Opracowanie stanowi próbę przedstawienia sytuacji Polski i Litwy po wejściu do Unii Europejskiej oraz ewolucji oceny społecznej przynależności do Unii przez Polaków. Szczególnie istotnym momentem jest przejście od spojrzenia na Unię z punktu widzenia korzyści materialnych wiążących się z akcesją do patrzenia na wspólnotę europejską jako wspólnotę wartości, stanowiącą gwarancję europejskiej solidarności i wyrównania szans, także w sferze materialnej. Autorzy rozważają kwestię, czy zauważalne w Polsce nastroje narodowe (nacjonalistyczne) i roszczeniowe wobec państw starej unii stanowią zagrożenie dla akceptacji wspólnych wartości i roli Polski we wspólnocie.
The study is an attempt to present the situation of Poland and Lithuania after their accession to the European Union, and of the evolution of social assessment of the membership in the Union by Poles. A particularly important moment is the transition from looking at the EU from the point of view of the material benefits associated with the accession to looking at the European Community as a community of values, one that guarantees European solidarity and equal opportunities, also in the material sphere. The authors consider whether the national (and nationalist) sentiments, along with demanding attitudes in Poland towards the states of “the old union” constitute a threat to the adoption of common values and the role of Poland in the European community.

Europejskie Centrum Solidarności w Gdańsku to udane połączenie historii polskiej demokracji z nowoczesną myślą architektoniczną. Otwarcie ECS trwało dwa dni. Uroczystość 30 sierpnia przebiegała jak tradycyjne wodowanie statku – o burtę ECS rozbito butelkę cydru, symbolu ceny, jaką musimy zapłacić za solidarność. Uroczystość oficjalnego otwarcia miała miejsce 31 sierpnia 2014 r., w 34. rocznicę podpisania Porozumienia Gdańskiego.
The European Solidarity Centre in Gdansk is a successful blend of the history of Polish democracy with a modern architectural concept. The ECS opening was held for two days. The ceremony held on August 30 was arranged as a traditional launching of a ship - a bottle of cider, symbol of the price we have to pay for solidarity, was smashed on the side of ECS. The official opening ceremony took place on 31 August 2014, on the 34th anniversary of the Gdansk Accord signing.

The subject of the article is the analysis of the possibilities of using the volunteering to counteract adverse effects of crisis situation based on the example of the coronavirus pandemic. The authors examine the Solidarity Corps for Seniors’ Support (pl. Solidarnościowy Korpus Wsparcia Seniorów) and the local system Warsaw Supports (pl. system Warszawa Wspiera) applying the institutional and normative method, and case study method in an attempt to provide answers to the following questions: (1) How and under what rules was the volunteering potential used to support the citizens? (2) Did the actions based on volunteer activity undertaken in Poland efficiently complement the work of public authorities? (3) Is the implementation of the developed solutions and their usage within the European Solidarity Corps structure possible in similar cases in the future? The case study allows to conclude that Polish solutions proved to be efficient and allowed to formulate the proposals of establishing a broader cooperation between the EU Member States concerning experience sharing in voluntary work development in crisis situations.
Przedmiotem artykułu jest analiza możliwości wykorzystania instytucji wolontariatu do przeciwdziałania negatywnym skutkom społecznym wynikającym z sytuacji kryzysowej na przykładzie pandemii COVID-19. Autorzy, korzystając z metody instytucjonalno-normatywnej oraz studium przypadku, badają Solidarnościowy Korpus Wsparcia Seniorów oraz system Warszawa Wspiera, starając się odpowiedzieć na pytania: (1) W jaki sposób i na jakich zasadach wykorzystano potencjał wolontariatu do wsparcia obywateli? (2) Czy podjęte w Polsce działania wykorzystujące aktywność wolontariatu skutecznie uzupełniły działania organów publicznych? (3) Czy możliwa jest recepcja wypracowanych rozwiązań i wykorzystanie ich w ramach struktury Europejskiego Korpusu Solidarności w podobnych sytuacjach w przyszłości? Analiza przedmiotowych przypadków pozwala stwierdzić, że polskie rozwiązania okazały się skuteczne i sformułować postulaty nawiązywania szerszej współpracy między państwami członkowskimi, dotyczącej wymiany doświadczeń w rozwijaniu wolontariatu w sytuacjach kryzysowych.

