polish publications with pedagogical -didactic profile, which dealt with the problems in secondary education.
Dyskusja na temat języka niemieckiego w czasopiśmie Muzeum w latach od 1885 do 1892 Wprowadzenie autonomii w Galicji oznaczało dla Polaków żyjących w tej część monarchii austro-węgierskiej uzyskanie pewnych przywilejów. Najważniejszym z nich było wprowadzenie języka polskiego jako obowiązującego języka urzędowego i utworzenie Rady Szkolnej Krajowej – instytucji, która przejęła od Wiednia wszelkie kompetencje dotyczące organizacji szkolnictwa. Ta nowa sytuacja pociągnęła za sobą konieczność dokonania zmian w nauczaniu języka niemieckiego, który z głównego instrumentu komunikacji stał się jednym z wielu przedmiotów szkolnych. Na temat kierunku i treści tych zmian toczyły się wieloletnie dyskusje, a prześledzić można je dzisiaj, analizując czasopismo Muzeum, które wówczas należało do nielicznych polskich publikacji o profilu pedagogiczno -dydaktycznym, podejmujących problematykę szkolnictwa średniego.

Opis:: The present paper addresses the question whether in light of its security policy Germany is still to be considered an integral part of the NATO community. Furthermore, this essay analyzes which implications the German NATO policy will have on future transatlantic cooperation within the alliance. To this end, the experiences made in the surroundings of the international military mission in Libya will be exemplified and drawn upon. Serving as the article’s theoretical background, the so called “Communities of Practice” approach permits to establish to what extent Germany is to be characterized as a member or a non-member of the transatlantic alliance. In this context, NATO is perceived as a community of practice, within which common discursive principles are being developed and joint actions are being executed by its members. In the course of this study, primarily Germany’s and NATO’s reasoning concerning Libya will be compared by conducting a discourse analysis. Subsequently, all concrete actions which have been taken by the entities in question will be contrasted with each other. Consequently, a light will be shone on the manifest differences between Germany and NATO with regard to both the discourse and their respective practical politics. Against the background of the Libyan case, Germany can no longer be considered a part of NATO as a community of practice which can in turn be taken as evidence for a tendency towards less dedication to multilateralism and less commitment in the field of military missions on the part of Germany. Thus, within the relation between NATO and Germany, a lacking sense of community can clearly be detected which potentially poses a threat to any future transatlantic cooperation.

Opis:: This contribution analyses the development of transatlantic relations focussing on German foreign policy and missions of the German Federal Armed Forces since the end of the Cold War. It tries to answer the question of why – 25 years after the fundamental geopolitical changes of 1989/90– the German foreign and security policy is still having difficulties finding a consistent strategy based on clear standards and plausible criteria, especially with regard to external commitments and military components as an integrated part of NATO strategies and forces. Methodologically, the focus lies on internal political structures processing external challenges and experiences made during the past two decades. In this framework, the so called interdependency trap (Politikverﬂ echtungsfalle (Scharpf)) is to be analyzed. That is to say the relationship of relevant German foreign policy elites with their NATO and EU partners is illuminated with their repercussions on internal political discourse formation.

