Functional urban areas are becoming increasingly important in urban development policies as a comprehensive approach to solving problems and addressing development goals, not only of cities but also neighboring towns. Integrated territorial investments (ITI) are a new tool of cohesion policies aimed at better achievement of socio-economic development objectives regarding urban functional areas. The purpose of the paper is to assess the use of ITIs in policies for the development of Bialystok Functional Area by analyzing strategic documents, including the Strategy of Integrated Territorial Investments of Bialystok Functional Area for the years 2014-2020. The following research hypothesis has been formulated: the financial resources in ITIs' allocation enable the city to strengthen its cooperation with the neighboring municipalities, mainly in the fields of public transport, investment attractiveness, and human capital.

The European Commission put a growing emphasis on the territorial and integrated approach to policy support addressed in the frame of regional policy. In a special way this process refers to cities along with their functional environment. In Poland the National Spatial Development Concept 2030 has introduced the concept of functional areas, among others – Functional Urban Areas (FUAs). There is also a new tool – Integrated Territorial Investment (ITI) – for FUAs in the EU programming perspective of 2014-2020. The scope of the article includes FUAs of regional and sub-regional centers in Pomeranian Voivodeship. The objectives of this paper are: to identify the diversity of projects planned for FUAs; to identify factors that integrate the projects mentioned above. The following main methods have been applied: analysis of documents; typology of projects proposed for implementation concerning their subject and integrating factors. Territorial agreements basing on regional operational program were a formula of development planning in the researched FUAs, more liberal than the formula of ITI. In 95% projects integrating factors can be identified (as hypothesis) and classified. The projects relate to many fields, the most to energy efficiency, health and transport.

Functional urban areas are of high importance both in the implementation of the National Urban Policy 2023 and territorial development policy. The objective of the study is to determine the level of development of functional areas of voivodship capitals in Poland. The study involved the application of the taxonomic method in a dynamic approach covering the period 2005-2015. The determination of taxonomic values was based on a set of diagnostic indicators in three dimensions of development: social, economic, and environmental. The study involved the assessment of the level of development of central cities of FUA, and separately of cities and the surrounding communes. Moreover, the level of development of each of dimensions of sustainable development was determined. This permitted the assessment of the structure of development of functional areas in Poland.

W artykule podjęto próbę określenia statusu miejskich obszarów funkcjonalnych jako obszarów interwencji w polityce miejskiej, ze szczególnym uwzględnieniem regionalnego poziomu interwencji. Na tle różnych sposobów definiowania obszarów funkcjonalnych oraz różnych rozwiązań dotyczących stopnia decentralizacji polityki rozwoju podjęto próbę określenia wariantowych modeli polityki miejskiej prowadzonej w regionach, która nie może się odnosić do pojedynczych miast. Miejskie obszary funkcjonalne wydają się być dobrym narzędziem strukturyzacji relacji miedzy władzami miast i władzami regionu.
The issue of functional urban areas being a subject to policy intervention, especially by regional authorities, is addressed in the paper. Different approaches to defining FUAs and varying attempts to policy decentralisation were the starting point for identifying variant models of regional urban policy. This policy must not target single cities. FUAs emerge as relevant structures for setting the patterns of relations between urban and regional authorities.

The objective of the article is the presentation of the practical aspect of implementation of one of the new tools of Cohesion Policy 2014–2020, namely Integrated Territorial Investments (ITIs) in functional urban areas (FUAs) in Poland. In the context of general rules of implementation of the instrument resulting from statutory provisions and ministry guidelines, the article presents the practical aspects of that process, including the establishment of an ITI union, the delimitation of the support area, development of the ITI strategy, and thematic and substantive scope of projects designated for financing. Moreover, the paper presents the degree of advancement of the implementation of ITIs as at the end of May 2018. The analyses permitted the identification of areas that will receive the most support and development of a catalogue of predominant investments and their beneficiaries, as well as a level of contracting of dedicated allocation of ITIs in particular FUAs. Finally, the article includes recommendations of what should be changed in the institutional, governance, and strategic programming aspect for the implementation of ITIs in the future perspective to be more effective.

Obszary funkcjonalne powiązane z miastami cechują się różnym poziomem rozwoju, a jednym z głównych celów polityki regionalnej jest zmniejszanie różnic w tym względzie. Celem opracowania jest identyfikacja procesów integracyjnych zachodzących między jednostkami tworzącymi miejskie obszary funkcjonalne oraz określenie ich zasięgów. W szczególności skupiono się na rozpoznaniu intensywności powiązań oraz na stworzeniu i weryfikacji listy kryteriów umożliwiających jednoznaczną delimitację obszarów funkcjonalnych ośrodków subregionalnych. Założono, że każdy ośrodek metropolitalny, krajowy i wojewódzki spełnia także funkcje na poziomie subregionalnym.
The functional areas are characterized by different level of development, and one of the main objective of the regional policy is to reduce the disparities in this regard. The aim of the study was to identify the integration processes taking place between units forming the functional areas of the city. In particular, it focuses on understanding the intensity of existing relationships and creating and verifying a list of criteria for delimitation of the functional areas at the sub-regional level, assuming at the same time that each metropolitan center, national and local, also functions at sub-regional level.

