Dla pełnego zrozumienia miejsca problematyki miejskiej w badaniach unijnych, artykuł przybliża ich genezę. Charakteryzuje także program Urban Audit, który ma istotny wkład w wydzielanie regionów metropolitalnych w Europie. Na zakończenie wskazuje pozytywy, jak i mankamenty przedmiotowego podejścia metodologicznego.
The article describes metropolitan areas in the European Union, in statistical aspect. It shows in what way the data on cities are gathered, and how major urban areas and metropolitan regions are separated. The article describes the metropolitan areas in Europe, in a statistical aspect. It presents the method of gathering data in order to compare the urban areas in all member states. To begin with, it focuses on statistical classification of the Nomenclature of Territorial Units for Statistics – NUTS. It allows to gather the data, including cities, and identify the metropolitan areas. The article also includes a description of a short genesis of urban aspects in the EU’s research. The Urban Audit programme plays a major role in the research. It plays an important role in separating metropolitan areas in Europe. Finally, the article presents the positive and negative sides of the methodological approach.

Due to the specifi c problems of the rural areas in the Małopolska Province, the measures directed at the support of their multifunctional development are of a particular importance. Such measures are one of the principal aims of the rural areas development policy. This paper is an attempt to determine the direction of the spatial allocation of the funds received in the framework of the selected measures within the Rural Development Program (PROW) in the years 2007–2013, assigned to the support of the multifunctional development of rural areas, taking into account the socio-economic development level of the communes in the rural areas of the Małopolska Province. The results of the study suggest a territorial variations in the funds’ absorption and the existence of signifi cant differences in this respect among the studied communes. However, on the level of individual communes, no relationships among the socio-economic development level of a commune and the total value of the subsidies obtained by the benefi ciaries in the commune were revealed.
Specyfi czne problemy obszarów wiejskich województwa małopolskiego sprawiają, że szczególnego znaczenia nabierają działania ukierunkowane na wsparcie ich wielofunkcyjnego rozwoju, co jest jednym z zasadniczych celów polityki rozwoju obszarów wiejskich. W artykule podjęto próbę określenia kierunków przestrzennej alokacji dotacji przyznanych w ramach wybranych działań Programu Rozwoju Obszarów Wiejskich na lata 2007–2013, przeznaczonych na wspieranie wielofunkcyjnego rozwoju obszarów wiejskich, uwzględniając poziom rozwoju społeczno-gospodarczego gmin zlokalizowanych na obszarach wiejskich województwa małopolskiego. Wyniki badań wskazują na terytorialne zróżnicowanie absorpcji środków oraz występowanie znacznych różnic w tym względzie między badanymi gminami. Na poziomie poszczególnych gmin nie stwierdzono natomiast zależności między poziomem rozwoju społeczno-gospodarczego gminy a łączną wartością dotacji pozyskanych przez beneficjentów w tej gminie.

Wielopłaszczyznowa współpraca z Obwodem Kaliningradzkim Federacji Rosyjskiej stanowi jedno z istotnych zagadnień w relacjach Unii Europejskiej z Federacją Rosyjską. Kwestia ta była też jedną z kluczowych podczas polskiej prezydencji w Radzie Unii Europejskiej przypadającej na drugą połowę 2011 r. Podpisanie polsko-rosyjskiej umowy o małym ruchu granicznym stanowi zarazem zwieńczenie wieloletniego procesu związanego z rozwojem współpracy Unii Europejskiej i Federacji Rosyjskiej, realizowanego na płaszczyźnie politycznej i prawnej. Zgodnie z opinią przedstawicieli gremiów rosyjskich i unijnych, zawarcie porozumienia stanowiło „kamień milowy” w relacjach między obu państwami i społeczeństwami oraz umożliwi w przyszłości szersze otwarcie się Obwodu Kaliningradzkiego FR na współpracę z Unią Europejską. Należy wierzyć, że podpisanie umowy z Federacją Rosyjską w sprawie małego ruchu granicznego stanowić będzie ważny impuls w polsko-rosyjskich relacjach politycznych i społecznych. W zaistniałych warunkach za sukces należy uznać porozumienie o małym ruchu granicznym. Zawarcie nowej unijno-rosyjskiej umowy o partnerstwie i współpracy mogłoby stworzyć realną podstawę do dalszego rozwoju współpracy również w kontekście Obwodu Kaliningradzkiego FR.
Cooperation with the Kaliningrad Oblast of the Russian Federation is one of the most important questions in relations between the European Union and the Russian Federation. This problem was also one of the crucial issues during the Polish Presidency of the Council of the European Union, which took place in the second half of 2011. The activities of the Polish Presidency related to the Kaliningrad Oblast of the Russian Federation resulted from the possibilities that were limited to a large degree by exogenous factors: both those on the Russian side and on the EU’s one. In such circumstances, signing the Polish-Russian agreement on small border traffic should be viewed as a success. Based on the agreement, the inhabitants of borderlands in Poland and Russia (Kaliningrad oblast) are able to cross the border with no need of possessing an entry visa. The agreement brings a range of measureable advantages connected with intensification of social, cultural, touristic and economic contacts for the inhabitants of the borderlands. It is worth noting that the agreement is one of very few examples of EU-Russian cooperation, especially in context of deterioration of this relations observed for last several years.

