The goal of this article is to present on the basis of selected examples the possibilities of financing marketing activities of scientific and research institutions with fluids nom EU programmes. In 2013 the current period of programming of European Union fimds (2007-2013) ends. This means that the volume of assets and directions of financing for the years 2014-2020 should already be known. It is worth taking a look at what opportunities have the European muds provided by now for the marketing activities of scientific institutions. Another interesting issue are statistics concerning the participation of Polish institutions: number of projects and the scale of co-financing. Every scientific institution should investigate its own activities and answer the questions about the direction of actions, the number of submitted applications and the volume of gamed co-financing.

The main objective for writing this article is to present the barriers to accessing EU funds at the stage of preparing an application for funding, as well as the barriers to executing project activities. The research objective, question, and problem as well as the statistical description of the research group and the measurement instruments have been highlighted in the article. The author attempts to answer the following questions: what are the main barriers/hurdles encountered by Polish beneficiaries of EU funds allocated under national and regional operational programmes; which of the identified barriers to accessing EU funds is perceived as the most hindering in the process of executing EU projects; and how is the impact of EU funds on regional development assessed from the perspective of those people executing projects and taking part in projects financed with EU funds? The following barriers can be enumerated as the most significant: the withholding of subsequent funding tranches while maintaining the obligation to pursue project execution, the highly bureaucratic application process for a subsidy, the bureaucratic system of post-project accounting, and the long deadlines for transferring subsequent tranches of funding. An analysis of the findings confirms that the beneficiaries of EU funds primarily fear losing financial liquidity. Receiving a subsidy in the form of a refinancing of the incurred costs requires, on the one hand, efficient project management, and, on the other, a well-functioning institutional system that should support project recipients in their investment endeavours.

The main purpose of the paper is a presentation of an important aspect of European policy, which actions are concentrated on culture. Nowadays much space is devoted to economic and financial considerations. Attention is highly focused on exchange of goods and capital. However we should not forget that the exchange of ideas and thoughts and the spiritual dimension of integration are equally important areas. The starting point for the European unification is preservation of its common cultural heritage and creating the system of European values. EU decision makers in order to reach these goals, provide various cultural programs, of which one obviously seek to consolidate and specifically, by creating a cultural programs. One of them (Europe for Citizens) and its financial aspects will be the subject of deeper analysis.

According to the EU policy, knowledge-based clusters of interlinked innovative enterprises and excellent research institutes could be among the main levers to foster EU competitiveness in the knowledge-based economy. W artykule dokonano analizy wykorzystania planowanych na lata 2007-2013 środków Unii Europejskiej w Polsce oraz pokazano zauważalne w Polsce efekty wykorzystania tych środków, co potwierdzają badania oraz hasło kampanii reklamowej: „Każdy korzysta nie każdy widzi”. Ponadto zaprezentowano możliwości, jakie stoją przed Polską i regionami w nowej perspektywie finansowej 2013-2020, w ramach której otrzymaliśmy 82,5 mld euro z unijnej polityki spójności.
The article analyses the utilisation of the European Union financial means planned for the years 2007-2013 in Poland and presents noticeable results of how those means were utilised in Poland, which is corroborated by the research and a slogan of an advertising campaign: "Everybody profits not everybody sees it". Furthermore, the possibilities for the country and its regions in the new 2013-2020 financial perspective, as part of which Poland received 82.5 bln euro from the European Union Cohesion Policy were presented.

Bialystok was characterized by bad condition of infrastructure. Taking into consideration the importance of the region (transit location and connection with national roads) a lot of investments should be made. Modernization of the most important roads in the city is associated with huge costs. This was the reason why the city authorities have decided to gain support from the European Funds. Money from the European budget are the basis of financing the infrastructure projects. In this article available information from official portals of Operational Program and city Council of Bialystok was used. Obtained information brought about an analysis of the major projects made in 2007-2013. Assessment of effective spending of the European Funds in Bialystok and Podlaskie in comparison to the other local governments in Poland was also an important task. Information shows that Bialystok is one of the most attractive cities in the eastern Poland in terms of investment. Granted funds helped to reduce road traffic and contributed to the increase of Bialystok inhabitants life standard. This is the reason to continue the financial support from European Funds.

