Opis:
The paper presents the evaluation of flood risk in the watershed of the Serafa River - the right tributary of the Vistula. The assessment involved the hydrological calculation and hydrodynamic modeling of wave transformation in the riverbed. The final risk assessment was based on the determination of critical areas, where the largest flood losses occur. It has been shown that proper spatial planning plays an important role in reducing flood-related losses. Moreover, it is necessary to take sustainable actions consisting in delaying the runoff from the watershed by the application of different forms of small retention and infiltration methods.

The history of the Vistula River mouth exhibits the development of the hydrographic system of Żuławy lowlands caused by natural phenomena and human intervention. During its history, the Vistula River has changed the location of its direct connection with the Baltic Sea three times; the first (the Gdańsk Vistula) and the second (the Brave Vistula) river outlets were created by nature, while the recent one (the Vistula Cross-Cut) was man-made. Each of these locations faced similar problems, i.e. sedimentation in the river mouth leading to flooding problem in the surrounding region, intensified in winter by ice jams. The recent outlet, made as a short cut of the river reach in 1895, requires permanent maintenance as to diminish a flood risk for the surrounding areas due to sedimentation. Since the opening, its maintenance is carried out by elongation of jetties on both sides of the river mouth, and occasional dredging of sand. Presently, further elongation of jetties is proposed, however new methods to keep the river mouth should be considered.

The paper presents traditional and innovative solutions in managing flood risk in Poland. A short report on the problem of flood losses and presence of this risk in the world is the introduction to the above discussion. It constitutes one of the main dangers of catastrophic nature (right after earthquakes) which affect the modern humanity. The risk of earthquakes is at a relatively stable level, but the risk of floods causes more and more victims and losses in the economies of the world. The term "flood risk" appears in many legal acts and source materials available, both Polish and international, among which special attention has been paid to the EU Floods Directive. It introduces major changes in flood risk management, also for the Polish standards. The traditional attitude to managing the analysed risks most often comes down to the way of thinking and acting in the face of flood hazard. Expecting flood levees to perform as expected when living in the natural flood areas of rivers and mountain streams may result in increased hazard and worsening of the situation. Tradition manifests here in the way flood works are executed and in risk management (lack of active protection measures for the endangered entities/ areas, hoping that "technology will make it", shifting responsibility for execution of protection work on particular units managing water resources in the country). Innovative solutions are based on application of modern technologies and/or materials, as well as other tools, such as the law (act which regulate the discussed emergencies, comprehensive flood protection programmes), early warning systems, education, insurance or ART financial instruments in the capital market. The paper analyses the most important of them. The conclusion presents in brief the results of inspection of the Supreme Audit Office in the scope of flood protection in Poland and synthetically summaries the above discussion with attention paid to implementation problems for innovative solutions in the analysed scope.
Artykuł przedstawia rozwiązania tradycyjne i innowacyjne w zarządzaniu ryzykiem powodziowym w Polsce. Wprowadzeniem do powyższych rozważań jest krótkie zobrazowanie problemu strat powodziowych i zagrożenia tym ryzykiem na świecie. Stanowi ono jedno z głównych zagrożeń o charakterze katastroficznym (zaraz po trzęsieniu ziemi) dotykających współczesną ludzkość. O ile ryzyko trzęsień ziemi utrzymuje się na względnie stałym poziomie, to ryzyko powodzi zbiera wciąż większe żniwo wśród ofiar i dotkniętych stratami gospodarek świata. Pojęcie ryzyka powodziowego przybliża wiele aktów prawnych oraz dostępnych materiałów źródłowych, zarówno polskich jak i międzynarodowych, wśród których szczególną uwagę zwrócono na unijną Dyrektywę Powodziową. Wprowadza ona istotne zmiany także dla polskich standardów zarządzania ryzykiem powodzi. Tradycyjne podejście do zarządzania analizowanym ryzykiem sprowadza się najczęściej do sposobu myślenia i działania w obliczu zagrożenia powodziowego. Oczekiwanie, że wały powodziowe spełnią rolę, którą im przypisano, a jednocześnie mieszkanie na naturalnych terenach zalewowych rzek i potoków górskich może doprowadzić do wzrostu zagrożenia i pogorszenia sytuacji. Tradycja przejawia się tutaj w sposobie wykonywania prac przeciwpowodziowych jak i zarządzania ryzykiem (brak aktywnego zabezpieczenia zagrożonych podmiotów/obszarów, liczenie na to, że "technika wytrzyma", przerzucanie odpowiedzialności za wykonanie prac ochronnych na poszczególne jednostki gospodarujące zasobami wodnymi w kraju). Rozwiązania o charakterze innowacyjnym opierają się na zastosowaniu nowoczesnych technologii i/lub materiałów, a także innych narzędzi, takich jak: prawo (ustawy regulujące omawiane sytuacje kryzysowe, kompleksowe programy ochrony przeciwpowodziowej), system wczesnego ostrzegania, edukacja, ubezpieczenia czy instrumenty finansowe ART z rynku kapitałowego. W opracowaniu przeanalizowano najważniejsze z nich. W zakończeniu przedstawiono krótko wyniki kontroli Najwyższej Izby Kontroli w zakresie ochrony przeciwpowodziowej w Polsce oraz dokonano syntetycznego podsumowania powyższych rozważań, zwracając uwagę na problemy wdrożeniowe rozwiązań innowacyjnych z badanego zakresu.

Ryzyko powodziowe oznacza kombinację wystąpienia powodzi oraz jej negatywnych skutków. Ogół działań związanych z ograniczaniem skutków powodzi dla zdrowia ludzkiego, środowiska, dziedzictwa kulturowego oraz działalności gospodarczej wchodzi w obręb tzw. zarządzania ryzykiem powodziowym. W artykule omówiono czynniki wpływające na poziom ryzyka powodziowego. Wykazano, że poziom ryzyka powodziowego, związanego z powodziami błyskawicznymi w małych zlewniach karpackich, można obniżyć przede wszystkim poprzez działania na rzecz ograniczenia tzw. ekspozycji oraz wrażliwości na powódź. Wykazano, że odpowiednio prowadzone działania planistyczne w obrębie zlewni, mogą przyczynić się do ograniczenia poziomu ryzyka powodziowego związanego z ekspozycją. W tym kontekście omówiono znaczenie map zagrożenia i ryzyka powodziowego. Zwrócono uwagę na konieczność prowadzenia tzw. edukacji powodziowej będącej u podstaw podejmowania skutecznych działań na rzecz ograniczenia wrażliwości na powódź.
Flood risk is a combination of flooding and its negative consequents. Generally, activities aimed at reducing the negative consequences of flooding on human health, environment, cultural heritage and economic activity are related to flood risk management process. The article discusses the factors affecting the flood risk level. It was proved that lower flood risk level may be achieved by reducing the exposure and susceptibility to flooding. Spatial planning within the catchment is one of the most important methods allowing for reducing the exposure to flooding. In this context, the role of flood hazard and flood risk maps was discussed. It was emphasised that education related to floods is the key element for flood susceptibility mitigation.

Flooding is a very dangerous phenomenon, causing both direct and indirect damage. The preventive actions result from the awareness of the danger and consequences of floods. In the affected areas, an important stage of management includes preventing and minimizing losses. The article presents a method for estimating the flood losses using flood hazard maps and taking into account the updated prices. Particular emphasis was placed on different risk levels of risk that are due to a flood in the examined location. The analysis was performed for the city through which three rivers flow. The generally available flood hazard maps in the Computerized National Protection System (Polish acr. ISOK), which include the information on the depth of the floodwater and land use classes, help estimate the financial losses. The research has shown that the greatest material losses caused by flooding are usually incurred in residential areas. On the basis of the results obtained, it was also determined that asset revaluation with time has a significant impact on the level of estimated losses. The article uses the methodology implemented in the Flood Risk Maps, which present the negative consequences for the population and the scope of flood losses. The results were compared with the author’s interpretation.

