Opis:
The aim of the article is to define the political leadership of Recep Tayyip Erdoğan and present the attributes and factors, which primarily influenced the effectiveness of his leadership in the Turkish society. Erdoğan has a strong and unquestioned position in his own party as well as on the Turkish political scene. For a significant part of the society, he is an irreplaceable person and the best leader in the history of the country. Factors which have a major influence on his success are of social, economic and cultural nature. He is a leader, who can easily turn a crisis to his own advantage and convince his followers to support his own arguments. Erdoğan’s activities, which were firmly focused on economic issues, health care reforms and Turkey’s integration with the European Union, enabled him to gain the support of even this part of the society whose values are distant from the ones he accepts. At the same time, he represents a confrontational attitude towards political opponents and often expresses his reluctance towards them.
Celem artykułu jest zdefiniowanie przywództwa politycznego Recepa Tayyipa Erdoğana, przedstawienie jego atrybutów oraz czynników, które w głównej mierze wpłynęły na skuteczność przywództwa w tureckim społeczeństwie. Erdoğan posiada silną i niekwestionowaną pozycję we własnej partii i na tureckiej scenie politycznej. Dla znacznej części społeczeństwa jest postacią niezastąpioną i najlepszym przywódcą w historii kraju. Czynniki, które w głównej mierze wpływają na sukces jego przywództwa mają charakter społeczny, ekonomiczny oraz kulturowy. Jest to przywódca, który z łatwością potrafi przekształcić kryzys w korzyść dla siebie i przekonać zwolenników do własnych racji. Działania Erdoğana mocno skoncentrowane na kwestiach gospodarczych, reformach służby zdrowia i integracji Turcji z Unią Europejską pozwoliły mu zdobyć poparcie nawet tej części społeczeństwa, której wartości odbiegają od przyjętych przez niego wartości. Jednocześnie przejawia on konfrontacyjną postawę wobec oponentów politycznych i wyraża niechętny stosunek wobec nich

This paper depicts the dynamics of the EU-Turkey relations beginning from the signing of the association agreement, i.e. the Ankara contract, to date. In addition, it aims to specify the factors preventing the bilateral collaboration and achievement of EU membership as aspired to by Ankara. The paper focuses on both the internal and international problems arising on Turkey's path to EU membership, namely, the westernisation trend originating from Kemal Ataturk times, recent developments in Turkey, the democratisation of political institutions, the rule of law and protection of human rights, regional security, Turkey's part in the refugee crisis, visafree travel, Greek-Turkey relationships, Ankara's stance towards Cyprus, the Kurdish problem, and the Turkey-US and Turkey-Russia relationships. The authors discuss the EU Member States' attitude towards the political and socio-economic developments in Turkey and the way Ankara looks at the requirements put forward by those Member States. We suggest several methods of rapprochement and brighter bilateral prospects.

Poland had to meet various political, legal and economic criteria in order to become a member of the European Union; the EU itself also had to prepare for it in institutional and financial respect. Although fulfilling acquis communautaire standards, then accession negotiations and completion of formalities lasted 10 years and the anti-EU campaign before a national referendum about Polish integration with the EU caused serious doubts and concerns connected with the accession, still on the 1 May 2004 Poland became a member of the EU. Now, after 10 years of membership there are several questions how Poland has used its presence in this organization. Has it been a time of prosperity and success or rather a failure and a historical mistake? What and how has Poland been changed over this time? Have social doubts connected with the EU integration been allayed? These are just a few questions raised in this article and the author tries to answer them.

This paper answers the question about the alternatives to the European Union membership (and its consequences) conceptualised by the inhabitants of Lower Silesia. To achieve this goal, this text delivers and discusses the empirical data, both quantitative and qualitative, answering the sub-questions if and how their lives have changed as a result of the accession to the EU as well as what are the alternatives, namely: How would our lives have looked like if Poland had not joined the EU in 2004? The article is empirical at its heart. It is built on some fresh data from an extensive research project conducted in 2014 – at the occasion of the tenth anniversary of the EU ‘big bang’ enlargement. At the same time it is the only study conducted in Poland which explores the question of citizens’ perceptions on the Europeanisation effects in such a complex and comprehensive way on the regional level. This study focuses on explaining the Lower Silesians’ opinions exclusively, which allows to see one of the most economically successful regions of Poland in the eyes of its inhabitants.

