    Artykuł przedstawia podstawy prawne, organizacyjne, ekonomiczne i polityczne rozwiązywania kryzysu fiskalnego w krajach strefy euro. Dokonano krytycznej oceny rygorystycznej postawy liderów UE wobec państw dotkniętych kryzysem fiskalnym, przynoszącej korzyści głównie silnym gospodarkom unijnym.
    The article presents legal, organizational, economic and political framework of solving fiscal crisis in the eurozone countries. Then a critical assessment of the rigorous attitude of the EU leaders towards countries affected by the fiscal crisis which brings profits mainly to strong EU economies has been presented.

    During the IX World Congress of the International Association of Constitutional Law (Oslo, June 2014), the workshop was organised entitled “Constitutions and Financial Crisis”. The purpose of the discussion was to critically analyse responses to fiscal crises with a view to better understanding the phenomenon, the options for dealing with it and its implications for the basic principles of democracy. It was observed that the overall effect of a fiscal crisis and the responses to it may have profound constitutional significance for the constitutional system of the state authorities, as well as for individual state institutions, supranational and international institutions. A representative of the Polish SAI presented the paper entitled “Constitutional mechanisms that may serve establishing a fiscal policy and settling its execution”.

    The purpose of this article is to present changes to the broad financial system, consisting of financial system market and public finance sector from the perspective of effects evaluation of the financial crisis. In the opinion of the author it seems to be fundamental to answer the question whether and in which direction should changes be carried out in the area of fiscal policy optimization, which probably is going to change, when it is considered from the point of bearing the fiscal stability and economic growth in new post-crisis conditions. There are sets of investigation results and literature positions, including thoughts on financial crisis influence on changes of public finances (general government). It seems important to draw attention to some aspects of this issue, as well as to assess the impact of new solutions proposed to public finance in the future. 
    Celem niniejszego artykułu jest zaprezentowanie zmian w szeroko pojętym systemie finansowym z perspektywy oceny skutków kryzysu finansowego i gospodarczego. W opinii autorki istotne jest podjęcie próby odpowiedzi na pytania, czy i w jakim kierunku powinny zostać przeprowadzone zmiany w zakresie optymalizacji polityki fiskalnej, która zapewne ulegnie zmianie, gdy będzie rozpatrywana z punktu widzenia utrzymania stabilności fiskalnej i potrzeby utrzymania dodatniego wzrostu gospodarczego w nowych uwarunkowaniach postkryzysowych. Istnieje dosyć bogaty zestaw wyników badań i pozycji literatury przedmiotu, w których zostały zamieszczone rozważania dotyczące wpływu kryzysu finansowego na zmiany w stanie finansów publicznych (general government). Istotne wydaje się zwrócenie uwagi na kilka najważniejszych aspektów tego zagadnienia oraz dokonanie oceny wpływu proponowanych nowych rozwiązań na stan finansów publicznych w przyszłości.

    This study investigates the interaction between fiscal and monetary policies and how crises affect the coordination between policymakers in Turkey. This study’s novelty is that a nonlinear Taylor rule indicating monetary policy response function is estimated based on the Threshold Generalized Method of Moments (Threshold GMM) methodology over the period January 2006—March 2020. The empirical findings reveal that when fiscal policy has an expansionary stage, especially in crises times, the policy interest rate does not react significantly to the inflation gap, output gap and real effective exchange rate gap in expansionary periods. On the contrary the policy interest rate gives statistically important responses to these variables during contractionary fiscal policy periods. Thus, the effectiveness of the Taylor rule appears in a period of contractionary fiscal policy. This situation gives rise to the significant policy implication that the monetary policymaker’s success in controlling inflation increases with the contractionary fiscal policy. Finally, it has been observed that effective coordination between monetary and fiscal policies did not occur during crisis periods, but compatible coordination was achieved in other periods.

    Opis:
    The aim of the article is to explain why the EU integration efforts have different outcomes in times of crisis with regards to impact on key stakeholders. Besides traditional political theories of European integration, authors suggest to take into account the importance of behavioural intentions and stimuli to adhere to the reforms agenda. The research results presented in this article explain two recent deep EU crises: energy crisis and fiscal crisis, which evolved simultaneously, but resulted in different integration projects within the same political and institutional background. Authors analysed Eurobarometer public opinion surveys together with empirical data on the impact on stakeholders, based on available indicators in Eurostat. Authors found that the key for a policy to succeed in targeting agents’ and groups’ behaviour is its direct ties with stakeholders’ motivation which can be done only at market level. Thus, policy shift in integration areas should be reinforced by direct and clear market solutions and corrective mechanisms avoiding politically-relevant targets.

    Opis:
    The article analyzes the essence and problems of financial security, in particular the fiscal security of states. A fundamental analysis was carried out that allowed to rank countries according to their level of development, analyze tax rates in these countries and make hypotheses. The evolution of the concept of state security was studied, the theoretical approaches of different countries to determine the nature and methodology of financial security calculations were generalized. According to the methodology specified in the regulations of selected countries with the so-called "normal" step (supset) for each country, the financial security indicators were calculated separately. An integral part of financial security is the fiscal security of the state, because achieving stability in this area in the current conditions of economic instability is a state criterion, based on financial security and standard of living.