Flood disasters are increasing worldwide in both frequency and magnitude. Every year in Vietnam, flood causes great damage to people and property, as well as contributes to environmental degradation. Flood management measures are very important to flood risk reduction and policies in Vietnam are currently updated. This paper reviewed flood management in Vietnam and suggested risk-based planning and optimization management measures as a new approach to reach sustainable flood risk reduction. This paper discussed the basic approach where the measures of flood protection are chosen based on minimizing total social risk (expected monetary expenses) including residual risk and costs of flood control measures. This approach was proposed and demonstrated in a case study in Phan-Calo river basin in Vietnam. In the case of the study, measures focused on structure and non-structure solutions for flood risk reduction, it shows that the 10-year return period of flood will minimize residual risk and investment cost for construction solutions including pumping, building regulatory lakes, and dredging of river. The result was expressed and discussed which provides the processing of actions that helped decision makers to choose flood risk reduction investment options.

Floods are a natural phenomenon, striking the humankind since the dawn of history. Yet, recent fl ood damages are dramatically higher than before, so that it is necessary to seek interpretation of this fact. River fl ooding is a complex phenomenon which can be affected by changes coupled to physical, terrestrial, climate and socio-economic systems. The climate track in the observed changes is likely, even if human encroaching into the harm’s way and increase in the damage potential in fl oodplains can be the dominating factors in many river basins. Increase in heavy precipitation has been observed, with consequences to increasing risk of rain-induced fl ooding. Projections for the future, based on regional climate models, indicate increase of fl ood risk and vulnerability in many areas. Impacts on urban fl ooding, in a multi-factor context are examined. The present contribution is following the global IPCC perspective, in the context of the IPCC Fourth Assessment Report and the IPCC Technical Paper on Water, where ZWK was a Coordinating Lead Author.
Powodzie są zjawiskiem naturalnym, które nęka ludzkość od początku historii. Jednak w ostatnich latach straty powodziowe są znacznie wyższe niż kiedyś, więc trzeba szukać interpretacji tego faktu. Powodzie rzeczne są złożonym procesem, na który wpływać mogą zmiany związane z systemami fizycznymi, klimatycznymi i społeczno-ekonomicznymi. Udział klimatu w obserwowanych zmianach jest prawdopodobny, nawet jeśli wkraczanie ludzi na tereny zagrożone powodzią i wzrost potencjału strat na obszarach zalewowych mogą być w wielu zlewniach rzecznych czynnikiem dominującym. Zaobserwowano wzrost silnych opadów, a w konsekwencji – rosnące ryzyko wezbrań deszczowych. Projekcje na przyszłość, oparte na regionalnych modelach klimatu, wskazują na wzrost ryzyka i wrażliwości na powodzie w wielu regionach. Rozważono konsekwencje dla wezbrań na obszarach zurbanizowanych, w kontekście wielu czynników. Obecny artykuł przedstawia globalną perspektywę IPCC, w kontekście Czwartego Raportu IPCC oraz technicznego dokumentu dotyczącego zmian klimatu i wody, gdzie ZWK pełnił rolę koordynatora i autora prowadzącego.

W toczących się dyskusjach na temat zarządzania ryzykiem powodziowym dominują dwa stereotypy. Pierwszy eksponuje przekonanie, że zaniedbania w realizacji programów przeciwpowodziowych wynikają z braku środków finansowych. Drugi koncentruje się na uzasadnieniu technicznych rozwiązań ograniczania ryzyka (wały i zbiorniki), którym to koncepcjom nieczęsto przeciwstawia się systemy zintegrowane (renaturyzację, zalesianie, przygotowywanie terenów zalewowych). Uzupełnieniem takiej dyskusji są rozważania mające charakter analizy instytucjonalnej, wskazującej na nieefektywność obecnego podziału kompetencji w zarządzaniu ryzykiem powodziowym. Rzadko dyskusja koncentruje się nad przyczynami o charakterze podstawowym i pierwotnym – nad problemem zdefiniowania optymalnego zakresu niezbędnych inwestycji wynikającego z rachunku kosztów i korzyści zarządzania ryzykiem powodziowym.
The paper discusses some aspects of proper choice for the optimal flood management. The decision concerning the optimal risk and associated costs of meeting such targets should include the alternative possibilities of allocation of the public resources. Therefore the expectations of the hypothetical beneficiaries of mentioned programs are much higher than the government’s optimum. Furthermore, there are several methodical problems with a calculation of the optimum using the analysis of marginal costs and marginal benefits curves’. In spite of the lack of appropriate methodology the choice has to be done – as the first step aimed at implementation of any (also sub-optimal) programs.

So far it has been considered that the Włocławek reservoir is of little importance for flood protection of the downstream areas. The article shows the fallacy of this opinion. The Włocławek reservoir’s potential for flood water retention is herein determined. The impact of the Lower Vistula Cascade engineering on flood risk reduction is also analysed.
Dotychczas uznawano, że zbiornik włocławski ma znikome znaczenie dla ochrony przed powodzią terenów położonych poniżej. W artykule wykazano nieprawdziwość tej opinii. Określono możliwości zbiornika włocławskiego, jeśli wykorzysta się jego potencjał retencjonowania wód powodziowych. Przeanalizowano również wpływ kaskadowej zabudowy dolnej Wisły na redukcję zagrożeń powodziowych.

The sustainable development is connected directly with a spatial politics among others within the framework of spatial order. Spatial politics on the flood land in order to be carried out in harmony should integrate general objectives, i.e. the prosperity being a result of the development with principles of the sustainable development, justice in the access to resources (real estates) and management of them, as well as the widely understood health safety and lives on such areas. It should include the town-and-country planning, environmental conditioning, including restrictions in intensive developing of the flood land but the politicians should take into consideration greening of town-and-country planning and protection against floods. The sensible planning on the flood land is a main factor being able to prevent or minimize dramatic effects of floods in the future so the politics on these particular areas must reconcile businesses of all interested parties, of both residents and the commune. The system of the technical protection was presented on the example of the Zachodniopomorskie province. Cities should be designed in a way to limit their negative environmental impact to the minimum, and at the same time to link the built environment with the natural environment, with respect to the community, cultural legacy, but also including the economic calculation. The system is addressed to designers, self-government bodies and citizens. There is a special system prepared for it which contains a lot of databases facilitating the decision making about the location of an investment.

The uncontrolled sprawl of urban development exerts environmental impact in rural areas. The aim of this study is to identify areas vulnerable to climate change in the context of implementation of policies adapting to climate change at the local level. Such areas can be defined as those where the negative implication of flesh flood over-lapping with soil sealing is observed. The study areas composed of municipalities which are influenced by the urban sprawl process of the city of Wroclaw, Poland. The analyses were performed using publicly available spatial data from aerial orthophoto-maps from 2004–2012, the satellite images; archival and current land use maps. The database CORINE 1990, 2000, 2006; Urban Atlas and geodatabase of the European Environment Agency were also of an important usage for this study.