The primary purpose of this paper is to ascertain the degree to which the Republic of Serbia is ready for full membership of the European Union. Therefore the criteria set by the European Union for the countries aspiring to membership have been examined, including in particular the Copenhagen criteria of 1993. The assessment expressed in the European Parliament resolution of 18 April 2013 has also been taken into account. In many respects, the Republic of Serbia is not yet fully prepared for membership in the European Union, but on 20 January 2014 negotiations started on Serbia’s accession to the EU. Their results will be conditional on the course and pace of the talks concerning the normalisation of relations between Serbia and Kosovo. The date of Serbia’s eventual accession to the European Union is expected to be 2020.

Po dekadzie członkostwa w Unii Europejskiej i otwarcia europejskich rynków pracy dla Polaków wzrosło znaczenie migracji zagranicznych i ich skutków dla rozwoju poszczególnych regionów. Ocena migracji zagranicznych w kategoriach szans i zagrożeń dla rozwoju regionów, mimo iż niejednoznaczna, właściwie stawia współczesne wyjazdy i ich skutki w świetle zagrożeń rozwojowych. Oddziałują zatem bardziej takie konsekwencje migracji jak: utrata kapitału ludzkiego i społecznego, spadek populacji i zniekształcenie struktury wiekowej , deficyty w zasobach pracy, odpływ osób wykształconych i pracowników określonych branż oraz obniżenie wielkości budżetów samorządowych. Mimo dokonującego się dzięki migracjom transferu dochodów, podniesienia poziomu życia i zamożności rodzin migranckich, zmniejszenia skali bezrobocia oraz wzrostu kompetencji zawodowych migrantów, siła oddziaływania pozytywnych konsekwencji migracji jest wyraźnie mniejsza.
After a decade of membership in the European Union and the opening of the European job markets for the Poles, the importance of foreign migration and its influence on the development of individual regions grew significantly. The evaluation of foreign migration with regard to the opportunities and dangers for regional development – even if ambiguous – rightly puts foreign trips and their results in the context of developmental dangers. Therefore, the following consequences of migration have more influence: loss of human and social capital, decrease in population and distortion of age structure, deficit of workforce, educated personnel and workers within specific lines of business, smaller local budgets. Despite the transfer of income, increasing standards of living and wealth of migrant families, decreasing unemployment and growing occupational competences of the migrants resulting from migration, the influence of positive consequences of migration is visibly smaller.

The purpose of this article is to try to outline the essence of membership of the European Union. This international organization, by virtue of the decision of its creators, i.e. the Member States, has been equipped with attributes, which have determined its unique – supranational – character. As a new legal order, the European Union has been granted some scope of autonomy, but ontologically it is dependent on the Member States. It is the Member States that have taken decision on setting up a new integration structure with a center of decision-making located not only outside but also above them, the scope of its competences and instruments of their exercising, and as “masters of the Treaties”, may decide to dissolve it. The decision to join the European Union seems to be determined pragmatically and praxiologically – upon benefits of cooperation within the framework of the EU. In this perspective solidarity, understood as the unity and equality of the Member States, based on common values, becomes a factor legitimizing the EU, and at the same time – a guarantor of its existence, especially in times of crisis. Celem artykułu jest próba odpowiedzi na pytanie o istotę członkostwa w Unii Europejskiej (UE). Ta organizacja międzynarodowa, na mocy decyzji jej twórców, tj. państw członkowskich, wyposażona została w atrybuty, przesądzające o jej unikalnym – ponadnarodowym – charakterze. Stanowiąca nowy porządek prawny, Unia Europejska posiada określony zakres autonomii, ale w sensie ontologicznym jest zależna od państw członkowskich. To one zdecydowały o powołaniu struktury integracyjnej z ośrodkiem rządzenia ulokowanym nie tylko poza, ale także ponad nimi, o zakresie jej kompetencji oraz instrumentach ich realizacji, a pozostając „panami traktatów”, mogą zdecydować o jej rozwiązaniu. Decyzja o członkostwie w Unii Europejskiej wydaje się być warunkowana pragmatycznie i prakseologicznie – korzyściami, jakie daje współpraca w zakresie rozwiązywania wspólnie doświadczanych problemów. Solidarność, rozumiana jako jedność i równość państw członkowskich, wyrosła na jednoczącym aksjologicznym gruncie i warunkująca realizację integracyjnych celów, staje się w tej perspektywie czynnikiem legitymizującym UE, a jednocześnie – gwarantem jej bytu, zwłaszcza w niełatwym czasie kryzysów.

