This paper addresses the question of distribution of support from the EU budget and the national budget to agricultural holders in Mazovia region in comparison with Poland as a whole. In the first main section, the characteristics of the agricultural sector in the region, using main sectoral indicators, is presented. The second section illustrates the agricultural and rural support under the Rural Development Program and the Sectoral Operational Program “Restructuring and modernization of agriculture and rural development” provided to Mazovian beneficiaries with reference to this support at whole country level. Empirical analyses are based on Eurostat statistics as well as on data obtained from the Agency for Restructuring and Modernization of Agriculture and the Ministry of Agriculture and Rural Development. Results of the study show that the Mazovian province, which is a region that can be placed in front of agricultural development, was awarded over the period 2004-2007 a relatively high level of support and ranked first or second among all 16 provinces according to selected measures.

The paper attempts to contribute to the discussion of the agricultural support distribution in the framework of Common Agricultural Policy of the European Union. Author used European Commission statistics of direct payments to explore the distribution patterns across farm holdings in EU Member States. The results show that distribution of direct payments is skewed towards a small number of very large holdings in a few Member States. Across the whole EU, 85% of direct payments funded from common budget went to the largest 19% of their recipients in 2005. In Poland, income from direct payments was also unfairly distributed.

Celem pracy jest analiza aktywności i skuteczności beneficjentów końcowych w realizacji działań, podejmowanych w ramach wdrażania Lokalnej Strategii Rozwoju, realizowanej przez Stowarzyszenie Lokalną Grupę Działania Puszcza Notecka. Stowarzyszenie to funkcjonuje w ramach osi priorytetowej 4 Leader Programu Rozwoju Obszarów Wiejskich na lata 2007-2013. Beneficjenci końcowi są natomiast podmiotami, uzyskującymi dofinansowanie za pośrednictwem Stowarzyszenia. W artykule przeprowadzono analizę zmienności aktywności i skuteczności w układzie konkursów, ogłaszanych przez Stowarzyszenie w latach 2009-2014. Analiza obejmuje również ocenę zróżnicowania przestrzennego omawianych zjawisk w układzie gmin członkowskich Stowarzyszenia. Uzyskane wyniki odnosi się do zróżnicowania poziomu rozwoju społeczno-gospodarczego, w tym zróżnicowania jakości kapitału ludzkiego i kapitału społecznego badanych gmin. W artykule wskazano również na problemy i sukcesy związane z wdrażaniem Lokalnej Strategii Rozwoju.
The aim of this article is to analyze the activeness and the effectiveness of the final beneficiaries in the implementation of the activities under the Local Development Strategy implementation, by the Local Activity Group Puszcza Notecka Association. This Association is working as part of the 4th Priority Axis "Leader”, of the Rural Development Programme for 2007-2013 in Poland. The final beneficiaries are the entities obtaining an co-funding through the LAG. Article lays emphasis on the analysis of the variability in activeness and effectiveness of implementation of the Local Development Strategy in system of calls for proposals, which were published by LAG Puszcza Notecka in the years 2009-2014. The analysis also contains the assessment of a spatial dispersion of activeness and effectiveness in a territorial division of communities, associated in LAG Puszcza Notecka. The results are collated with the level of socio-economical development, including a diversity o f quality of the human and social capital in researched area. The issues and the successes of implementation of the Local Development Strategy were exhibited in the article too.

Opis:
Pending the entry into force of the Common Agricultural Organization of Agricultural Markets in 2007, there were twenty one coexisting industry market organizations as defined in the relevant basic EU regulations. Merging in one legal act the provisions of several dozen other EU regulations and looking at the single European market in a holistic and not sectoral way, illustrates the current way of running the Common Agricultural Policy, which seeks to comprehensively address the problems of the European agricultural market. From 1st September 2017, there has been a National Support Center for Agriculture, which took over the tasks of two liquidated agencies: the Agricultural Property Agency and the Agricultural Market Agency. Adaptation of the Polish legislation within the framework of agricultural policy will have to take into account the changes taking place in the Common Agricultural Policy in the future. From 1st October 2017, the sugar-producing quota system which existed for the last 50 years, setting the limits for individual Member States of the European Union, was terminated. This was the last system of agricultural quotas within the European Union. Following the harmonization of the Polish legislation with European standards, we are aware of the fact that the EU law is constantly facing changes.

