    This article describes the experience gained during the implementation of the Erasmus+ Jean Monnet Module “European Union Language Policy” (EULP) in Ukraine. Ukraine has chosen a course of EU integration, a decision that has significantly affected its political, cultural, and social life. Participation in Erasmus+ projects facilitates Ukraine`s rapid and effective introduction to EU sustainable education practices. The EULP project team consisted of Ukrainian and Lithuanian academicians who together developed the programme of the course, focusing on five target groups: graduate students, post-graduate students, high school teachers, researchers, and civil society representatives. The EULP’s sustainable and multidisciplinary approach combines linguistic and cultural competences necessary for Ukrainian citizens in view, joining the European Union in the future. Our observations demonstrate that an increasing number of educational courses that combine professional training with expanding knowledge about the EU facilitate the process of reforming and integrating Ukraine into the common EU education area.

    The article sheds light on the nexus between higher education and foreign policy. International higher education has become an increasingly prominent element of some states’ policies towards other countries as a flank to traditional foreign policy. It has occurred in Central Asia, where the European Union, China and Russia are all supporting teaching, research and capacity-building activities in the tertiary sectors of Kazakhstan, Uzbekistan and Kyrgyzstan. Although they employ similar tools and instruments, the assumptions and visions underpinning their respective strategies diverge. Russia’s strategy is shaped by historically informed identity factors and the impulse to entrench predominance in the post-Soviet space, whilst China uses its support for higher education as a soft infrastructure for its Belt and Road Initiative (BRI). Meanwhile, the EU has integrated higher education into its strategy for the region, which aims at drawing Central Asia closer to its orbit through democratisation and the rule of law.

    As a part of its long-term strategic objectives, the European Union has set efforts to increase internal cohesion, improve economic growth levels, which will strengthen its position in the world economy area and also strengthen its competitiveness vis-à-vis other key players in the world economy. The level and quality of education, as well as the level and quality of science and research, are key areas for achieving this goal. Thus, the main attention at the level of the European Union and its individual member states should be focused on the implementation of systemic measures aimed at improving the educational process and research activities in all aspects (legislative, personnel, financial, procedural, etc.). The article focuses on the definition and analysis of the main developmental trends and tendencies in the area of education and support of science and research in the area of the European Union and the Slovak Republic.

    This report is a part of the outcome of the international project entitled “Studium in Osteuropa: Ausgewählte Aspekte (Analysen, Befunde)” realised in the years 2013-2015 under supervision of Prof. Wilfried Schubarth and Dr Andreas Seidl from the Potsdam University, Department Erziehungswissenschaft and Prof. Karsten Speck from the University of Oldenburg, Germany. The project was realised jointly by representatives of academic centres from Germany, Czech Republic, Poland and Russia. Its general aim was a comparative analysis of the effects of implementation of Bologna Process directives in the higher education organisation in individual countries. The changes introduced into the higher education systems in the countries involved in the project were described and evaluated, in particular the problems of education of teachers at the university level was discussed. The following text is an outcome of the contribution of Polish group engaged in the project realisation. The report will be presented in two parts. The first part is focused on the macro-social context of transformations in the higher education system in Poland. Realisation of selected aspects of Bologna Process directives is described and supplemented with empirical comments. The second part is concerned with selected aspects of university level education of teachers, followed by a polemic against the assumptions and realisation of the target transformations of higher education system.