The term flooding is often associated with a stream overflow or a marine flood, runoff- floods is rarely considered, and today suffers from a lack of knowledge and control of the phenomenon. This paper, presents a geographic information system iRIP@ – Flooding by Intense Pluvial Runoff (French acronym), which is a new tool to mapping flooding by runoff as a tool for decision-making by mapping runoff flooding in Gareat El Taref catchment (Northeast Algeria), with identifying the area of production, transfer and accumulation of flood. Us results, we have cards represent the potential of a territory to generate the various hydraulic dynamics of runoff: the runoff production card, the runoff transfer, the runoff accumulation card, the runoff-flooding card. A visual simulation on the flood risk card indicates that the areas with an important runoff flood risk are the communes of Khenchela Oum El Bouaghi Ain El Beida and F'kirina. Moreover, the roads that join Khenchela with Ain El Beida and with Oum El Bouaghi. Khenchela city is exposed to a great risk of flooding by runoff, the solution proposed by the authorities and that summarizes by the construction of a canal is not sufficient, because on the one hand the north of the city remains exposed to this risk. On the other hand, a large area of runoff production is located between the canal and the city. It is probably operating to encourage farmers to introduce certain agricultural practices that are part of a sustainable management of flood risk by runoff.
Termin powódź jest często kojarzony z wezbraniem rzeki lub powodziami sztormowymi. Powodzie spływowe są rzadziej brane pod uwagę, a ich znajomość i kontrola zjawiska są niewystarczające. W pracy przedstawiono system informacji geograficznej iRIP (Fr. Indicateur de Ruissellement Intense Pluvial), który jest nowym narzędziem do mapowania powodzi i może służyć jako wsparcie procesów decyzyjnych w odniesieniu do zlewni Gareat El Taref (północnowschodnia Algieria) poprzez identyfikowanie obszarów powstawania, przemieszczania i akumulacji wód powodziowych. W wyniku prac uzyskano mapy przedstawiające potencjalne możliwości generowania spływów o różnej dynamice: mapę tworzenia spływów, mapę przemieszczania spływów, mapę akumulacji spływów i mapę powodzi spływowych. Wizualna symulacja mapy ryzyka powodziowego wskazuje, że obszary o znaczącym ryzyku obejmują gminy: Khenchela, Oum El Bouaghi, Ain El Beida i F'kirina oraz drogi łączące Khenchela z Ain El Beida i z Oum El Bouaghi. Miasto Khenchela jest narażone na duże ryzyko powodzi spływowej. Rozwiązania proponowane przez władze sprowadzają się do budowy kanału i są niewystarczające, ponieważ północ miasta nadal pozostaje narażona na ryzyko, a ponadto duże obszary powstawania powodzi usytuowane są między kanałem a miastem. Prawdopodobnie pomocne byłyby zachęty dla rolników, aby wprowadzali pewne praktyki rolnicze, które są elementem zrównoważonego zarządzania ryzykiem powodzi spływowych.

The article is dedicated to the subject of the support of the process of flood danger management. The main aim of this study is a presentation of the Bayesian network as a tool for supporting the process of flood risk management. To present how the Bayesian network works the example of the risk assessment for cultural heritage was analysed. In the initial part of this research paper, the following issues are presented: flood, flood risk, risk flood management and financing the fight with the effects of a natural disasters. The second part is dedicated to the presentation of Bayesian network for the assessment of the flood risk for the cultural heritage with the detailed description of its nodes.

This paper presents a methodology for flood risk mapping as envisaged by the Directive on the Assessment and Management of Flood Risks [Directive 2007/60/EC]. Specifically, we aimed at identifying the types of flood damage that can be estimated given data availability in Lithuania. Furthermore, we present the main sources of data and the associated cost functions. The methodology covers the following main types of flood threats: risk to inhabitants, risk to economic activity, and social risk. A multi-criteria framework for aggregation of different risks is proposed to provide a comprehensive appraisal of flood risk. On the basis of the proposed research, flood risk maps have been prepared for Lithuania. These maps are available for each type of flood risk (i.e. inhabitants, economic losses, social risk) as well as for aggregate risk. The results indicate that flood risk management is crucial for western and central Lithuania, whereas other parts of the country are not likely to suffer from significant losses due to flooding.
W artykule przedstawiono metodologię mapowania ryzyka powodziowego zgodnie z zaleceniami Dyrektywy 2007/60/EC w sprawie oceny ryzyka powodziowego i zarządzania nim. Celem Autorów było w szczególności zidentyfikowanie typów szkód powodziowych, które można oszacować pod warunkiem dostępności danych na Litwie. Ponadto przedstawiono główne źródła danych i powiązane funkcje kosztów. Metodologia obejmuje następujące główne typy zagrożeń powodziowych: zagrożenia dla mieszkańców, zagrożenia dla działalności gospodarczej i zagrożenia społeczne. Zaproponowano wielokryterialne ramy do powiązania różnych rodzajów zagrożeń celem zapewnienia całościowej oceny ryzyka powodziowego. Na podstawie proponowanych badań sporządzono mapy zagrożenia powodziowego dla Litwy. Mapy te są dostępne dla każdego typu zagrożeń (tzn. mieszkańców, gospodarki i zagrożeń społecznych) i dla łącznego ryzyka. Wyniki dowodzą, że zarządzanie ryzykiem powodziowym ma zasadnicze znaczenie dla zachodniej i centralnej Litwy, inne obszary kraju nie powinny doznać istotnych strat w wyniku powodzi.

This research focuses on the reconstruction of the morphological modifications of the coastal floodplain of Rapallo (Eastern Liguria, NW Italy) due to human intervention since the eighteenth century. By the second half of the nineteenth century Rapallo became a popular tourist destination: as a consequence, the urban development of the floodplain started and became very intense after Second World War, strongly modifying former landforms.The study was carried out using multi-temporal cartographic and photographic comparison, the analysis of geo-thematic cartography and documentation from the Basin Master Plan and the town plan of Rapallo, the interpretation of cores from regional database and field data from direct urban surveys. Man-made landforms were mapped and classified using the new geomorphological legend which is in progress in the framework of the Working Groups on “Cartography” and “Urban Geomorphology” of the Italian Association of Physical Geography and Geomorphology (AIGEO).The main significant morphological changes were stream diversions and channeling, excavations and filling, quarry activities, embankments along the shoreline and overurbanization. Human interventions, in addition to local geomorphological and climate features, increased flood hazard and risk, which historically affected the city of Rapallo.

As a result of torrential rains during 1997 in Poland, the worst disaster in the country in the written history, six voivodships in the Odra River Basin were partly flooded. Damage to urban, rural and hydrotechnical infrastructures were extensive. To asses the extent of flood and evaluate damage a great number of aerial photographs have been taken. Due to unfavourable weather condition they covered only a part of the Odra catchment. Landsat, Spot and IRS satellites took a few images. Only microwave images acquired by ERS-2 satellite were available for the whole flooded area. The interpretation of images taken by ERS satellite resulted in delimitation of maximum extents of water in the Odra River Basin. This information created a new thematic layer in the GIS database. Analytical GIS tools enabled determination of the area affected with flood in particular administration division, as well as computing the area of each land use category covered with water

Flood risk management are considerably influenced by several factors, such as all sources of flooding, social circum-stances, policy and even the potential for local economic growth. To encourage government, business, community and other parties to continue investing in flood risk management projects, it is necessary to give understanding that the projects can also provide economic benefits through systematic predictions and assessments of costs, benefits and social values, especially on flood-affected communities. This study aims: (1) to develop knowledge and understanding on small-scale flood risk management project in Malang City, Indonesia, and; (2) to assess the economic efficiency of the project investment considering all benefits, both monetary and non-monetary. The research method is a mixed method combining quantitative questionnaires (N = 53 from 162 families) with qualitative in-depth interviews (N = 10) and field observations. The runoff discharge and the inundation depth were calculated using hydrology and hydraulic analysis, while the economic efficiency was analysed using cost benefit analysis (CBA). The results show that the community-based flood risk management system can reduce the flood risk up to 30% compared to before the implementation of that system. This system also provides direct financial benefits through the use of drainage channels for fish and vegetables farming. It causes the increase of the net social benefit about 70–90% and the net present value (NPV) greater than zero (NPV > 0). Therefore, the project investment is recommended to be proceeded.

The aim of the study was to determine an effective variant of operation of the Golina polder to reduce flood hazard in the Warta River valley. We implemented a trial-and-error method for the development of computational variants. Our approach was based on staged analyses of alternatives, which took into account different locations and parameters of the inlet and outlet-controlling structures. Various control scenarios for flooding and draining the polder were also considered. A hybrid hydrodynamic model consisting of a 1D part for the main river area and a 2D part for the polder area was used for calculations. The model was built based on a digital elevation model (1 m resolution) and channel sections of the Warta River. The calibration was based on data collected during the flood in 2010 from the water gauge Sławsk (located directly at the Warta River) and water surface elevation measurements carried out in the polder area. Alternatives in subsequent stages were determined based on the results of previous stages, as well as experiences from the 2010 flood and consultations with the Regional Water Management Board in Poznań. The performance of the alternatives was evaluated according to six criteria that described the effectiveness of the polder operation in terms of its practical use and effectiveness in reducing flood hazard. The results showed that our approach made it possible to identify an effective variant of polder operation. Additional calculations were also performed to determine the magnitude of flows for which flooding of the polder should be considered to reduce downstream flooding.

