In our paper, we analyse the impact of funding structure on banking sector stability in EU countries. Our findings show that after the global financial crisis (GFC) there are four main funding models in the EU banking sectors. We document that funding structure is an important factor influencing the banking sector stability. We report that there are also some other banking business model characteristics as well as macroeconomic indicators which have impact on banking sector risk.

Introduction. The Constitution of 1997 of the Republic of Poland guarantees all citizens the equal right to healthcare benefits financed from public funds. The National Health Fund (NFZ), being the main payer in the system, is responsible for contracts with both public and private healthcare providers. Patients with healthcare insurance are entitled to guaranteed healthcare benefits in accordance with the current medical knowledge within the limits of NFZ funds available. The aim of the thesis is to analyze the availability of the guaranteed healthcare benefits in medical rehabilitation in the Podkarpacie province. Materials and methods. The research includes information and data on amounts of money for healthcare contracts related to medical rehabilitation in the Podkarpacie province from July 1, 2014 to June 30,2017. The information is posted on the website of the Rzeszow Podkarpacie Branch of The National Health Fund. Results. The analysis conducted indicates that in the Podkarpacie province there are significant statistical differences in the distribution of funds for ambulatory physiotherapy and medical rehabilitation care in individual districts. Conclusions. It is necessary to increase investment funds and a change in the distribution, increasing access to rehabilitation to those in need

This article presents an overview of ten specific problems and considerations that are typically involved in designs of bibliometric indicators for national performance-based research funding systems (PRFS). While any such system must be understood and re-spected on the background of different national contexts, mutual learning across coun-tries can inspire improvements. The paper is partly based on experiences from a Mutual Learning Exercise (MLE) on Performance Based Funding Systems which was organized by the European Commission in 2016–17and involved fourteen European countries, partly on experiences from advising a few other countries in developing such systems. A framework for understanding country differences in the design of PRFS is presented first, followed by a presentation of the five specific problems and considerations that are typically involved in designs of bibliometric indicators for such system. The article con-cludes with an overview of how Norway’s PRFS has dealt with the same five problems.
Artykuł obejmuje przegląd dziesięciu konkretnych problemów i zagadnień, które zazwy-czaj pojawiają się przy projektowaniu bibliometrycznych wskaźników dla krajowych sys-temów finansowania opartych na wynikach (z ang. „performance-based research funding systems” -PRFS). Każdy taki system należy analizować w specyficznym kontekście kra-jowym, ale wzajemne uczenie się może inspirować do wprowadzania usprawnień. Arty-kuł powstał częściowo w oparciu o doświadczenia z warsztatów wzajemnego uczenia się (MLE) dotyczących systemów finansowania opartych na wynikach. Warsztaty dla czter-nastu krajów europejskich zorganizowała w latach 2016–2017 Komisja Europejska. Poza tym podstawą do napisania artykułu są doświadczenia związane z doradzaniem kilku krajom przy opracowywaniu takich systemów. Pierwsza część dotyczy różnic przy pro-jektowaniu PRFS pomiędzy państwami, następnie przedstawiono pięć konkretnych pro-blemów i zagadnień, które zazwyczaj wiążą się z projektowaniem wskaźników bibliome-trycznych dla takiego systemu. Na koniec znajduje się opis tego, jak te pięć problemów rozwiązano w norweskim systemie PRFS.

Catalyst's suitable architecture creates opportunities for companies to gain the capital in various stages of development and varying size and characteristics. At the same time, allows the promotion of the issuer and reach to wider range of the funders. Catalyst's market is still in its the initial stage of development, but there are reasons to believe that in the near future it will continue to grow at a rate of ten percent per year, therby atrtracting new issuers and investors.

