Opis:: The article presents author’s own opinion on case C-333/21 which concerns the controversial project of organizing a football Super League (ESL). The aim of this initiative is to develop a commercial organizational formula for football competition, which at the same time would be independent of the structures of FIFA and UEFA. For the above reasons, the resolution of the dispute before the Court of Justice of the European Union has a significant impact on the answer to the question about the future of the organizational structure of European football. In this case, the EU competition law and the determination of a catalog of values are of fundamental importance that could possibly justify compliance of the restrictions applied by FIFA and UEFA in relation to ESL organizers with Articles 101 and 102 TFUE.

W poszczególnych perspektywach budżetowych Wspólnej Polityki Rolnej obserwuje się jego ewolucje; w Polsce przybiera on nowe nazwy i modyfikuje warianty wsparcia (program rolnośrodowiskowy, działanie rolno-środowiskowo-klimatyczne, interwencje rolno-środowiskowo-klimatyczne).
The article presents the assumptions of the Common Agricultural Policy with particular emphasis on environmental issues, as well as the shape of the European Model of Agriculture and the history and legal basis of the agri-environmental program in the European Union. The agri-environmental program is a mandatory instrument included in strategic programs supporting the development of agriculture in all European Union Member States, but farmers’ participation in the implementation of individual packages of this instrument is voluntary. Its evolution is observes in individual budget perspectives of the Common Agricultural Policy; in Poland, it takes on new names and modifies support variants (agri-environmental program, agri-environment-climate measure, agri-environment-climate interventions).

Jedną z polityk podlegającą częstym przemianom jest Wspólna Polityka Rolna. Celem artykułu jest ukazanie jej specyfiki i ewolucji sprowadzającej się do przesunięcia akcentów – od wsparcia rolnictwa do polityki rozwoju obszarów wiejskich. Przedstawione etapy rozwoju pozwalają odpowiedzieć na pytanie, dlaczego Wspólna Polityka Rolna podlegała tak częstym zmianom. Niniejszy artykuł jest efektem bezpośredniego zaangażowania Autorki w proces wdrażania instrumentów rozwoju obszarów wiejskich. Powstał na bazie aktów prawnych określających zasady Wspólnej Polityki Rolnej w danej perspektywie oraz w oparciu o literaturę przedmiotu.
European Union public policies are the subject of analyzes and debates at both Community and individual Member State level. Effectiveness of available support instruments is subject to periodic reviews, usually leading to a modification of the chosen development direction. The Common Agricultural Policy is one of the policies subject to frequent changes. The purpose of the article is to show its specificity and evolution, which comes down to shifting accents – from agricultural support to rural development policy. The presented stages of development allow to answer the question, why the Common Agricultural Policy was subject to such frequent changes. The article is the result of the author's direct involvement in the process of implementing rural development instruments. It was created on the basis of legal acts specifying the principles of the Common Agricultural Policy in a given perspective and based on the literature on the subject.

