    Opis:
    One of the biggest imponderables in the process of Polish-German rapprochement at the turn of the 1980s and 1990s was the reaction of the Federation of Expellees (BdV) and its partner organizations. Despite the attempts undertaken by BdV to contest the final recognition of the Oder-Neisse border by the German state, the organization failed to gain allies. It had to accept the political reality and the decisions of the state, and find new areas of activity for itself, for which the Polish–German Treaty of Good Neighbourship and Friendly Cooperation laid solid foundations.

    У статті йдеться про феномен історичної пам’яті Республіки Польща, що нині  спрямовується на розв’язання внутрішніх і зовнішніх завдань держави за наступними напрямами. Перший стосується низки геополітичних і практичних питань відносин з Німеччиною, другий точиться навколо відносин з Російською Федерацією, а третій сконцентровано на «проблемі Волині», що природньо екстраполюється на відносини з Україною. Така трихотомія складалася впродовж ХХ ст. і продовжується донині. Якщо до 2014 р. в польському політикумі і громадському житті превалювали німецькі і волинські нерозв’язані питання, то знападом і війною Росії проти України посилилась російська складова польського наративу пам’яті, спрямована на розвінчування московської загарбницької політики. Витоки і сутність проблем у відносинах Польщі з Німеччиною, а також з Росією у багатьох питаннях є подібними, а в деяких вимірах навіть збігаються. Геополітичні вагові політик провідних держав нагадують одне одного за історичними витоками і за характером проблем, за нешанобливими оцінками своїх противників або конкурентів, за імперським ставленням до свого і до підкорених народів, за економічними характеристиками, що залишили їм у спадок попередні державні формування. Тісно переплелися відносини Республіки Польща і Німеччини. Ускладнені територіальними претензіями, вони особливо загострились у роки холодної війни. Конструктивний діалог цих європейських держав вийшов на консенсусний рівень тільки з об’єднанням Німеччини у 1990 р. Однак остаточного взаєморозумінняй досі не досягнуто, оскільки польська сторона до нині порушує питання провини перед поляками з боку Німеччини, яка, за польськими заявами, недостатньо компенсувала втрати поляків періоду Другої світової війни.
    The article deals with the phenomenon of the historical memory of the Republic of Poland, which is currently aimed at solving the internal and external tasks of the state in the following directions. The first concerns a number of geopolitical and practical issues of relations with Germany, the second revolves around relations with the Russian Federation, and the third is focused on the “Volyn problem”, which is naturally extrapolated to relations with Ukraine. Such a trichotomy was formed throughout the 20th century and continues to this day. If until 2014 German and Volyn unresolved issues prevailed in Polish politics and public life, then Russia’s invasion and war against Ukraine strengthened the Russian component of the Polish narrative of memory, aimed at debunking Moscow’s aggressive policy. The origins and essence of the problems in Poland’s relations with Germany, as well as with Russia, are similar in many issues, and in some dimensions even coincide. The geopolitical weight of politicians of the leading states resemble each other in terms of historical origins and the nature of problems, disrespectful assessments of their opponents or competitors, imperial attitudes toward their own and conquered peoples, and economic characteristics bequeathed to them by previous state formations. Relations between the Republic of Poland and Germany are closely intertwined. Complicated by territorial claims, they became particularly acute during the Cold War. The constructive dialogue of these European states reached a consensus level only with the unification of Germany in 1990. However, a final understanding has not yet been reached, as the Polish side still raises the issue of guilt towards the Poles on the part of Germany, which, according to Polish statements, did not sufficiently compensate for the losses of the Poles period of the Second World War.

    W artykule poddano analizie proces uznania w toku zjednoczenia Niemiec granicy polsko-niemieckiej. Uprzednio Republika Federalna Niemiec kwestionowała ostateczny charakter tej granicy w świetle prawa międzynarodowego. Powodowało to poważne konflikty polityczne w stosunkach PRL i RFN. Nie zmienił tego Układ o normalizacji stosunków między obu państwami podpisany 7 grudnia 1970 r. Powstanie demokratycznej Polski w 1989 r. i paralelne zjednoczenie Niemiec położyły kres tym konfliktom. Znalazło to wyraz w Traktacie o potwierdzeniu granicy polsko-niemieckiej (podpisanym z 14 listopada 1990 r.) oraz w Traktacie „dwa plus cztery” (podpisanym 12 września 1990 r.). Stało się to podstawą budowania – postulowanej przez ministra Krzysztofa Skubiszewskiego – polsko-niemieckiej „wspólnoty interesów” w zjednoczonej Europie. Przypomnieć przy tym należy, że negocjacje nad traktatem o potwierdzeniu granicy przyczyniły się do wypracowania koncepcji Traktatu o dobrym sąsiedztwie i przyjaznej współpracy. Został on podpisany 17 czerwca 1991 r. Wytyczył kierunki dla polsko-niemieckiej „wspólnoty interesów” i utorował drogę Polski do Unii Europejskiej.
    The article analyzes the process of confirmation of the Polish-German border in the course of German reunification. The Federal Republic of Germany previously contested the ultimate nature of this border under international law. This caused serious political conflicts in relations between the People’s Republic of Poland and the Federal Republic of Germany. This was not changed by the Treaty on the Normalization of Relations between the two States, signed on December 7, 1970. The rise of a democratic Poland in 1989 and the parallel reunification of Germany put an end to these conflicts. This was reflected in the Treaty on the Confirmation of the Polish-German border (signed on November 14, 1990) and in the “two plus four” Treaty (signed on September 12, 1990). This became the basis for building the Polish-German “community of interests” in a united Europe, as postulated by Minister Krzysztof Skubiszewski. It should be remembered that the negotiations on the border Confirmation Treaty contributed to the development of the concept of a Treaty on good neighborhood and friendly cooperation. It was signed on June 17, 1991. It set the directions for the Polish- -German “community of interests” and paved the way for Poland to enter the European Union.
