    Evolutionary economic geography became popular in the late 1990s. The study has developed on the basis of evolutionary economics, which has achieved greater success in explaining phenomena in the microeconomic than in the macroeconomic sphere and it has had non-spatial character. Evolutionary economic geography is an alternative in economic geography and regional planning for static or pseudo-dynamic research. Supporters of evolutionary economic geography, by criticizing among others New Economic Geography by P. Krugman, conduct research with the use of generalized Darwinism, path dependence and complexity theory. In this paper the author discusses the basic approach and assumptions of evolutionary economic geography and its application in regional economy, especially as an answer to the search for ways out of the economic crisis of regions and cities.

    Zgodnie z teorią ewolucji i rozwoju białoruskiego systemu gospodarki powinny być skierowane na poprawę innowacyjności w poziomie mikro i makro. Obecne tendencje globalizacji gospodarek narodowych prowadzi do tego, że w ostatnich latach wzrosły penetracji produktów hightech na rynkach krajowych. Działalność innowacyjną przedsiębiorstw jest ograniczony przez wielu obiektywnych i subiektywnych problemów (globalny kryzys finansowy, niestabilność finansowa, wysokie ryzyko, brak odpowiednich badań i środków planowania, naukowe i rynku informacji itp.). Optymalna struktura wydatków na innowacje jest jednym z czynników wpływających na działalność innowacyjną podmiotów gospodarczych. Jest to jeden z wektorów wejściowych strategii innowacyjności.
    In order of the theory of evolutionary and systematic the development of Belarus economy needs to be re-orientated to increasing of innovation activity in micro- and macro-levels. Modern tendencies of globalization of national economies lead to recent of intensification of the processes of penetration of high-tech products into the home markets. Innovation activity of enterprises is restrained by many objective and subjective problems (global financial crisis, unstable financial, high risk, absence of one’s own research and designing resources, scientific and market information etc.). The optimal structure of innovation expenditures is one of the factors influencing the innovative activity of businesses. She is one of the input vectors of innovation strategy.

    The paper focuses on the problem of the defi nition of regional and urban resilience, how to measure them, and how to evaluate the signifi cance of these categories in the regional studies. The analysis was carried out taking into account the structural and functional conditions of the regions and cities. In this article the author discusses the conditions and factors facilitating the strengthening of the adaptability of the regional economy and urban, with regard to the principles of evolutionary economic geography. The aim of the paper is to present the possibilities of application of the concept of regional and urban resilience to recent analyzes of regional development, with particular emphasis on evolutionary approach. The author applied the descriptive method and the comparative method. The analyzes are based on literature studies. Individualized study of social, economic and spatial structures of various spatial units, taking into account their resilience, can provide valuable information on the processes of adaptation of regions and cities and thus favorable conditions for their resistance, recovery, re-orientation and renewal.

    Badania odporności gospodarczej stanowią relatywnie nowy przedmiot debaty w ramach studiów regionalnych. W części wstępnej artykułu zaprezentowano dwie główne koncepcje odporności, tj. podejście ewolucyjne oraz podejście instytucjonalno-funkcjonalne, zakładające kluczową rolę polityków szczebla regionalnego, instytucji gospodarczych, społecznych i przedsiębiorców. Na przykładzie ośmiu regionów europejskich przedstawiono podjęte działania zmierzające do złagodzenia negatywnych skutków kryzysu gospodarczego oraz strategie sprzyjające budowaniu odporności gospodarczej. W części końcowej wskazano na najważniejsze i skuteczne instrumenty zastosowane w większości badanych regionów.
    The concept of economic resilience is a relatively new subject of debate within the framework of regional studies. In the first part of the paper, the authors present two main concepts of resilience, i.e. an evolutionary approach and an agency perspective. On the example of Wight European regions, they describe the actions taken to mitigate the adverse effects of the economic crisis and the strategies that build economic resilience. The final section identifies the key effective tools used in most analyzed regions.

    The paper is devoted to the issues referring to urban economic resilience concepts. Its goal concerns recognition of the theoretical and methodological concepts referring to the urban resilience in economic terms, as well as an attempt of their application to quick assessment of the resilience in selected cities of Poland and Czech Republic. After presentation of the definitions of resilience the basic resilience approaches were discussed. The paper is also supplemented by the empirical evidence of selected cities and towns of Poland and Czech Republic, which is an attempt for diagnosis of their resilience in last 15 year.
    Artykuł poświęcony koncepcji ekonomicznej prężności/rezyliencji miejskiej. Cel artykułu obejmuje rozpoznanie teoretycznych i metodologicznych koncepcji związanych z rezyliencją miejską, rozpatrywanych w kategoriach ekonomicznych, a także próbę ich zastosowania na rzecz szybkiej ocen rezyliencji w wybranych miastach Polski i Czech. Po prezentacji definicji rezyliencji dokonano przeglądu podstawowych podejść do jej analizowania. Uzupełnieniem artykułu są badania empiryczne wybranych miast Polski i Czech w kontekście próby diagnozy poziomu ich rezyliencji w ostatnich 15 latach.