This paper addresses the question of distribution of support from the EU budget and the national budget to agricultural holders in Mazovia region in comparison with Poland as a whole. In the first main section, the characteristics of the agricultural sector in the region, using main sectoral indicators, is presented. The second section illustrates the agricultural and rural support under the Rural Development Program and the Sectoral Operational Program “Restructuring and modernization of agriculture and rural development” provided to Mazovian beneficiaries with reference to this support at whole country level. Empirical analyses are based on Eurostat statistics as well as on data obtained from the Agency for Restructuring and Modernization of Agriculture and the Ministry of Agriculture and Rural Development. Results of the study show that the Mazovian province, which is a region that can be placed in front of agricultural development, was awarded over the period 2004-2007 a relatively high level of support and ranked first or second among all 16 provinces according to selected measures.

Subject and purpose of work: The aim of the work is to present the possibilities and assess the use of support for smart specializations under the EU cohesion policy 2014-2020 in the Lubelskie Voivodeship. Research tasks: classification of projects implemented under the ROP of the Lubelskie Voivodeship 2014-2020 (ROP LV) depending on their adaptation to the region's smart specializations; determining the size of support for the development of region's smart specializations. Materials and methods: The research material is a database of projects co-financed from EU funds for 2014-2020, projects implemented under axis 1 of ROP LV were analyzed. Results: The total value of funding for the region's smart specializations was PLN 194 million. The largest number of projects was implemented by enterprises within the specialization of IT and automation. About 20% of funds were acquired by entities from outside the smart specialization industries. Conclusions: ROP LV is an important tool to support research and development activities in the Lubelskie Voivodeship.

Jednym z państw-sygnatariuszy Europejskiej Karty Samorządu Lokalnego jest Republika Malty, w której samorząd terytorialny wprowadzono na mocy ustawy z dnia 30 czerwca 1993 roku o radach lokalnych. W raporcie pokontrolnym Komitetu Monitorującego podniesiono, że samorząd maltański narusza postanowienia Karty, ponieważ jednostki samorządowe nie są w pełni niezależne finansowo. Komitet postulował także przekazanie radom lokalnych dodatkowych zadań, a także możliwości pozyskiwania środków finansowych z podatków i opłat lokalnych.
One of the signatory states of the European Charter of Local Self-Government is the Republic of Malta, where local self-government was introduced by the Local Councils Act of 30 June 1993. The Monitoring Committee's post-audit report argued that the Maltese government violates the Charter because the local self-government units are not fully financially independent. The Committee also called for giving local councils additional responsibilities, as well as the ability to raise money from local taxes and fees.

Opis:
A higher level of unity and cohesion across the European Union member states is an important aspect of the European integration though it is rather ambiguous in nature. The Law on the Common market, which aims at increasing the economic efficiency of the EU, has become the subject of extensive discussions among researchers suggesting that its viability at the political and socio-economic levels depends on fair distribution of gains among the countries and regions of the Community. These discussions have resulted in a considerable increase in funding allocated for the development of the EU regions from the EU Structural Funds and the Cohesion Fund whose aim is to reduce regional disparities.
Wyższy poziom spójności pomiędzy krajami członkowskimi Unii Europejskiej jest istotnym elementem integracji europejskiej, lecz pozostaje dość wątpliwy w charakterze. Prawo o Wspólnym Rynku, którego celem jest zwiększenie wydajności gospodarczej UE stało się przedmiotem dyskusji pomiędzy naukowcami sugerującymi, że jego wykonalność na poziomie politycznym i społeczno-gospodarczym zależy od sprawiedliwej dystrybucji zysków pomiędzy kraje i regiony Wspólnoty. Dyskusja ta skutkuje znacznym wzrostem nakładów na fundusze przeznaczone na rozwój poszczególnych regionów UE z Funduszy Strukturalnych UE oraz Funduszy Spójności UE, których celem jest niwelowanie różnic regionalnych.