The paper presents the impact of the use of EU funds on the process of building inno- vativeness of the Lubuskie economy in the context of achieving the following objectives: National Strategic Reference Framework (NSRF) 2007 - 2013 and the government stra- tegy named - Strategy for increasing the innovativeness of the economy for the years 2007 - 2013. The author describes the basic determinants of a government’s policy in the area of implementing innovative solutions and new technologies by economic entities also from the Lubuskie voivodship. It was the basis for presenting, among the others, the level of the use of EU funds from the national Operational Programmes: Innovative Economy, Human Capital and Lubuskie Regional Operational Programme. In addition, the paper demonstrates the structure of RPSs (the Regional Strategy Papers): Lubuskie Development Strategy and Lubuskie Regional Innovation Strategy, which in fact deter- mine the process of building the regional economy based on knowledge. A supplement to the article is tabular visualization of statistical data concerning the allocation of EU funds for the Lubuskie voivodship according to the state dated on December the 31st 2011.
Artykuł w sposób syntetyczny przedstawia wpływ wykorzystania funduszy europejskich na proces budowania innowacyjności lubuskiej gospodarki w kontekście realizacji założeń: Narodowych Strategicznych Ram Odniesienia 2007-2013 oraz rządowej strategii pn. Kierunki zwiększania innowacyjności gospodarki na lata 2007-2013. Autor opisuje podstawowe wyznaczniki polityki rządowej w dziedzinie wdrażania rozwiązań innowacyjnych oraz nowych technologii przez podmioty gospodarcze również z terenu województwa lubuskiego. Na tej podstawie zaprezentowano m.in. poziom wykorzystania środków unijnych z ogólnopolskich programów operacyjnych: Innowacyjna Gospodarka oraz Kapitał Ludzki, a także z Lubuskiego Regionalnego Programu Operacyjnego, Dodatkowo opisowi poddano strukturę regionalnych dokumentów strategicznych: Strategia Rozwoju Województwa Lubuskiego oraz Lubuska Regionalna Strategia Innowacji, które de facto determinują proces budowy regionalnej gospodarki opartej na wiedzy. Uzupełnieniem treści artykułu jest tabelaryczna wizualizacja danych statystycznych alokacji funduszy europejskich dla województwa lubuskiego według stanu na dzień 31 grudnia 2011 roku.

In the Warmia and Mazury region there are actually 15 local action groups (LAG) of different territorial and population potential. By their activity they cover the whole territory of the Warmia-Mazury voivodeship, while in the Elk subregion is embraced especially by 4 LAG: “Stronger Together,” “Mazurian Sea,” the Union of Associations for the Communal Development of the North-ern Area of the Great Mazurian Lakes, and “Leader in EGO.” The article con-centrates on the activity of “Leader in EGO” LAG, where “EGO” is an acronym which stands for the names of three small subregions: Elk, Goldap, and Olecko. The author delivers analyses of the results of the “Leader in EGO” LAG par-ticipation in such social development programs as: “Small Projects,” “The Renovation and Development of Village,” “The Diversification in Non-Agricultural Activity,” and “The Creation and Development of Micro-Entrepreneurship.”

Celem artykułu jest przedstawienie na wybranych przykładach możliwości finansowania działań marketingowych instytucji naukowych i badawczych ze środków w programach europejskich. W 2013 r. kończy się bieżący okres programowania w funduszach europejskich (2007-2013) i powinny już być znane wielkości środków i kierunki finansowania na lata 2014-2020. Warto przyjrzeć się możliwościom, jakie dla działań marketingowych instytucji naukowych stwarzały dotychczas fundusze europejskie oraz zapoznać się ze statystykami udziału polskich instytucji: liczbą projektów i wysokością dofinansowania. Każda instytucja naukowa powinna zrobić własny„rachunek sumienia"i odpowiedzieć na pytania: jakie były kierunki własnej aktywności, ile aplikacji złożono i jakie dofinansowanie pozyskano?

The key aim of this article is to define the socio-spatial aspects of implementing Rural Renewal Program in the Łódzkie Voivodeship. The authors analyze the temporal perspective of the first financial founds that came to Poland for the rural renewal, trying to find out the regularities and determinants of the processes. The rural renewal is a multifaceted term, and very difficult to operational. In the discusse of the spatial dimension of this process, the authors focus first on: the attempt to assess the changes in space initiated by the revitalizing actions in rural areas, and, second, the presentation of the spatial allocation of active communes in the Łódzkie Voivodeship. By characterizing the social aspect of rural renewal, the authors focus primarily on the impact of this process on the local community. The conclusions were formulated on the basis of the research carried out: qualitative analysis of the key program documents concerning the Sectoral Operational Program „Restructuring and  modernization of the food sector and rural development, 2004-2006“.

In his article, the author discusses the system for the implementation and auditing of spending of European funds within the realisation of the Cohesion Policy in the 2014–2020 programming period, which stems from the regulations of the act on the rules for the realisation of Cohesion Policy programmes financed in the 2014−2020 financial perspective. The article takes into account the context of the EU regulations concerning the implementation of the Cohesion Policy in the following programming period. The new provisions are also discussed in relation to the differences with the present regulations on the system for the implementation and auditing of spending in the 2007−2013 financial perspective. In the first part of the article, the author focuses primarily on the analysis of the institutional system for the implementation of the EU funds, by presenting the responsibilities of individual institutions in the process of operational programmes realisation, and also by describing the designation procedure that is required for payment applications submitted to the European Commission.