    Starania filozofów o usprawiedliwienie lub wyjaśnienie praktyki karania sięgają korzeniami początków historii prawa karnego. Współcześnie renesans przeżywa teoria ewolucji, której zasięg wydaje się na tyle szeroki, by w oparciu o nią próbować wyjaśniać podstawowe instytucje społeczne. Kara kryminalna należy do podstawowych instytucji funkcjonujących w niemal wszystkich społeczeństwach. Wydaje się, że można wyjaśnić i pośrednio uzasadnić karę kryminalną poprzez odwołanie się do teorii ewolucji, a przy tym próbować bronić poglądu, że kara kryminalna jest ewolucyjną odpowiedzią na znane wszystkim grupom ludzkim zjawisko psychopatii – przy założeniu, że psychopatia ma podłoże ewolucyjne. Co więcej, istnieje ogromna różnica między karą a zemstą, którą łatwo zauważyć właśnie na gruncie teorii ewolucji. Kara nie jest atawizmem, nie stanowi prymitywnej zemsty i nie można powiedzieć, że jest zła moralnie, bo praktyka karania jest nie tylko zdeterminowana, ale i najlepsza z możliwych.
    Punishment is an important communal matter. As far back in history we can go, philosophers have tried to explain and justify the practice of punishment. It is obvious, that humans always live in social groups and cooperative activities play a crucial role. In fact, every society creates institutions which can be used to protect the rules of cooperation. I show that punishment can be seen as a gift of evolution. It can be said, that according to evolutionary approach, punishment is a form of social reaction against those members of society who have natural (psychological or biological) predisposition to commit a crime. Because of the fact that ca 5 percent members of every society should be classified as psychopaths, we need some kind of the preventive mechanism. It is assumed that the phenomenon of psychopathy is the alternative strategy of evolution. It is said that on the ground of evolutionary approach punishment is treated as revenge. Last but not least, in the article will be shown that there are important differences between the practice of punishment and pure revenge.

    The aim of the text is to examine the performance theories of ritual from the point of view of their usefulness in analysing the ceremonial life of Shaman hunter-gatherer communities. The main thesis of the article states that whereas the performance concept of ritual shines an accurate light on selected aspects of the ritual life of hunter-gatherers, the methods used by such luminaries of performance studies as Richard Schechner and Erving Goffman are not sufficient to grasp the crux of the ceremonial life of a community whose religion is concentrated around the figure of the shaman. Using selected examples, the author attempts to explain the cause of this state of affairs, pointing to trance as above all a characteristic defining the model shaman ritual. The culminating moment of the trance is the end of the opposition analysed by proponents of performance studies between the individual and the stage. This fact forces us to revise some of the key premises postulated by the representatives of this paradigm.