Opis:: Celem badawczym w artykule jest ukazanie wpływu (znaczenia) czynnika geopolitycznego w stosunkach Polski z Federacją Rosyjską (Rosją) i Republiką Federalną Niemiec (Niemcami) w okresie pozimnowojennym, w tym przede wszystkim na stopień zbieżnych i rozbieżnych (sprzecznych) interesów z tymi państwami oraz na dylematy z tym związane dla polityki zagranicznej i bezpieczeństwa Polski. Główna teza badawcza zawiera się w stwierdzeniu, że czynnik geopolityczny, mimo zmian zachodzących w ostatnich dziesięcioleciach w systemie międzynarodowym (np. przyspieszenie procesów globalizacji), jest nadal jedną z głównych determinant stosunków Polski z Rosją i Niemcami. Jednakże w okresie pozimnowojennym rzutował on zdecydowanie bardziej negatywnie na stosunki Polski z Rosją niż na relacje Polski z Niemcami. W omawianym okresie w polityce zagranicznej Polski znacznie zmalało znaczenie problemu niemieckiego, w jego tradycyjnym rozumieniu źródeł zagrożenia, rosło natomiast znaczenie problemu rosyjskiego. Niemcy były postrzegane przez decydentów polskiej polityki zagranicznej przede wszystkim jako partner i sojusznik (w ramach NATO), natomiast Rosja, jako główne zagrożenie dla bezpieczeństwa Polski, w tym także jako zagrożenie militarne (zagrożenie bezpośrednią napaścią zbrojną). Mając na uwadze zagadnienia bardziej szczegółowe, w opracowaniu wyeksponowane zostały m.in. kwestie dotyczące istoty czynnika geopolitycznego w polityce zagranicznej państw, niektóre uwarunkowania geopolitycznego usytuowania Polski w okresie pozimnowojennym, główne etapy i ich cechy charakterystyczne w stosunkach Polski z Niemcami i Rosją w tym czasie, główne obszary rozbieżnych interesów w stosunkach Polski z Niemcami i Rosja w drugiej dekadzie XXI w., podobieństwa i różnice w polityce Polski wobec Niemiec i Rosji w okresie pozimnowojennym oraz główne dylematy polityki zagranicznej Polski pod koniec drugiej dekady XXI w. wynikające z geopolitycznego usytuowania Polski między Rosją a Niemcami. Jeden z głównych wniosków sformułowanych na podstawie przeprowadzonych rozważań zawiera się w stwierdzeniu, że geopolityczne położenie Polski między Rosją i Niemcami nie oznacza, że mając na uwadze związane z tym zaszłości historyczne, stosunki Polski z tymi państwami skazane są na konfrontacyjny charakter. Czynnik geopolityczny nie ma bowiem charakteru samodzielnej siły sprawczej, determinizmu geopolitycznego, automatycznie eliminującego możliwości wpływu kolejnych polskich rządów na zmianę geopolitycznej sytuacji Polski. Geopolityczne usytuowanie nie determinuje ani wiecznych wrogów ani wiecznych przyjaciół. Z tego samego położenia geopolitycznego Polski można bowiem wyprowadzić różne koncepcje, programy i cele polityki zagranicznej.
The research objective of this paper is the presentation of the influence (significance) of the geopolitical factor in Poland’s relations with the Russian Federation (Russia) and the Federal Republic of Germany (Germany) in the post-Cold War period, first and foremost the influence on the shares of convergent and divergent (contradictory) interests of Poland and the two countries, as well as relevant dilemmas concerning Poland’s foreign and security policies. The main research thesis is that the geopolitical factor remains one of the chief determinants of Poland’s relations with Russia and Germany despite the changes taking place in the international system (e.g. the acceleration of globalisation processes) in the last few decades. In the post-Cold War period, however, it affected Poland’s relations with Russia in a much more negative way than it did the Polish-German relations. The German problem in its traditional sense of a hazard source diminished considerably in the Polish foreign policy in the abovementioned period, while the significance of the Russian problem increased. The decision makers of the Polish foreign policy viewed Germany first and foremost as a partner and an ally (within NATO), while Russia was seen as the main hazard to Polish security, including a military hazard in the form of a direct invasion. Wishing to present more detailed matters, the paper brings to the fore i.a. the issues concerning the essence of the geopolitical factor in the foreign policies of countries, certain conditions of Poland’s geopolitical location in the post-Cold War period, the main stages of Poland’s relations with Germany and Russia in that period together with their characteristics, the main areas of divergent interests in Poland’s relations with Germany and Russia in the second decade of the 21st century, the similarities and differences in Poland’s policy toward Germany and Russia in the post-Cold War period as well as the main dilemmas of the Polish foreign policy toward the end of the second decade of the 21st century stemming from Poland’s geopolitical location between Russia and Germany. One main conclusion formulated on the basis on those deliberations is that Poland’s geopolitical location between Russia and Germany does not doom Polish relations with the two countries to a confrontational nature for historical reasons. The geopolitical factor is not an independent prime mover; it does not entail geopolitical determinism which automatically eliminates the possibility of influencing Poland’s geopolitical situation by subsequent Polish governments. The geopolitical location does not determine eternal enemies or eternal friends because one can derive various conceptions, programmes and objectives of the foreign policy from the same geopolitical location of Poland.

W artykule podjęto próbę przeanalizowania zmian, które zaszły w obszarach polityki, gospodarki i wojskowości, zbadano również kwestie dotyczące zrównoważonego rozwoju w okresie od 1990 do 2020 r. Dodatkowego materiału do przemyśleń dostarczają nadchodzące wybory do Bundestagu, które mają się odbyć we wrześniu 2021 r.