Ukazano rolę Mercosur w procesie promowania współpracy międzyregionalnej i transgranicznej, oraz przedstawiono źródła jej finansowania. Wskazano na rolę Unii Europejskiej jako punktu odniesienia dla inicjatyw współpracy międzyregionalnej i transgranicznej w regionie Stożka Południowego.
This article discusses the issues of interregional and cross-border cooperation in the Southern Cone region. The origin and the organizational scope of this cooperation is explained. The discussion shows the characteristics and prospects for its further development together with the role of Mercosur in the process of promoting interregional and cross-border cooperation. The sources of its funding are also exposed. Another undertaking in the work is to indicate the role of the European Union as a reference point for initiatives and cross-border interregional cooperation in the Southern Cone region.

The cooperation of regional authorities in Europe is made possible via the existing international conventions and internal documents of the European Union. Studying the vicissitudes of the European regional cooperation from the Madrid Convention to the creation of a macro-regional approach, one cannot but notice the significant development of the concept of interregional relations. These relations have been evolving from the promotion and support cross-border cooperation by the Member States to its completion as the EU macro-regional concept elaborated with the participation of the regions and organisations acting on their behalf. Within the next few years it will turn out whether these concepts have in their entirety fulfilled their function and enhanced the internal EU cooperation.  
WSPÓŁPRACA REGIONALNA W EUROPIE. OD KONWENCJI MADRYCKIEJDO PODEJŚCIA MAKROREGIONALNEGO W Europie współpraca organów regionalnych jest możliwa w oparciu o Konwencje międzynarodowe oraz dokumenty wewnętrzne Unii Europejskiej. Obserwując losy współpracy regionalnej od konwencji madryckiej do stworzenia podejścia makroregionalnego, można zaobserwować znaczny rozwój koncepcji stosunków międzyregionalnych. Stosunki te ewoluowały od popierania i wspierania współpracy transgranicznej przez Państwa do całościowych koncepcji makroregionalnych UE opracowanych z udziałem regionów i organizacji na ich rzecz działających. W ciągu najbliższych lat okaże się, czy całościowe koncepcje spełniły swoją funkcję i usprawniły współpracę wewnętrzną UE.

This article analyses the position of European Parliament (EP) in the question of the lasting from 2010 association process of the South Caucasus countries with the EU. The process is aimed at the establishment of close, extensive political and economic cooperation of the countries with the EU. The author stresses the importance attached by EP to the association negotiations, which according to the Parliament should have a crucial impact on the democratization process in Azerbaijan, Armenia and Georgia. It should be underlined that the development of democracy in those EU’s partner countries is of special interest to EP, which in recognition of their geopolitical importance with its numerous resolutions requires making closer relations with them and even providing the countries with a potential European perspective (Georgia). However the more extensive cooperation of the EU with the countries is made dependent by EP on the incorporation by Azerbaijan, Georgia and Armenia of the values defined as European (democracy, rule of law, protection of human rights etc.). That is why so important for EP are the questions of human rights observance, observance of the rules of democracy and law, including transparency and fairness of the processes in the countries. In case of violating rules constituting foundations for democratic and lawful country’s functioning, EP responds in a determined way and usually takes un unambiguous stand quite often contrasting with more “weighted” opinions of other Union institutions.

The idea of the euroregions in Europe appeared together with the development of the integration trend among the European states. In time, the economic benefits resulting from such cooperation were recognized, and an interaction was estab-lished as a bridge uniting the continent not only in terms of social issues, but also of economic or cultural bases. Euroregions have not only become a specific form of the EU's regional policy, but they are also primarily an expression of the active opera-tions of the cross-border structures functioning in the integrated Europe. Thus, the new Member States are required to carry out and implement the idea of the func-tioning of euroregions in the community.

The aim of the article is to attempt to assess the results achieved in the economic and political field from the perspective of past cooperation as well as to see whether the directions and forms of this cooperation remain adequate to the challenges expected to be faced in the near future. In the current situation, the process of sustainable development implemented, among others, through the introduction of the concept of circular economy seems to be a solution guaranteeing security in all areas as well as further development.

