The war in Ukraine made European societies wonder how ready they were for it, and exposed new dangers that European leaders had believed gone. First and foremost, once again, a vision of territorial aggression has returned to the list of threats to European security. Does the EU have adequate security strategies to guideline its response to such dangers? Do the strategies structure the development of instruments so that its institutions and Member States can successfully deal with the threat that the war in Ukraine poses to EU societies? The EU has two security strategies, from 2003 and 2016, and it stands to reason to verify their adequateness vis-á-vis the war in Ukraine. This article studies the provisions of these strategies, presents the progress of the war in Ukraine, and verifies the reactions of EU institutions and Member States in face of these events. While it reflects on the provisions of the security strategies in light of the ways the EU and its Member States have reacted to war, it concludes with a proposal of elements that need adjusting within the EU catalogue of possibilities.

With the annexation of the Crimea by Russia in spring 2014, a new strategic situation in Europe occurs. Both a deep going geopolitical and a value confl ict is now determine the relations between the West (EU, NATO including the Ukraine) and Russia. Germany was faced with the failure of its policy of strategic partnership with Russia since the year 2000. Unfortunately, a critical examination of the errors of this policy since the chancellorship of Gerhard Schröder does not take place until now. The German political elite is still on the way to a new strategic concept to deal with the new situation, fluctuating between value-based policy and Realpolitik. However, the public opinion in Germany about Russian policy is getting more critical. Finally, the contribution analyses the actual challenges for the future of German policy towards Russia and try to describe the possible scenarios.

The 2016 faces the adoption of the new security strategy of the European Union – the second in the Union’s history. Although the Common Security and Defence Policy is one of the youngest of the EU policies, its role rapidly intensifi es in the world of growing political and social instability in the EU’s neighbourhood. How does the EU defi ne the threats to its security and is it capable of preventing them? The European Security Strategy of 2003 both describes the threats and recommends the principles that should be implemented in the EU’s policies in order to raise their effectiveness. Thirteen years after the publication of the first security strategy and shortly before the second one is announced it is interesting to check, how much the fi rst strategy inspired the changes in the way of thinking about the European security and the economisation of the European defences. In the article, there are analysed both the political milestones leading to the establishment of the defence policy of the EU and the provisions of the new Global Strategy of the Union. What can be anticipated from the new strategy given the experience with the realisation of the previous one? Does the new security strategy fit well into the reality of the contemporary international relations? Is the new strategy possible to implement?

The history of the nations living in today’s Baltic States is marked by fighting against stronger neighbours: Russia, Poland, Sweden, Denmark and the German settlers in their territories. Unlike Lithuanians, Estonians and Latvians failed to create their own statehood before the 20 th century. The Lithuanians created their own state, a powerful one, which then became a part of an even wider state organism – the Polish-Lithuanian Commonwealth. As a result, the security policy of Lithuania was identical to that of the First Republic of Poland. Although there were tribes living within the area of current Estonia and Latvia for many centuries up to the outbreak of World War I, the lands of Latvia and Estonia had been changing owners and had been under the rule of almost all neighbouring countries. As a result of the positive outcome of the First World War, but also thanks to their efforts, the Baltic States regained independence in order to lose it after only 20 years, as a consequence of another war. After restoring independence with the collapse of the Soviet Union, the Baltic States realised that even acting together they were unable to defend themselves against a potential aggressor. As a result, they decided to follow in the footsteps of other countries of the former Eastern Bloc (e.g. Poland and Slovakia) and to integrate with Western European structures such as NATO and the EU. Following NATO inclusion, the security strategies of the Baltic States have been revised in line with the changes in their surrounding geopolitical environment.

The authors of this article are focusing on the role of the European Union in managing the crisis that occurred at its Eastern borders. The political conflict in Ukraine, which we have witnessed since 2013, entered a military phase. The European Union, in its sense of responsibility for shaping security at its borders, should have reacted adequately to circumstances. The implementation of the EU crisis response process occurred gradually, using, above all, diplomatic sources of crisis solving. All the same, despite the military capabilities for conflict management, the European Union did not decide to use them for shaping security in the Eastern part of Ukraine. The authors have attempted to describe the involvement of the European Union bodies in this process and to evaluate its effectiveness.In assessing such a critical but also sensitive area that is shaping security, it is important to remember about the limitations of the European Union as an organization consisting of sovereign states functioning in the international environment.The European Union, in its actions, needs to rely on the consensus of the variety of national interests of the member states as well as the credibility in implementing universal values, which the organization commonly declares and promotes among the international community.

The CSCE Final Act, signed in Helsinki in 1975, opened a new chapter in the search for the optimal security system in the Euro-Atlantic area, stretching from Vancouver to Vladivostok. It established a cooperative security system introducing a supra-bloc negotiation mechanism of political and economic cooperation, as well cooperation in such humanitarian fields as culture, education, exchange of information and interpersonal contacts. After the Cold War, CSCE organs were created and equipped with new competences in the field of preventive diplomacy and conflict resolution, but the evolution of the international order in Europe meant that, contrary to the original intention of the CSCE (renamed at the beginning of 1995 as the OSCE), it has not become the central institution of European security. As a result of the Eastern enlargement of NATO and the European Union, the principle of equal security for all participating states was abandoned. The OSCE remained a secondary institution specialising in what is called the soft aspects of security. The Ukrainian crisis, which broke out in the autumn of 2013, accompanied by other challenges and threats to security originating in other regions showed the need to revitalise the OSCE and create a Euro-Atlantic and Eurasian security community.

When viewing the geopolitical map of the world, the fact that, in 2017, there exist several areas where conflicting interests of superpowers clash, can be observed. These areas include e.g. Syria and Ukraine. As far as Russia’s and the EU’s confl icting interests are concerned, the area of common neighborhood constitutes the greatest challenge for both sides. The present paper examines the situation of eastern neighborhood countries, which can be labeled as the area contested by the EU and Russia. Another term which may be applied to the region the EU and Russia compete for is the contested neighborhood. The neighborhood encompasses six post-Soviet states located on the one hand between the EU and NATO, and Russia on the other. These states encompass Belarus, Moldova, and Ukraine in Eastern Europe, and Armenia, Azerbaijan, and Georgia in South Caucasus. The discussion of the competition will be limited in time to the 21st century, especially to the period following the outbreak of the armed confl ict in Donbas between Ukraine and Russia (officially Donbas separatists supported by Russia), and the signifi cance of the conflict for the region. Individual sections of the paper will present the specific character of the EU and Russia’s common neighborhood, and soft and hard power applied by both superpowers. Furthermore, results of the competition of the powers in eastern neighborhood in the form of events of 2014, i.e. the Euromaidan and annexation of Crimea by Russia in particular, will be discussed.