W artykule omówiono politykę zagraniczną Voldemarasa w kluczowych dla Litwy latach 1927–1928. Był to okres próby przebudowy stosunków relacji polsko-litewskich, głównie w kontekście Wileńszczyzny, tajnych negocjacji z Niemcami, mających na celu pozyskanie dodatkowego wsparcia finansowego dla młodego państwa litewskiego oraz polityki zbliżenia z ZSRR, dzięki której Litwa zyskała potężnego sojusznika w sporze z Polską.
Following the coup d’état of December 1926, Lithuania found itself governed by the leaders of the Lithuanian Nationalists, Augustinas Voldemaras and Antanas Smetona. The article discusses Voldemaras’ foreign policy during the important for Lithuania years of 1927 and 1928. It was the period of attempted reconstruction of Polish-Lithuanian relations, mainly in the context of Vilnius region, secret negotiations with the Germans to secure additional financial support for the young Lithuanian state, and policy of détente with the USSR which made it possible for Lithuania to gain a powerful ally in the argument with Poland.

Opis:: The shaping of the security and defence policy of the Second Polish Republic took place primarily under the influence of the development of the domestic situation in the country and evolution of the European security system. However, in the case of Poland, experience and historical memory played a greater role in this field than in the case of other countries. Poland as a state did not exist for a dangerously long 123 years. During that period, as a kind of substitute for the Polish state, the so-called “Question polonaise/Polish Question” was present in the political life and security of system Europe, that is all problems related to the Polish nation’s efforts to regain the state, which often manifested itself in the form of armed uprisings. It was so difficult to solve that it remained unresolved throughout the nineteenth century. Both the circumstances of the collapse of the Polish state and the evolution of the «question polonaise» in the «long» nineteenth century (for Poland from 1795 to 1918) provided Europe with experiences going in different directions, evoking on the one hand certain hopes and expectations, but on the other hand doubts, and even fears. As a result, in 1918, the project of restoring the Polish state was universally (and irrevocably!) accepted, but no agreement was reached on its borders, and thus, indirectly, on its socio-economic system. The year 1918 should be seen not only as the end of the century of the struggle for independence, but also as the opening of the next century, the century of the struggle to maintain the Polish state and to give it a form corresponding to the aspirations of the nation and accepted by the geopolitical surroundings of Poland. In the short interwar period, those efforts were not successful. Faced with the evolution of the international situation and the European security system, unfavourable for Poland, the political elites largely failed. They came from the upper and privileged social classes, mainly from the post-feudal layer of landowners and from the intelligentsia, rooted in that layer, both of whom were especially numerous in Poland. In many areas of key importance from the point of view of the security of the country and of the nation, they were unable to break out of the circle of ideas and views taken from the past. In their political thinking, they were subject to the limitations typical of post-feudal landowning layers. And so, in the internal dimension, they did not manage to make the effort to reform social relations in the form of a radical land reform, or to give real equality to national minorities (especially Ukrainian and Jewish). They also failed to prevent the evolution of the state system in an anti-democratic and authoritarian direction. In the external dimension, they failed to properly assess the potentials, intentions, and actions of the two totalitarian powers which bordered on Poland, namely the Third Reich and the Soviet Union.
Формирование политики безопасности и обороны Польской Республики происходило в первую очередь под влиянием развития внутренней ситуации страны и эволюции европейской системы безопасности. Однако, в случае Польши, по сравнению с другими странами, в этой области большую роль сыграли опыт и историческая память. Польша как государство не существовало опасно долго -123 года. В этот период, как бы взамен польского государства, в политической жизни и в системе безопасности присутствовал т.н. «question polonaise/польский вопрос» - комплекс вопросов, связанных со стремлением польской нации восстановить государство, который часто проявлялся в форме вооруженных восстаний. В связи со своей сложностью в XIX в. он так и оставался нерешенным. Оба обстоятельства - распад польского государства и эволюция «польского вопроса» в «долгом» XIX в. (для Польши 1795-1918 гг.) -привносили Европе двоякий опыт, т.е., с одной стороны, определенные надежды и ожидания, но с другой - сомнения и даже опасения. Это означало, что в 1918 году проект восстановления польского государства был одобрен повсеместно (и безвозвратно), но не достигнуто соглашения относительно его границ и, таким образом, косвенно - его социально-экономической системы. 1918 год должен быть признан не только концом столетия борьбы за независимость, но и началом следующего века борьбы за сохранения польского государства и придачу ему формы, которая соответствовала бы аспирациям народа и могла быть принята геополитическим окружением Польши. В короткий межвоенный период эти усилия не увенчались успехом. Ввиду неблагоприятной для Польши эволюции международной и европейской системы безопасности в значительной степени не оправдала себя политическая элита. Она происходила из высших и привилегированных слоев населения, в первую очередь из особо многочисленного в Польше постфеодального слоя помещиков и происходившей из него интеллигенции. Во многих ключевых с точки зрения безопасности страны и народа сферах они не могли освободиться от мировоззрения из прошлого. Их политическое мышление подвергалось ограничениям, типичным для постфеодального слоя владельцев. Во внутреннем измерении, они не решились провести реформу социальных отношений в виде радикальной сельскохозяйственной реформы, ни на реальное равенство национальных меньшинств (особенно украинцев и евреев). Им не удалось предотвратить эволюцию государственной системы в антидемократическом и авторитарном направлении. А во внешнем измерении, им не удалось должным образом оценить потенциалы, намерения и действия двух соседних тоталитарных держав, т.е. Третьего Рейха и Советского Союза.