Opis:: Przedmiotem artykułu jest analiza procesu integracji europejskiej w sferze polityki społecznej oraz ocena znaczenia tej polityki w tworzeniu europejskiej przestrzeni społecznej. Wskaźniki spójności społeczno-ekonomicznej wskazują na duże zróżnicowanie krajów członkowskich pod względem poziomu ochrony socjalnej i pogłębienie ich dywergencji po 2008 roku. Z analizy wynika, że ostatni kryzys finansowo-gospodarczy i zadłużeniowy zasadniczo przyczynił się do obniżenia spójności społecznej i gospodarczej UE i jest to jeden z najważniejszych czynników utrudniających rozwój europejskiego modelu społecznego na obecnym etapie integracji. Kraje UE dzielą się na trzy grupy: 1) północno-zachodnie (9), 2) południowe z Irlandią (6), 3) Europy Środ-kowo-Wschodniej (11). Kraje grupy I (skandynawskie, Belgia i Holandia, a także Francja, Austria i Niemcy) utrzymały swoją przewagę w stosunku do średniej UE w podnoszeniu standardów ekonomicznych i społecznych (z wyjątkiem Wielkiej Brytanii). W grupie II (krajów południo-wych) wskaźniki dywergencji wzrosły przede wszystkim w Portugalii, Hiszpanii i Grecji, niemniej procesy dywergencyjne objęły również Włochy i Cypr. Najbardziej zróżnicowaną grupę stanowią kraje Europy Środkowo-Wschodniej, ale w pięciu z nich wskaźniki dywergencji obniżyły się i nastąpiła poprawa ich pozycji na tle krajów południowych. Wskazane zostały również inne czynniki opóźniające ujednolicanie polityki społecznej na niższych stadiach integracji: 1) duży wpływ neoliberalistów na koncepcje i plany integracji na różnych etapach jej rozwoju oraz koncentracja uwagi na korzyściach ekonomii skali, 2) zróżnicowanie modeli państwa dobrobytu w krajach członkowskich i poziomu finansowania potrzeb spe-łecznych, 3) brak strategii rozwoju polityki społecznej, 4) kryzys polityki państwa dobrobytu, 5) integracja walutowa i potrzeba spełnienia traktatowych kryteriów unii walutowej, wymagająca poprawy równowagi budżetowej i obniżenia długu publicznego.
The subject of the paper is an analysis of the European integration process in the field of so-cial policy and an assessment of the significance of that policy in the European social dimension creation. The socio-economic cohesion indicators show a wide diversity among the Member States in terms of social protection level and their divergence has deepened since 2008. The analysis suggests that the recent financial-economic and debt crisis has substantially contributed to the decrease in economic and social cohesion of the EU which is one of the major factors hindering the development of the European social model at the current stage of integration. The EU countries can be divided into three groups: 1) the Northwest countries (9), 2) the Southern countries and Ireland (6), 3) Central and Eastern European countries (11). Countries from the 1st group (Scandi-navian countries, Belgium and the Netherlands, as well as France, Austria and Germany) have maintained their advantage in raising economic and social standards in comparison to the EU average (with the exception of the UK). In the 2nd group (the Southern countries) divergence indicators have increased, particularly in Portugal, Spain and Greece, however, divergent processes have also occurred in Italy and Cyprus. Central and Eastern European countries have been ex-tremely varied, but divergence indicators had been lowering in five of them and their position against the Southern countries has been improving. Opis:: W krajach Unii Europejskiej - w celu pogodzenia funkcji produkcyjnej, środowiskowej oraz działań nakierowanych na dywersyfikacje produkcji rolniczej wprowadzono nową koncepcję europejskiego modelu rolnictwa - Agenda 2000. Polega ona na: modernizacji i zmianie struktur gospodarstw rolnych w celu podniesienia ich dochodowości, ochronie i zachowaniu walorów przyrodniczo-krajobrazowych oraz rozwoju infrastruktury technicznej i społecznej wsi. Narzędziem realizacji wielofunkcyjnego rozwoju obszarów wiejskich są między innymi prace scaleniowe gruntów. W Polsce zabieg scalenia gruntów definiowany jest przez ustawę o scalaniu i wymianie gruntów z 26 marca 1982 r. oraz Polską Normę PN-R-04151:1997. Dokumentem mówiącym o przekształceniach polskiej wsi jest opracowana przez Ministerstwo Rolnictwa i Rozwoju Wsi (dalej: MRiRW) "Strategia rozwoju obszarów wiejskich na lata 2007-2013". Wskazuje ona na rozwój ekonomiczny podnoszący atrakcyjność obszarów wiejskich oraz na zrównoważenie tego rozwoju, z uwzględnieniem zasad zachowania równowagi środowiska naturalnego, dziedzictwa kulturowego, a także zagospodarowania gruntów marginalnych. W opracowaniu została dokonana na przykładzie obrębu Klimki gmina Łuków analiza projektu scalenia gruntów, pod kątem realizacji wielofunkcyjnego rozwoju obszarów wiejskich, szczególnie w zakresie aspektów związanych z ochroną środowiska. Omówiono poprawę systemu melioracji pól uprawnych oraz realizację stref buforowych, zadrzewień i granicy rolno-leśnej. W krajach Unii Europejskiej model rolnictwa uwzględnia konieczność wielofunkcyjnego rozwoju obszarów wiejskich. Przyczynia się do możliwości ochrony środowiska, kształtowania krajobrazu rolniczego oraz zapewnia alternatywne źródła dochodu. W Polsce regulacje prawne i założenia formalne dają możliwości realizacji idei wielofunkcyjnego rozwoju, jednak nie wszystkie elementy są rozwiązane w sposób wystarczający, szczególnie w pracach scaleniowych.
In order to reconcile agricultural production and environmental aims, as well as allow for the diversification of agricultural production, the countries of the European Union introduced a new concept for the European Model of Agriculture - Agenda 2000. The model involves modernising and changing the of structures of agricultural farms to increase profitability, to protect and preserve the value of the natural landscape, and to develop the technical and social infrastructure in rural areas. Land consolidation is an important tool to implement the multifunctional development of rural areas, and corresponding land consolidation reforms have been introduced. In Poland, land consolidation legislation is defined by the act on land consolidation and exchange of 26 March 1982, and Polish Standard PN-R-04151:1997. The document specifying the reallocation of Polish rural areas is "The strategy of development of rural areas for the years 2007-2013", prepared by the Ministry of Agriculture and Development of Rural Areas. The document consists of: economic development to increase the attractiveness of rural areas and sustainable economic development which retains the balance of the natural environment, cultural heritage, and marginal land management. One land consolidation project to implement multifunctional development of a rural area was analyzed using the example of the village of Łuków. This paper presents the improvement of the arable field melioration system and the execution of buffer zones, tree planting, and agriculture-forest boundaries. In the countries of the European Union, the existing model of agricultural production reveals the need for multifunctional development of rural areas, which will aid in the protection of the environment and reshape the agricultural landscape and also provide opportunities for alternative sources of income. Polish legal regulations and formal assumptions have enacted the implementation of the multifunctional development model, but not all elements have been dealt with in a sufficient manner, especially concerning land consolidation.