Theoretical background: The global financial crisis (GFC) has shown the importance of the funding model for the bank’s stability. In this context, deposits were of particular importance as they proved to be a stable source of funding during market turmoil. As a result, many banks have changed the funding model, paying greater attention to financing obtained on the deposits market. Purpose of the article: In this paper, we analyze the impact of funding models on the EU banks’ risk after GFC, i.e. in 2011–2018. We put particular emphasis on the funding structure measured by the deposits to total assets ratio and changes that take place according to the type of institution (i.e. listing status, specialization, and funding model). Research methods: In our research, we use panel data models together with a set of tests that allow us to deduce about properties of proposed models and allow us to analyze the significance of the impact of the bank-specific, macroeconomic, and dummy variables on the bank’s risk. We apply “within”, “fixed time effects” estimator from plm R package. Main findings: We confirm the stabilizing function of deposits, but also the non-linear nature of the impact of the funding structure on the bank’s stability, depending on the bank’s specialization. This means that the stabilizing role of deposits for the bank’s stability is just as important in the post-crisis period as it was during the outbreak of GFC in 2008, although the excessive growth of deposits in some types of banks may, however, lead to an increase in the risk level.

In Polish conditions and relatively poor condition of public finances, funding protection of monuments is also made with a significant share of funds from the European Union A good example of such is the funding under the Regional Operational Programmes of individual provinces. This article attempts to present the role of Regional Operational Program in the system of financing the protection of monuments in Poland, activities related to the protection of cultural heritage and to present the project of monument protection funded by Regional Operational Program of the Opole Voivodeship. The cultural heritage of a nation in the form of material and intangible heritage of previous generations is a key to building national identity, because without it teaching respect for tradition and culture would be impossible. However, in a market economy cultural heritage in the form of monuments should be treated also as a factor supporting regional development. Presented policy on the use of funds for activities related to the protection of cultural heritage, protection of monuments and the funds allocated for this purpose that EU funds, especially the Regional Operational Program, will not replace the system of financing these activities from public funds, which is administered by the Minister of Culture and National Heritage, but they can be a good complement to this system.

Warto odnotować, że gwarancje zachowania zasad transparentności i jawności finansowania partii politycznych zapewnia działalność niezależnego organu kontroli – Estońskiej Komisji Nadzoru Finansowania Partii
Funding of political parties in Estonia is determined mainly by the Political Parties Act enacted in 1994. It was amended many times and the last meaningful modifications were introduced in 2014. The act assumes a diversification of the financing sources and allows parties to be financed from allocations from the state budget, donations given by a natural persons, membership fees, transactions with the property of the political parties as well as loans. It is worth mentioning that clarity and transparency principles of political parties’ funding are guaranteed by an operation of the independent supervisory body – Estonian Party Funding Supervision Committee.

The regional public transport performs with around 11 billion passengers a part of approximately 16.3 % of all passenger transports in Germany. It is financed from tariff revenues (user financing) and, for the most part, through public subsidies. The costs for the regional public transport are only covered by 50 % by direct users. Further 50 % are covered by public funds. The demographic development in Germany and with it declining passenger numbers, legal changes at European and national level as well as the over-indebtedness of public authorities result in a significant change of the framework conditions for the regional public transport. The aim of the paper was to draw up reform proposals for public transport in Germany so that it could continue to meet the four main objectives set. The results of those proposals for reform are transferred to a defined project area enabling to measure specifically the monetary impact. By forecasting the results of the project across the country, we want to verify whether the four main public transport objectives can be achieved using possible additional financial instruments involving indirect users, even under changing conditions, provided the proposed reforms are applied.

Selection of appropriate funding sources for company assets is one of the most important decisions taken by a company. The analysis focuses on assessing the impact of science and innovation policy on increasing business research activity, represented by the measure of business expenditure on research (BERD). The study concentrates on the impact of direct and indirect funding instruments. The effects of public intervention were examined basing on the pursued policy and the country’s level of innovativeness in 21 countries. In order to build aggregate variables of direct and indirect financial flows, the procedure of principal components was performed. Correlations between these variables and business sector activity were examined. The procedure of hierarchical clustering allowed to determine groups of countries which used similar policy instruments and experienced the same dynamics of BERD expenditures. The aim of such clustering was to highlight basic types of relations between the policy pursued and the activity of business sector. The study allowed to determine that direct funding has a significant effect on increasing BERD expenditures and is decreasing with the growing intensity of these outlays. The relation for indirect funding was found to be more complex. The generosity of country’s tax incentives for R&D was proved to be dependent on the level of innovativeness of business sector and was represented by an inverted U-shaped curve. The level of innovativeness was also found to have a stronger impact on business sector research activity than the policy pursued by a country. Basic recommendations on research funding policies were built based on the performed analysis.
