W artukule postawiono tezę, że głównym zadaniem nauk pedagogicznych jest stworzenie prawidłowo funkcjonującego systemu edukacji zawodowej przyszłego nauczyciela, nakreślenie kierunków ukraińskich innowacji, jak również możliwości współpracy w tych sektorach ukraińskich i polskich nauczycieli. W artykule poruszono również problem interakcji pedagogicznej jako społecznej i psychologicznej adaptacji i dostosowania procesu tworzenia i rozwoju osobistego przyszłego nauczyciela w kontekście globalizacji społeczeństwa opartego na wiedzy.
This article deals with the problem of the professional education of the students who are studying at the Pedagogical University. It is important today that the main task of the pedagogical science is to make system of the professional education of the future teacher. The main directions of the national priorities Ukrainian innovations and their importance for the Polish education system, as well as cooperation opportunities in these sectors of the Ukrainian and Polish teachers. The practical significance of the results determined by the effectiveness of the proposed approach in thinking about education policy, its structural elements, the directions of its influence on the development of a knowledge society, knowledge-economy of the individual.

Modern Intelligent Transport Systems (ITS) are now being widely deployed; in order to ensure that these deployments will bring maximum benefit to end users and other stakeholders, an ITS architecture, which defi nes how the deployed system would fi t into overall ITS structure, has to be defi ned. Help is available to achieve these goals from the European ITS Framework (FRAME) Architecture, now being upgraded by the European project E-FRAME. Within this project also the importance of mutual influence between standards and architecture is judged.

Artykuł ma na celu przedstawienie europejskich standardów w zakresie powoływania sędziów, wynikających z opracowań przeróżnych ciał doradczych i eksperckich, w tym: Komitetu Ministrów Rady Europy, organów Rady Europy: CCJE (Rady Konsultacyjnej Sędziów Europejskich), Komisji Weneckiej czy GRE- CO (Grupa Państw Przeciwko Korupcji), jak również ENCJ (Europejskiej Sieci Rad Sądownictwa), znajdujących odzwierciedlenie w orzecznictwie ETPCz, jak również TSUE w Luksemburgu. Jako niezwykle istotny jawi się w tym względzie wyrok w sprawie Gudmundur Andri Astradsson przeciwko Islandii, do którego artykuł się głównie odwołuje i na którym bazuje, oraz argumentacja ETPCz tam przedstawiona. Z uwagi na to, że jest to orzeczenie, które zapadło niedawno i nie jest powszechnie znane (w chwili powstania artykułu nie ma jeszcze tłumaczenia orzeczenia na język polski), w założeniu artykuł ma pokazać standardy europejskie w zakresie powoływania sędziów oraz argumentację, jaką posłużył się ETPCz, bez krytyki i komentarzy własnych, aby umożliwić czytelnikowi wyrobienie sobie własnych poglądów na temat tych standardów oraz ewolucji poglądów ETPCz w tym zakresie.
The article aims to present European standards concerning the appointment of judges, resulting from the studies of various advisory and expert bodies, including: the Committee of Ministers of the Council of Europe, bodies of the Council of Europe, including the CCJE (Consultative Council of European Judges), the Venice Commission or GRECO (Group States against Corruption) as well as ENCJ (European Network of Councils for the Judiciary), as reflected in the case law of both the European Court of Human Rights and the Court of Justice of the European Union in Luxembourg. The judgment in the case of Gudmundur Andri Astradsson v. Iceland, to which the article mainly refers, and the arguments of the European Court of Human Rights presented therein, appear to be extremely important in this respect. Due to the fact that this is a recent ruling and is not widely known (there is no Polish translation of the judgment), the article is intended to show European standards relating to the appointment of judges. It presents in the descriptive manner the arguments invoked by the European Court of Human Rights to enable the reader to form their own views on these standards and the evolution of the views of the European Court of Human Rights in this regard.

Standardy i wskazówki zapewniania jakości dla EOSW (ESG) zostały wprowadzone w 2005 roku i nieco zmodyfikowane w roku 2015, jako element Procesu Bolońskiego. Ustanowiły one ramy dla wewnętrznych i zewnętrznych systemów zapewniania jakości w uczelniach i systemach szkolnictwa wyższego w Europie. W pewnej mierze ukształtowały one polski model akredytacji, jednakże pomiędzy nim a zaleceniami ESG dają się zauważyć rozbieżności, zwłaszcza dotyczące postulatu budowy kultury jakości w polskich uczelniach.