Poziom ryzyka powodziowego poszczególnych gmin jest silnie zróżnicowany w zależności od form pokrycia terenów zalewowych.
The aim of this paper is analysis the cover forms of the Warta river flood-plains in the Poznań district and assessment the level of individual community flood risk on the basis of their hierarchy. Also separated group of community with similar structure cover forms of floodplains. The flood risk level of individual community greatly varies depending on the cover form of floodplains.

Floods are natural events of a random nature that cause damage in property, agriculture, and industry. Floods in the upper and middle Odra basin, particularly on a large scale, are characterized by their specificity of arising and shaping. Analyses of historical material prove that the largest floods are during the summer season, especially in July and August. Those events are caused by wide and intensive precipitation lasting 2-3 days. Moreover spatial ranges in the Odra basin and runoff sequence are also the important reasons. Other important factors for the flood risk scale in a region is knowledge of the flood risk index established on the basis of observed floods or that of Maximum Probability Flood. In this paper flood risk in the territory of Lower Silesia Province was evaluated on the basis of chosen indices of flood risk.
Powodzie to naturalne i losowe wydarzenia powodujące liczne szkody w rolnictwie, przemyśle i mieniu ludzkim. Analiza materiałów historycznych wskazuje, że największe powodzie w województwie dolnośląskim wystąpiły w sezonie letnim, najczęściej w lipcu i sierpniu. Wydarzenia te są najczęściej spowodowane przez rozległe i intensywne opady w obszarze górnego biegu Odry i jej lewostronnych dopływów (Nysa Kłodzka, Bóbr). W skali określania zagrożenia powodziowego w regionie ważna jest znajomość wskaźnika potencjału powodziowego, wskaźnika zagrożenia powodziowego i wskaźnika potencjalnej powodziogenności. W artykule podano informacje o tworzeniu stref zagrożenia powodziowego, w tym tworzonych w ramach projektu ISOK.

The article concerns the application of selected distributions of extreme values to estimate the risk of occurring of flood danger in Lower Silesia. In the study a daily water level on the Nysa Klodzka River was used, that was gathered in the hydrological station in Bystrzyca Klodzka. From the collected data from the period 1981-2013 biannual maximum water level was selected. Two theoretical distributions: Gumbel and Frechet were fitted to the empirical distribution of biannual maximal. The best fitted two distributions were used for the exemplary assessment of flood danger.

This paper presents the impact of rainfall on the degree of flood risk in the basin of the middle Bobr River in western Poland. When the average rainfall level reaches 15 to 20 mm, this apparently calm river may dramatically change its character within just one week. The most important flood risks are flood waves in the headwaters. Because of the mountain character of the river basin, during intensive rainfall there is a huge surface runoff and the water level rises rapidly in the river. This phenomenon was observed in June 2017 in the town of Zagan (Lubuskie Voivodeship). It has been shown that the course and dynamics of hydrological processes occurring in the Bobr River basin depend on its physical and geographical characteristics and the influence of anthropogenic factors. The location is one of the main cause of numerous floods for Zagan, on the other hand changes in land development plays significant meaning in flood hazards. Continuous monitoring of the river is the basis for a comprehensive forecast of flood risks.
W artykule przedstawiono wpływ natężenia opadów atmosferycznych na stopień zagrożenia powodziowego w dorzeczu środkowego Bobru. Ta na pozór spokojnie płynąca rzeka, w ciągu zaledwie tygodnia, przy średnim opadzie 15-50 mm, może diametralnie zmienić swój charakter. Największe zagrożenie powodziowe stanowią wezbrania powodziowe występujące w górnym biegu rzeki. Z uwagi na górski charakter dorzecza, podczas występowania opadów o znacznym natężeniu obserwowane są duże spływy powierzchniowe, co prowadzi do gwałtownego przyboru wody w rzece. Zjawisko takie zarejestrowano w czerwcu 2013 r. w Żaganiu. W pracy wskazano, że przebieg i dynamika procesów hydrologicznych zachodzących w dorzeczu Bobru zależą od jego cech fizycznych i geograficznych oraz od wpływu czynników antropogenicznych. Jako główną przyczynę powodzi wskazano lokalizację miasta; istotne znaczenie w zagrożeniu powodziowym ma również zagospodarowanie terenu. Podstawą kompleksowej ochrony przeciwpowodziowej jest więc ciągły monitoring rzeki.

On the morning of 18 September 2017, the center of the city of Elbląg in northern Poland was inundated by the rapidly rising waters of the Kumiela River, resulting in considerable damage and chaos in the city. The present paper provides information about this event, which was caused by intense precipitation lasting two days. We put this individual event in perspective by examining the climate track in the observation and projection of flood hazard through analyzing changes in temperature, precipitation and intense precipitation. We also examine the non-climatic factors of flood risk, such as spatial development and river regulation. Further, we pose the question of whether actions aimed at flood risk reduction, predominantly by way of structural defenses in the catchment of the Kumiela River, really reduce the flood risk in Elbląg. We also offer more general remarks pertaining to flood risk reduction in Poland, primarily based on technical measures, and we unveil the shortcomings of the current flood risk management system in Poland. In the social consciousness, the structural flood defense strategy has become the norm of thinking in terms of methods for reducing the effects of floods in Poland, but this does not always contribute to reducing flood damage either locally or nationally. We refer to some good examples of preparedness for urban inundations caused by heavy precipitation in other cities.

The primary function of the river dike system is to safeguard lives and property from flood hazards. However, due to aging infrastructure and various geological or anthropogenic factors, certain vulnerable sections of the dike system can emerge as the water level in the river increases. Flood maps are one tool that presents vital information for authorities and residents in the flood risk mitigation. This study's primary goal is to provide a flood map under the dike break condition using the estimated fracture size parameters from a geo-radar survey and the MIKE FLOOD model. This approach addresses the observed research gap by utilizing a survey database instead of relying on empirical models which are capable to produce the conservative estimates of the dike breach outflow. A case study is conducted on the Hoang Long River dike system in Ninh Binh Province, Vietnam.

One of most common natural catastrophes in Poland are undoubtedly floods. Climatic change contributes to more and more often and violent occurrences of the maximum flow in rivers, which increases flood damage. Inadequate land management and the unjustified belief in the effectiveness of technical flood control measures can also contribute to flood damage. The development of water management (including flood protection) should be carried out in a sustainable way by integrating social, environmental, and economic objectives. In flood protection, those measures that are least invasive to the natural environment should be used first; in particular, non-technical flood protection methods (e.g., flood risk assessment and management, and the proper definition and management of flood plains). One of the bases for the sustainable development of water management is the preparation of models that can help us calculate the likelihood of maximum flow and to identify areas that are at risk of flooding. On this basis, the proper spatial policy and prevention of flood effects will be possible. This article presents the probabilistic analysis carried out on the flood risk dynamics for a selected area of the Odra River basin. The authors based their risk dynamic assessment on the results from the distributions of the maximum values for a selected hydrological characteristic – the flow rate. Based on the daily flow data from the years of 1994–2013 collected at a hydrological station on the Odra River in Malczyce, the 30-day flow maxima were set individually for four 5-year periods. Then, a probabilistic model of the maximum flow was developed based on these peaks for each 5-year period. The resulting models were used to estimate flood risks and for analyzing the dynamics for the studied area.