    Współpraca między uczelniami a sektorem prywatnym jest jednym z istotnych źródeł transferu wiedzy. Przepływ wiedzy ma duże znaczenie zarówno w kontekście tworzenia gospodarki opartej na wiedzy, jak i rozwoju innowacyjności. Współcześnie zdolność do kreowania innowacyjnych rozwiązań jest ważna nie tylko w aspekcie rozwoju przedsiębiorstw, ale także całej gospodarki danego kraju. Wydaje się zatem, że firmy zainteresowane są posiadaniem dostępu do najnowszych wyników badań naukowych. Natomiast zmieniająca się rola uczelni powoduje, że jej działalność nie koncentruje się wyłącznie na realizacji procesu nauczania i na prowadzeniu badań, ale także na komercjalizacji wyników badań naukowych. Dla powodzenia tej ostatniej istotne jest zatem podejmowanie współpracy z biznesem. Mimo korzyści wynikających ze współpracy obu podmiotów wydaje się, że w rzeczywistości istnieją znaczne ograniczenia w tym zakresie. Głównym celem artykułu jest próba przedstawienia intensywności współpracy między uniwersytetami a biznesem w państwach członkowskich Unii Europejskiej. Ze względu na obszerność tego zagadnienia rozważania zostaną ograniczone tylko do wybranych aspektów. W pierwszej części artykułu omówiono zagadnienie współpracy uniwersytetów z biznesem, ze szczególnym zwróceniem uwagi na jej korzyści i bariery. Natomiast w drugiej części zaprezentowano dane dotyczące liczby publikacji naukowych powstających w kooperacji uniwersytetów z sektorem prywatnym, a także udziału procentowego przedsiębiorstw podejmujących współpracę z uniwersytetami w państwach UE. Interesujące poznawczo jest również odwołanie się do międzynarodowego rankingu uniwersytetów, które podejmują współpracę z innowacyjnymi przedsiębiorstwami. Zaprezentowane rozważania zostały poczynione w oparciu o studium literatury, a także w odwołaniu do europejskich sprawozdań i dokumentów. W artykule przeprowadzona została analiza porównawcza danych wtórnych pochodzących z bazy danych Eurostat. Podsumowując, stwierdzono, iż istnieją znaczne różnice między państwami członkowskimi UE – w krajach takich jak Dania, Szwecja czy Finlandia współpraca między uniwersytetami a biznesem jest na stosunkowo dobrym poziomie. Dodatkowo wydaje się, że w państwach członkowskich UE duże przedsiębiorstwa są bardziej skłonne angażować się we współpracę z uniwersytetami lub instytucjami badawczymi niż MŚP.
    It seems that collaboration between academia and the private sector represents one of important sources of knowledge transfer, which is a key element for creating the knowledge‑based economy. Moreover, knowledge transfer between universities and businesses is vital for innovation. The ability to create innovations is not only crucial for the development of enterprises but also for the development of a country’s economy. Business is interested in having access to the latest advances in science. On the other hand, activities of university are evolving from the basic functions of teaching and research to commercialisation of research results where the partnership with the private sector is one of the most important elements. Although there are numerous advantages of such collaboration, in reality, there are also constraints that hinder university‑business cooperation. The main purpose of the article is to present selected aspects of the intensity of university‑business collaboration in the Member States of the European Union (EU). In the first section of this article, advantages of and barriers to university‑business cooperation are discussed. In the second part, the discussion addresses the following factors: public‑private co‑publications per million population and the share of enterprises cooperating with academia. The ranking of the top universities that work with the most innovative firms is also presented in the article. The reflections will be based on the study of literature, European reports and documents. The main axis of investigation is a comparative analysis which draws its data from the Eurostat database. It is concluded that significant differences exist among the Member States – in countries such as Denmark, Sweden or Finland science‑business relations are at a good level. Furthermore, it seems that in the Member States of the EU large companies are more likely to engage in collaborations with higher education or public research institutions than small and medium‑sized enterprises (SMEs).

    Artykuł podejmuje tematykę udziału bibliotekarzy w różnego typu stażach i warsztatach organizowanych w ramach unijnego programu Erasmus, którego poszczególne edycje omówiono w skrócie. Skupiono się przede wszystkim na roli najnowszej edycji Erasmus+ w podnoszeniu i poszerzaniu kwalifikacji zawodowych bibliotekarzy. W celu udokumentowania i zobrazowania przydatności tej formy edukacji przeprowadzono wśród pracowników bibliotek najważniejszych uczelni krakowskich ankietę, będącą podstawą do analizy tego rodzaju przedsięwzięć pod kątem ich wpływu na osobowość pracowników oraz ich rozwój zawodowy, mający przełożenie na działania podejmowane w miejscach pracy.
    This article describes the contributions of librarians to the various types of traineeships and workshops organized by the EU Erasmus programme. It focuses mainly on the role of the latest edition of Erasmus in raising and expanding the professional qualifications of librarians. A survey was conducted among academic librarians of universities in Krakow, which aimed to show the impact of the programme on the improvement of the professional qualifications of librarians.

    Educational policy plays a key role in creating the conditions, defining concepts and directions of development of systems and ways of education in Europe. Based on the analysis of the process of shaping the policy of the Community and then the European Union towards education, the Author identified three stages of education policy development, including higher education. First, the period of faint interest in education, devoid of policy towards higher education. Second, the period of the initial thinking about education policy, including higher education. Third, the period of a separate and specific thinking of higher education policy. During the first period, in political thinking, education has not been given a strategic importance because it was not directly related to the process of building economic competitiveness of the Community. The second stage was largely characterised by linking education policy with economic development, including employability, competitiveness and growth. However, in the third period, the actions that were undertaken by the institutions of the European Union, have contributed significantly to the increase of synergy in European higher education and constituted an investment in the competence of individuals.

