This paper presents a functional model of river-sea ships (shortly called: SRM) operating in European system of transport corridors. It is composed of two parts: Part I contains a descriptive model of functioning the SRM fleet with taking into account various shipping tasks as well as impact factors (external and internal factors, limitations and criteria). Also, a mathematical model of functioning the SRM fleet, including choice of relevant economic criteria (e.g. profit maximization, capital return period minimization etc), is presented. Results achieved on the basis of the functional model are presented in Part II of the paper.

This paper presents continuation of the research on the functional model of river-sea ships operating in European system of transport corridors. It deals with a set of methods of determination of design assumptions for river-sea ships. Relevant calculations were performed on the basis of a future network of European routes for operating the river-sea ships within EU system of water transport corridors, in which rates of cargo flows and lengths of particular routes as well as their mathematical model were taken into account. In consequence, technical assumptions for designing the fleet of river-sea ships to be operated in European system of water transport corridors, were obtained.

The article concentrates on analysis of motives, level and functions fulfilled by foreign exchange reserves in developed countries, with special emphasis put on the dual system of reserves within Economic and Monetary Union (EMU). The foreign exchange reserves of industrial countries have grown up during the last decade. However, in the case of EMU this growth have been not due to the intentional policy of the central bank (as in the case of Japan and Switzerland), but due to positive changes of exchange rates and rates of return.
Artykuł koncentruje się na analizie motywów posiadania, poziomu oraz sposobów wykorzystania rezerw walutowych w krajach rozwiniętych, ze szczególnym uwzględnieniem dualnej struktury rezerw w ramach Unii Gospodarczej i Walutowej (UGiW). Rezerwy walutowe krajów rozwiniętych wykazywały w ostatnich latach tendencję wzrostową. Jednakże w przypadku UGiW wzrost ten nie wynikał z intencjonalnych działań banku centralnego (jak w spektakularnych przykładach Japonii i Szwajcarii), lecz z pozytywnych efektów kursowych i stopy zwrotu.

Opis:
Solidarity together with civil society, tolerance, democracy, the rule of law, prosperity and peace is one of the principles of the European axiological system. They serve the basic European values constituting the human subject. They are dignity as a fundamental value along with subsidiary values: brotherhood, equality, freedom as well as life and health. The main thesis of the article is the claim that abandoning the implementation of the principle of solidarity in European space will inevitably lead to the reactivation of ideologically hypostasized constructs, which will result in the replacement of dignity by one of the abstractions (state, nation, God etc.), which in a straight line may lead to a situation in which Europeans lived in most of the 20th century.

This article concerns a big challenge of public statistics, which is to find a balance between the ability to meet the ever growing data users’ needs and maintaining high standards of quality of data available. The starting point for reflections on this area is to define widely understood standards of quality statistics, from the perspective of both data producers and users. The authors of the article refer to key documents governing the system of statistics quality at an international level, as well as in Poland. They also emphasize the need to exchange information on quality between data producers and users as well as the opportunities that dialogue creates to the process of improving statistical products. At the same time, they point out that high quality of statistical data, defined by such attributes as: relevance, accuracy, timeliness and punctuality, accessibility and clarity, comparability and coherence gives users the opportunity for an accurate, reliable and in-depth data analysis. Against this background, the article includes examples of the antinomy that may occur in the process of developing individual attributes. In conclusion, the authors emphasize an international aspect of statistical quality, continuity of processes aimed at improving quality and an important role of data users in those processes.

The article deals with the issue of EU political system seen as a set of institutional and legal mechanisms and solutions looking for a way to lead and maintain its internal balance. This problem is included in line with the assumptions of the resilience concept, which is a fundamental theoretical assumption at work. Resilience, or flexibility, the ability to adapt and “bounce off the bottom”, to recuperate, is referred to the EU as a prospect of a research perspective indicating the paths of thinking about the regularity of the development of the EU system in the long term. Recourse to such a framework is implied in the EU by the nature of the integration structure and the political system whose creation was initiated in 1957 with the establishment of the EEC. Analysis carried out in the article leads to conclusion that the EU political system is characterised by resilience- -specific properties, which makes it flexible in responding to emerging difficulties and tensions. At the same time, the solutions and mechanisms implemented on this basis lead to the deepening of differences. Achieving a system balance becomes difficult.