The European Union is strongly supporting regional integration tailored to build national resilience towards climate change driven hazards. This cooperation is developed by launching and implementation of the EU regional strategies. Poland is deeply involved in execution of the EU Strategy for the Baltic Sea Region while Hungary in EU Strategy for the Danube Region. On one hand both regions have their own problems, however, on the other they face similar challenges arising from climate change phenomena. This argument encourages learning from each other. One of the key problems related to climate change is water management, including flood management and adequate access to fresh water. Nowadays, the southern region of Europe, like the Danube Region including Hungary, is being more and more afflicted by limited access to fresh water. This is not the case in central and northern Europe yet. However, the problem can emerge soon in the Baltic Sea Region if the climate change will be continued. Already first symptoms of such scenario are being noticeable. Therefore, the main aim of the article is to present the Danube Region and Hungarian experiences related to water management in the context of climate change phenomena. The results constitute a lesson learnt from this region that can be easily adapted to the current and future challenges of the Baltic Sea Region.
Unia Europejska zdecydowanie wspiera integrację regionalną sprzyjającą budowaniu odporności państw członkowskich na zagrożenia związane ze zmianą klimatu. Współpraca ta jest rozwijana poprzez uruchomienie i wdrożenie strategii regionalnych UE. Polska jest silnie zaangażowana w realizację strategii UE na rzecz regionu Morza Bałtyckiego, podczas gdy Węgry strategii na rzecz regionu Dunaju. Z jednej strony oba regiony mają własne problemy, jednak z drugiej stoją przed podobnymi wyzwaniami wynikającymi ze zjawisk związanych ze zmianami klimatycznymi. Zatem państwa zobowiązane są wymieniać się własnymi doświadczeniami szczególnie w zakresie tożsamych wyzwań. Jednym z kluczowych problemów związanych ze zmianą klimatu jest gospodarka wodna, w tym zarządzanie powodziami i dostęp do wystarczającej ilości słodkiej wody. Obecnie południowy region Europy, podobnie jak region Dunaju, w tym Węgry, jest coraz bardziej narażony na ograniczony dostęp do tego zasobu. Nie ma to jeszcze miejsca w Europie Środkowej i Północnej. Problem ten może jednak pojawić się wkrótce również i w regionie Morza Bałtyckiego, jeśli trend niekorzystnych zmian klimatycznych utrzyma się. Niestety pojawiają się już pierwsze symptomy takiego scenariusza. Dlatego głównym celem tego artykułu jest przedstawienie doświadczeń węgierskich w zakresie gospodarki wodnej i zmian klimatycznych w szerszym kontekście regionu Dunaju. Wyniki stanowią lekcję wyciągniętą z tego regionu, którą można stosunkowo łatwo zaadaptować na potrzeby obecnych i przyszłych wyzwań regionu Morza Bałtyckiego.

The article describes approaches to the determination of possible flooding locations of urbanized areas using the example of Minsk city (Belarus). Calculations were carried out in two directions: from the point of view of estimating the through put capacity of runoff water collectors and the formation of drainless depressions of the relief.

Powódź stanowi jedno z największych zagrożeń naturalnych w Polsce. Z uwagi na przewidywany wzrost ryzyka powodzi poszukiwanie nowych sposobów zarządzania ryzykiem powodziowym jest istotnym wyzwaniem krajowej gospodarki wodnej. Jednym z rozwiązań mogących służyć ograniczaniu ryzyka powodziowego, przy jednoczesnej możliwości utrzymania produkcji rolnej oraz ochronie istniejących ekosystemów i krajobrazu są poldery. Mimo potencjalnych korzyści związanych z wykorzystaniem polderów, ich potencjał jest jednak niewykorzystany z uwagi na liczne bariery dla ich efektywnego wdrażania i zarządzania nimi. Artykuł ma na celu rozpoznanie gospodarki polderowej w Polsce wraz z ustaleniem zdolności retencyjnych na podstawie parametrów morfometrycznych polderów, określeniem ich funkcjonalności oraz możliwości w zakresie ochrony poszczególnych komponentów środowiska. Na podstawie opracowanej charakterystyki zdefiniowano również bariery ograniczające efektywne wykorzystanie polderów, a także podjęto próbę sformułowania rozwiązań problemów związanych z wdrażaniem i zarządzaniem polderami. Rezultatem przeprowadzonych badań jest propozycja definicji polderu oraz rekomendacje w zakresie możliwości usystematyzowania zagadnień związanych z gospodarką polderową w Polsce.
Flood is the most significant natural hazard in Poland. Due to the expected flood risk increase finding new flood risk management measures is a considerable challenge. An example of such measures are polders as an integration of the flood mitigation function with the agricultural cultivation of the land and protection of existing ecosystems and landscape. Despite benefits of polders their potential is untapped due to the numerous barriers for their effective implementation and management. This study aims to investigate the polder management in Poland, including the assessment of retention capacity on the basis of morphometric parameters, the determination of polder functionality and the possibilities for the protection of individual environmental components. On the basis of the developed characteristics, barriers limiting the effective use of polders were defined, and an attempt was made to formulate solutions to problems related to the implementation and management of polders. The result of the conducted research is a proposal for a definition of a polder and recommendations regarding the possibility of systematizing issues related to polder management in Poland.

The aim of the article was to analyse the degree of interest in the implementation of artificial intelligence methods in the area of crisis management related to flood risk in local government units in Poland. Pilot studies were carried out with the use of a questionnaire and direct telephone interview in 47 selected local governments located in Poland. The respondents assessed the current crisis management system and referred to the possibility of using artificial intelligence solutions in the analysed area. On the basis of the obtained results, it can be concluded that the surveyed entities show significant interest in the proposed solution and have specific expectations towards them. Most of the works devoted to flood risk management in Poland focus on solutions intended for the national level, not local one. The article aimed to highlight the need to fill this research gap.
Celem artykułu jest analiza stopnia zainteresowania implementacją metod sztucznej inteligencji w obszarze zarządzania kryzysowego związanego z ryzykiem powodziowym w jednostkach samorządu terytorialnego w Polsce. Badania, mające charakter pilotażowy, przeprowadzono z wykorzystaniem kwestionariusza ankietowego i bezpośredniego wywiadu telefonicznego w 47 wybranych samorządach lokalnych zlokalizowanych w Polsce. Respondenci dokonali oceny obecnego systemu zarządzania kryzysowego i odnieśli się do możliwości wykorzystania rozwiązań sztucznej inteligencji na analizowanym obszarze. Na podstawie uzyskanych wyników można stwierdzić, że badane podmioty wykazują duże zainteresowanie proponowanym rozwiązaniem i mają wobec niego określone oczekiwania. Warto podkreślić, że większość prac poświęconych zarządzaniu ryzykiem powodziowym w Polsce koncentruje się na rozwiązaniach przeznaczonych na poziom krajowy, a nie lokalny. W artykule podjęto próbę wypełnienia tej luki badawczej.

This paper is aimed to determine the flood risk level based on the land use patterns – in towns located on the Odra river in Poland. The flood risk is determined by the area of particular forms of land use within the floodplain boundary. The assessment was made by linear ordering and grouping of all Odra cities by flood risk level (city ranking). The results obtained show the flood risk level of cities relative to each other. The time range adopted for research allows for a comparative analysis of the examined cities in terms of potential flood losses both statistically and dynamically. Particular attention was paid to the identification of relationships between the level of flood risk and the area of floodplains, and the way of its management expressed by the degree of investment and the location of the city in the course of the river. The research shows that the total magnitude of potential flood losses is primarily determined by the size of the areas at risk of flooding and, to a lesser extent by their management (investment). Only in the case of the first flood zone (direct flood hazard zone), the impact of floodplain management on the level of flood risk was observed. However, there isno correlation between the level of flood risk and the location of the city in the river course. The work also focused on the analysis of flood risk changes in Odra cities relative to each other, including those affected by floods in 1997.
W pracy podjęto próbę określenia ryzyka powodziowego w oparciu o sposób zagospodarowania obszarów zalewowych w miastach nadodrzańskich w Polsce. Kryterium oceny ryzyka powodziowego jest powierzchnia zajmowana przez konkretne formy zagospodarowania w granicach terenu zalewowego. Oceny dokonano poprzez uporządkowanie liniowe wszystkich miast nadodrzańskich według poziomu ryzyka powodziowego (ranking miast), a następnie ich pogrupowanie. Otrzymane wyniki odzwierciedlają poziom ryzyka powodziowego miast względem siebie.