Opis:: The paper looks at Germany’s position towards Russia in the face of major international security problems after the end of the Cold War: the 1999 NATO enlargement, the conflict over Kosovo, the 2003 Persian Gulf War, the conflict between Russia and Georgia, and the conflict in Ukraine. All these issues had a significant impact on the international security environment, and they aroused great emotions, highlighting several differences in the positions taken by individual actors in international relations. In the paper, an attempt has also been made to pinpoint the importance of the Russian Federation in Germany’s foreign policy.
Celem artykułu jest przedstawienie stanowiska Niemiec wobec Rosji w obliczu kluczowych kwestii związanych z bezpieczeństwem międzynarodowym, które pojawiły się po zakończeniu zimnej wojny – w szczególności w obliczu poszerzenia NATO w 1999 r., konfliktu w Kosowie, wojny w Zatoce Perskiej w 2003 r., konfliktu między Rosją i Gruzją, a także konfliktu na Ukrainie. Wszystkie te kwestie miały znaczący wpływ na środowisko bezpieczeństwa międzynarodowego i wywoływały ogromne emocje, uwidaczniając przy tym liczne różnice w zakresie stanowisk poszczególnych aktorów sceny stosunków międzynarodowych. W tym kontekście autor próbuje również scharakteryzować znaczenie Federacji Rosyjskiej dla niemieckiej polityki zagranicznej.

Opis:: La visite du général de Gaulle en Pologne ne peut être comprise sans tenir compte de deux facteurs contradictoires qui caractérisent les relations franco-polonaises depuis 1958: d’une part, l’appartenance à des camps opposés pendant la guerre froide et, d’autre part, l’intensité des liens bilatéraux, qui s’exprime également dans ses souvenirs personnels du service en 1919/1921. Indépendamment des considérations sentimentales et historiques, le statut territorial de la Pologne d’après-guerre s’inscrit durablement dans la conception géopolitique du général de Gaulle. Il implique le soutien à l’inviolabilité de sa frontière occidentale. Les possibilités d’ouverture politique auxquelles il songeait depuis 1958 sont contrariées par les tensions de la guerre froide et le soutien de la Pologne à l’Algérie. L’éviction de Khrouchtchev et le refroidissement des relations franco-allemandes constituent un tournant. L’échange intensif de visites entre la Pologne et la France est censé signifier l’acceptation de l’ordre bipolaire à condition que la Pologne conserve son identité. La visite du général de Gaulle en Pologne doit lui permettre d’expliquer sa politique de «détente, entente, coopération». Ses discours voilés suggèrent l’adoption d’une position plus indépendante vis-à-vis de Moscou, mais ne bouleversent en rien le statu quo existant en Europe de l’après-guerre.
General de Gaulle’s visit to Poland cannot be understood without taking into account two contradictory factors that have characterized Franco-Polish relations since 1958: on the one hand, the fact that he belonged to opposing camps during the Cold War, and on the other hand, the intensity of bilateral ties, which is also expressed in his personal memories of service between 1919 and 1921. Regardless of sentimental and historical considerations, the territorial status of post-war Poland was a lasting part of General de Gaulle’s geopolitical conception. It implied support for the inviolability of its western border. The possibilities of political openness he had been thinking about since 1958 were thwarted by the tensions of the Cold War and Poland’s support for Algeria. The ousting of Khrushchev and the cooling of Franco-German relations were a turning point. The intensive exchange of visits between Poland and France was supposed to signify acceptance of the bipolar order on condition that Poland retained its identity. General de Gaulle’s visit to Poland was intended to explain his policy of “détente, understanding, cooperation”. His veiled speeches suggested the adoption of a more independent stance towards Moscow, but did not in any way upset the post-war status quo in Europe.
Wizyty generała de Gaulle’a w Polsce nie da się zrozumieć bez uwzględnienia dwóch sprzecznych czynników istniejących w stosunkach polsko-francuskich od 1958 r.: z jednej strony przynależności do przeciwnych obozów w czasach zimnej wojny, a z drugiej strony – intensywności więzi dwustronnych, które wyrażały się także w osobistych wspomnieniach de Gaulle’a ze służby w latach 1919–1921. Niezależnie od względów sentymentalnych i historycznych kwestia powojennej Polski na trwale wpisana była w koncepcję geopolityczną de Gaulle’a. Oznaczało to m.in. poparcie Generała dla nienaruszalności zachodniej granicy Polski. Możliwości otwarcia politycznego, o których myślał już od 1958 r., udaremniły napięcia zimnej wojny i poparcie Polski dla Algierii. Punktem zwrotnym było usunięcie Chruszczowa i ochłodzenie w stosunkach francusko-niemieckich. Intensywne obustronne wizyty między Polską a Francją miały oznaczać akceptację porządku dwubiegunowego pod warunkiem zachowania przez Polskę jej tożsamości. Wizyta generała de Gaulle’a w Polsce miała służyć wyjaśnieniu polityki „odprężenia, zrozumienia, współpracy”. Jego przemówienia w zawoalowanej formie sugerowały Polsce przyjęcie bardziej samodzielnej pozycji wobec Moskwy, ale jednocześnie nie niosły za sobą czynów mogących naruszyć powojenne status quo w Europie.