W artykule poddano ocenie wybrane projekty. Szwedzki projekt ESM (Europejski System Modułowy) w warunkach transportu drogowego w Polsce. Umożliwia on dwóm dłuższym zespołom pojazdów przewiezienie tej samej ilości ładunku, który wymagałaby użycia trzech krótszych "europejskich" pojazdów - według wymagań dyrektywy Unii Europejskiej 96/53/WE. Nadwozia wymienne i inne jednostki transportowe wykorzystywane do transportu długodystansowego w systemie modułowym pozwalają dotychczasowe krótsze zespoły wykorzystywać na obszarach miejskich, zaś dłuższe - ESM na wyznaczonych drogach głównych. Umożliwi to łatwo dostosować zestaw do przepisów obowiązujących w danym kraju, w którym obowiązuje długość o mniejszej wartości. Drugi to naczepa marki Kögel Big Maxx, wydłużona o wartość 1.3m ponad wielkość dopuszczalną. Nie spełnia także wymagania dotyczącego szerokości korytarza ruchu. Długość zestawu jest jednak mniejsza od zestawu samochód z przyczepą. Trzeci to autorski projekt zwiększenia przestrzeni ładunkowej przez zmianę wymagań dyrektywy UE 96/53/WE. Wykazano, że należy je zmienić. Pozwoli to zwiększyć pracę przewozową zespołu pojazdów.
The paper provides assessment of selected projects. Swedish project ESM (European Modular System) in the conditions of road transport in Poland. It allows two longer vehicles to carry the same amount of cargo, which would require use of three short "European" vehicles - according to the requirements of the European Directive 96/53/EC. Trailer Kögel Big Maxx is second assessed project. Trailer is extended by 1.3m above the allowed amount, additionally it fails to meet the requirement for the width of the traffic corridor. The length of the set is however smaller than a set of vehicletrailer combination. The third project is a unique design aiming to increase cargo space by changing the requirements of the EU Directive 96/53/EC. It has been demonstrated that the requirements contained in the Directive should be changed. This would increase transportation capacity of vehicle sets.

Wymagania dotyczące właściwości użytkowych zawarte są w normach zharmonizowanych, które określają system oceny i weryfikacji właściwości użytkowych dla danego wyrobu i wymagania związane z tym systemem. Normy te podlegają weryfikacji w pięcioletnich okresach. W prezentowanym artykule skonfrontowano aktualne wymagania dotyczące wprowadzania wyrobu do obrotu z wcześniej obowiązującymi.
All constructions products before place on the market are subject to conformity assessment procedures resulting from Regulation (EU) No 305/2011 of the European Parliament and of the Council. Construction products must have a certain performance (essential characteristics) to allow designers/authorities to verify that construction works satisfy the Essential Requirements as regulated by each Member State in its territory. EU Commission invites CEN through mandates for specific product families to elaborate harmonized European standards for construction products. These standards are subject to verification in five-year periods. AVCP system (previously called „Attestation of Conformity”) foresees five systems defined in Directive. European Commission Green Paper on the European Workforce for Health – goals and main postulates of the documentGreen Paper on the European Workforce for Health in Europe is a very important document, and decisions made in its light will affect European Union health policy for years to come. Health policies across Europe should be coordinated so that recommended guidelines, designed to reduce inequities, with monitoring to promote their  se in a consistent manner across the EU, particularly but not exclusively by addressing the social determinants of health. Health services are one of the largest groups of employers in most developed countries, and therefore they constitute an important component of national economies. To improve the health of the populations of Europe, and equity of health status, public health education and research need to be a leading part of the health workforce development programme of the EU.EU health systems have to perform a difficult balancing act, firstly between increasing demands on health services and restricted supply; secondly between the need to respond to people’s health needs locally but also to be prepared for major public health crises. There are a number of challenges facing health systems in Europe.1) Policy makers and health authorities have to face the challenge of adapting their healthcare systems to an ageing population. 2) The introduction of new technology is making it possible to increase the range and quality of healthcare in terms of diagnosis, prevention and treatment, but this has to be paid for and staff need to be trained to use it. 3) There are new and re-emerging threats to health, for example from communicable diseases.4) All of this is leading to continually increasing spending on health and indeed is posing major longer-term issues for the sustainability of health systems in some countries.To respond adequately to these challenges requires health systems to have efficient and effective work forces of the highest quality as health services are very labour intensive. Challenges facing the EU public health situation population include ageing, migration, and include infectious and non-infectious diseases, including cardiovascular diseases and cancer, nutritional conditions, disaster preparation, and injury control; along with many other issues of public health, such as management and priorities of health care systems. All are crucial for the future quality of life in Europe. A professional public health workforce is essential for society to be able to meet these public health challenges with high standards of cost-effective interventions

The appeal to the Russian historical, imperial or soviet, legacy as a significant residual factor, plays and has played an important role in the emergence of the Russian political- -military elites’ strategic culture, either during Soviet times or in the post-communist period. Within this context, historical analysis would allow us to identify the potential directions, means and methods (military, political, economic, cultural) employed by the Russian Federation in its goal to multiply and expand its presence in Eastern and Central Europe. Economic weakness, social discrepancies, and accelerated demographic decline of the current Russian state are masked by an appeal to the historical legacy and to the need to recover the political legacy of the past through promoting the concepts of slavophilism and, especially, eurasianism. Russian military and non-military reactions to the potential European accession of ex-soviet states, seen as part of its sphere of influence, as well as its strategy to re-conqer the Eastern and Central European area are already creating deep effects on the European security system, as well as on the political, economic, cultural and social foundations of the European Union, being the greatest security challenge to Western democracy.