Celem artykułu jest nakreślenie głównych uwarunkowań związanych z delimitacją obszarów metropolitalnych. W pierwszej kolejności dotyczy to zagadnień, związanych z umiejscowieniem pojęcia metropolii i funkcji metropolitalnych w szerszych bądź zazębiających się konstrukcjach koncepcyjno-teoretycznych i metodologicznych. Dotyczy to zwłaszcza kon- cepcji regionu i dziennego systemu miejskiego. W drugiej części omówione są ważniejsze polskie prace delimitacyjne, począwszy od pionierskiej pracy K. Dziewońskiego i L. Kosińskiego (1964) na temat wyznaczenia aglomeracji ludnościo- wych, a kończąc na współczesnych opracowaniach wykonanych m.in. w ostatniej dekadzie w Instytucie Geografii i Przestrzennego Zagospodarowania PAN. W ostatniej, trzeciej części zaprezentowane są aktualne problemy metodologiczne, w tym statystyczne.
The purpose of this article is outline the main considerations relating to the delimitation of metropolitan areas. In the first place it concerns issues related to the location of the notion of metropolis and metropolitan functions in the broader or overlapping conceptual, theoretical and methodological structures. This applies especially to the concept of the region and the daily urban system of B.J.L Berry (1967) proposition. The second section describes the important studies of Polish delimitations, from the pioneering elaboration of K. Dziewoński and L. Kosinski (1964) on the designation of urban population, and ending with the contemporary studies performed, among others, in the last decade in the Institute of Geography and Spatial Organization of Polish Academy of Sciences. In the last, third part are presented current methodological problems, including statistics.

W miastach żyje ponad połowa ludzkości. Również w Polsce procesy urbanizacyjne wciąż postępują. Ponadto samo oddziaływanie strefy miejskiej nie kończy się wraz z granicami administracyjnymi. Występuje szereg powiązań funkcjonalnych między danym ośrodkiem miejskim a jego otoczeniem. Zatem miejskie obszary funkcjonalne zaczynają odgrywać bardziej istotną rolę w polityce rozwoju. W szczególności aspekt ten nabrał znaczenia w obliczu wprowadzenia od 2014 roku nowych instrumentów terytorialnych polityki spójności UE, jak zintegrowane inwestycje terytorialne (ZIT). Z wprowadzeniem ZIT wiązały się sformalizowanie działania miejskich obszarów funkcjonalnych w Polsce, głównie w zakresie ośrodków wojewódzkich. Po kilku latach ich funkcjonowania można przyjrzeć się poziomowi zróżnicowania ich rozwoju. Celem badania jest zatem określenie zróżnicowania poziomu rozwoju społeczno-gospodarczego obszarów funkcjonalnych miast wojewódzkich Polski oraz ich klasyfikacja. Badania przeprowadzono z wykorzystaniem metody TOPSIS na podstawie dostępnych, wybranych danych GUS. W wyniku badań przyporządkowano MOF OW do różnych klas poziomu rozwoju społeczno-gospodarczego oraz dokonano ich uszeregowania pod względem wartości syntetycznego wskaźnika rozwoju społeczno-gospodarczego. W wyniku badania stwierdzono, że ogólnie badane jednostki charakteryzują się raczej małym zróżnicowaniem poziomu rozwoju, występują jednak duże rozbieżności w poziomie syntetycznego miernika rozwoju społeczno-gospodarczego pomiędzy MOF OW o najwyższej i najniższej jego wartości.
More than half of the world’s population lives in cities. Also, in Poland, urbanisation processes are still progressing. Moreover, the impact of an urban zone itself does not end with administrative boundaries. There are a number of functional connections between a given urban centre and its surroundings. Thus, functional urban areas begin to play a more important role in development policy. In particular, this aspect has gained importance in the face of the introduction, in 2014, of new territorial instruments of the EU cohesion policy, such as Integrated Territorial Investments (ITI). The introduction of ITI was associated with formalising the operation of functional urban areas in Poland (FUA), mainly in the area of voivodeship centres. After a few years of their functioning, it is worth taking a closer look at their diversity. The aim of the study is, therefore, to determine the differentiation in the level of development of functional areas of voivodeship capital cities in Poland and their classification. The research was carried out with the use of the TOPSIS method on the basis of available, selected data from the Central Statistical Office. As a result of the research, FUAs were assigned to various classes of the level of socio-economic development and ranked in terms of the value of the synthetic indicator of socio-economic development that was constructed under the TOPSIS method. As a result of the study, it was found that, in general, studied units are characterised by rather small differentiation in the level of development; however, there are quite large discrepancies in the level of the synthetic indicator of socio-economic development between FUAs with the highest and the lowest value of this indicator.

The phenomenon of the metropolization belongs to the most important development processes in the contemporary world. It can be observed also in the Cracow Urban Functional Area. The cohesion policy of the European Union renders assistance to Polish cities in order to strengthen their capabilities to deal with that phenomenon. The relevant new development instrument is the Integrated Territorial Investment, implemented in the current programming period of the EU. The present paper is an example of the on-going participant observation, related to the author’s contribution in the preparation of the Cracow Development Strategy and also of the Strategy of Integrated Territorial Investment for the Cracow Urban Functional Area. The conclusions describe the current understanding of the development processes in big Polish cities in the context of the metropolization.

The aim of this paper is to present the genesis and the development of two models of the “leading path” to the integrated management of functional urban areas of voivodeship centres (FUA VC) in Poland in the context of the implementation of the new instrument of the EU’s Cohesion Policy – Integrated Territorial Investments (ITIs). The implementation of ITIs is presented in the light of the inter-commune cooperation in FUA VC, which has been realised variously so far. As examples of the “leading path” to the integrated management based on the ITI, two functional areas have been selected, differing in this respect, Poznań in western Poland (an example of a bottom-up model) and Lublin in its eastern part (an example of a top-down model). In the conclusion, the instrument of ITI was evaluated as a factor which initiates, deepens or complicates the cooperation of local governments in FUAs. It has been emphasised, that in spite of the creation of organisational and financial instruments (ITIs) which activate the cooperation of self-governments in functional areas, one must take into account the need for legislative changes which give a special status to metropolitan areas, income sources and specific powers.