W 2007 roku weszła w życie tzw. Dyrektywa Powodziowa nakładająca obowiązek opracowania map zagrożenia i map ryzyka powodziowego do końca 2013 roku. Metodykę opracowania takich map w Polsce określa Rozporządzenie Ministra Środowiska, Ministra Infrastruktury oraz Ministra Spraw Wewnętrznych i Administracji w sprawie opracowania map zagrożenia powodziowego oraz map ryzyka powodziowego. Mapy takie opierają się na aktualnych danych geodezyjnych i kartograficznych, a wśród nich na precyzyjnym numerycznym modelu terenu opracowanym z danych lotniczego skaningu laserowego. Powstał „Projekt Informatyczny System Osłony Kraju przed nadzwyczajnymi zagrożeniami”, określany skrótem ISOK, w ramach którego GUGiK przygotowuje takie dane. Artykuł przybliża metodykę opracowania map oraz zakres Projektu ISOK i poddaje analizie przyjęte założenia techniczne.
In 2007 came into force so called Floods Directive imposing an obligation to draw up hazard maps and flood risk maps by the end of 2013. Methodology of developing such maps in Poland determines the Decree of the Minister of the Environment, the Minister for Infrastructure and Minister of the Interior and Administration on the development of flood hazard maps and flood risk maps. Methodology defines, among others, content range of maps, the quality of source data and the timetable for their implementation and publication. Such maps are based on current geodetic and cartographic data, including the precise digital terrain model developed from airborne laser scanning data. The project was created, "The Computer System of the National Guards against exceptional risks", abbreviated ISOK under which GUGiK is preparing such data. The territorial scope of the development includes more than 60% of the country threatened by floods. Work on developing the digital terrain model runs until the end of 2013. As part of the Project, in addition to digital terrain model, digital high resolution orthophotomap for more than 200 cities with 0.10 m terrain pixel size, and elements of Data Base of Topographic Objects will be produced. The article introduces a methodology of development of flood maps, the scope of the ISOK Project and examines the technical assumptions.

Artykuł prezentuje trendy panujące w nieinwazyjnym monitorowaniu wałów przeciwpowodziowych z wykorzystaniem różnorodnych technologii fotogrametrycznych i teledetekcyjnych pozyskujących dane z różnego pułapu lotniczego. Na tym tle zaprezentowano projekt SAFEDAM, którego celem jest stworzenie systemu monitorującego wały przeciwpowodziowe z użyciem nieinwazyjnej, latającej bezzałogowej platformy pomiarowej - skanującej z niskiego pułapu lotu i wykorzystaniu zobrazowań lotniczych i satelitarnych. System będzie wykorzystywał wieloźródłowe dane fotogrametryczne. SAFEDAM umożliwi wykorzystanie z pułapu satelitarnego zarówno danych optycznych (z zakresu światła widzialnego i bliskiej podczerwieni) jak i danych radarowych. W odniesieniu do technik lotniczych wykorzystanie mają dane fotogrametryczne z pzgik zasobu jak i dane pozyskane z platformy BSP (UAV) dedykowanej projektowi SAFEDAM. Wśród danych niskopułapowych wykorzystane są dane z lekkiego skanera lotniczego, obrazowe dane wielospektralne, a także dane termalne. Wieloźródłowe dane pozwalają na przeprowadzenie oceny stan wałów przeciwpowodziowych, jak również umożliwić będą wykrycie ewentualnych zmian, które mogą zaistnieć zarówno w prewencyjnej jak i interwencyjnej konfiguracji systemu. W założeniach system umożliwiać będzie ekspercką ocenę wałów przeciwpowodziowych, która potrzebna jest w pracy specjalistów od zarządzania infrastrukturą przeciwpowodziową, a także organom bezpieczeństwa kryzysowego. Kompleksowy system IT będzie gromadził dane i automatycznie je analizował i wizualizował dostarczając informacji o stanie zagrożenia dla służb hydrologicznych i specjalistów zarządzania kryzysowego. Całość systemu będzie uzupełnieniem dotychczasowych projektów ochrony przeciwpowodziowej kraju (np. ISOK). Projekt SAFEDAM realizujący te założenia finansowany jest ze środków Narodowego Centrum Badania i Rozwoju w programie Bezpieczeństwo i Obronność
The article presents the trends in non-invasive monitoring of flood levees using a variety of photogrammetry and remote sensing technologies. Referring to those solutions of the SAFEDAM project is introduced in this article. The aim of the SAFEDAM project is the creation of system for levees monitoring using unmanned aerial vehicles (equipped with light LiDAR unit, multispectral and/or thermal camera), optical and radar satellite imagery and archival aerial imagery. Multi-sourced and multi-temporal data allow to evalute the levees condition. A comprehensive IT system enables the collection, automatic data analysis and visualization for hydrological services and crisis management professionals. Its implementation will ensure effective management of flood risk. SAFADAM complements the already implemented projects of flood protection in Poland such as ISOK. Modern flood forecasting methods are based on the use of detailed and up-to-date numerical maps and Digital Elevation Models (DEM). The largest Polish River, Vistula, floods its valley almost every year. The existing traditional maps in scale 1:10000 are outdated and not suitable for the purpose of flood forecasting.The described mapping project, initiated in Spring 1999, deals with the elaboration of DEM and numerical maps for the 400 km long stretch of upper and middle Vistula river with required accuracy.Black and white aerial photography of the area has been acquired in two scales: 1:17000 for generation of DEM and numerical maps, and in and in scale 1:25 000 for generation of orthophoto maps in two periods: April and September, when the level of water was at its lowest. Signalized GCP’s have been measured in field with GPS methods. Aerial triangulation has been performed on analytical plotter Planicomp P-l Zeiss. Block adjustment has been done with the use PAT-MR- GPS Inpho and BINGO-F softwares with Sigma naught 6 pm. Numerical topographic maps in scale 1:10 000 have been elaborated according to map standards and recorded in DXF format in MicroStation environment. The same aerial photos in scale 1:17 000 were used for production of DEM with 25 meters grid and with accuracy in elevation mh = +/- 0.5 m.Aerial photographs in scale 1:25 000 have been scanned with pixel size 22.5 pm with compression by JPEG. Digital aerial triangulation has been performed on ImageStation INTERGRAPH with Sigma naught 8 pm. Scanned photos and highly accurate DEM have been used for generation of ortophoto - maps in scale 1:10 000, with pixel size in field 1 x 1 m. Additionally, the enlarged aerial photographs have been used for the elaboration of land cover and land use maps in MicroStation environment. All these digital data will be incorporated into GIS, to be used by flood forecasting specialists in Regional Water Management Office in Warsaw. This project have been accomplished by the Institute of Geodesy and Cartography and PPKG in Warsaw. MSWiA has awarded this project with 2nd price this year.

W artykule zaprezentowano ocenę zagospodarowania terenów zagrożonych powodziami w Uniejowie, odnośnie do potencjalnych negatywnych konsekwencji dla środowiska przyrodniczego, dziedzictwa kulturowego, działalności gospodarczej i ludzi. Badaniu pod względem zagospodarowania podlegał obszar szczególnego zagrożenia powodziami w Uniejowie. Zagospodarowanie przeanalizowano przy wykorzystaniu Topograficznej Bazy Danych oraz inwentaryzacji terenowej. Następnie za pomocą narzędzi GIS przedstawiono zarówno zagospodarowanie, jak i jego ocenę. Z oceną zagospodarowania obszarów szczególnego zagrożenia powodziami związane jest pojęcie ryzyka powodziowego, które oznacza kombinację prawdopodobieństwa wystąpienia powodzi i związanych z nią potencjalnych negatywnych konsekwencji dla zdrowia ludzkiego, środowiska, dziedzictwa kulturowego oraz działalności gospodarczej. Do oceny ryzyka powodziowego posłużyła metoda bonitacji punktowej, gdzie polem oceny był heksagon.
The aim of this work is to assess land use on flood hazard areas in Uniejów in respect of potential negative consequences for the environment, cultural heritage, economic activity and people. The area examined is a flood hazard zone where flood risk is 1% (medium level). The land use was analysed using the topographic database and land inventory. The assessment of land use on the areas exposed to floods is related to the concept of flood risk, which means the combination of the likelihood of flooding and related potential negative consequences for human health, the environment, cultural heritage and economic activity. Land use on the areas exposed to floods in Uniejów was found to be correct because open spaces dominate, allowing the flow of flood waters