The concept of public policy in Polish literature is a relatively new issue. Funds are one (but not only) of the instruments of implementation of public policies in the EU. In the classical meaning of public policy consists of a sequence of separate activities which should include identification ofproblems, the definition of principles and policy objectives, an indication of the instruments and resources needed to achieve set targets and assess their validity. The aim of this paper is to show how European Union funds affect the implementation of EU public policies in Poland and what are the implications.

Polska od ponad dziesięciu lat jest członkiem Unii Europejskiej, co skłania do dokonania pewnych podsumowań na temat efektów członkostwa dla gospodarki krajowej. Celem niniejszego artykułu jest analiza wspólnej polityki rolnej pod kątem modernizacji gospodarstw rolnych w Polsce. Analiza dotyczy aspektów finansowych, czyli dotowania polskiego rolnictwa ze środków pochodzących z budżetu Unii Europejskiej oraz oczekiwanych efektów w zakresie unowocześniania gospodarstw rolnych. W opracowaniu badaniem objęto także okres przedakcesyjny od 2002 roku, czyli od momentu, kiedy Polska zaczęła otrzymywać środki z programu SAPARD, jak również perspektywy wsparcia unijnego dla modernizacji gospodarstw rolnych po 2013 roku.
Poland for over ten years, is a member of the European Union, which tends to make certain conclusions about the effects of membership for the national economy. The purpose of this article is to analyze the common agricultural policy for the modernisation of agricultural holdings in Poland. The analysis relates to the financial aspects, ie subsidizing Polish agriculture with funds from the EU budget and the expected results in terms of farm modernisation. The survey covered the pre-accession period since 2002, ie since the time when Poland began to receive funds from the SAPARD programme, as well as the perspective of EU support for the modernisation of agricultural holdings after 2013.

The aim of paper is to answer to the question whether the EU’s Common Agricultural Policy reduces the differences in the average agricultural income between the EU-15 countries and those that joined the EU in 2004. The hypothesis was assumed that the CAP subsidies reduce the differences in agricultural income between these two groups of countries. Spreads between average income of farmers from the old and new members were calculated. The analysis is carried out in two variants. In the first one, the agricultural income does not include the CAP support, in the second one the agricultural income covers all CAP subsidies. The spatial scope of research involves two groups of countries: EU-15 (Belgium, the Netherlands, Luxembourg, France, Germany, Italy, the United Kingdom, Denmark, Ireland, Greece, Spain, Portugal, Finland, Austria and Sweden) and EU-8 (the Czech Republic, Poland, Slovakia, Lithuania, Latvia, Estonia, Hungary and Slovenia). The subjective scope of the survey covers representative farms from the EU countries (representing 4,045,300–5,295,930 farms in the EU countries, depending on the investigated year). The time frame of the analyses concerns the years 2005–2017. The data from the Farm Accountancy Data Network (FADN) are used. The study positively verifies the hypothesis that: subsidies from the CAP cause a decrease in the differences in average agricultural income between the EU-15 and the EU-8 countries. This contributes to an increase in economic sustainability and in the territorial cohesion of agriculture for the EU countries.
Celem artykułu była odpowiedź na pytanie, czy polityka rolna UE powoduje zmniejszanie różnic w wartości dochodów rolniczych pomiędzy krajami UE-15 i krajami, które przystąpiły do UE w 2004 roku (UE-8). W artykule postawiono hipotezę, że subwencje ze wspólnej polityki rolnej (WPR) powodują zmniejszanie różnic w dochodach rolniczych pomiędzy tymi grupami krajów. Obliczono rozpiętości pomiędzy średnimi dochodami rolników z krajów UE-15 i UE-8 (tj. bez Malty i Cypru). Analizę zrealizowano w dwóch wariantach. W pierwszym, dochód rolników nie obejmował wsparcia WPR, w drugim wariancie, dochody rolników uwzględniały różne subwencje WPR. Zakres przestrzenny analiz obejmował kraje UE-15 (tzw. stare kraje), czyli: Belgię, Niderlandy, Luksemburg, Francję, Niemcy, Włochy, Wielką Brytanię, Danię, Irlandię, Grecję, Hiszpanię, Portugalię, Finlandię, Austrię i Szwecję oraz kraje UE-8 (tzw. nowe kraje), czyli: Czechy, Estonię, Litwę, Łotwę, Polskę, Słowację, Słowenię i Węgry. Zakres podmiotowy obejmował reprezentatywne gospodarstwa rolne z tych krajów (reprezentowały one w zależności od roku od 4 045 300 gospodarstw do 5 295 930 gospodarstw rolnych w krajach UE). Analizy obejmowały lata 2005–2017. Dane pochodziły z europejskiego FADN (Farm Accountancy Data Network). W wyniku analiz pozytywnie zweryfikowano hipotezę, że subwencje z WPR powodują zmniejszanie różnic w dochodach rolniczych pomiędzy UE-15 i grupą krajów, które przystąpiły do UE w 2004 roku. Przyczynia się to do zwiększenia zrównoważenia ekonomicznego oraz powoduje zwiększenie spójności terytorialnej rolnictwa z krajów UE.