The article concentrates on factors and tendencies which have determined Polish social policy during the systemic transformation and on the verge of entering the European Union. Due to a number of factors, social policy in Polana undergoes a serious crisis. These factors include: limiting the scale of the state’s actions and its savings measures, freequent law changes which restrict the number of recipients and create organizational discorder, pathologies present in some areas of the policy and inefficient reforms. This coincides with disturbing social phenomena which are enhanced by economic processes, inability of often corrupted state institutions and destruction of social policy itself. This situation meets with the disapproval on the part of the society which remembers the benefits offered by social policy in the previous system. Despite the support of the European Union, the perspectives of solving or reducing the problems in the contemporary society seem daunting. What is more, the EU itself has not created a coherent social security system as its particular members, especially the wealthy countries, firmly protect the welfare of its own citizens.

The purpose of this article is an attempt to show the effects of the Polish accession to the European Union in a wider context of international relations and in the context of the changes that have taken place in the Union in the past decade. So we are dealing here with a specific balance of successes and failures, which Poland suffered during the years 2004–2014. This article shows that after twenty-five years since the beginning of political transformation in Poland, and ten years after the accession to the European Union, there is no doubt that our membership in this specific, integrated voluntary association of sovereign states in Europe was necessary and inevitable. It is also the main thesis of this article. It was the only right solution for Poland, which was due to its geopolitical position and historical experience. Despite earlier fears, it did not hurt our sovereignty and national identity. The author states that membership in the European Union strengthened Polish sovereignty and thrive Polish raison d’etat. It has a positive impact on its development.
Celem tego artykułu jest próba pokazania skutków akcesji Polski do Unii Europejskiej na szerszym tle stosunków międzynarodowych i w kontekście zmian, które miały miejsce w Unii w minionym dziesięcioleciu. Mamy więc tutaj do czynienia ze swoistym bilansem sukcesów i porażek, których doznała Polska w latach 2004–2014. Niniejszy artykuł pokazuje, że po dwudziestu pięciu latach od rozpoczęcia transformacji ustrojowej w Polsce i dziesięciu latach od akcesji do Unii Europejskiej nie ulega wątpliwości, że nasze członkostwo w tym specyficznym, dobrowolnie zintegrowanym związku suwerennych państw Europy było konieczne i nieuniknione. Jest to zarazem główna teza niniejszego artykułu. Było to jedyne, właściwe rozwiązanie dla Polski, które wynikało z jej geopolitycznego położenia i historycznych doświadczeń. Wbrew wcześniejszym obawom, nie zaszkodziło naszej suwerenności i tożsamości narodowej. Autor podkreśla, że członkostwo w Unii Europejskiej wzmocniło suwerenność Polski oraz dobrze służy polskiej racji stanu. Wpływa pozytywnie na rozwój gospodarczy Polski oraz umacnia jej prestiż na arenie międzynarodowej.