Social challenges with the economic background result from social stratification not only within one society, but especially between societies. The division between wealthy north (with the visible trend of growing standards of life) and poor south (where the tendency is reverse due to high unemployment rates, overpopulation, housing and health problems as well as water and food shortages) is being more and more visible. Economic migrations have become a commonplace and also a source of further and more complicated political issues. They are pushing multicultural approaches forward on the one hand, but on the other aggravate ethnic conflicts, stimulate xenophobic and nationalist movements. Assimilation problems resulting from reluctance of indigenous societies and resistance of the migrants because of traditions, habits, values and religious beliefs only deepen dissimilarities in perception of how the coexistence should look like. This in turn imposes certain legislative and normative problems on governments and local societies and their administration. Aging of societies, which is mainly the problem of the most developed European countries, which are host countries for economic migrants at the same time, does not make this problem easier. This article will focus on most durging social problems in Europe which have conflict-generating potential, i.e. overpopulation on the one hand and aging of societies on the other, poverty and social stratifi cation, migrations and resulting assimilation problems.

The article presents the positions of the UK and Polish governments on the importance of European security management as a factor influencing and shaping the defence doctrine in both states. Building on the systemic nature of European security, security management concepts, as defined in UK and Poland’s strategies for developing defence capabilities, have been examined using a system analysis. The assessment of the issue from the perspective of the UK and Polish governments is based on a decision-making analysis, while differences in the approach to European security are demonstrated through a comparative method. The authors have shown that the actual perception of European security as part of the global order is a factor determining the current involvement of the UK Government in the process of security management. However, the Polish government has shown interest in similar actions only to the extent these are convergent with national security.

Safety is one of the basic human needs. It should be understood that in order to be able to function properly and develop, a person needs appropriate conditions. One of the primary conditions is the guarantee of security, both looking through the prism of the individual and the general public. Previous disputes, conflicts and wars determine future political decisions and affect the type of international alliances formed. The guarantor of security is above all a stable, well-organized and strong state, as well as citizens who are aware of the responsibility for this security. Every country needs a strong ally to increase its security on the international arena. After the fall of the Berlin Wall, Eastern Europe, including Poland, dropped the shackles of the Soviet occupation and turned its eyes to the west, seeking military support within that area. Membership in NATO has made Poles feel relatively safe since 1999. Poland’s allies have become members of the Alliance, whose strongest link is the United States. Poland’s position on the map of Europe determines its impact on the situation of the entire continent. European geopolitics mainly affects the conditions, security and politics of the Polish state. The aim of the article is to characterize the role of the Member States of the European Union in ensuring European security, on the example of Polish. This article constitutes an analysis and was created based on content analysis method and qualitative statistical data analysis.

In the article the author presents the genesis and evolution of the research on strategic culture. He also conducts an analysis of the conditions and factors shaping the Polish strategic culture and the role of the Polish national security strategy in it. Attempts are also made to evaluate the Polish strategic culture, with an emphasis on the perception of the role of military forces in it. The main research problem is as follows: Is strategic culture really present in Poland and what were the conditions for its development? Specific questions to be answered are: What has characterized strategic culture in Poland? What factors have determined the shape of Polish strategic culture? What is its impact on foreign policy and Poland’s security? How are armed forces perceived in Polish strategic culture? The main conclusion is that Poland has its own strategic culture, which has been shaped by historical experience.

The European Union, as an area of unquestionable prosperity, on which the countries that make up it have been working since the 1950s, faces the constant challenge of combating threats to the security of its societies. In a changing world, these threats are constantly evolving. They were first summarised in the European Security Strategy and the list of threats was revised in Global Strategy published in 2016. The Union is therefore aware both of the processes of change in international relations and of the threats that this entails for the Union, its Member States and society. Does this awareness motivate Member States and EU authorities to consolidate their defence efforts? Are the measures to address the risks to the Union adequate to the degree of danger? Are the policies of the Union so developed as to maintain peace of mind in the face of threats? This article analyses the risks and attempts to answer these questions.
Unia Europejska jako obszar niekwestionowanego dobrobytu, nad budowaniem którego państwa ją tworzące pracują od lat 1950-tych, stoi przed ciągłym wyzwaniem zwalczania zagrożeń dla bezpieczeństwa swoich społeczeństw. W zmieniającym się świecie, zagrożenia te stale ewoluują. Ich pierwszego podsumowania dokonano w Europejskiej Strategii Bezpieczeństwa, a listę zagrożeń zweryfikowano w opublikowanej w 2016 r. Strategii Globalnej. Jest więc w Unii świadomość zarówno procesów zmian zachodzących w stosunkach międzynarodowych, jak i zagrożeń pojawiających się w związku z tym dla Unii, jej państw członkowskich i społeczeństwa. Czy świadomość ta motywuje państwa członkowskie i władze Unii do konsolidacji wysiłku obronnego? Czy środki odziaływania na zagrożenia dla Unii są adekwatne do stopnia niebezpieczeństwa? Czy polityki Unii są na tyle rozbudowane, że pozwalają zachować spokój wobec zagrożeń? Niniejszy artykuł analizuje zagrożenia i stanowi próbę odpowiedzi na powyższe pytania.

Autor przedstawia nowe środowisko bezpieczeństwa europejskiego po zimnej wojnie, w tym nie tylko wyzwania i zagrożenia dla międzynarodowego bezpieczeństwa lecz też zasadnicze warunki i problemy europejskiego bezpieczeństwa na początki XXI wieku. Pokazana tu została dynamika i ciągłość zmian zachodzących w międzynarodowym środowisku związanych z postępem technicznym. Ponadto podkreślony zostaje fakt, że środki, jakimi dysponuje współczesna polityka bezpieczeństwa nie są zdolne do skutecznego przeciwdziałania i zapobiegania nowym wyzwaniom i zagrożeniom.
The author presents a new European security environment after the cold war, including not only the challenges and threats to international security, but also the essential conditions and problems of the evolution of European security at the beginning of XXI century. He shows the dynamic and constant changes taking place within the international environment and those related to the progress of civilization. Moreover, he stresses that the current policy and security measures are not capable of effective action against having to appear before the new challenges and threats. Then, there is taken the problem of unity and identity in the transatlantic relationship. According to the author, in complicating sphere of international conditions increases the role of effectiveness of multilateral institutions of international cooperation. Due to the increasing importance of interdependence and internationalization, European security challenges are European-wide problem, and even transatlantic. Addressing them requires the preservation of unity, and this will be possible by strengthening the common identity based on shared values and common interests.

The article focuses on determining the role of the European Union on the international arena in face of new challenges and threats to European security, as well as on actors that shape EU’s security. The main assumption is that the EU, in response to the new tendencies in international order, but also transformations in EU’s security and defense policy, and the EU’s demographic and economic potential, cannot rely on soft power (attractiveness) only, but should also become responsible for guaranteeing security to its member states and direct neighbors. With the revision of European Security Strategy in 2008 and the Lisbon Treaty reinforcement of institutional cooperation between member states on security and defense policy, the EU finally has a great and long expected opportunity to use a wide range of social, political, economical, and military tools.

