The lively debate about the socialization and in specific way about the exclusion practices in schools all over Europe Union imposes the necessity of framing new forms of peaceful interactions between nonhomogeneous social groups. Starting form this core issues, this awareness has been rooted into an actionresearch project named SMILEY, (Social Mindedness In LEarning CommunitY, funded under the Lifelong Learning Programme-Comenius, and carried out from January 2011 to December 2012). SMILEY wants to present an “exit strategy” based upon the centrality of the social dimension of development, expressed by values, social cohesion, solidarity and respect for gender equality: examples of what “social mindedness” means for the European society. This target was achieved through an integrated system of “online” and “offline” activities catalysed by an elearning platform hosting an ERPG (Educational RolePlaying Game) named “YourTown” connecting students and teachers from the partner countries: Italy, Turkey, Poland, Romania and the United Kingdom. The purpose of this article is to emphasize the importance of preserving a good collaboration relationship between employers and universities, and the major role that can be played by the European projects in strengthening this connection. The case study shows the way in which a university that is small, but very active as regards the accessing of projects and has the aim to provide a high quality educational service can improve the effectiveness of the educational activity.
Celem niniejszego artykułu jest podkreślenie znaczenia zachowania dobrych relacji współpracy pomiędzy pracodawcami a uczelniami wyższymi, a także istotnej roli, jaka może być odgrywana przez projekty europejskie we wzmacnianiu tego powiązania. Niniejsze studium przypadku pokazuje, w jaki sposób uczelnia, która jest mała, jednak bardzo aktywna, jeśli chodzi o dostęp do projektów, mająca za cel zapewnienie wysokiej jakości usług edukacyjnych, może poprawić efektywność działalności edukacyjnej.

The article aims to identify factors determining the effectiveness of local governments in securing funds from the European Union. Local government authorities across the European Union are responsible for carrying out various public projects in keeping with the principle of subsidiarity followed in most countries in Europe. As part of a decentralization policy, the central government delegates authority to local areas and provides regional authorities with funds to carry out their responsibilities. According to the author, there is continued debate over whether budget funds available to local governments are sufficient to finance their projects. The European Charter of Local Self-Government, adopted by the Council of Europe in the mid-1980s, commits the ratifying member states to guaranteeing the political, administrative and financial independence of local authorities. Due to considerable limitations in the amount of funds available to local governments, they often use external funds while carrying out major infrastructure projects. Nonrefundable assistance from the EU is an especially desirable source of outside funding. An analysis of EU funds secured by individual districts in Poland’s Podlaskie province points to considerable differences in the scope of support obtained. Wyszkowska sets out to check what factors are responsible for these disproportions and why some districts obtain funds for a dozen or so projects, while others receive no support. Contrary to popular belief, securing funds from the EU depends not only on the financial status of the beneficiary, Wyszkowska concludes, but also on many other-institutional, administrative, personnel, organizational and political-factors.

Łatwość inicjowania i rozwijania relacji opartych na współdziałaniu sprzyja poszukiwaniu rozwiązań umożliwiających współpracę członków zespołów rozproszonych geograficznie i reprezentujących różne organizacje. Współpraca międzyorganizacyjna wiąże się z wieloma korzyściami, ale stanowi również wyzwanie zarządcze dla kadry kierującej jej pracami. Największe wiążą się z jej specyfiką. Celem artykułu jest ocena wyzwań dotyczących międzynarodowego partnerstwa międzyorganizacyjnego na przykładzie jednego z kluczowych unijnych programów wspierających edukację – Erasmus+, ze szczególnym uwzględnieniem takich kwestii jak wieloorganizacyjność i wielokulturowość. W artykule  zaprezentowano wyniki własnego badania kwestionariuszowego, zrealizowanego wśród zarządzających międzynarodowymi projektami partnerskimi Erasmus+. Odwołano się też do wyników obserwacji uczestniczącej z udziałem partnerstw realizujących tego typu projekty.
The easiness with which co-operative relationships can be initiated and developed encourages organizations to seek forms of action that enable members of geographically dispersed teams representing different organizations to work together. Inter-organizational collaboration has many benefits, but it also poses management challenges for the staff leading it. The biggest ones are related to its specificity. The aim of this article is to assess the challenges of international inter-organizational partnership cooperation using the example of one of the key EU programmes supporting education – the Erasmus+ Programme. Attention is focused on such key issues as multi-organizationality and multiculturalism. The article presents the results of a questionnaire survey conducted among managers of Erasmus+ international partnership projects. Reference is also made to the results of participant observation of partnerships implementing such projects.

Opis:
The aim of the study is to present the results of the project of ESS, which focuses on the perception of individual safety by Slovak respondents. We studied two indices: characteristics of a safety situation and personal experience with criminality. We compared outcomes from individual results carried out in Slovakia (rounds 2-6) and at the same time we studied safety perception from the generation point of view. The aim of the study is to inform technical public on empirical research of a social-scientific character and to contribute to the enrichment of an information base in a research sphere as well as to contribute to the synthesis of various sciences.
Celem tego artykułu jest prezentacja wyników projektu Europejskiego Sondażu Społecznego ukierunkowanego na postrzeganie indywidualnego bezpieczeństwa przez słowackich respondentów, do czego wykorzystano dwa wskaźniki: charakterystykę sytuacji bezpieczeństwa oraz osobiste doświadczenia z przestępczością. Wyniki poszczególnych sond przeprowadzonych na Słowacji zostały porównane (edycje 2. - 6.), a równocześnie badano zależności w postrzeganiu indywidualnego bezpieczeństwa z pokoleniowego punktu widzenia. Celem artykułu jest zapoznanie także środowiska technicznego z dorobkiem z dziedziny nauk społecznych i wzbogacenie w ten sposób bazy informacyjnej w sferze badawczej oraz zbliżenie różnych gałęzi nauki.