The article highlights the issues of institutional and functional support for the formation and implementation of the national environmental policy through the prism of the war in Ukraine. The author offers her own understanding of the concept of "institutional and functional support for the formation and implementation of Ukraine's environmental policy" as a system of state, non-state and supranational institutions (entities) which directly and/or indirectly influence the formation and implementation of the State's environmental policy in the course of performing their tasks, functions and duties, as well as exercising their rights and powers. It is concluded that the efficiency and effectiveness of the formation and implementation of the national environmental policy in accordance with the requirements and needs of the present in the context of European integration directly depends on the optimisation of the national system of its institutional and functional support.
W artykule zwrócono uwagę na kwestie instytucjonalnego i funkcjonalnego zapewnienia kształtowania oraz wdrażania krajowej polityki ochrony środowiska przez pryzmat wojny w Ukrainie. Autor proponuje własne rozumienie pojęcia "instytucjonalnego i funkcjonalnego zapewnienia kształtowania i realizacji polityki ekologicznej Ukrainy" jako systemu państwowych, niepaństwowych i ponadnarodowych instytucji (podmiotów), które bezpośrednio i/lub pośrednio wywierają wpływ na kształtowanie i realizację polityki ekologicznej państwa w trakcie wykonywania swoich zadań, funkcji i obowiązków, a także wykonywania swoich praw i uprawnień. Stwierdza się, że skuteczność i efektywność kształtowania oraz wdrażania krajowej polityki ochrony środowiska zgodnie z wymogami i potrzebami współczesności w kontekście integracji europejskiej zależy bezpośrednio od optymalizacji krajowego systemu jej instytucjonalnego i funkcjonalnego wsparcia.

Artykuł prezentuje problematykę akademickiego kształcenia nauczycieli języków obcych w trzech różnych systemach edukacyjnych. Ukazuje ją w kontekście kultury edukacji oraz kultury szkoły, przedstawiając ich wpływ na sposób organizacji i realizacji procesów kształcenia. Szkoła i generalnie edukacja, w tym także uniwersyteckie przygotowanie do zawodu nauczycielskiego to miejsce rozbudowywania tzw. kapitału społecznego. Refleksja nad tym, jak wyglądają te procesy, odgrywa kluczową rolę dla planowania i realizowania efektywnych działań edukacyjnych, także z wykorzystaniem tzw. dobrych praktyk każdego z systemów. W odniesieniu do koncepcji badań porównawczych, analizom komparatystycznym poddane zostają wyznaczniki pedeutologiczne kształcenia nauczycieli i nauczycielek w Iranie, Niemczech i Polsce. Ramą porównawczą są zaś europejskie standardy kształcenia nauczycieli.
This article discusses the issues of academic education of foreign language teachers in three different educational systems. It presents them in the context of education culture and school culture, showing their influence on the way of organization and realization of education processes. School and education in general, including university preparation for the teaching profession is a place of developing so-called social capital. Reflection on the way these processes operate plays a key role in the planning and implementation of effective educational activities, using the so-called good practices of each of the systems. In the comparative research, the teacher training programmes in Iran, Germany and Poland are subject to comparative analysis against the framework of European standards for teacher education.

An important object of state policy is the regulation of social relations, i.e. a system of sufficiently stable and independent ties between individuals and social groups that are essential for the existence and functioning of society. The constitutional consolidation of Ukraine’s status as a social state implies the need to pursue an active policy to ensure the rights of all members of society to a decent living, social protection, participation in production management, maintaining a stable socio-economic situation, and mitigating social inequality. Therefore, the state’s social dialogue is a means of establishing a social compromise in society and a factor in the formation of a unified labor and social policy. The methodological basis of the study is several general scientific and special methods of cognition, the choice of which is determined by the peculiarities of its object, subject, purpose, and objectives. The purpose of the article is to clarify the theoretical, legal, and legislative characteristics of the concept of social dialogue from the perspective of their compliance with the current trends in the development of labor and legal doctrine, and to study the issues of social dialogue at the national and European levels as a factor in the formation of a common labor and social policy.

The article is devoted to minimum standards in the new procedural instrument - the European Account Preservation Order. The main purpose of the preservation proceeding is to grant an interim order of creditor’s claim on debtor assets, without overburdening his property. Due to the complicated procedure established by Regulation (EU) No 655/2014, the European Account Preservation Order should serve as an additional and optional measure for the creditor, the examination of the minimum standards is essential. The Author indicates the relation between above-mentioned regulation and other regulations and gives explanation why this instrument is another symptom of the new EU legislator's approach to cross-border civil matters. Since the debtor is a person whose interests are most affected by the preservation on the bank account, it is necessary to specify his rights and obligations in this proceedings.

This paper examines the status of European English (EE) in current linguistictheory, in particular the hotly debated issue of whether or not it is possible to treat EE as an endonormative linguistic variety in its own right. Alternatively, EE may remain a form of English as a foreign language (EFL), and the decision has far-reaching socio-political consequences. Some relevant data from Polish English is discussed in this context. It is argued that there is no reason to reanalyse the observed deviations from English native standards as simplifications or innovations characteristic of a new language. The debate is shown to relate to the opposition between utilitarian and epistemic goals in foreign language teaching methodology, as exemplified by the dichotomy between competence and performance or between training for interaction and training of the faculties of the mind.

The European Union and the United States are the main users of the dispute settlement mechanism of the World Trade Organization (WTO). On the other hand, well-developed and intensive trade and investment relations lead to an inevitable conflicts and trade disputes. In contrast, taking into account their impact on third countries, the process of settlement of bilateral disputes contributes to creating of new rules, which are then disseminated to the multilateral forum.