Opis:
War in Ukraine and the Russian annexation of Crimea are the events that changed the US policy towards Russia. The events in Ukraine forced the United States to take a closer look at Eastern and Central Europe. The United States’ policy during the Ukrainian crisis has been limited to sanctions and strong statements so far because in Ukraine there is an asymmetry of interests. Ukraine is much more important to Russia than to the United States. The United States may be willing to support the democratic and western aspiration of Ukrainians but will not risk a major conflict with Russia over it. However the crisis in Ukraine is not only about Ukraine or Russia. It is also about US credibility around the world. Both friends and foes are watching closely the American reaction to the situation. That is why the United States has increased its military presence in those NATO countries that share borders with Russia.

Objectives: The purpose of this article is to show the Western European judgmental failures towards Russia by perceiving it through European values. These failures have a negative impact on European security and all of them appeared because Russia was considered the European state and the European values were put in Russia. In fact, the Russian Federation is only a geographic part of Europe, but no longer a part of European civilization. Methods: The research was conducted by analyzing the relationship between Western European countries and the Russian Federation, as well as analyzing the general condition of Russian society and Russian foreign policy. Results: This article states that Western European countries made a critical mistake by adopting European values to the Russian Federation. This hypothesis was composed by addressing the following question: What is the grand strategy of the Russian Federation? What are judgmental failures and what are their types? What judgmental failures were made by Western Europe towards Russia? Conclusions: The Russian Federation for the past years has been treated by the Western European states as a strategic business partner, however as it can be seen now, this approach was misleading and was a complete failure in terms of European security. Countries such as France and Germany had not seen Russia as an enemy of the West.

The subject of the article are preparation works on the new EU external security strategy. The first part of the analysis presented the assumptions and goals of the European security strategy of 12 December 2003 together with the modifications introduced five years later. The second part discussed the negligence and problems of the EU in the process of implementing the provisions of the Lisbon Treaty of 13 December 2007 regarding the common security and defence policy. However, the third part presented the course of hitherto works on the new EU security strategy, the beginning of which may be considered to be the political conclusions of the Foreign Affairs Council of 23 July 2012, whereas the fourth part of the article contains proposed changes to the common security and defence policy that the author considers to be necessary for the improvement of the EU’s effectiveness in this sphere.

The purpose of the research presented in this article was to analyze the role of the Bucharest Nine States (B9) in shaping NATO’s strategic deterrence mechanisms and to assess their effectiveness in ensuring the security of the eastern flank. When discussing the research problems, top-down and bottom-up approaches were adopted to confront NATO’s deterrence initiatives with the expectations of B9. The research process revealed that B9 encourage the United States to engage in European security. They are aware of the need to pay a high cost for their own security, they make defensive efforts in projects implemented by the European Union, especially in acquiring capabilities that guarantee the defense of their own territory and deterrence through punishment. They create conditions for the operating of battalion battle groups on their own territory, or participate in them themselves, and make a large contribution to the reformed NATO response forces and command system. The B9 states actively participate in building allied horizontal deterrence mechanisms to prevent asymmetric escalation of conflict, as well as mechanisms of deterrence by denial to thwart the conquest of their own territory.

The paper is dealing with the role of energy security questions within EU–Russia relations, particularly in the context of their import–export interdepedence. The article is concentrating on the oil and gas sectors as this two branches play crucial role in EU–Russia energy relations. The paper is also analyzing the importance of Russian oil and gas sectors for the Russian economic security in general. By describing the problems of those two sectors, author is showing on the one hand threats for further Russian economic development and on the other hand risk for EU energetic security. Since EU is the biggest consumer of Russian energy resources and Russia is the biggest supplier of EU energy resources, problems of Russian energy sector strongly influence EU energy security. The article is analyzing this interdependencies.

Vladimir Putin’s Russia is a country with strong aspirations to rebuild its superpower position in the world. In this process, the Kaliningrad Region and its military strength play a significant role. At the same time, this region is an important element of the foreign policy and security of the Russian Federation, and due to its geographical location, it is a key element of Russia’s political and military influence on the Western countries. The region also plays an important economic role, and the Russian Baltic Fleet oftenarried out activities supporting the economic development of the region and the country. After the takeover of power by Vladimir Putin, the significance of Kaliningrad increased even more, and the area itself plays an important role in the New Defense Doctrine of the Russian Federation. A tendency visible for years, relating to the region, is to increase the military position of the Kaliningrad Region together with increasing aspirations of imperial power by the Kremlin.

The paper analyzes the Kurdistan Regional Government’s (KRG) natural resource strategies, such as how it deals with huge reserves of many trillion cubic feet of its natural gas as significant energy. Because natural gas belongs to the cleanest burning fossil fuels, with 30 percent less carbon than oil, it plays a role in the global fuel economy. As KRG transports its natural gas to international markets, like European countries, via Turkey it means they also participate in energy security as a new actor. Because the KRG is landlocked, strong factors may affect Kurdish natural gas strategies because KRG is surrounded by today’s partners and yesterday’s enemies politically and economically. Turkey, the neighbor of KRG, also buys its gas and has an influence on these strategies after the Ukraine crisis that pushed European countries to make a turn towards Caspian natural gas. Kurdistan is part of the best option for European energy security as it plans to diversify natural gas imports. While the KRG benefits from selling its natural gas directly to international markets, this will come with some struggles. Many of these obstacles can be classified into two types: internal and external obstacles, such as a conflict with the central government regarding how to share gas revenues. Others problems include Iranian neighbor interest on natural resources in Kurdistan and Russia that looks to Kurdish gas as its ally if Kurdistan joins the southern gas corridor pipeline.

