    This paper aims to analyze the role of EU-Turkey relations in Turkish public debate since 2002, when the Justice and Development Party took power. The Republic of Turkey filed an application to accede to the European Economic Community (the predecessor of the European Union) in 1987; however, the accession negotiations proceeded extremely slowly until the entire process came to an impasse in 2018. Although currently Turkey and the European Union share many common problems (e.g. migration crisis, threat of terrorism, energy security), their cooperation is very limited and thus often ineffective. The author argues that recent developments in Turkey have been shaped by President Erdoğan’s anti-Western rhetoric and are dominated by domestic factors (i.e. inward oriented). In order to present Turkey’s attitudes towards the EU, the source analysis focused on identifying basic assumptions and objectives of Turkish foreign policy  The analysis revealed that here are three possible scenarios for future partnership between Turkey and the EU: optimistic, pessimistic, and realistic.

    This paper depicts the dynamics of the EU-Turkey relations beginning from the signing of the association agreement, i.e. the Ankara contract, to date. In addition, it aims to specify the factors preventing the bilateral collaboration and achievement of EU membership as aspired to by Ankara. The paper focuses on both the internal and international problems arising on Turkey's path to EU membership, namely, the westernisation trend originating from Kemal Ataturk times, recent developments in Turkey, the democratisation of political institutions, the rule of law and protection of human rights, regional security, Turkey's part in the refugee crisis, visafree travel, Greek-Turkey relationships, Ankara's stance towards Cyprus, the Kurdish problem, and the Turkey-US and Turkey-Russia relationships. The authors discuss the EU Member States' attitude towards the political and socio-economic developments in Turkey and the way Ankara looks at the requirements put forward by those Member States. We suggest several methods of rapprochement and brighter bilateral prospects.

    Artykuł poświęcony zmieniającym się uwarunkowaniom wewnętrznym Turcji oraz jej polityce zagranicznej od czasu przejęcia władzy przez konserwatywny obóz Partii Sprawiedliwości i Rozwoju (AKP) z Recepem Tayyipem Erdoğanem na czele. Okres pierwszej dekady rządów AKP doprowadził do zaskakującego skoku cywilizacyjnego, co zbliżyło państwo do Unii Europejskiej i uczyniło z Turcji liczący się podmiot stosunków międzynarodowych. Równolegle Erdoğan wykazywał coraz silniejsze aspiracje autorytarne, które stopniowo urzeczywistniał na mocy planu przebudowy starego kemalistowskiego porządku wewnętrznego. Wojna syryjska, kryzys migracyjny, reorientacja polityki zagranicznej Turcji, napięcia wewnętrzne po nieudanych puczu wojskowym oraz planowane reformy konstytucyjne w Turcji to nowe determinanty stosunków Turcja−Europa. Głównym celem analizy jest próba zrozumienia wyzwań, przed jakimi stoją obie strony oraz określenie potencjalnych perspektyw i scenariuszy przyszłych relacji w tych nowych realiach politycznych.
    First part of the paper is focused on changing domestic conditions of Turkey and its foreign policy since conservative Justice and Development Party (AKP) with Recep Tayyip Erdoğan in the lead, came to power. First decade of their rules led to surprising civilization jump, therefore Turkey – as signifi cant international actor – started to cooperate more closely with European Union. However, at the same time Erdoğan started to demonstrate stronger authoritarian aspirations, fulfi lling his plan of rebuilding an old Kemelist state architecture. Syrian war, migration crises, reorientation of Turkish foreign policy, consequences of failed military coup and constitutional reforms in Turkey are the new determinants of Turkey-Europe relations. For that reason, main objective of the following analysis is to present and understand the perspectives and challenges of their future cooperation within new political order.