W artykule wskazano cechy jednostki samorządu terytorialnego, jako podmiotu sektora finansów publicznych, która ma istotny wpływ na zarządzanie ryzykiem w jej działalności, w tym w zarządzaniu ryzykiem projektu europejskiego. W artykule przedstawiono również rodzaje ryzyka występujące w cyklu życia projektu europejskiego oraz etapy procesu zarządzania ryzykiem w takim projekcie. Sformułowano także rekomendacje dotyczące tego procesu, aby zarządzanie ryzykiem projektu europejskiego było efektywne.
The paper points out the features of local government units which have a significant impact on risk management in European projects. Also described are different kinds of risks in the life cycle of a European project. The author presents particular the phases of the risk management process in such projects. Moreover, the paper includes recommendations for effective risk management in European projects.

Empirical indices concerning social discrimination were applied repeatedly in the extensive sociological research (within The European Social Survey). They were applied in individual six rounds (in two-year cycles). The aim was to determinate the rate of generally perceived discrimination and to find particular reasons (forms) of discrimination (race, nationality, religion, language, ethnicity, age, gender, sexuality). The aim of the study is to inform technical community on the knowledge in the socioscientific field (perception of social discrimination in Slovakia and in other European countries) and to contribute to the enrichment of information base in the research sphere as well as to bring near sciences of different orientation.
W metodyce obszernych badań socjologicznych (w ramach Europejskiego Sondażu Społecznego) w poszczególnych sześciu edycjach (w cyklach dwuletnich) zostały zastosowane wskaźniki empiryczne, dotyczące postrzegania dyskryminacji społecznej. Były one ukierunkowane na określenie stopnia ogólnie odczuwanej dyskryminacji oraz znalezienie konkretnych powodów (form) dyskryminacji (rasa, obywatelstwo, religia, język, przynależność etniczna, wiek, płeć, orientacja seksualna). Celem artykułu jest zapoznanie także środowiska technicznego z dorobkiem z dziedziny nauk społecznych i wzbogacenie w ten sposób bazy informacyjnej w sferze badawczej oraz zbliżenie różnych gałęzi nauki.

The project "CERGOP-2, a multipurpose and interdisciplinary sensor array for environmental research in Central Europe" was approved by EU within the 5th Framework Program and started April 1st, 2003. The official and of the project is March 31, 2006. However we applied for a prolongation of another 6 months and we are waiting for a relevant decision of EU. In 17 work packages we extented a high quality GPS network in a region covering about 15 % of Europe. It will be operational for the next decade. Velocity field and strain maps for geodynamical investigations and hazard mitigation, data for climate research and weather forecast, data for real time navigation and a seamless data bank for scientific and public access were established. This report gives a final summary of the project was arranged in Sarajevo, Bosnia Herzegovina ( in November 2005), which included a Governing Board Meeting of the CEGRN Consortium (CCGB). Discussions included site quality issues related to site acceptance for CEGRN - the basic reference network, and an open forum on future potential project initiatives. The ADRIA, the GMES (Global Monitoring for Environment and Security), the GEO (Group on Earth Observation), the GALILEO, WEGENER and TOPO EUROPE topical project areas were identified, where the Consortium could participate/contribute significantly. Candidate coordinators were assigned for each area. We have also to think about the continuation of this project - after its termination end of March 2006 or end of September 2006. Driven by the many natural disaster during the last 2 years people expect that science will strengthen its efforts to find solutions for explaining the influence of the forces leading to crust displacement and to determine the location, magnitude and the "date" of future expected sudden displacements, a task, which may take another century of scientific investigations, if even possible.

This essay presents the methodological challenges on social sciences for the 21st century. The contemporary social sciences issues cover priorities such as well-being and disadvantage, diversity and community, vulnerabilities and risks and the relationship between social and digital worlds. The research methodology in these areas is increasingly facing challenges. This article explores the big six methodological challenges (technological change, administrative data developments, integrated research capacity, research ethics respect, social research democratization and sense of purpose), and the need for methodological innovation to face them. Finally, it presents a case study of a European project of development of innovation.
Niniejszy artykuł przedstawia wyzwania metodologiczne w naukach społecznych na miarę XXI wieku. Współczesne nauki społeczne zajmują się takimi kwestiami, jak dobrobyt i niekorzyści, różnorodność i społeczność, bezbronność i zagrożenia oraz relacje między światem społecznym a cyfrowym. Metodologia badań w tych obszarach staje przed nowymi wyzwaniami. W artykule opisano sześć wielkich wyzwań metodologicznych (zmiana technologiczna, rozwój danych administracyjnych, zintegrowane możliwości badawcze, szacunek dla etyki badawczej, demokratyzacja badań społecznych i poczucie celu) oraz potrzebę innowacji metodologicznych, aby stawić im czoła. Wreszcie przedstawia studium przypadku europejskiego projektu rozwoju innowacji.