Jednym z wielkich złudzeń końca konfrontacji międzyblokowej było przekonanie, że w Europie zwycięży na trwale pokój, bezpieczeństwo i stabilność. W rzeczywistości pojawiły się nowe obszary napięcia. NATO praktycznie rozciągnęło swoje wplywy na granicę rosyjską, chociaż w 1990 r. obiecywano ZSRR, że tak się nie stanie. Światowe wydatki wojskowe są o jedną czwartą wyższe niż pod koniec zimnej wojny. Niemcy po raz kolejny stały się główną siłą Europy na zachód od Rosji, a powrót „kwestii niemieckiej” stał się ponownie problemem. Zamach stanu w Kijowie i integracja Krymu z Rosją w 2014 r. oraz późniejsze wzajemne sankcje między UE a Rosją dodatkowo pogorszyły stan napięcia. Ważne jest jednak, aby oddalić wszystkie scenariusze działań wojennych, ściśle przestrzegać koncepcji zapobiegania wojnie i zapewnić rozwiązania polityczne, które można osiągnąć jedynie w oparciu o pokojowe współistnienie i nową politykę odprężenia.
One of the great illusions at the end of the bloc confrontation was that lasting peace, security and stability would prevail in Europe. In fact, new areas of tension have emerged. NATO was practically extended to the Russian border, although the Soviet Union had been promised otherwise in 1990. World military spending is a quarter higher than at the end of the Cold War. Germany is once again the central power of Europe west of Russia, and the return of the “German question” has become a problem again. The coup in Kiev and the integration of the Crimea into Russia in 2014 and the subsequent reciprocal sanctions between the EU and Russia have further aggravated tensions However, it is important to say goodbye to all warfare scenarios, strictly follow a concept of war prevention and provide political solutions that can only be achieved on the basis of peaceful coexistence and a new policy of détente.
Eine der großen Illusionen am Ende der Blockkonfrontation war, dass nun dauerhaft Frieden, Sicherheit und Stabilität in Europa herrschen würden. Tatsächlich haben sich neue Spannungsfelder herausgebildet. Die NATO wurde praktisch bis an die russische Grenze ausgedehnt, obwohl der Sowjetunion 1990 etwas anderes versprochen worden war. Die weltweiten Rüstungsausgaben liegen um ein Viertel höher als am Ende des Kalten Krieges. Deutschland ist wieder zentrale Macht des Europas westlich von Russland und die Wiederkehr der „deutschen Frage“ wurde neuerlich zum Problem. Der Putsch in Kiew und die Eingliederung der Krim in Russland 2014 sowie die nachfolgenden gegenseitigen Sanktionen zwischen der EU und Russland haben die Spannungen weiter verschärft. Es gilt jedoch, sich von allen Kriegsführungsszenarien zu verabschieden, strikt einem Konzept der Kriegsverhinderung zu folgen und politische Lösungen zu schaffen. Das kann nur auf der Basis friedlicher Koexistenz und mit einer neuen Entspannungspolitik erreicht werden.

The article aims to analyze some of the political problems associated with the location of elements of the US global missile defense system in Europe. It primarily discusses the place of missile defense in the US security strategy, as the United States perceives the military instrument as one of the most important elements of its national security strategy; hence the determination and consistency in its location, as well as all the consequences in the political dimensions being the subject of our interest. In the further part, it shows the current status and prospects of the missile defense program for Europe, including some necessary technical details and organizational issues, as this part of the issue constitutes the second fundamental determinant of the political role of the missile defense in Europe. Finally, it examines the political importance of the missile defense in Europe from the point of view of European security, devoting a special place to the presentation of the role played by it in relations between the West and Russia.

The aim of this article is to assess the implementation process of the EU energy security policy in Central and Eastern European (CEE) countries. In the EU, energy security remains a crucial issue for European Energy Strategy, the fundamental goals of which include the security of supply, sustainability and competitiveness. Security of supply should be considered the most important aspect in this context, because it is connected to deep interdependencies between markets and economies, often based on political or even geo-political considerations. This is currently particularly noticeable, among other things, in the relations between the EU and Russia, where – in the event of any potential energy supply disturbances – some CEE countries are considered to be the most exposed. By analysing matters referred to the security of energy supplies, the article aims to determine the scope of activities undertaken by selected CEE countries which are also EU Member States in order to achieve this goal. The paper stresses the significance of cooperation by CEE countries at regional level, and focuses on initiatives and projects meant to ensure the security of their energy supplies. The conclusions of the paper assess some of the success stories as well as failures experienced by CEE countries in the process of building their energy independence.
Le but de cet article est d'évaluer la mise en oeuvre de la politique de sécurité énergétique de l’Union européenne dans les pays de l’Europe centrale et orientale (PECO). Dans l'UE, la sécurité énergétique est un enjeu crucial pour la Stratégie énergétique européenne qui contient parmi ces objectifs fondamentaux la sécurité de l'approvisionnement, la durabilité et la compétitivité. La sécurité de l’approvisionnement doit être considérée comme l'aspect le plus important dans ce contexte, car elle est liée aux interdépendances profondes entre les marchés et les économies, souvent basées sur des considérations politiques ou même géo-politiques. Ceci est actuellement particulièrement visible, entre autres, dans les relations entre l'UE et la Russie, où - dans le cas de perturbations concernant l'approvisionnement en énergie - certains PECO sont considérés comme le plus exposés. En analysant les questions concernant la sécurité de l’approvisionnement énergétique, l'article vise à déterminer l’étendue des activités entreprises par certains PECO [qui sont aussi les États Membres de l’Union européenne] afin d’atteindre cet objectif. L’article souligne l'importance de la coopération des PECO au niveau régional et se focalise sur les initiatives et les projets visés à assurer la sécurité de l’approvisionnement énergétique de ces pays. Les conclusions de cet article évaluent des réussites, ainsi que les échecs des PECO, dans le processus de la construction de leur indépendance énergétique.

Opis:
The appeal to the Russian historical, imperial or soviet, legacy as a significant residual factor, plays and has played an important role in the emergence of the Russian political- -military elites’ strategic culture, either during Soviet times or in the post-communist period. Within this context, historical analysis would allow us to identify the potential directions, means and methods (military, political, economic, cultural) employed by the Russian Federation in its goal to multiply and expand its presence in Eastern and Central Europe. Economic weakness, social discrepancies, and accelerated demographic decline of the current Russian state are masked by an appeal to the historical legacy and to the need to recover the political legacy of the past through promoting the concepts of slavophilism and, especially, eurasianism. Russian military and non-military reactions to the potential European accession of ex-soviet states, seen as part of its sphere of influence, as well as its strategy to re-conqer the Eastern and Central European area are already creating deep effects on the European security system, as well as on the political, economic, cultural and social foundations of the European Union, being the greatest security challenge to Western democracy.

Poland’s reaction to the proclamation in 1999 by the European Union – the European Security and Defence Policy (ESDP), was restrained, and even critical. However, after the accession to the community, the authorities of Poland have started engaging in shaping and carrying out this policy. Poland is participating in building assets and capabilities of ESDP: in the process of European rapid reaction forces generation, in creation of “battle groups”, in work of the European Defence Agency, and in building of ESDP civilian capabilities. It is engaging in the EU crisis management operations,military and civilian missions. During last years Poland is showing high activity in favour to strengthening the Common Security and Defence Policy (new name of ESDP after Lisbon Treaty); it gave the evidence of that at the time of the Presidency of the EU Council in the second half of 2011. In matters of strengthening the CSDP Poland cooperates closely with Germany and France within the framework of the Weimar Triangle.

