    This contribution analyses the development of transatlantic relations focussing on German foreign policy and missions of the German Federal Armed Forces since the end of the Cold War. It tries to answer the question of why – 25 years after the fundamental geopolitical changes of 1989/90– the German foreign and security policy is still having difficulties finding a consistent strategy based on clear standards and plausible criteria, especially with regard to external commitments and military components as an integrated part of NATO strategies and forces. Methodologically, the focus lies on internal political structures processing external challenges and experiences made during the past two decades. In this framework, the so called interdependency trap (Politikverfl echtungsfalle (Scharpf)) is to be analyzed. That is to say the relationship of relevant German foreign policy elites with their NATO and EU partners is illuminated with their repercussions on internal political discourse formation.

    At the beginning of the paper very brief history of contemporary South African foreign policy is presented (period of apartheid and transition) and fundamental changes of the goals of South African foreign policy after 1994 are also depicted. The analysis is focused on engagement of the RSA in Africa and especially in Southern Africa in the context of peace and security. Special attention is drawn into South African activities in the United Nation's and African Union's peace-making and peace-building operations as well as peace negotiations of the South African presidents: Nelson Mandela, Thabo Mbeki and Jacob Zuma. Also the RSA efforts for global peace and security are taken into account.

    Opis:
    Government Protection Bureau as a uniform and armed organization was created on the basis of the act from 16 March 2001 on Government Protection Bureau. The organization deals with the issues within the public administration competence. It fulfils the duties contained in the catalogue of government administration ventures such as ensuring public safety and order and state security. Government Protection Bureau is a qualified formation realizing duties within the field of the security of constitutional organs and facilities crucial for state security. The tasks of the organization are defined in Article 2 of the above mentioned act on the Government Protection Bureau. Implementation of the statutory tasks concerning personal protection and protection of the facilities, taking into consideration dynamically changing threats to the safety, requires legal instruments and adequate preparation of the bodies cooperating during particular projects.

    The mission in Ethiopia was one of the first missionary endeavours of the Society of Jesus. Thus, Saint Ignatius of Loyola, the Founder of the Order, gave to its preparation special attention as shown in his numerous letters. The article briefly recalls the historiography and the genesis of this mission in order to summarize the content of the most important of the Loyola’s letters in what concern the origins of this missionary enterprise and the strategy to be adopted by the Jesuits sent to Ethiopia.

    Contemporary polish military organizations need commanders who, like efficient managers, will be able to effectively manage their subordinates on the battlefield in such a way that they will achieve goals without the necessity of incurring personal losses. The purpose of the article is to present leadership attitudes and the analysis of the characteristics of military leaders desirable while performing combat tasks on foreign missions on the example of a selected case study.
    Współczesne polskie organizacje wojskowe potrzebują dowódców, którzy jak sprawni menedżerowie, będą w stanie efektywnie kierować swoimi podwładnymi na polu walki w taki sposób, by osiągać założone cele bez konieczności ponoszenia strat osobowych. Celem niniejszego artykułu jest zaprezentowanie postaw przywódczych oraz analiza cech przywódców wojskowych pożądanych podczas wykonywania zadań bojowych na misjach zagranicznych na przykładzie wybranego studium przypadków.

    Conflicts in the 21st century have forced qualitative changes in the way of training missionary personnel. Police forces are currently used in various joint operations, which include, among others, elements of the fight against terrorism, ensuring the security of civilians and training of security forces. New types of operations require corrected preparation systems. This article analyses the previous way of preparing such units as Individual Police Officers, Specialized Police Teams, Formed Police Units, as well as the issue related to the training modification proposal, and one of them is the implementation of the virtual game “Gaming for Peace” as a supplement to the training gap through modern and more effective training.