W pracy za główny cel przyjęto ocenę ryzyka powodziowego terenów szczególnego zagrożenia powodzią na przykładzie Uniejowa. Oceny dokonano na podstawie analizy aktualnego zagospodarowania, wyodrębniając cztery obszary problemowe: obiekty o znaczeniu społecznym, tereny cenne przyrodniczo oraz obiekty dziedzictwa kulturowego, obiekty stwarzające wtórne zagrożenia oraz tereny generujące straty ekonomiczne. Zróżnicowanie ryzyka powodziowego stanowi bardzo istotne zagadnienie w kontekście ochrony przeciwpowodziowej. Niestety szacowanie tego ryzyka jest niezwykle trudnym zadaniem, podobnie jak problematyka właściwej ochrony dolin rzecznych. Zabudowa występuje przede wszystkim w granicach wody 100-letniej na obszarze miasta, dlatego też to właśnie tam w przypadku nadejścia powodzi straty są największe. Wpływ na to w przypadku Uniejowa ma jego położenie poniżej zbiornika retencyjnego, które doprowadza do intensyfikacji zagospodarowania.
The main objective of this article is to assess the flood risk on the area exposed to floods in Uniejów. The assessment was made based on the analysis of the land use. In the article the 100-year water was divided into four problem areas: objects of social importance, valuable natural areas and objects of cultural heritage, objects posing hazard for human and environment, areas that generate economic losses. Differentiation of flood risk is a very important issue in the context of flood protection. Risk assessment is an extremely difficult task, as same as issue of protection of river valleys. Buildings occur on the area of 100-year water in the city. During a flood event, the biggest losses are over there. The implication is the location of Uniejów, below the storage reservoir, which leads to the intensification of land use.

The method of assessing the flood risk variability has been presented based on maximum value distributions. Hydrological data were used in the form of daily water levels for the period 1981-2013. The collected data originate from the Malczyce Hydrological Station on the 300th km of the Odra River. To assess the risk of flooding based on the collected data quarterly highs were selected. As a measure of flood risk, the authors suggested the probability of exceeding the emergency level in the studied section of the river. This risk was calculated using the theoretical distribution function of the quarterly heights of the water level. The study used the Gumbel distribution. A special attention was paid to the possibility of using the presented solutions for an integrated flood risk management process in accordance with applicable national and European legislation.

The aim of the article is to assess the variability of the floods’ risk with the use of maximal values distribution. In the authors’ researches, the hydrometric data in the form of daily water levels from the period of years 1981-2013 will be used. The collected data come from the hydrological station in town Trestno, located in the 242.1 km of Odra River (in southern-west Poland). For the purpose of estimating the flood risk, quarterly highs from the collected data have been selected. Authors have taken the probability of exceeding the alarm states for the analyzed section of the river as a measure of the risk of appearing floods. This risk has been calculated by using the theoretical cumulative distribution of quarterly highs of the water levels. The Frechet distribution was used in the studies as well. At the same time, the article has paid significant attention to the possibility of adapting the shown solutions for the integrated flood risk management process in accordance with the current National and European legislations.

Artykuł jest poświęcony zastosowaniu teoretycznych rozkładów wartości ekstremalnych do szacowania ryzyka zagrożenia powodziowego na Dolnym Śląsku. W badaniu zostały wykorzystane maksymalne dobowe przepływy na rzece Odrze zebrane w stacji hydrologicznej w Malczycach w okresie 1971-2013. Z danych tych zostały wyselekcjonowane maksima roczne maksymalnych dobowych przepływów. Na ich podstawie został stworzony ich empiryczny rozkład prawdopodobieństwa, do którego został dopasowany teoretyczny rozkład Persona III. Po statystycznej weryfikacji dopasowania rozkładu teoretycznego do empirycznego został on zastosowany do oszacowania ryzyka zagrożenia powodziowego na badanym terenie.
The article concerns the application Person III distribution to estimate risk of risk flood danger in Lower Silesia. In study maximal daily flow on Odra river were used, that in the hydrological station Malczyce were gathered. From the collected date from period 1971-2013 annual maximum flows were selected. Based on selected maximum they empirical distribution was created, for which theoretical Person III distribution was fitted. After statistical verification of fitting one was used for assessment flood risk on studying area.

With regard to the municipal spatial policies, the issue of flood protection, and hence the directions of development of flood-endangered land seem rather significant, given the possible social and economic consequences of a wrong decision. Currently, there is no legal obligation, within the statutory activities of flood protection institutions, to implement guidance documents prior to the works on the municipality development. It is determined by the local government in the planning documents, which are in accordance with the applicable regulations, acts of local law. Space management, through planning development and land use or the landscape protection, requires the access to comprehensive and reliable information. GIS technology, 3D models and mathematical models using neural networks in spatial analysis and monitoring changes in space to protect flood risk land, give the possibility of collecting the information that constitutes the basis of knowledge on the area, which helps to make decisions regarding a purpose and a method of the land use. The data obtained in this way are a valuable source of knowledge on the stage of preparation of planning documents that determine the directions of municipal spatial development. Under the Act of 27 March 2003 on spatial planning and development [spatial planning and development act 2003], these documents are a municipal study of the conditions and directions of the spatial planning and a local zoning plan.

Kanalizacja podciśnieniowa jest rozwiązaniem o krótkiej historii w stosunku do powszechnie stosowanych systemów odprowadzających ścieki bytowo gospodarcze z budynków mieszkalnych. Jednak dzięki nowatorskiemu podejściu oraz zaangażowaniu się przedstawicieli świata nauki z Europy Zachodniej szybko stała się systemem, który zapewnia bardzo wygodny i bezpieczny transport ścieków bytowo-gospodarczych. Dzięki przyjętym rozwiązaniom zapewniającym praktycznie 100% szczelność systemu, kanalizacja podciśnieniowa jest rozwiązaniem, którego stosowanie wskazane jest w terenach zalewowych oraz o trudnych warunkach gruntowo-wodnych. Przykładem takiego zastosowania mogą być instalacje w całym świecie m.in. gminie Odolanów (południowa Wielkopolska).
The vacuum sewerage system is a relatively recently found solution in relation to the systems commonly used for discharging domestic sewage from residential buildings. However, due to an innovative approach and commitment of Western European scientific community representatives, it has quickly become a system, which provides very convenient and safe transportation of domestic and industrial wastewater. Thanks to the adopted solutions resulting in almost 100% tightness of the system, the vacuum sewerage is particularly suitable for use in floodplains and areas with difficult land-water conditions. Examples of such applications are installations found throughout the world, for instance in Odolanów municipality (Southern Wielkopolska).

The spring floods in 2010 and 2014 yr have caused many weaknesses and interrupts of embankments. Especially a flood from 2010 was the greatest cataclysm written down within a dozen or so years in Poland. Financial losses arising from her reason are huge and amount to a few billion zlotys. The considerable part of these losses is associated with flooding areas located in valleys of rivers as a result of the break flood banks. The embankments which were to protect floodplains in many cases did not fulfil their role. In the article results of geophysical investigation using electrical resistivity tomography of chosen fragments of flood banks from Warsaw and surroundings is presented. The research was conducted in two areas of Vistula river valley. The first area included the fragment of embankment alongWa³Miedzeszyñski street in the area of Fieldorf street (Warsaw district Goc³aw). The other fragment of flood bank was in surroundings of Dziekanowskie Lake in Warsaw suburb £omianki.

This paper presents a GIS based method of indicating flood extent in a mountainous river basin. Only main river with the valley is object of this analysis. The approach used in this work combines analysis of digital elevation model (DEM) obtained from LIDAR data with presence of alluvial soils and quaternary formations. In addition, in this article an attempt of calculating flood wave height for delineated floodplain is presented. The results are compared with floodplains derived from one of the products of country-scale project „IT system for protection against extraordinary hazards” (ISOK) which are flood hazard maps and with the extent of The Great Flood of 1997. Indication of the area flooded during Poland’s Great Flood in July 1997 is based on the hydrological data from Institute of Meteorology and Water Management – National Research Institute (IMGW – PIB).