Instytucje kultury – w tym muzea – od kilku lat przechodzą swoistą transformację w sposobie realizacji swoich działań statutowych. Jej istotą jest zmiana charakteru oferty kulturalnej – z oferty „prezentacyjnej” (w której uczestnik w sposób bierny zapoznawał się z ofertą instytucji) przechodzą do „partycypacyjnej” (w której uczestnik podejmuje bardziej aktywną i twórczą rolę). Ten proces wymaga odpowiednich strategii komunikacyjnych ze strony instytucji. W tym kontekście instytucje coraz częściej stosują strategię działania zgodną z koncepcjami rozwoju publiczności (ang. audience development) rozumianą jako dynamiczny i zintegrowany proces komunikacji instytucji kultury z otoczeniem. Ideą audience development jest ustawienie w centrum uwagi publiczności instytucji kultury, która z odbiorcy staje się jednocześnie twórcą i uczestnikiem działań kulturalnych. Ta strategia służyć ma różnym (często – wydawałoby się – trudnym do pogodzenia) celom, jakie są stawiane instytucjom kultury – zarówno w wymiarze gospodarczym, jak i społecznym. Wpisuje się to w nowe ujęcie kultury miejskiej opisane między innymi w ramach koncepcji poszerzenia pola kultury. Dobrymi praktykami w tym zakresie może się wykazać – zdaniem autorów – Europejskie Centrum Solidarności (ECS) w Gdańsku. Celem artykułu jest ukazanie idei audience development na przykładzie realizacji projektu pt. „Zrozumieć sierpień” (ZS) realizowanego przez ECS. Przedstawione studium przypadku pokazuje, że analiza strategii komunikacyjnej instytucji powinna dotyczyć zwłaszcza działań programowych – dzisiaj realizowanych głównie w duchu koncepcji rozwoju publiczności.
Cultural institutions, including museums, have been transforming the way of performance of their statutory activities during last several years. The essence of the change is transformation audience participation from passive observation by ‘viewers’ to active and creative participation. The process requires appliance of appropriate communication strategies by cultural institutions. In this context the institutions currently more frequently apply strategies compliant with audience development concept understood as dynamic and integrated communication process between cultural institutions and their environment. The idea of audience development concept is focusing on audience that is transformed form ‘viewer’ into (co-)creator and participant of cultural activities. This strategy aims in satisfying various, often seemingly contradictory, economic and social objectives set of institution. This phenomenon is a part of modern city culture described, inter alia, in ‘broadening the fi eld of culture’ concept. According to the authors, good practices may be found in European Solidarity Centre in Gdansk (ECS) activities. The aim of the paper is to present the idea of audience development on example of ‘Understanding August’ project realised by ECS. The paper shows that analysis of cultural institution communication strategy should focus especially on its core activities, nowadays performed mainly according to spirit of development audience concept.

W ostatnich latach krajowe referenda stały się popularnymi instrumentami podejmowania decyzji w bardzo problematycznych i kontrowersyjnych kwestiach (Grexit, Brexit, kryzys migracyjny). Węgierskie referendum w sprawie relokacji narzuconych przez UE kwot uchodźców jest jednym z przykładów takich głosowań. Oprócz kontekstu europejskiego, węgierskie referendum poświęcone było bardzo trudnemu i społecznie ważnemu zagadnieniu. Argumentuje się także, że głosowanie to było manewrem węgierskiego premiera Victora Orbana przeciwko Unii Europejskiej, jej solidarności i wspólnym interesom. Pamiętając, że kryzysy migracyjne należy traktować jako wspólne wyzwanie dla całej UE, a wszystkie państwa członkowskie powinny wziąć na siebie odpowiedzialność za poszukiwanie właściwych rozwiązań satysfakcjonujących wszystkie państwa członkowskie – za główny cel niniejszego artykułu przyjęto udzielenie odpowiedzi na pytanie o rolę węgierskiego referendum z 2016 r. dla realizacji zasady solidarności w Europie. Rozważania prowadzone w artykule miały również na celu znalezienie odpowiedzi na pytania dotyczące roli referendum w problematycznych/kontrowersyjnych kwestiach na Węgrzech oraz czynników wpływających na decyzję wyborców.
In recent years national referenda have become popular instruments for making decisions on very problematic European issues (Grexit, Brexit, migration crisis). The Hungarian vote of 2016 on refugee quotas distribution seems to be one of them. Next to its importance in the Euopean context, the 2016 referendum was devoted to a very difficult and socially important problem. It is argued that this national referendum was a maneuver of Hungarian Prime Minister Victor Orban against the European Union, its solidarity and common interests. Having in mind that the migration crises should be treated as a joint challenge for the entire EU and all its member states should take a part of responsibility in seeking the proper solutions satisfying all MS – the main objective of this paper was to answer the question about the course and consequences of Hungarian referendum of 2016 for realization of the solidarity principle. The article aimed also at finding answers to the questions about the role of referendum on problematic/controversial issues in Hungary and about the factors impacting the voters decision.