    W artykule poddano analizie problematykę terroryzmu w Afryce Subsaharyjskiej i działania podjęte przez Unię Europejską w celu jego zwalczania. Opisano przesłanki i uwarunkowania terroryzmu w tym regionie, wskazując ich polityczne, społeczno-ekonomiczne oraz kulturowe źródła. Przedstawiono instytucjonalne i prawne podstawy współpracy UE z państwami Afryki Subsaharyjskiej dotyczącej zapobiegania aktom terroru na kontynencie afrykańskim. Omówiono również charakter i formę pomocy finansowej, jakiej UE udziela im w walce z ugrupowaniami terrorystycznymi, w szczególności Instrument na rzecz Pokoju w Afryce oraz Instrument na rzecz Przyczyniania się do Stabilności i Pokoju. Przedstawiono trzy najważniejsze ugrupowania terrorystyczne operujące w Afryce Subsaharyjskiej: Boko Haram, Al-Shabaab i Al-Ka’idę w Islamskim Maghrebie. Na tle wyzwań i zagrożeń związanych z ich działalnością w Afryce Subsaharyjskiejscharakteryzowano główne założenia polityki UE. W tym kontekście omówiono podejmowane przez nią działania z jednej strony mające na celu ograniczenie zdolności bojowych ugrupowań terrorystycznych w regionie, z drugiej – zapewniające trwały i stabilny rozwój na kontynencie afrykańskim i tym samym ograniczające różne negatywne zjawiska. Teoretycznym narzędziem zastosowanym w tym studium przypadku w stosunku do UE są koncepcje „roli aktora” (actorness), „obecności” (presence) oraz „mocarstwa niewojskowego” (civilian power). Podkreśla się w nich dysponowanie przez UE możliwościami aktywnego i celowego podejmowania działań wobec pozostałych aktorów na arenie międzynarodowej i realnym wpływem na sprawy międzynarodowe dzięki stosowaniu środków głównie ekonomicznych, finansowych i politycznych. Artykuł jest próbą odpowiedzi na następujące pytania: Jaka jest rola i znaczenie UE w przeciwstawianiu się terroryzmowi w Afryce Subsaharyjskiej? W jakim stopniu podejmowane przez UE działania wpływają na ograniczenie tego zjawiska? Jakie są główne słabości i wyzwania w europejskiej (unijnej) polityce antyterrorystycznej wobec Afryki Subsaharyjskiej? Czy przyjęte przez UE dokumenty przekładają się na skuteczność podejmowanych przez nią działań i inicjatyw? Jaki jest charakter i stopień instytucjonalizacji współpracy między obu regionami w zakresie zapobiegania aktom terroru w Afryce Subsaharyjskiej?
    The article analyses the issue of terrorism in Sub-Saharan Africa and the actions undertaken in this respect by the European Union. It describes the reasons for and determinants of terrorism in this region, pointing out their political, socio-economic and cultural sources. It discusses the institutional and legal bases of the EU’s cooperation with the countries of Sub-Saharan Africa in preventing acts of terror in Africa. Furthermore, it discusses the nature and form of financial assistance the EU provides to African countries in their struggle against terrorist groups, focusing on the two major instruments of the EU’s external action in this regard: the Peace Facility for Africa and the Instrument contributing to Stability and Peace. The article focuses on presenting the three major terrorist groups that operate in Sub-Saharan Africa: Boko Haram, Al-Shabaab and Al-Qaeda in the Islamic Maghreb. Against the backdrop of challenges and threats arising in relation to the activity of terrorist groups in Sub-Saharan Africa, the author has characterised the EU’s key objectives in this respect. In this context, he further discusses the actions undertaken by the EU with the aim to, on the one hand, reduce the combat capabilities of the terrorist groups in Sub-Saharan Africa and, on the other hand, ensure lasting and stable development on the African continent and, consequently, eliminate various negative phenomena. The theoretical tools applied in this case study with regard to the EU are the concepts of ‘actorness’, ‘presence’ and ‘civilian power’. It is stressed in this context that the EU is capable of ‘actively and purposefully undertaking actions towards the other actors in the international arena’ and having ‘real influence on international affairs’ by using mainly economic, financial and political measures. The article is an attempt to answer the following questions: what is the role of the EU in addressing the problem of terrorism in Sub-Saharan Africa; to what extent do the actions taken by the EU contribute to eliminating this phenomenon in Sub-Saharan Africa; what are the main weaknesses of and challenges to the European (EU) antiterrorist policy towards Sub-Saharan Africa; do the documents adopted by the EU translate into effectiveness of the EU’s actions and initiatives; what is the nature and degree of institutionalisation of the cooperation between the two regions in terms of preventing acts of terror in Sub-Saharan Africa.

    Based on new archival materials, the article reconstructs the picture of the Russian Church presence in Japan and the Holy Land at the end of the 1870s and early 1880s. This was a key period in the fate of the Japan and Jerusalem Russian Ecclesiastical Missions, when both Missions suffered crises that brought them to the verge of closure. The author considers the characteristic features and general patterns of the Russian Ecclesiastical presence abroad in the context of interfaith competition and inter-agency contradictions. The article reveals the reasons that hindered the effective work of Russian Church representatives abroad and pays special attention to the political importance of the Japan and Jerusalem REM.

    The main aim of the article is to characterise and analyse EU military operations, taking into account their objectives, assumptions, successes as well as their limitations and weaknesses. The author focusses his research on EU activities in Sub-Saharan Africa. The following research questions were posed: - what is the specificity and characteristic features of EU military crisis management operations; - to what extent and in what direction are military operations launched by the EU evolving; - in what way do EU military operations influence the perception of the EU as a civilian and normative power and affect the development of the EU as a security actor; - what are the main limitations and weaknesses of EU military operations and what is their future in EU foreign policy? The author applied the following research methods: factorial, comparative, scenario, quantitative, and qualitative analysis. The main conclusion is that the EU's military operations and its military training missions should solely be perceived as one of the elements (measures) in EU foreign policy. As has been indicated in the title of the article, they are “a tool in the EU's foreign policy toolbox”.