Opis:: The perspective of 25 years of the Polish Third Republic and achieving the goals assigned at the beginning of the transformation, connected with reorienting the Polish politics allows for looking at the Polish-German relations in a broader context of European dynamics and international relation in the world, although not without the living schematics, stereotypes and habits, able to determine thoughts and decisions. Relations with Germans have stopped being a subject of superpolitical unanimity, and in the perception of further generations the historical traumas will give place to the pragmatic everyday life. The material refers to the concepts of interest community, memory and generational changes which show the scale of the change made in the Polish-German relations, as well as try to set the perspective of implementing the experiences gathered so far.

Opis:: Przez wiele lat Niemcy prezentowały wstrzemięźliwy stosunek do interwencji zbrojnych. Ta postawa była związana z samoograniczeniem Niemiec w sferze ich polityki zagranicznej i bezpieczeństwa, mającym swoje źródło w wydarzeniach II wojny światowej. W niniejszym artykule skoncentrowano się na latach 1998−2013. Postawiono tezę, że ten okres odznaczał się mniejszą koherentnością co do udziału RFN w interwencjach wojskowych. Nie można bowiem mówić o dalszym liniowym zwiększeniu udziału w międzynarodowych operacjach przywracania lub utrzymania pokoju. Wydaje się również, że za tymi decyzjami stały rozmaite, nowe czynniki. Zdaniem autorki doszło do zmian w zakresie motywacji postaw wobec wybranych problemów bezpieczeństwa międzynarodowego. Pewne uzasadnienia pojawiły się po raz pierwszy w dyskursie politycznym, inne traciły na znaczeniu. Zestawy argumentów zostały przeanalizowane na gruncie modelu mocarstwa cywilnego zaproponowanego przez Hannsa W. Maulla.
For a number of years, Germany had a very careful approach to military interventions. This attitude was connected with the self-restraint of Germany in the fields of its foreign and security policies, which resulted from the events of World War II. This article focuses on the years 1998–2013. The author puts forward the thesis that Berlin was acting less coherently during that time with reference to its contribution to military interventions. One could no longer observe a steady rise in the number of German troops engaged in international peacekeeping or peace-enforcement operations. Furthermore, it seems that many new factors were included in the decision-making process. In the author’s opinion, there was a major change in the scope of the motivation behind the approaches to some international security issues. Some justifications appeared for the first time in the political discourse, some other were losing importance. The sets of justifications were analyzed through Hanns W. Maull’s model of civilian power.