Jest próbą nakreślenia kształtu przyszłego dokumentu na podstawie dwóch eksperckich raportów poruszających przedmiotową problematykę. Autor zwraca również uwagę na konsekwencje gwałtownych zmian zachodzących w środowisku bezpieczeństwa UE, ze szczególnym uwzględnieniem zagrożeń o charakterze hybrydowym i nielegalnej imigracji. Artykuł kończy się podsumowaniem i wskazaniem kwestii wymagających doprecyzowania.
The article concerns the analysis of the European Union strategic priorities in the light of the new European security strategy preparation process. This is an attempt to picture the shape of the future document basing on two expert reports related to the subject matter. The author also draws attention to the consequences of rapid changes in the EU security environment, with particular reference to the hybrid risks and illegal migration. The summary and the indication of issues requiring further clarification conclude the article.

Celem pozostaje nakreślenie genezy procesu politycznego, zakładającego budowę sił zbrojnych UE (armii europejskiej) z uwzględnieniem priorytetów nowej Strategii Bezpieczeństwa UE z 2016r. oraz implikacji w realizacji przyjętych założeń. Zasadnicza część artykułu odnosi się do analizy danych statystycznych w zakresie wielkość i wyposażenia armii poszczególnych państw UE oraz ich rozmieszczenia w regionie. Na tej podstawie możliwym było także określenie potęgi ogólnej i wojskowej państw UE.
The article focuses on the analysis of the process of building European military capabilities in the political and institutional dimension, as well as the analysis of the EU Member States military capabilities. The aim is to sketch the genesis of the political process, which assumes the construction of the EU's armed forces (the European army), taking into account the priorities of the new EU Security Strategy 2016 as well as the implications in the implementation of the adopted assumptions. The main part of the article refers to the analysis of statistical data regarding the size and equipment of the army of individual EU states and their distribution in the region. On this basis, it was also possible to define the general and military power of the EU states.

W artykule podjęto problem wyzwań, przed jakimi na początku XXI wieku staje Wspólna Europejska Polityka Bezpieczeństwa i Obrony. Analizę rozpoczęto od opisania nowych warunków geopolitycznych, w jakich funkcjonuje Europa po zakończeniu zimnej wojny. Następnie przedstawiono proces konceptualizacji idei Europejskiej Tożsamości w Dziedzinie Bezpieczeństwa i Obrony, kolejne etapy jej instytucjonalizacji oraz najważniejsze przypadki udanej implementacji. Zwrócono też uwagę na wymiar morski bezpieczeństwa w Europie, zwłaszcza w basenie Morza Bałtyckiego. Na zakończenie postawiono tezę, iż architektura bezpieczeństwa europejskiego powinna opierać się na dwóch filarach — własnym komponencie obronnym oraz strategicznym sojuszu ze Stanami Zjednoczonymi. Unia Europejska ma odpowiedni potencjał, by stanowić ,,miękką potęgę” (soft power) w celu realizowania misji pokojowych oraz humanitarnych.
The paper deals with the issue of challenges the Common European Security and Defense policies face at the beginning of the 21st century. The analysis begins with describing new geopolitical conditions in Europe since the end of Cold War. Then it presents the process of conceptualization of European identity concerned with security and defense, successive stages of its institutionalization as well as the most important examples of successful implementation. It also refers to the maritime aspect of security in Europe, especially in The Baltic area. Finally, it proposes a thesis that European security architecture should rest on two pillars: own defense component and strategic alliance with the USA. EU has appropriate potential to be soft power to conduct peace and humanitarian missions.

Biorąc pod uwagę nowe wyzwania i zagrożenia geopolityczne, UE szuka sposobów, aby im przeciwdziałać, reformując swoje struktury bezpieczeństwa i obrony. Ważnym aspektem jest budowa wspólnej polityki UE i NATO. Europejska Strategia Bezpieczeństwa była ważnym krokiem na drodze do znaczącej zbieżności stanowisk NATO i UE. Udowodniono, że skuteczna współpraca między NATO i UE jest kluczem do wypracowania zintegrowanego podejścia do zarządzania kryzysowego i operacji, które wymagają efektywnego wykorzystania zarówno środków wojskowych, jak i cywilnych. Proponuje się, aby Ukraina w najbliższym czasie zgodziła się na propozycję NATO i przyjęła format „partnerstwa stowarzyszonego”,tj. kontynuowała kurs ewentualnego zbliżenia z NATO bez formalnego przystąpienia. Rozwój autonomicznych europejskich struktur obronnych otwiera przed Ukrainą możliwość dalszego pogłębiania współpracy z UE i równoległego wzmacniania zdolności obronnych.
Given the new geopolitical challenges and threats, the EU is looking for ways to counter them by reforming its security and defence structures and achieving a high level of consolidation in their management. In this context, the construction of a common EU and NATO policy is an important aspect. It has been shown that effective cooperation between NATO and the EU is the key to developing an integrated approach to crisis management and operations that requires the effective use of both military and civilian means; thus the European Security Strategy has been an important step in the significant convergence of NATO and EU positions. It is proposed that Ukraine should agree to NATO’s proposal and adopt an “associated partnership” format, i.e. to pursue the course of possible rapprochement with NATO without formal accession. The development of autonomous European defence structures opens for Ukraine the possibility for further deepening of cooperation with the EU and parallel strengthening of defence capabilities.

The objective of the article is to verify to what extent the European Union Global Strategy (EUGS) keeps up with the main global trends (at the level of international order as well as in relation to the global distribution of power) and the processes shaping the EU member states security environment of a regional scale which are perceptible from the perspective of five years following the EUGS adoption. This is also what the main research question concerns – to what extent do the diagnosis and postulates formulated inside the discussed document follow such processes in relation to the 2016–2021 period? For this reason too, the key research approach employed within the study is a critical analysis of source material. The EU Global Strategy mostly appropriately diagnoses and interprets the realities affecting the member states security – especially when it comes to enduring processes of a global scale regarding the erosion of the liberal international order as well as the roots of possible threats for international security in its military dimension – and formulates the postulates that are pragmatic and detailed. At the same time the document underestimates some of important occurrences or even does not refer to them at all. Examples of such omissions were given in the paper.
Celem niniejszego artykułu jest weryfikacja, w jakim stopniu treść Globalnej Strategii Unii Europejskiej (EUGS) obejmuje najważniejsze trendy globalne (na poziomie układu sił i porządku międzynarodowego) oraz zjawiska kształtujące środowisko bezpieczeństwa państw członkowskich w wymiarze regionalnym, dostrzegalne w perspektywie pięciu lat od jej przyjęcia. Tego dotyczy też główne pytanie badawcze – w jakim stopniu diagnozy i postulaty zawarte w EUGS pokrywają się z tymi procesami w odniesieniu do okresu lat 2016–2021. Z tego też względu kluczowe podejście badawcze zastosowane w ramach studium to krytyczna analiza materiałów źródłowych. Globalna Strategia UE co do zasady prawidłowo diagnozuje i interpretuje realia oddziałujące na bezpieczeństwo państw członkowskich – w szczególności w odniesieniu do niektórych procesów zachodzących w skali globalnej o trwałym charakterze, w tym erozji liberalnego porządku międzynarodowego oraz źródeł potencjalnych zagrożeń bezpieczeństwa militarnego – a zawarte w niej postulaty są pragmatyczne i zniuansowane. Jednocześnie w treści dokumentu pominięto lub potraktowano z niedostateczną uwagą pewne istotne zjawiska i okoliczności, na które wskazano w treści artykułu.