Traditional methods of economic evaluation of projects in the field of environmental protection do not reflect the full value of these projects. In particular, it doesn’t take into account non-market effects that have an impact on the level of social welfare. The issue of valuation of natural resources and related services is also related to this problem. The evaluations and valuations of areas generally ignored the value of natural resources or take into account only the part which has the market value. The article presents the results of study the economy of non-market goods using contingent valuation method. The first part of the results concerns the willingness to pay for improvement of safety sense from flood risk. The second part concerns willingness to pay for the use of municipal sewage treatment plants. The population living of the area of the Żuławy of Vistula delta valued their improvement of safety sense from flood risk of at more than twice the value of the compared to current expenditures incurred flood protection. The vast majority of respondents considered it reasonable protection of polder areas. Indicating simultaneously that in the reduction of flood risk allows possible resettlement and restoration polder parts.The majority of residents (98%) agreed to the construction of wastewater treatment plants and were willing to pay for its construction and operation. The majority of respondents (especially those in middle age and older) found that the collective sewage development would contribute to improving the environment quality and thus the residents living standard. However, not all were willing to pay for the use of collective sewage collection and treatment. 18% of respondents did not want to pay an amount greater than the current charges for the sewage removal and treatment. In addition, the residents of the municipality cannot afford to pay, or believe that water supply and sanitation services should be free.
Tradycyjne metody oceny ekonomicznej przedsięwzięć w sferze ochrony środowiska nie oddają pełnej wartości tych przedsięwzięć. W szczególności nie uwzględniają efektów pozarynkowych mających wpływ na poziom dobrobytu społecznego. Z tym problemem wiąże się również kwestia wyceny zasobów przyrodniczych i usług z nią związanych. W ocenach i wycenach obszarowych pomija się na ogół wartości zasobów przyrodniczych lub uwzględnia się tylko tę ich część, która ma wartość rynkową. W artykule przedstawiono wyniki badań z wykorzystaniem metody wyceny warunkowej, która należy do metod wyceny dóbr i usług nierynkowych. Posłużono się wynikami badań dotyczących przedsięwzięć z zakresu gospodarki wodnej. Pierwsza część wyników dotyczy skłonności do zapłaty za poprawę poczucia bezpieczeństwa z tytułu zagrożenia powodzią, druga – skłonności do zapłaty za odprowadzenie ścieków. Ludność zamieszkująca obszar Żuław Wiślanych wycenia swoje bezpieczeństwo przeciwpowodziowe na poziomie ponad 2-krotnie wyższym w stosunku do obecnie ponoszonych nakładów na ochronę przeciwpowodziową. Zdecydowana większość ankietowanych uważa również za zasadne ochronę obszarów polderowych, wskazując jednocześnie, iż w ograniczaniu ryzyka powodziowego dopuszcza ewentualne przesiedlenie i renaturyzację części polderowych. Większość mieszkańców (98%) wyraża zgodę na budowę oczyszczalni ścieków oraz jest skłonna do finansowania jej budowy i eksploatacji. Większość badanych osób uważała, że rozwój zbiorowego odprowadzania ścieków przyczyni się do poprawy jakości środowiska, a tym samym poprawy standardu życia mieszkańców. Nie wszyscy jednak są skłonni do zapłacenia za korzystanie ze zbiorowego odprowadzania i oczyszczania ścieków – 18% respondentów nie chce płacić kwot wyższych niż dotychczas za usuwanie i oczyszczanie ścieków. Poza tym mieszkańców gminy albo nie stać na zapłacenie, albo też uważają, że usługi wodociągowo-kanalizacyjne powinny być bezpłatne.

Opisano wyniki własnej metody badania niestabilności stanów wody oraz wielkości przepływów, wprowadzając innowacyjną klasyfikację budowli piętrzących wodę. Podział budowli piętrzących na klasy oparto na kryterium prędkości krytycznej, mając na względzie minimalizację wpływu procesów biologicznych, erozji, sedymentacji oraz zatorów lodowych na środowisko w rejonie stopni wodnych, w celu zapewnienia przepustowości budowli przelewowo-upustowych stopnia wodnego podczas całego procesu użytkowania. Proponowana środowiskowa klasyfikacja budowli hydrotechnicznych została opracowana po dokonaniu identyfikacji i oceny występujących procesów związanych z sytuacjami o cechach ryzykownych. Celem klasyfikacji jest zabezpieczenie rejonu lokalizacji budowli piętrzących oraz stworzonych zbiorników wodnych przed degradacją i utratą ważnych funkcji o znaczeniu ponad regionalnym.
The results of author’s method for evaluation of water levels (and discharges) instability as the function of time are described and new environmental classification of water headworks is proposed, based on water flow velocity criterium and application the “instability factors” for determination save water levels elevations (and outlet works discharge conveyance capacity), accepted for design and valid for the whole project life period. The classification is based on the assumption, that local channel processes and risks within the environment of hydraulic works will be eliminated or bed impacts limited. The main aim of applied classification is to protect the hydraulic waterhead structurs from degradation, aggradation and deterioration.

W pracy przedstawiono wyniki porównania obszarów zalewowych wykonanych dwoma metodami na terenie powiatu średzkiego. Wykorzystując narzędzia GIS dokonano analiz przestrzennych maksymalnych zasięgów powodzi wykonane metodą wstępnej oceny ryzyka powodziowego w projekcie Informatycznego Systemu Osłony Kraju (ISOK) oraz metody glebowej delimitacji. Różnica stref zalewowych wyznaczonych w projekcie ISOK w relacji do obszarów wyznaczonych metodą delimitacji glebowej w północno-wschodniej części powiatu wynika z niedokładności przestrzennej i czasowej danych historycznych o powodziach. Przedstawiona w pracy metoda wyznaczania obszarów potencjalnie narażonych na zalanie metodą delimitacji glebowej, powiększa zasób danych o zjawisku powodzi i po uwzględnieniu przebiegu granic działek ewidencyjnych, może być wykorzystywana wraz z zasobami ISOK przez administrację samorządową w planowaniu przestrzennym zagrożeń w powiecie.
This paper presents the results of a comparison flood areas made by two methods in Środa Śląska district. Using the tools of GIS did spatial analysis of maximum ranges of the flood according to the Preliminary Flood Risk Assessment method in Global Monitoring for Enviroment and Security Project (ISOK) and the method base on delimitation of soils. The difference between wetlands designated in project ISOK compared to areas designated by the delimitation of soil method in the north-eastern part of the district is result of imprecision of the spatial and historical data about floods. Presented in the paper method designation of areas potentially flooding risk by the delimitation of the soil, increase the spatial data about the phenomenon of flooding, and after considering borders of the parcels, can be used with ISOK resource by the local government in planning land cover.

Opis:
Celem artykułu jest ocena aktualnego stanu zagospodarowania terenów zagrożonych powodziami w wybranych gminach województwa łódzkiego, w kontekście potencjalnych negatywnych konsekwencji dla ludzi, środowiska przyrodniczego, dziedzictwa kulturowego i działalności gospodarczej. Do badań wybrano gminy miejskie i miejsko-wiejskie (łącznie 9 gmin) województwa łódzkiego, które uzyskały duży i bardzo duży poziom ryzyka powodziowego według metodologii zastosowanej w Planie operacyjnym ochrony przed powodzią dla województwa łódzkiego z 2013 roku. Syntetyczny poziom ryzyka powodziowego ze względu na powierzchnię zajmowaną przez obiekty i tereny przypisane do poszczególnych kategorii ryzyka jest najwyższy w Uniejowie i Warcie. Natomiast ogólny poziom ryzyka ze względu na zróżnicowanie obiektów i terenów poszczególnych kategorii jest najwyższy w Łowiczu oraz Tomaszowie Mazowieckim (mieście).
The aim of the article is to assess the present level of land development of flood risk areas in selected communes of the Łódź province in the context of potential negative consequences for people, the natural environment, cultural heritage and economic operations. The research includes urban as well as urban and rural communes (9 communes in total) of the Łódź province which display high and very high flood risk levels according to the methodology used in Flood protection operating plan for the Łódź province from 2013 ( Plan operacyjny… 2013). Uniejów and Warta have the highest synthetic flood risk levels due to the surface occupied by buildings and areas assigned to individual risk categories. In turn, Łowicz and Tomaszów Mazowiecki (town) display the highest general flood risk level due to diversification of buildings and areas of individual risk categories.