The aim of the article is to identify the types and structures of applied instruments of financial support for agricultural producers from the budget support in the scope of CAP, justify the aims of financially supporting agricultural producers as well as analyse the structure of this support by incorporating various CAP instruments in the years 2014-2020. Analyses were conducted on the basis of data from the European Court of Auditors for particular EU countries. On the basis of averaged data for this period, it was established that the basic instrument of budget support for agricultural producers are direct payments (BPS or SAPS depending on the EU country). The second most significant instrument is payments for “greening”. Other support instruments are of lesser significance, though continue to play an important social and economic role. In the scope of CAP, there are discrepancies between both the significance and structure of particular budget support instruments for agricultural producers.
Celem artykułu jest rozpoznanie rodzajów i struktury stosowanych instrumentów wsparcia finansowego producentów rolnych w poszczególnych krajach Unii Europejskiej. Przedstawiono warunki korzystania przez producentów rolnych ze wsparcia budżetowego w ramach WPR, uzasadnienie celowości wspierania finansowego producentów rolnych oraz przeanalizowano strukturę tego wsparcia z uwzględnieniem różnych instrumentów WPR w latach 2014-2020. Analizę przeprowadzono na podstawie danych Europejskiego Trybunału Obrachunkowego dla poszczególnych krajów UE. Na podstawie uśrednionych za ten okres danych ustalono, że podstawowym instrumentem wsparcia finansowego producentów rolnych jest płatność podstawowa (BPS lub SAPS w zależności od kraju UE). Drugim pod względem znaczenia instrumentem jest płatność z tytułu „zazielenia”. Pozostałe instrumenty wsparcia mają mniejsze znaczenie, choć również pełnią ważną ze społecznego i ekonomicznego punktu widzenia rolę. Pomiędzy krajami UE występują różnice zarówno pod względem znaczenia i struktury poszczególnych instrumentów wsparcia budżetowego producentów rolnych w ramach WPR.

The article offers an assessment of spatial differences in the structure of payment granting decisions under the EU Common Agricultural Policy. The analysis was conducted for individual EU assistance measures divided into two groups: 1) intensifying measures, intended to step up production and improve the competitiveness of agriculture and 2) extensifying measures, intended to improve the environment and to help rural areas to diversify into non-agricultural activities. It was demonstrated that payments of group 2 prevailed in numerical terms, which was largely a result of the high participation of agricultural holdings in the agri-environmental programme.