Artykuł przedstawia ocenę wpływu polityki spójności na dyfuzję procesów rozwojowych w otoczeniu dużych miast. Ewaluację przeprowadzono w dwóch ujęciach: jako analizę zmiany wskaźników metropolitalnej i regionalnej koncentracji ludności, przedsiębiorstw, pracujących i dochodów własnych gmin oraz jako analizę oddziaływania polityki spójności na rozwój gmin położonych w otoczeniu dużych miast. Analizy opracowano na podstawie wyników ankiety skierowanej do władz gmin. W pierwszym ujęciu wykorzystano podział zasięgu oddziaływania miasta na dwie strefy – obszar metropolitalny oraz region metropolitalny (ten drugi uwzględniono wyłącznie w przypadku ośrodków wojewódzkich). To ujęcie pokazało brak wpływu polityki spójności na zachodzące procesy koncentracji lub dekoncentracji w wyróżnionych skalach przestrzennych. Natomiast drugie – umożliwiło wskazanie tych kategorii interwencji publicznej, które mają relatywnie największy wpływ na dyfuzję procesów rozwojowych z miast do ich otoczenia.
The paper presents the evaluation of Cohesion Policy impacts on diffusion of development processes from cities to their regional hinterlands. We evaluated two things: a) the indicators illustrating metropolitan and regional concentration of population, enterprises, employers, and local governments revenues, and b) the impact of EU funds on the development of municipalities located in the surroundings of large cities (based on local governments survey results). For the first type of analysis, we delimitated the regional surroundings into two zones: metropolitan area and regional hinterlands (the former was only applicable in case of capital cities of voivodships). The outcome of the analysis in this dimension indicates a lack of any significant impact of Cohesion Policy on agglomeration processes in the analyzed spatial scales. However, the studies in the second dimension allow us to identify the thematic categories of public intervention that have the largest relative impact on spread effects from developing large cities to their regional surroundings.

The article is devoted to the problems of the growing and developing space sector in Poland, and above all, its impact on building a competitive, knowledge-based economy. The aim of the work was to present the efforts of the regions, focusing on the example of the Lubuskie Voivodeship, aimed at building research, development and implementation infrastructure, thanks to which cooperation is established between the local government at the regional level, the world of science, and enterprises. Thanks to such cooperation, it is possible not only to build real relationships between these environments, and in particular, the result of these interactions will be specific economic cooperation, locating new economic entities in the region, or the formation of new companies operating in the space sector. The main part of the work is a case study which presents the initiative to create a Space Technology Park taken by the local government of the Lubuskie Voivodeship, and carried out jointly with the University of Zielona Góra and Hertz Systems LTD. This is an excellent proof that at the voivodeship level, very important initiatives for the development of the space sector can be undertaken as part of a de facto intraregional regional policy.
Artykuł poświęcono problematyce rosnącego i rozwijającego się w Polsce sektora kosmicznego, a przede wszystkim jego wpływu na budowanie konkurencyjnej, opartej na wiedzy gospodarki. Za cel pracy przyjęto zaprezentowanie wysiłków regionów, koncentrując się na przykładzie województwa lubuskiego, służących budowie infrastruktury badawczo-rozwojowo-wdrożeniowej, dzięki której dochodzi do zawiązywania kooperacji pomiędzy samorządem terytorialnym szczebla regionalnego, światem nauki a przedsiębiorstwami. Dzięki takiej współpracy możliwe jest, nie tylko budowanie realnych związków pomiędzy tymi środowiskami, a w szczególności wynikiem tych interakcji będą konkretne kooperacje gospodarcze, lokowanie kolejnych podmiotów gospodarczych w regionie, czy też powstawanie nowych firm działających w sektorze kosmicznym. Zasadniczą część pracy stanowi studium przypadku, w ramach którego przedstawiono inicjatywę utworzenia Parku Technologii Kosmicznych podjętą przez samorząd województwa lubuskiego, a zrealizowaną wspólnie z Uniwersytetem Zielonogórskim oraz firmą Hertz Systems LTD. Jest to doskonały dowód na to, że na poziomie wojewódzkim w ramach polityki regionalnej, de facto intraregionalnej, można podejmować bardzo ważne inicjatywy na rzecz rozwoju sektora kosmicznego.