Opis:: In this article, from a multidisciplinary point of view, key questions were raised that defined how the bloc of communist countries had an impact on the International Labor Organization. The author believes that the role of communist countries in the ILO depended not only on the international political, economic and social context of the time, but also on the field of globalized labor history and relations of international organizations. The starting point of this article is the central hypothesis that the concept of protecting employees and the rights of employers has always been presented from the point of view of the „bloc” of capitalist states, without reference to the role of communist states.
W tym artykule z wielodyscyplinarnego punktu widzenia poruszono kluczowe pytania, które określiły sposób, w jaki wpływ na Międzynarodową Organizację Pracy miał blok państw komunistycznych. Autorka uważa, że rola państw komunistycznych w MOP jest zależna nie tylko od międzynarodowego kontekstu politycznego, gospodarczego, społecznego, ale także od dziedziny (globalizującej) historii pracy i stosunków organizacji międzynarodowych. Punktem wyjścia tego artykułu jest centralna hipoteza, że koncepcja ochrony pracowników i praw „pracodawców” była zawsze prezentowana z punktu widzenia „bloku” państw kapitalistycznych, bez odniesienia do roli państw komunistycznych.

Opis:: Celem artykułu jest przedstawienie tendencji zmian poziomu nierówności dochodowych i ubóstwa w Polsce w kontekście zmian systemowych, zachodzących w kraju po drugiej wojnie światowej do czasów obecnych. Postawiono hipotezę, że sam poziom nierówności nie jest wystarczający do oceny tego zjawiska, gdyż istotną rolę odgrywa jego percepcja przez społeczeństwo determinowana czynnikami specyficznymi dla danego kraju. W treści artykułu omówiono kontrowersje związane z kryterium „sprawiedliwego podziału dochodu” oraz zaprezentowano dane statystyczne dotyczące nierówności i ubóstwa, a następnie zestawiono je z opinią społeczeństwa na temat tych zjawisk. Pozwoliło to na wyciągnięcie wniosków, że Polska jest krajem o przeciętnych nierównościach, a na ich ocenę nie bez wpływu pozostaje ciągłość instytucji nieformalnych.
The aim of this paper is to present the level of income inequalities and poverty in Poland. These phenomena are discussed in the context of changes in the economic system which have taken place since the end of the Second World War. The author puts forward a hypothesis that not only the level of disparity itself is crucial but also its perception by society, which is determined by country-specific factors. The paper discusses the controversies associated with the criterion of ‘fair income distribution’ and presents data concerning inequalities and poverty. It can be concluded that income disparities and poverty in Poland are average and that their assessment is sometimes affected by the normative approach to the issue and continuity of informal institutions.