The article examines the main reasons for the signing of the Helsinki Final Act by actors of the global and European international system. The description of individual provisions of the document itself is provided. As a result of the study, it was proved that the Helsinki Agreement became a compromise that consolidated the existing status quo in Europe and defined the framework for the peaceful regulation of relations between the West and the East. The key principles of European peace and security were fixed by the document for many years. The agreement significantly eased the inter-bloc tension without dividing the sides of the process into "losers" and "winners". Individual ideas of Helsinki have not lost their relevance and still contain the potential to support the European security system. The main thing is non-interference in internal affairs and a balance of interests. The formation of the international organization – CSCE/OSCE - was a significant legacy of Helsinki. It opened up the opportunity for Europeans to pursue policies for the creation of a united, peaceful, democratic and prosperous Europe. At the same time, it is difficult to ignore the fact that the modern OSCE in many parameters of its activity is fundamentally different from the initial, conceived option. Today's polemics within the organization are increasingly reminiscent of the inefficient discussions of the former League of Nations. In general, little has been accomplished from the large-scale plans, for which everything started back in the 60s and 70s of the last century. However, a topic that initially seemed secondary to many came to the fore, the issue of observing human rights ("the third basket"). The European practice of interstate relations has demonstrated that the humanitarian part of the Helsinki Agreements remains relevant even today, especially in post-Soviet countries, where, by and large, little has changed since the time of the USSR in terms of the protection of human rights. The OSCE has not become and is unlikely to become the main factor in the formation of a comprehensive system of European security, covering all aspects - from military to humanitarian. Today, pettiness prevails in the organization, which does not correspond to the original intentions of its founders. In addition, the lack of a mechanism to guarantee compliance with the principles of the OSCE can finally "bury" the organization

Стаття присвячена аналізу передумов та наслідків вступу Швеції і Фінляндії до НАТО. Зазначається, що відмова цих скандинавських держав від нейтрального зовнішньополітичного курсу пов’язана як із кризою європейської регіональної, так і глобальної систем безпеки. Безпосереднім приводом для цього стала активна фаза війни РФ проти України. Методологічне забезпечення висновків статті ґрунтується на теорії політичного реалізму та проблемно-хронологічному аналізі новітньої історії міжнародних відносин. Наукова новизна статті полягає у з’ясуванні комплексу геополітичних, військово-стратегічних, історичних передумов і наслідків вступу Швеції і Фінляндії до НАТО.
The article analyzes the prerequisites and consequences of the accession of Sweden and Finland to NATO. Neutrality is avoiding participation in wars and non-participation in military-political blocs in peacetime, as well as not providing national territory for foreign military bases, and refusing to sell weapons to opposing parties. The Russian ultimatum of November 2021 with the demands that NATO renounce the expansion of the alliance testified to the fact of a deep crisis of the European security system. The trend towards the formation of a multipolar system of international relations has changed the logic of the policy of neutrality. Defeat in the Northern War of 1700-1721 prompted Sweden to switch to a policy of active neutrality. In 1935, Finland declared its intention to pursue a neutral policy with priority given to the Scandinavian direction. After Finland's defeat in the Second World War, the so-called “Finlandization” became a feature of Finnish neutrality. “Finlandization” is considered as subordination of the political course of a weaker country to the interests of a more powerful neighboring country with formal preservation of sovereignty. The process of gradual formation of a multipolar world provoked a change in the geopolitical orientations of the states of Northern Europe. There is constant tension in the Arctic. The USA declared a course for a new Atlanticism aimed at continuing the process of expansion and structural and functional strengthening of NATO. The active phase of the Russian war against Ukraine, which began on February 24, 2022, was the decisive reason for the decision to join Sweden and Finland in NATO. The methodological support for the conclusions of the article is based on the theory of political realism and problematic and chronological analysis of the modern history of international relations. The scientific novelty of the article lies in determining the complex of geopolitical, military-strategic, historical preconditions and consequences of Sweden and Finland's accession to NATO.

The aggression of the Russian Federation to Ukraine, which began in 2014 with the annexation of the Crimea, and then continued in a hybrid war in Donbas, in modern terms means a threat to the whole European security system that has witnessed the tragedy of Malaysian «Boeing» July 17, 2014, Russia’s attempts to retain power anti-people regime of B. al-Assad in Syria, and the constant provocative actions and statements of top government officials aggressor. Under these conditions the European security system, along with Ukraine under current conditions fell to be tested for strength. Because of the departure of the requirements of international law, rules and standards of democratic behavior on the international arena, the response of the European Union and Ukraine cannot be symmetrical and requires the use of operational and non-standard asymmetric strategy. Asymmetric strategy means constant, active pressure on the system «vulnerabilities» of the enemy, the ability to organize their activities and think a great opponent so as to maximize their advantages and use its vulnerabilities, capture initiative or providing space for maneuvering. The defense strategy that Ukraine has to use, designed to minimize the negative effects on the actions of a dangerous rival that has a significant advantage in power and uses its dominant position. Strategy asymmetric nature of the Europe means above all sanctions against the aggressor through which the European Union lifted its own authority. Induced sanctions issues gradually form the internal opposition to Putin’s regime in Russia itself. The important role in asymmetric strategy plays studying the risks to Europe’s hybrid policy. These risks include: the provocative policy of in some European countries; activity funds, cultural associations, think tanks, pro-European orientation, which includes actions aimed at preventing enlargement of the European Union, or even to its collapse; systemic support from the far-right and ultra-Russian political parties and movements (this applies primarily to France, Italy, Hungary). Equally important is the expansion of diplomatic means opposition to Russian aggression, including large-scale informing the world community about events in Ukraine and strategic partnership in the military-political sphere (USA, Poland, Baltic countries). Asymmetric steps Ukraine is most clearly manifested in the creation of a new National Security Strategy of Ukraine. In the context of the national strategy for Ukraine challenges are: the external dimension - the depletion of enemy involvement and promotion of international assistance, activation policy of partnership with NATO; in domestic terms - to achieve a situation of domination own political liberty in troubled regions, effective implementation of internal reforms, building a modern public administration system in compliance with democratic principles, human rights and freedoms, support for small and medium businesses, the fight against corruption, attracting foreign investment. Confronting the destructive influence of a powerful enemy should include: outreach to the population of the occupied territories; defamation of illegal armed formations; linguistic use of arms, especially language factor; the formation of moral and psychological stability of society to sabotage and terrorist acts. Information expansion neighboring state encourages Ukraine to develop effective ways of intensive use of media as a powerful resource in terms of opposition to aggression. So, in the short term asymmetric strategy of Ukraine and the European Union must be defensive, that is to minimize the negative effects on the actions of an opponent who has a significant advantage in military capability and imposes its will and interests. But already in the medium term asymmetric strategy should take the offensive character and return channel in international relations democratic order and European security, which includes: the inviolability of borders, building an effective energy security, preventing the use of force in resolving political problems; overcoming latent threats which include terrorism, transnational organized crime, illegal migration, cyber-attacks, separatism, global climate change, proliferation of weapons of mass destruction and their means of delivery.