Security and secure society are important concepts in today’s world. These two concepts are crucial in daily life of individual to feel secure and to focus on every day events, such as job, education, life styles, survival etc. In this context, security and secure society are in process in daily routines for individuals for a macro environment. In this article this process will be examined in the framework of European Union, Turkey’s membership process and the projections of world’s security in general. Purpose. In this article it will be tried to elaborate the concept of security in general for world and in specific for Europe and Turkey. Methods. The work uses a method of critical analysis of scientific sources and the results of practical experience, structural and functional analysis, systematization, and generalization. Conclusion. Addressing the EU's relations with key countries in Middle-East and the south Caucasus and Turkey will provide sound insights into the major problems facing by this region as well as into the key advances and remaining challenges in the political, economic social and geostrategic relationships between the EU and Turkey. This will allow for identifying significant policy implications for the EU's approach to each of the countries individually and to the region overall.

The article falls into the complicated and only partially analysed issues related to the essence of relations between international intergovernmental organizations. Against a background of the typology taking into account the scope and nature of EU representation in international intergovernmental organizations, it addresses the most important issues related to the essence of relations between the EC/EU and NAFO. W dniu 23 czerwca 2016 r. odbyło się referendum w sprawie dalszego członkostwa Wielkiej Brytanii z Unii Europejskiej. Przy frekwencji 72,2% uprawnionych do głosowania, Brexit poparło 51,9 % Brytyjczyków, natomiast przeciw zagłosowało 48,1%. Głosowanie z 2016 r. było już drugim referendum w sprawie dalszego członkostwa Wielkiej Brytanii w projekcie integracji europejskiej. W 1975 r. – dwa lata po oficjalnym przystąpieniu Brytyjczycy poddali kwestię swego członkostwa pod referendum, które zakończyło się negatywnie dla zwolenników Brexitu. Głównym celem niniejszego tekstu jest analiza brytyjskich głosowań referendalnych z 1975 r. i 2016 r., ze szczególnym uwzględnieniem odpowiedzi na pytanie o perspektywy wykorzystywania referendum w procesie decydowania w sprawach integracji. Istotnym zadaniem w kontekście prowadzonych rozważań jest odpowiedź na pytanie o możliwe konsekwencje podjętej w czerwcu 2016 r. decyzji – zarówno dla Wielkiej Brytanii, jak i dla całej Unii Europejskiej.
The referendum on United Kingdom’s membership in the European Union took place on June 23, 2016. With a turnout of 72.2%, 51.9% of those participating supported Brexit, while 48.1% voted against. The 2016 referendum was the second one on the British membership in the European project. The first one held in 1975 ended negatively for those supporting Brexit. The main objective of this paper is to analyze the British referendums of 1975 and of 2016, with a special focus on answering the question about the results of British votes and prospects of using the referendum in the process of deciding on matters of integration. An important task in this paper is to answer the question about the possible consequences of 2016 vote - both: for the United Kingdom and for the European Union.

The three decades, which started with the accession of Greece, Spain and Portugal to the European Union and are ending with the global financial crisis we have experienced during last few years, have brought about significant changes in the welfare system of Southern Europe. Its present form is a direct result of economic, social, as well as political changes which occurred there in the second half of the 20th century. They were determined by crucial events which re-defined the role of a modern state and its institutions, social solidarity and dependencies occurring in free market economy. This article aims to present the influence of changes related to the process of European Union integration and the membership of Greece, Spain and Portugal on the evolution of the socio-economic system functioning there, which is unique in Europe.
Mijające trzy dekady, które zapoczątkowała akcesja Grecji, Hiszpanii i Portugalii do Unii Europejskiej, a kończy największy od dziesięcioleci globalny kryzysu, przyniosły istotne zmiany w systemie społecznym Europy Południowej. Jego dzisiejszy kształt wynika bezpośrednio z przemian gospodarczych, społecznych, ale także politycznych, które dokonały się na tym obszarze w drugiej połowie XX wieku. Zdeterminowały je przełomowe wydarzenia, które na nowo formowały rolę nowoczesnego państwa i jego instytucji, społeczną solidarność, oraz zależności zachodzące w gospodarce wolnorynkowej. Celem pracy jest przedstawienie wpływu zmian związanych z procesem integracji i członkostwa Grecji, Hiszpanii i Portugalii w UE, na ewolucję wyjątkowego w skali Europy systemu społeczno-ekonomicznego, funkcjonującego na tym obszarze.