    The article aims to identify and analyze some basic methodological problems related to a rapidly developing approach to economics known as evolutionary economics. The author examines how this approach is likely to evolve in the future and what research potential it holds for modern economics. According to the author, evolutionary economics is fraught with a number of methodological difficulties. He describes evolutionary economics as classically endogenous in nature. Evolutionary economics seeks to explain processes related to the internal transformation of knowledge about decision-making, production methods, organizational forms of business, consumer behavior and business psychology. In the neoclassical approach, all these parameters are treated as constant, while in evolutionary economics they are subject to analysis, proceeding from the assumption that they change as a result of evolutionary processes, the author says. The mechanism of this evolution is the main focus of evolutionary economics. Therefore, when analyzing economic systems, evolutionary economists focus their attention on changes and new elements, Glapiński says. The main methodological difficulty related to defining the research focus of evolutionary economics is that this approach needs to be set apart from other scientific disciplines studying economic and evolutionary processes, such as sociology, social anthropology, economic history, institutional economics, social psychology, evolutionary psychology, behavioral biology, and evolutionary biology. Evolutionary economics is concerned with the dynamics of past and present processes as well as with the organization and functioning of economies, in particular the origin and functioning of the Western model of capitalism. Evolutionary economists seek to explain economic events by making references to past events and finding causal relationships applying to behaviors as well as the transformation of behaviors and institutions. Evolutionary economists make assumptions about economic factors and actors, including those about irreversible and spontaneous changes in behavior. These assumptions mean that evolutionary economics has a purely empirical orientation, the author says, and, consequently, its main weakness is that it is difficult to derive simple mathematical models from these assumptions. This breeds a number of further methodological problems. One of them is that evolutionary economics has low capacity for formulating falsified hypotheses, which reduces its credibility and status, according to Glapiński – at least under the widely followed Popperian interpretation of the “scientificality” of theories (Austrian-born British philosopher and economist Karl Popper is known for his attempt to repudiate the classical observationalist/inductivist form of the scientific method in favor of empirical falsification). Another reason for the criticism against evolutionary economics is that evolutionary theories are eclectic in nature, Glapiński says. This stems from the fact that economic evolution is related to evolutionary processes lying outside the economic system, which prompts attempts by economists to enter “neighboring” disciplines. Yet another weakness results from the basically empiricist and historicist nature of research in evolutionary economics, the author says, which often leads to a situation in which there is no clear distinction between economic theory and economic/business history. These methodological weaknesses and theoretical difficulties explain why a number of competitive theoretical syntheses have emerged over the last century, Glapiński says. Over the past decade or so, evolutionary economics has departed from the kind of synthesis pursued by the precursors of evolutionism, according to the author. He concludes that evolutionary economics has good prospects for development resulting from the dynamic development of detailed studies of evolutionary processes in various areas of industry, services and consumption as well as from research into the development of export markets and consumer behavior.
    Problem w tym, że żaden z tych poszczególnych elementów wyjaśniania nie może być wyjaśnieniem dominującym, bowiem zaprzeczałoby to samemu założeniu istnienia ogólnego mechanizmu ewolucyjnego. Mechanizm wyjaśniania ewolucjonistycznego musi więc zakładać założenia dotyczące czynników (aktorów) ekonomicznych, zawierające mechanizm zmiany ich zachowań w nieodwracalny sposób i poprzez samoczynny proces. Z założeń tych wynika czysto empiryczna orientacja ekonomii ewolucyjnej, a w konsekwencji główną jej słabością, rodzącą wiele dalszych problemów metodologicznych jest oczywista trudność prostego wywiedzenia z tych założeń modeli matematycznych. Inną ważną trudnością i słabością jest niska zdolność tej ekonomii do formułowania falsyfikowanych hipotez, co z powszechnie przyjętego dziś popperowskiego punktu widzenia na „naukowość” teorii, obniża jej wiarygodność i status. Kolejną przyczyną słabości i powodem krytyk jest eklektyczność teorii ewolucjonistycznych, wynikająca z naturalnego faktu, że ewolucja ekonomiczna jest związana z procesami ewolucyjnymi leżącymi na zewnątrz systemu ekonomicznego i nieuchronne są tu próby (wbrew ewolucjonistycznym zasadom podejścia endogenicznego) wkraczania ekonomisty na pola innych, „sąsiadujących” dyscyplin. Inna słabość wynika z zasadniczego empirycystycznego i historycystycznego charakteru badań ekonomii ewolucyjnej, co powoduje często brak klarownego rozróżnienia teorii ekonomicznej od historii gospodarczej czy biznesowej. Powyższe słabości metodologiczne i trudności teoretyczne spowodowały w ubiegłym stuleciu powstanie przedwczesnych, konkurujących ze sobą, syntez teoretycznych. Wnioski i konkluzje wynikające z artykułu dotyczą perspektyw rozwojowych ekonomii ewolucyjnej. W ostatnich kilkunastu latach wyraźnie odchodzi ona od wielkich syntez w rodzaju tych, które tworzyli prekursorzy ewolucjonizmu. Perspektywy jej rozwoju dotyczą obecnie dynamicznie rozwijających się studiów szczegółowych, analizujących procesy ewolucyjne w poszczególnych dziedzinach przemysłu, usług, konsumpcji, kształtowania się rynków zbytu czy zachowań konsumenckich.

    The paper describes the usage of neuroevolutionary method in collision avoidance of two power-driven vessels approaching each other regarding COLREGs rules. This may be also be seen as the ship handling system that simulates a learning process of a group of artificial helmsmen - autonomous control units, created with artificial neural networks. The helmsman observes an environment by its input signals and according to assigned CORLEGs rule, he calculates the values of required parameters of maneuvers (propellers rpm and rudder deflection) in a collision avoidance situation. In neuroevolution such units are treated as individuals in population of artificial neural networks, which through environmental sensing and evolutionary algorithms learn to perform given task safely and efficiently. The main task of this project is to evolve a population of helmsmen which is able to effectively implement chosen rule: crossing or overtaking.