Opis:
Integracja europejska była od samego początku projektem o charakterze politycznogospodarczym. Z czasem jednak zaczęto budować zręby obecnej polityki bezpieczeństwa i obrony. Przełomowa data miała miejsce wraz z wejściem w życie Traktatu z Maastricht w 1993 roku, w którego ramach powołano II filar – czyli Wspólną Politykę Zagraniczną i Bezpieczeństwa. W zasadzie od tego momentu moSna mówić o skondensowanym rozwoju regulacji w zakresie reagowania kryzysowego. Podstawowe przepisy z tego obszaru umieszczono w samym traktacie, i w kolejnych traktatach reformujących, a także w przepisach wspólnotowego prawa wtórnego. W szczególności dobitnie uregulowano funkcjonowanie systemu reagowania kryzysowego w Traktacie Amsterdamskim, który zaczął obowiązywać od 1 maja 1999 roku. Po tym okresie Unia Europejska zaczęła prowadzić pierwsze operacje cywilne, które miały urzeczywistnić fakt implementowania na dobre regulacji z zakresu zarządzania kryzysowego. Od tego momentu przeprowadzano coraz liczebniejsze misje cywilne, poprzez które kształtował się model reagowania kryzysowego. Model ten z czasem zaczął charakteryzować się tendencją do łączenia działań politycznych, środków wojskowych i policyjnych oraz pomocy ekonomicznej. Wraz z kolejnymi zmianami prawnymi, jakie miały miejsce w Unii Europejskiej – przyjęcie Traktatu Lizbońskiego, zwiększa się potencjał reagowania kryzysowego. Unia Europejska już obecnie angażuje się w coraz trudniejsze misje, dzięki którym wypracowuje spójną doktrynę bezpieczeństwa na Starym Kontynencie.
European integration by means of security is now concentrated on overcoming threats, as it used to in the past. Moreover, it is concentrated on eliminating threats, managing different challenges and, finally, restricting the risk. The aspect mentioned as the last one is especially significant. In comparison with various critical threats, the readiness of the European Union to take precautions on the Old Continent is considerable. One must assume that the issues of crisis management have been treated more and more extensively in the European Union since the beginning of the 1990s. Then, these issues were being extended in various areas of activity concerning the organization. It was shown, for example, in forming new politics, institutions or even the law covering this issue. Under this law, a unique crisis response system was formed. At present, it is at the European Union’s disposal. The system is the integral part of security management in individual countries, including the European Union. It is also a structure of dynamic systems which concern authority among its different organs. They are determined by methods, procedures and actions that tend to lower the level of risk and functioning of the whole organization. The purpose of this paper is to present the fact of crisis management in the European Union. Furthermore, it indicates basic legal regulations, both the treaty and the secondary law. The security system of European communities, including statutes that establish the ability of crisis response, are based on the treaty and the secondary law.

The article presents the concepts proposed in 2006 and in 2014 by the Polish political parties to enhance energy security in Europe (the idea of the European Energy Security Treaty and Energy Union) and determines the role of these proposals for the energy security of the member states of the European Union. Formulated by Polish political parties (Law and Justice, Civic Platform), the concepts for energy cooperation between the EU resulted from the comparable importance of energy in modern international relations. Politicians from both political parties were aware of the dependence of many countries of the European Union on energy supplies from the Russian Federation and the nature of the foreign policy pursued by Russia. Consequently, they indicated the need for close political cooperation, both with the importers and exporters of energy resources. In terms of political science analysis of this issue it is important from both the theoretical and practical point of view, as it relates to the determination of the essence of understanding by policy makers of changes taking place in Europe, as well as the distinction between the measures and actions taken to ensure energy security in the EU. The concepts proposed by the two political party’s resulted from the need to pursue an active foreign and energy policy. Nevertheless, clear assessment of the concept of Law and Justice and Civic Platform is difficult to determine.

The article discusses issues related to the security of Poland, connected with the accession to the European component of the American Ballistic Missile Defense System (BMDS). In recent years in Poland this issue has become the subject of a broad debate on international security and the extent of cooperation in the establishment of common forms of prevention and control of risks arising from access to the means of delivery of weapons of mass destruction, especially by ‘Rogue states’, which are a threat to international order. This article shows the impact of this system on matters of internal and external security and acquaints the reader with the complexity of the problem by presenting the approach of NATO and Russia to the project. Answering the questions: How does the deployment of elements of missile defense in Poland affect its internal and external security and how will it impact on its position in NATO and the European Union? To what extent will Obama’s new defense policy be good for European security? The author points to the opportunities and risks of locating the installations on Polish territory.
Zakres przedmiotowy artykułu dotyczy zagadnień bezpieczeństwa Polski związanych z przystąpieniem do amerykańskiego projektu europejskiego komponentu Systemu Obrony przed Pociskami Balistycznymi (Balistic Missile Defense System – BMDS), w postaci instalacji elementów tarczy antyrakietowej w Polsce. Problematyka ta w ostatnich latach stała się w Polsce przedmiotem szerokiej debaty na temat zapewnienia bezpieczeństwa międzynarodowego i skali współpracy w ramach tworzenia wspólnych form przeciwdziałania i zwalczania zagrożeń wynikających z dostępu do środków przenoszenia broni masowego rażenia zwłaszcza przez tzw. „kraje zbójeckie”, stanowiące zagrożenie dla ładu międzynarodowego. Celem artykułu jest przedstawienie wpływu niniejszej instalacji na bezpieczeństwo Rzeczypospolitej, zarówno w aspekcie wewnętrznym jak i zewnętrznym. Artykuł ma za zadanie przybliżyć czytelnikowi złożoność problemu dzięki zaprezentowaniu podejścia NATO i Rosji do tego projektu. Odpowiadając na pytania badawcze: W jaki sposób rozlokowanie w Polsce elementów obrony przeciwrakietowej wpłynie na jej bezpieczeństwo wewnętrzne i zewnętrzne oraz wpłynie na jej pozycję w NATO i Unii Europejskiej? W jakim stopniu nowa polityka obronna Obamy okaże się korzystna dla bezpieczeństwa europejskiego?, Autor wskazuje na szanse i zagrożenia wynikające z ulokowania instalacji na terytorium Polski.