This paper analyses and conducts an assessment of the drafted bill on macro- prudential supervision over the financial system in Poland. This drafted regulation contains the legal framework, aims, tasks and competencies of a new authority - Systemic Risk Board (SRB) - which will probably be responsible for creating domestic macro-prudential policy and exercising macro-prudential supervision in Poland. The SRB will be according to Art. 458 of Regulation CRR a designated authority. The main interests of the Polish legislator by developing modern macro- prudential regulation should be focused on ensuring the independence of the SRB, its functional effectiveness and the collaboration with domestic micro-prudential supervision as well. In particular this collaboration will be very important by implementing, as set out in regulation CRD IV/CRR, capital buffers or systemic risk buffers into the domestic legal system. The drafted regulatory framework of the domestic macro-prudential supervision will have a significant impact on the efficiency of macro-prudential domestic policy, and therefore deserves an extensive debate and discussion on the issue

The aim of this article is to present the European Committee of Social Rights as a supervisory body in the system of international protection of human rights. To this end, the author elaborates upon the system of treaty bodies in the field of international protection of human rights, both at the universal level within the framework of the United Nations,as well as on the regional plain in respect of the treaty bodies within the Council of Europe’s system. The author pays particular attention to the treaty acquis of the Council of Europe on the protection of social rights and, as such, discusses the European Social Charter system. The author emphasizes the particular role of a specific organ, namely the European Committee of Social Rights, within this field. One of its most notable features is the mechanism of collective complaints (fr. réclamations collectives), which was introduced to the Charter’s supervisory system on the basis of the 1995 Additional Protocol. In the author’s opinion, on the basis of the competence of the European Committee of Social Rights to hear collective complaints, it is arguable that this body performs the function of a quasi-judicial organ in the monitoring process, which distinguishes it from other treaty bodies in the field of international protection of human rights.

EUPOS (European Position Determination System) is a new European initiative of establishment of the multifunctional reference station system in Central and Eastern countries. The Project EUPOS was initiated by the Berlin Senate Department for Urban Development and European Academy of the Urban Development Berlin. The project consists in establishment of about 440 multifunctional satellite reference stations in Central and Eastern Europe. Fourteen countries (Bulgaria, Czech Republic, Estonia, Germany, Hungary, Latvia, Lithuania, Macedonia, Poland, Romania, Russian Federation, Serbia & Montenegro, Slovakia and Slovenia) intend to participate in the project. One common project standard set will be observed by all countries, however the project will include the existing or developed infrastructure in participating countries. Experiences of all participating countries in establishing and operating satellite systems will also be used. The system will be compatible with the German network SAPOS and in future will use as main signal the signal of the European system Galileo. The network of reference stations will provide services for both positioning of the geodetic control points and for land, air and marine navigation. Several levels of positioning accuracy will be offered. The participating countries decided to form a Steering Committee. Eight working conferences of the Steering Committee were held up to now. The conferences were devoted to discussions on practical aspects of realisation of establishment of the network, the standards and possible sources of financial support for realisation of the Project. The project EUPOS was also presented at many international conferences and symposia.On 12 November 2003 the representatives of the EUPOS International Steering Committee have held consultations in Brussels with Galileo Joint Undertaking and the European Commission EuropeAid Co-operate Office. The objectives of consultations were to inform the EC about the Project EUPOS, its organisation, standards and services, links to the European Project Galileo and expected benefits for all participating countries. As positive aspects there were recognised short time (2,5-3 years) of realisation of the Project and the fact that the organisational structures of the project are already available. It was advised that the attempt could be made to request for financial support from different EU Programmes: ERDF for EU member countries (Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia, Slovenia), ISPA - for EU candidate countries (Bulgaria, Romania), CARDS - for West-Balkan countries (Macedonia, Serbia and Montenegro), TACIS - for the Russian Federation and INTERREG III C - for Germany (Coordinator of the Project). In August 2006 the Head Office of Geodesy and Cartography has signed with the Polish Ministry of Economy the agreement on financial support for establishment of EUPOS reference stations in Poland. The respective fund as given in the Project EUPOS was accepted and support will be given from structural ERDF EU programme. The detailed technical design of the network is already prepared. In order to cover the whole territory of Poland and to achieve the proper cross-border links there will be finally established 87 reference stations. According to the agreement the establishment of all stations should be concluded by September 2007. The tirst GPS receivers for some stations will be purchased in 2006.

Opis:
Strategic approaches and interests of Great Britain in the conditions of the modern crisis of the European security system in connection with the Russian-Ukrainian conflict are analyzed in the article. The historical features of London’s policy on the subject of European integration in the field of security are discovered. The author concentrates attention on the reasons of the modern crisis of the European security system. There are revealed the forming factors and the main point of political positions of the EU, the US, NATO, and Great Britain in relation to the military-political aggression of Russia against Ukraine in 2014. The features of the European policy of the British government in the field of security and the strategic interests of Great Britain in the conditions of a renewal of the elements of bloc-civilization conflict are analyzed.