The article offers a territorial analysis of funds acquired by Polish agricultural holdings in the years 2004-2006 via direct payments and through participation in measures of the Rural Development Programme and the Sectoral Operational Programme ‘Restructuring and Modernisation of the Food Sector and Rural Development’. The analysis was based on the data on subsidies obtained in individual spatial units (voivodeship, poviat) as expressed by two indices: PLN per farm and PLN per hectare of agricultural land. It was found that owing to the structure of payments with a predominance of area payments, those areas were preferred that had a favourable farm-size structure and a high, historically developed level of farming. Such an allocation of the EU subsidies had contributed very little to the levelling out of structural differences in Polish farming.

Na posiedzeniu w dniach 8-9 lutego 2013 r. Rada Europejska osiągnęła porozumienie w sprawie wieloletnich ram finansowych na lata 2014-2020. Stworzyło to podstawę do uzgodnień z Parlamentem Europejskim, którego zgoda jest niezbędna do ostatecznego przyjęcia budżetu wieloletniego, co powinno nastąpić w czerwcu 2013 roku. Wydatki na wspólną politykę rolną stanowią dużą część całego budżetu i tym samym przedmiot burzliwych sporów między państwami członkowskimi. W artykule analizowano wielkość i strukturę tych wydatków pod kątem znaczenia dla polskiej gospodarki żywnościowej.
At the summit meeting on 8-9 February 2013, the European Council reached an agreement on the multiannual financial framework for the period 2014-2020. This created a basis for consultation with the European Parliament whose approval is needed for the final adoption of the budget of the multiannual programme, which should take place in June 2013. Expenditure on the Common Agricultural Policy constitutes a large part of the whole budget and thus is subject to turbulent disputes between Member States. The article examined the size and structure of these expenditures taking into account their impact on Polish agriculture.

The basic function of agricultural areas is, according to the European Charter for Rural Areas, agriculture and preservation of the natural environment based on a well-functioning agricultural sector that operates in harmony with nature. The Council Regulation (EC) 1257/1999 on support for rural development from the European Agricultural Guidance and Guarantee was adopted in 1999. The programmes that are currently binding in the territory of Poland were developed in accordance with the EU policy expressed in the abovementioned acts and other documents concerning development of rural areas. These included: the Rural Development Programme that focused on social and environmental aspects, as well as a part of the Sectoral Operational Programme devoted to the development of rural areas, as well as restructuring and modernization of the food sector. Based on the priorities of the Council regulation, two strategic objectives have been set: 1) Improvement of competitiveness of the agriculture and food economy, 2) Sustainable development of rural areas. Implementation of these objectives requires the support of the Common Agricultural Policy. Polish European Union membership contributed to setting its objectives and increasing the ability to subsidise economic entities, as well as develop both the food and rural areas economy.

Rural tourism is usually perceived as a part of multifunctional rural development, and in the European Union it has been covered by the Common Agricultural and Rural Policy as well as the other policies [Przezbórska 2009]. Since the 1990s a clear attitude of the Community towards rural tourism and agritourism has been developed. It was expressed in the statement that “rural tourism constitutes a fundamental element of the rural development policy, a very important and complementary component of the development strategy and plays a special role in country planning” [Opinion… 1995]. Rural tourism is usually regarded as a factor of sustainable development, local economies stimulation, increasing employment in rural areas, alternative source of income for farmers and other rural citizens, as well as a factor of landscape care, environmental protection and preserving local culture and traditions. The main purpose of the article was to analyse the development of the place of tourism in the Common Agricultural and Rural Policy and show changes in the number of rural tourism enterprises, and especially changes in the number of farms with other gainful activities in agritourism.

Opis:
When compared to other states of the EU, Poland is a country in which rural areas play special role. 38.1 % of the population live in the country and rural areas cover 93.4 % of the country's territory. People employed in agriculture make more than 20% of the whole workforce, so a few times more when compared to the EU. Simultaneously, farms are significantly smaller than in the old membership countries. A historical feature of the Common Agricultural Policy (CAP) of the EU has been presented in this work. The scope of the CAP reforms, as well as their influence on formation of the agricultural policy in Poland have been discussed. Both sources and the level of subsidy costs to agriculture have been presented. Aid programmes for farms have been analysed, both the already executed and those which undergo implementation. The considerations were based on analysis of the most recent documents and articles related to the above-mentioned issues.