The changes taking place in Central and Eastern Europe, which began in 1989, included pri-marily the internal and foreign policy of the four countries that make up the Visegrad Group, i.e. the Czech Republic, Poland, Slovakia and Hungary. The transformations also concerned rela-tions with the newly formed states after the collapse of the Union of Soviet Socialist Republics (USSR) and the course of European and Euro-Atlantic integration. The aim of the article is to indicate the role of the Visegrad Group in the European security system, especially in the face of the war in Ukraine or the migration crisis. An important element of the functioning of this regional organization is its cooperation with the EU or with other organizations. The research hypothesis is as follows: the future of the Visegrad Group makes sense and brings its members more benefits than losses. The article uses the analysis method. The key issue that needs to be answered will be the prospect of further activity of the Visegrad Group in the face of new threats. Will the member states of the Visegrad Group meet the challenges of the twenty-first century? Will they play an important role in shaping European security?
Przemiany zachodzące w Europie Środkowo-Wschodniej, które miały początek w 1989 r., obejmowały przede wszystkim politykę wewnętrzną i zagraniczną czterech państw, które two-rzą Grupę Wyszehradzką, tj. Czechy, Polskę, Słowację i Węgry. Przeobrażenia dotyczyły także relacji z nowo powstałymi państwami po rozpadzie Związku Socjalistycznych Republik Ra-dzieckich (ZSRR) oraz przebiegu integracji europejskiej i euroatlantyckiej. Celem artykułu jest wskazanie roli Grupy Wyszehradzkiej w systemie bezpieczeństwa europejskiego, szczególnie w obliczu wojny w Ukrainie czy też kryzysu migracyjnego. Ważkim elementem funkcjonowa-nia tejże organizacji o charakterze regionalnym jest jej współpraca z UE czy z innymi organiza-cjami. Hipoteza badawcza brzmi następująco: przyszłość Grupy Wyszehradzkiej ma sens oraz przynosi swoim członkom więcej korzyści niż strat. W artykule zastosowano metodę analizy. Kluczowym zagadnieniem, które wymaga udzielenia odpowiedzi, będzie perspektywa dalszej działalności Grupy Wyszehradzkiej w obliczu nowych zagrożeń. Czy państwa członkowskie Grupy Wyszehradzkiej sprostają wyzwaniom XXI wieku? Czy odegrają istotną rolę w kształto-waniu bezpieczeństwa europejskiego?

Official documents of the Austrian government indicate the growing dependence of the economy and society on technical infrastructure, which required continuous research. Austria has developed a national research program to promote its economy, technology and cooperation. It is also intended to support the Austrian defence and civilian economy as a coherent part of the EU’s research, technology and economic structures. This text is based in particular on primary literature, which includes documents of EU institutions, Austrian security and defence strategies, and statements of the Ministry of Defense. This publication attempts to answer the question of how Austria made an effort to integrate security and defence issues with the national research-technology-innovation system (Forschung-Technologie-Innovation, hereinafter FTI), with the specificity of the domestic industry dominated by small and medium-sized enterprises. This paper is based on the analysis of documents and scientific interpretation of key EU and Austrian positions. The research aims to analyze and understand the role of research in the concept of (national) security in Austria and to link it with the EU’s security and defence policy. Research and this publication verify the assumption that the security and strategic autonomy of the EU / Member States require integrated solutions (Europeanization process). Going beyond the soft impact toward hard instruments requires a knowledge-based development and synergies of coherent strategies, technologies and research. The EU saw the need for a structured promotion of research and innovation in the field of security and defence. Austria has been developing such research for several years, mainly at the national level and application. The steps taken by Austria demonstrate the will to operate in wider EU (infra) structures and to benefit from financial instruments while supporting and profiting from socio-economic processes.
Oficjalne dokumenty austriackiego rządu wskazują na wzrost zależności gospodarki i społeczeństwa od technicznej infrastruktury, która to zależność wymagała stałych badań. Dlatego Austria opracowała narodowy program badań, aby promować własną gospodarkę, technologię i zacieśniać współpracę. Ma to także wspierać austriacką gospodarkę obronną i cywilną, jako spójną część unijnych struktur badawczo-technologicznych i ekonomicznych. Tekst bazuje w sposób szczególny na literaturze prymarnej, na którą składają się dokumenty instytucji unijnych, austriackie strategie bezpieczeństwa i obronności, stanowiska ministerstwa obrony. Publikacja jest próbą odpowiedzi na pytanie, w jaki sposób Austria podjęła trud zintegrowania problematyki bezpieczeństwa i obronności z narodowym systemem badań – technologii – innowacji (Forschung-Technologie-Innovation, dalej FTI), ze specyfiką krajowego przemysłu zdominowanego przez małe i średnie przedsiębiorstwa. Przyjętą metodą badawczą jest analiza dokumentów i interpretacja kluczowych stanowisk unijnych i austriackich. Celem badań jest analiza i zrozumienie roli badań naukowych w koncepcji bezpieczeństwa (narodowego) Austrii oraz powiązanie z polityką bezpieczeństwa i obronności UE. Badania i publikacja weryfikują założenie, że bezpieczeństwo i strategiczna autonomia UE/państw członkowskich wymagają zintegrowanych rozwiązań (proces europeizacji). Wyjście poza miękkie oddziaływanie w stronę instrumentów twardych wymaga rozwoju osadzonego na wiedzy oraz synergii spójnych strategii, technologii i badań naukowych. UE dostrzegała konieczność usystematyzowanej promocji badań i innowacji na polu bezpieczeństwa i obronności. Austria rozwijała takie badania naukowe od szeregu lat, jednakże miały one głównie narodowy wymiar i zastosowanie. Kroki poczynione przez Austrię dowodzą woli funkcjonowania w szerszych unijnych (infra)strukturach i czerpania korzyści z instrumentów finansowych, jednocześnie wspierania i profitowania z procesów społeczno-gospodarczych.

This paper analyses changes in the region’s states, and the evolution of Central Europe’s (CE) position in the international environment. Since forming in 1918, the new CE independent states have remained a focus for neighbouring powers and Western powers. The paper looks at the background for the historical, political, economic, demographic, cultural and geopolitical importance of Central Europe. Three essential periods can be distinguished, the first being the post-WW1 period, when after the downfall of Austria-Hungary and the weakening of Germany, Russia and Turkey, a number of independent states emerged. The lack of Western assistance and insufficient mutual cooperation meant that CE countries became subject to aggression from Berlin and Moscow. After WW2, the region was forcefully reintegrated into the Soviet Union – and its states were subjected to political, social, economic and cultural degradation. The downfall of the Soviet Union and democratic transition in the states of Central Europe contributed to the regional economic and security integration. EU membership and close ties to the USA forged significant possibilities for development and becoming a subject of European policy. Historical experiences show that Central Europe has had a significant impact on international security in Europe. The region’s states of increasing significance have the capability potential to forge their own concepts of close regional political and economic cooperation.