    In recent decades, in most EU countries, there has been a significant increase in the share of the population with higher education. This phenomenon, generally viewed positively as contributing to building a knowledge-based economy and improving the competitiveness of EU economies, raises concerns about the effectiveness of the functioning of national education sectors. Interestingly, significant differences between member states, both in terms of the dynamics and the structures of higher education, are observed. The purpose of this article is to discuss some differences in the share of people with higher education, to identify the main potential consequences of the changes observed and to identify the most important challenges for the sector of higher education in the EU in the coming years. The context of the analysis provided by the Europe 2020 Strategy.
    W ostatnich dekadach w większości krajów UE nastąpił znaczący wzrost udziału w populacji osób z wyższym wykształceniem. Zjawisko to, generalnie postrzegane pozytywnie jako mające sprzyjać budowie gospodarki opartej na wiedzy oraz podnoszeniu konkurencyjności gospodarek krajów UE, budzi też obawy związane z efektywnością funkcjonowania krajowych sektorów edukacji. Co ciekawe, obserwuje się znaczące różnice między krajami członkowskimi zarówno w zakresie dynamiki zmian częstości, jak i struktury kształcenia na poziomie wyższym. Celem artykułu jest omówienie wybranych różnic w zakresie odsetka osób z wyższym wykształceniem, wskazanie głównych potencjalnych konsekwencji obserwowanych zmian oraz identyfikacja najważniejszych wyzwań dla sektora edukacji wyższej w UE w najbliższych latach. Kontekstem analizy są zapisy Strategii Europa 2020.

    It must be accepted that Poland has used 25 years of political and economic freedom to generate the development of country in many areas. Th e passage of years has confi rmed the stability of Polish and our credibility for investors, which is one of the most important determinants of development. Currently, aft er the election campaign for the European Parliament, it can be observed, that in Poland, despite the noticeable economic growth, rising the living standards and a numbers of similar circumstances, Polish society falls into irrational contestation, negation and they change the current achievements into the populist and dangerous socio-economic fi gures. Poland in its stability is a young country and it needs to maintain the exchange course toward stabilization. It is essential, urgent and economically safe for Poland to access to the euro zone. Th e political factor supporting this idea is exhausted and sometimes in crises. Th erefore, it is necessary to give the support to activities that promote the entry into the euro zone. Th at kind of support should be given by the institution of higher education – colleges and universities with of economic, fi nancial or political profi les, A good example of such activities in that fi eld are action undertaken by the Alcide De Gasperi University of Euroregional Economy in Józefów. W artykule podjęto analizę czterech wymiarów działalności naukowej i edukacyjnej, którymi były kolejno: (1) międzynarodowa aktywność publikacyjna – publikacje w najbardziej renomowanych czasopismach, (2) międzynarodowa współpraca naukowa w ramach Programów Ramowych Unii Europejskiej, (3) projekty realizowane przez jednostki naukowe oraz uczelnie wyższe w ramach programów operacyjnych oraz (4) umiędzynarodowienie procesu edukacyjnego na uczelniach. Sytuację nauki i szkolnictwa wyższego Poznania porównano z sytuacją w innych największych miastach Polski. Przeprowadzone badania wykazały, że w przypadku każdej z analizowanych sfer można wskazać na korzyści płynące z członkostwa w Unii Europejskiej dla nauki i szkolnictwa wyższego w Poznaniu.
    Accession to the European Union in 2004 was undoubtedly one of the main drivers of change in science and higher education in Poland in recent years. This applies in particular to the international aspects of higher education and research institutions. Infrastructural benefits, in the form of EU funding for the construction and modernization of university buildings, laboratory equipment, etc., seem equally important.This paper attempts to identify and assess the impact of EU membership on the situation and internationalization of science and higher education in Poznan. To this end, the paper includes analyses of four dimensions of scientific and educational activity: (1) international publishing activity – publications in the most prestigious journals, (2) international scientific cooperation under the European Union Framework Programmes (3) projects implemented by scientific institutions and universities under operational programs, and (4) internationalization of education process at universities. For comparison purposes, the state of science and higher education in Poznan has been compared to the situation in other major Polish cities. The study conducted showed that for each of the spheres analysed the benefits can be identified of EU membership for science and higher education in Poznan.