Opis:: Chancellor Konrad Adenauer’s engagement in the post-war process of setting-up of international cooperation in Europe is doubtless. Yet, it is not clear, what was the main factor which made the chancellor take the European path. The paper comprises an analysis of terms, which decided the political course of Adenauer’s Germany. What should be reckoned among them is: critical situation of Europe, factual elimination of German statehood, exceptional position od extra-European powers (USA as an ally and USSR as the main threat) and Franco-German relations, which required a complete redefi nition. The main thesis reads that European orientation perfectly served the purposes of German interests in the post war epoch, while the chancellor was fully aware of that. In the conclusion the author tends to answer a question, if it is possible to trace some aspects of idealism in Adenauer’s views and actions, despite his incontestable political realism.

Opis:: Polska jako dostawca surowców i jako rynek zbytu dla gotowych towarów znajdowała się w okresie międzywojennym w strefie zainteresowań handlowych Niemiec. Istniały przesłanki dla korzystnej wymiany handlowej z Polską. Rynek polski i rynek niemiecki były w większym stopniu rynkami kompensacyjnymi niż konkurencyjnymi. Niemcy miały dodatni bilans w handlu produktami gotowymi, ujemny we wszystkich innych grupach. Polska przeciwnie, miała ujemny bilans w handlu wyrobami gotowymi, dodatni w zakresie artykułów spożywczych, zwierząt żywych, surowców i półfabrykatów. Na przeszkodzie szerokiemu rozwojowi stosunków gospodarczych polsko-niemieckich stały dążenia obydwu państw do zmiany struktury gospodarczej. Zasadniczy kierunek polityki rolnej Niemiec był sprzeczny z dążeniem Polski do zwiększenia eksportu rolnego do Niemiec, natomiast Polska, rozwijając swój przemysł, chciała go ochronić przed niemiecką ekspansją przemysłową. Wzajemna konkurencja istniała w takich dziedzinach gospodarki jak produkcja węgla kamiennego, produkcja hutnicza i wyrobów przemysłu drzewnego. Pomimo tych sprzeczności obroty z Rzeszą były najpoważniejszą pozycją w handlu zagranicznym Polski. Polska była tylko jednym z krajów tzw. biednej Europy (i to bynajmniej nie typowym), na który skierowała się niemiecka ekspansja towarowa. Najważniejszym obszarem ekspansji były cztery rolnicze kraje Europy Południowo-Wschodniej: Bułgaria, Jugosławia, Rumunia i Węgry. Zostały one w najwyższym stopniu poddane wpływom Niemiec. Na skutek swojej mniejszej roli w produkcji zbóż i innych artykułów żywnościowych oraz surowców, jak również w rezultacie dużego spadku obrotów w czasie wojny celnej uzależnienie polskiego handlu zagranicznego od Niemiec (nawet po przyłączeniu Austrii) nie było tak duże jak w Bułgarii, Jugosławii czy na Węgrzech. Natomiast większą rolę odgrywała Polska jako kraj tranzytowy i „przedmurze kapitalizmu” na Wschodzie. Dlatego też zainteresowanie nią było z tego punktu widzenia bardzo duże, o czym może świadczyć fakt poważnych lokat kapitału niemieckiego.
Poland was in Germany’s sphere of commercial interests as a supplier of raw materials and as a market for finished goods. There foundations for favorable trade exchange with Polandexisted. The Polish and German markets were more compensating than competitive. Germany had a positive balance in finished goods trade and a deficit in all other groups. Poland, on the contrary, had a negative balance in finished goods trade and surpluses in trade in foodstuffs, live animals, raw materials and semi-finished goods. Both countries’ aspirations to change the economic structure stood in the way of the broad development of Polish-German economic relations. The basic direction of Germany’s agricultural policy was opposite to Poland’s aspirations, the desire to expand Poland’s agricultural exports to Germany, while Poland, by developing its industry, wanted to protect itself against German industrial expansion. Mutual competition existed in such areas of the economy as hard coal production, metallurgy and wood industry. Despite these contradictions, trade with the Reich occupied the most serious position in Poland’s foreign trade. Poland was only one of the countries of so-called poor Europe (and by all means not a typical one), at which the German expansion of goods was directed. The most important area of the said expansion were four agricultural countries of Southeastern Europe: Bulgaria, Yugoslavia, Romania, and Hungary. All these countries found themselves under Germany’s heavy influence. Thanks to Poland’s smaller role in the production of cereals and other food products and raw materials, as well as a result of a large drop in turnover during the customs war with Germany, the dependence of Polish foreign trade on Germany (even after the latter annexed Austria) was not as high as in case of Bulgaria, Yugoslavia, or Hungary. Poland, however, played a more important role as a transit country and as a “bulwark of capitalism” in the East. Therefore it was the subject of significant interest, as evidenced by significant investments by the German capital.