Kwerenda w zbiorze notacji filmowych Europejskiego Centrum Solidarności na temat I Krajowego Zjazdu Delegatów NSZZ „Solidarność”, dostarczyła niewielu danych, dlatego zdecydowano się przeprowadzić kolejne wywiady z uczestnikami tego wydarzenia. Przyniosły one mało dotąd znane informacje o Zjeździe, pokazują tym samym wartość tematycznych notacji filmowych, skupionych wyłącznie na danym zagadnieniu. W opracowaniu autorzy zwrócili uwagę m.in. na różnice w postrzeganiu wydarzenia, wynikające z odmiennych perspektyw jego uczestników.
A source query among the collection of film records of the European Solidarity Centre aimed at obtaining information related to the 1st National Congress of Delegates of NSZZ “Solidarność” provided little or no data about the Congress, and that was the reason for conducting further interviews with participants at the event. They brought little-known information on the topic, thus showing the value of thematic film notations focused only on a given issue. The authors’ additional intention was to draw attention to the differences in the perception of events depending on the perspective.

This study focuses on analysis of the discourse of solidarity during the current migrant crisis, with special attention paid to the second half of 2015 and the first months of 2016. We start by looking for the sources of the concept of solidarity in the writings of the founding fathers of the European Union and in the existing EU treaties. We then try to decide to what extent the political narratives of the crisis are based on these sources and in what ways they deviate from them or use them in a superficial way. Finally, we verify our research assumptions and offer an overview of the academic debate on the subject.

The paper concerns the value of solidarity in the structure of the European Union’s axionormative system in the context of the 2015 refugee crisis. For the needs of these considerations Florian Znaniecki’s concept of axionormative system was chosen. It has a form of three-level hierarchical structure, which consists of the institutional level, the awareness level and the implementation level. All as these levels were analysed in relation to the value of solidarity, in the context of the 2015 refugee crisis. The results of these considerations indicate that while the institutional and awareness levels of the European Union’s axionormative system are compatible with each other, there is a clear break between them and the level of implementation, in the context of the refugee crisis.

Solidarity together with civil society, tolerance, democracy, the rule of law, prosperity and peace is one of the principles of the European axiological system. They serve the basic European values constituting the human subject. They are dignity as a fundamental value along with subsidiary values: brotherhood, equality, freedom as well as life and health. The main thesis of the article is the claim that abandoning the implementation of the principle of solidarity in European space will inevitably lead to the reactivation of ideologically hypostasized constructs, which will result in the replacement of dignity by one of the abstractions (state, nation, God etc.), which in a straight line may lead to a situation in which Europeans lived in most of the 20th century.

The purpose of this article is to try to outline the essence of membership of the European Union. This international organization, by virtue of the decision of its creators, i.e. the Member States, has been equipped with attributes, which have determined its unique – supranational – character. As a new legal order, the European Union has been granted some scope of autonomy, but ontologically it is dependent on the Member States. It is the Member States that have taken decision on setting up a new integration structure with a center of decision-making located not only outside but also above them, the scope of its competences and instruments of their exercising, and as “masters of the Treaties”, may decide to dissolve it. The decision to join the European Union seems to be determined pragmatically and praxiologically – upon benefits of cooperation within the framework of the EU. In this perspective solidarity, understood as the unity and equality of the Member States, based on common values, becomes a factor legitimizing the EU, and at the same time – a guarantor of its existence, especially in times of crisis. Celem artykułu jest próba odpowiedzi na pytanie o istotę członkostwa w Unii Europejskiej (UE). Ta organizacja międzynarodowa, na mocy decyzji jej twórców, tj. państw członkowskich, wyposażona została w atrybuty, przesądzające o jej unikalnym – ponadnarodowym – charakterze. Stanowiąca nowy porządek prawny, Unia Europejska posiada określony zakres autonomii, ale w sensie ontologicznym jest zależna od państw członkowskich. To one zdecydowały o powołaniu struktury integracyjnej z ośrodkiem rządzenia ulokowanym nie tylko poza, ale także ponad nimi, o zakresie jej kompetencji oraz instrumentach ich realizacji, a pozostając „panami traktatów”, mogą zdecydować o jej rozwiązaniu. Decyzja o członkostwie w Unii Europejskiej wydaje się być warunkowana pragmatycznie i prakseologicznie – korzyściami, jakie daje współpraca w zakresie rozwiązywania wspólnie doświadczanych problemów. Solidarność, rozumiana jako jedność i równość państw członkowskich, wyrosła na jednoczącym aksjologicznym gruncie i warunkująca realizację integracyjnych celów, staje się w tej perspektywie czynnikiem legitymizującym UE, a jednocześnie – gwarantem jej bytu, zwłaszcza w niełatwym czasie kryzysów.

Solidarity is a permanent component of social life. In this sense, it becomes a transformative value that clearly connects people and their projects with others. The current situation in the world sharpens the issue of human solidarity. War, migration crises, aggressive globalization, territorial elitism, consumerism, populism, and the ideologization of social discourse lead to the distortion or elimination of the idea of solidarity. Nowadays, there are multi-level and multi-directional changes and transformations in individual and social ethos. Therefore, understanding solidarity requires an analysis of the context in which it is applied, as well as basic scientific assumptions. The article addresses this issue in the context of migration. It consists of three main elements: 1/ Firstly, it explains the philosophical phenomenon of solidarity as a very complex and multi-faceted individual and social reality; 2/ It portrays solidarity as a European virtue and value, which today seems to be experiencing certain difficulties in the EU’s migration policy, particularly revealed by the refugee crisis; 3/ It presents several ways of reflecting on solidarity in the light of representatives of contemporary philosophy and theoreticians of political thought (H.G. Gadamer, J. Dean, A. Grimmel, J. Tischner). These proposals can become an opportunity and a call to reflect on solidarity in times of its axiological and actual deficit.

Polskę na przestrzeni kilku ostatnich lat charakteryzuje wyjątkowo duża dynamika w zakresie realizacji inwestycji infrastrukturalnych. Stało się to możliwe dzięki przystąpieniu Polski do Unii Europejskiej i możliwości pozyskania środków finansowych z funduszy strukturalnych UE na realizację inwestycji. Tym samym stworzyliśmy sobie szansę na zmniejszenie dystansu cywilizacyjnego, który pod względem jakości życia i poziomu infrastruktury dzielił Polskę od standardów w miastach unijnych.
Over recent times Poland has experienced extremely dynamic growth in infrastructure investment. This has become possible due to the country’s membership of the European Union and the possibility of obtaining support for investment projects from the EU’s structural funds. An opportunity has thus been created to reduce the differences, in terms of quality of life and standard of infrastructure, that has existed between Poland and towns in other EU countries.

The aim of the study was to assess whether the presentation of financial flows between states and the EU budget provides constructive information, since the literature on the subject emphasizes that the assessment of the benefits and costs of integration has a much broader and more complex scope resulting from the free movement of people, services, goods and capital. In the paper it was used data from 2019 taking into consideration the last year of the UK's full membership in the European Union and a year before COVID-19 pandemic which also has influenced EU finance. In addition, the current operating balances of the member states are presented based on the latest data from 2022 referring to the author’s modified algorithm for calculating operating budgetary balances according to the guidelines of the European Commission. Findings resulting from the conducted research are as follows: referring to the formulated hypotheses it should be stated that there are no grounds to reject them. Correction mechanisms on the revenue side of the European Union budget affect the operating balance of a given country, although they do not have to cause a change in the operating balance from negative to positive or vice versa. In addition operating budgetary balances do not provide a true picture of the benefits and costs of European integration. Providing the value of budget balances for member states in relation to the EU budget should be considered a strictly accounting procedure. The wider use of operating budgetary balances can be considered a denial of the essence of European added value, because they refer to the idea of "fair return" as the expectation of a certain adequacy between the amounts paid and the funds received from the budget.

The article deals with the concept of solidarity in the context of the current refugee crisis. Specifically, employing the Discourse-Historical Approach, it explores how solidarity is constructed in the discourse of the EU and in two member states, in Poland and in the Czech Republic which have been very critical of the EUropean approach to refugees from the beginning of the refugee crisis in 2015. As the findings suggest, relocations seem to be the only contested aspect of a more complex solution. On all other initiatives, there is an agreement between the EU and Poland and the Czech Republic even though the discourse might seem escalated at first sight. Moreover, drawing on the theoretical overview, the balancing of solidarity as a value with national interests and focus on security seems to be in line with the theoretical conceptualisation of international solidarity.
